students through scholarships, enhancement of facilities and funded participation in industry events such as the AADE National Technical Conference.

The media campaign, led by Kristy Bonner, has continued to help advertise our ongoing efforts with the Christmas donations initiatives, petroleum engineering scholarships, well control and mud lab sponsorships and the Sporting Clays Tournament to name a few.

Our annual Sporting Clays event has done an amazing job supporting the goals within our local chapter. Thanks to Jeffery Svendson and the Sporting Clays Committee for their efforts and commitment to the AADE organization.

Through fund-raisers like our Sporting Clays Tournament, the Lafayette Chapter has managed to fund projects and scholarships at ULL, LSU and Nicholls State University. The event is the chapter’s largest fund-raiser. In the

past five years alone, we have raised and distributed $600,000 for university projects and scholarships.

On a national scale, the student chapters are expanding, with 23 student chapters at the University of Alaska-Fairbanks, Louisiana State University, Nicholls State, University of Louisiana at Lafayette, Texas, Texas A&M, Texas Tech, Oklahoma University, Oklahoma State University, Montana Tech, Wyoming, Colorado School of Mines, University of New Orleans, West Virginia University, Marietta College, University of Tulsa, University of Kansas, Houston, Southeastern Louisiana University, Penn State, New Mexico Tech, Montana Tech, Missouri University of Science and Technology, Marrietta College and a new chapter to take root at University of Alaska Anchorage.

In addition to the colleges, there is also a high school chapter

established at Taft Union High School Oil-Technology Academy.

Our website continues to improve and currently offers registration capabilities for meetings and events along with membership renewals and more. Electronic eblasts have proven to be an effective way to reach out to the membership and have translated into more exposure and have aided in highlighting our monthly and annual events.

This year, we explored the high points of several topics that affect our drilling industry including well control, rig auditing, new government regulations, drilling optimization, emerging drilling technology and current industry issues and trends. We are a volunteer organization with no paid professional staff. Volatile industry activity results in challenges for officers and members to find time to devote to AADE activities and planning. The

Lafayette Chapter has found opportunities to work with other local industry organizations, such as SPE and LGS, whose membership bodies many of you compose. We hope that we can continue to combine our efforts in educating the masses regarding our great petroleum industry.

Board nominees running unopposed for 2014-15 are President (Alden Sonnier), First Vice President (David Gomez), Second Vice President (Matt Hensgens), Treasurer (Sharon Moore) and Secretary (Jarrod Suire). The ballots will be distributed to the membership at the upcoming general meeting, voted upon, and collected for tallying at the end of the meeting.

In closing, it was my honor and privilege to serve as president of this volunteer organization for the past two years. Thanks to the Board of Directors, Steering Committee, chairpersons and volunteers for all of their time and dedication.

Ragan Dickens is director of communications for Louisiana Oil & Gas Association (LOGA).

Dickens serves as the Communications Director and North Louisiana Shale Director. In this capacity, Dickens oversees all communications and brand messaging for LOGA. He is the television and print spokesperson for the oil and gas industry to local, state and national media.

Dickens frequently conducts speeches on behalf of the oil and gas industry to national associations, clubs, schools and civic groups to educate the public about topics including industry regulations, current shale plays and potential new developments. He negotiates and mediates between state/parish governments and oil and gas industry companies

regarding industry regulatory issues that directly affect exploration and production within the state of Louisiana.

Originally from Monroe, Louisiana, Dickens attended LSU in Shreveport for his undergraduate work where he received a Bachelor of Arts in mass communications with an emphasis in public relations. He served in the White House under President George W. Bush and on his 2004 re-election campaign.

Dickens then served in several roles under Gov. Bobby Jindal. After leaving politics, he worked as Chief of Staff to a professional athlete overseeing his business development, public relations, branding and social media.

UL Petroleum Engineering Quiz Bowl Team Qualifies to Compete in Amsterdam

The UL Petroleum Engineering team qualified for the SPE-ATCE Conference student quiz bowl, which will be held in Amsterdam on Oct. 27-29.

This is the first year ATCE implemented a qualifying round. Seventy-two schools signed up for the quiz bowl and only 36 (including UL) qualified. A cash prize will go to the winning school.

UL students will conduct a quiz bowl study program lasting through out the summer. The students

themselves set up a quiz bowl application process. Only students who are committed to putting in study time this summer were added to the team.

The UL quiz bowl team is compiled of SPE and AADE student officers. The captain of the quiz bowl team is the AADE student president.

Congratulations to the department for their commitment to representing their school on an international stage.

It is no secret that the oil and gas industry is under attack by a small group of trial lawyers. Abusive suits have been filed against the oil and gas industry by Plaquemines and Jefferson Parish, by the South Louisiana Flood Protection Authority-East (SLFPA-E), New Orleans, and more than 350 legacy lawsuits have been filed all across the state. While all of these suits are currently aimed at oil and gas specifically, these suits threaten the entire business community in the state of Louisiana.

Several bills have been filed in this year’s legislative session that seek to clarify existing laws, prevent over-reach of power, and protect the oil and gas industry from such abusive suits. These bills cover topics ranging from coastal management issues like HB 862 by Rep. Robideaux, to legacy lawsuit reform bills such as SB 667 by Sen. Adley, to an attorney general bill, HB 799, regarding contingency fee usage by Rep. Bishop.

Most recently, Sen. Adley’s SB 553 passed off of the Senate floor; however, it is not quite time for a touchdown dance. This bill clarifies that the SLFPA-E is a state board and

thus needs the approval of the governor regarding the hiring of outside counsel. This passage from the Senate is the first step in a series of bills that will slow down the onslaught of lawsuits that are camouflaged as coastal protection suits, but in actuality are merely money grabs.

Whether a coastal lawsuit such as the SLFPA-E has filed or a land-based legacy suit, the outcome is the same. Oil and gas operators are caught up in a litigious legal climate having to spend millions of dollars on legal fees and court costs when these dollars should be going back into the state’s economy for the production of our natural resources that benefit our entire nation.

As a reminder, the oil and gas industry provides more than 300,000 jobs to the state of Louisiana through exploration and production, and the pipeline and refining sector. More than 30 percent of the nation’s oil and gas flows from Louisiana and the Gulf of Mexico. While these are strong statistics today, they will only diminish

should the legal climate continue to be unfriendly to the business community.

Plain and simple, these abusive suits are preventing economic development in the state of Louisiana. So while bills have been filed in the state legislature that will go through our system of government, the issue should not be a partisan topic. If you want jobs for our children and grandchildren, then you create a business climate that is friendly to the

business community. The idea of one small group of trial lawyers tearing down an industry that has provided jobs to our state for more than 100 years is simply asinine.

The issue will not completely be solved by a few pieces of legislation or by any one group advocating for the industry. The fight requires the entire business community to stand up for what is right for the future success of Louisiana.

Industries Unite as EPA Seeks to Dictate Energy Policy

Energy producers are worried that the Environmental Protection Agency’s carbon dioxide emissions limits are a way for the executive branch to effectively exert unilateral control over U.S. energy policy.

It’s not just the coal industry that is worried about EPA policies. Oil and natural gas producers and refiners have also expressed concern that regulating emissions will erode U.S. competitiveness and harm domestic

industry.“The EPA is not only regulating

emissions, it is now involving itself in setting an energy policy that does not support an all-of-the-above approach to our nation’s energy needs,” said Charles Drevna, president of the American Fuel & Petrochemical Manufacturers (AFPM).

AFPM filed comments with the EPA recently, joining the multitude of comments from those critical of the EPA’s emissions limits. The refiner’s group filed their comments along with the American Petroleum Institute.

The AADE Lafayette Chapter board has recently voted to discontinue the Lafayette Driller newsletter; however, monthly eblasts to all Lafayette Chapter AADE members featuring information and reminders of upcoming events will continue.
