Lake Country council turned down a proposal for a new gravel pit near Oyama last week but it’s likely the issue will come before council again and, according to the appli-cant who was turned down, the issue of gravel trucks going through the community of Oyama is far from over.
Fred � iessen of In-terior Gravel Products called Lake Country’s decision to turn down his application to mine a piece of property next to the new Highway 97 short-sighted and says the issue isn’t going away.
“If this pit closes the next nearest pit is Pier Mac on the other side of Kalamalka Lake,” said � iessen after coun-cil denied his request to open a new pit called the Witzke pit in Oyama. “� ere will be 4,000 to 5,000 truckloads dir-ectly traveling down-town through Oyama, through school zones. � at’s where those trucks will go. Is that a better alternative to me being directly on the highway?”
Lake Country council was unanimous in vot-ing against another grav-el pit in Oyama. � iessen had applied for the per-mit and would have also
had to receive approv-al from the Agricul-ture Land Commission and the provincial Min-istry of Mines to get the go ahead. He says the two pits that he currently leases are coming to the end of their life and he already hasn’t been able to bid jobs due to the fact his supply is running out.
But councillors weren’t convinced it was the right move for the district and questioned the lack of reclamation on several pits in Lake Country.
“We have � ve grav-el pits in the area,” said Coun. Rob Geier. “We have some to the north
and out of our bound-ary and we have some
in Oyama and east of Oyama and we hear they
are going to be reclaimed but residents are not see-ing that. We just see scars and they get bigger and bigger. I don’t see the economic need person-ally for more gravel with all the pits that are out there.”
Mining consult-ant Eric Beresford told council there are four pits in the area that are all within the � nal year of operation and reclam-ation work is then done. Gravel pit operators have to put up bonds with the Ministry of Energy and Mines as a way to ensure

Legal and scienti� c experts present evidence that this technology has been forced upon the public without due process or su� cient care for safe-ty and that indeed a sig-ni� cant threat is posed to consumers’ privacy, sec-urity and well being.

A recent study com-missioned by the Cen-tral Okanagan Region-al District outlined the gravel mining industry as important in the future economy of the Cen-tral Okanagan and also pointed to Lake Country as an area where many gravel deposits exist. It means the issue likely won’t die with one pro-posal being turned down.
Lake Country planner Mark Koch, whose sta� did not recommend the
latest pit application, said it’s an interesting topic for council to consider.
“� e regional district concluded that gravel is a critical resource for the regional economy,” he said. “You have to weigh the importance of the re-source with the com-munity impact.”

submit a piece of original or limited edition art at LCAG where it will be appraised.

I know how to boil an egg. I can fry bacon with minimal super-
vision. I can even reheat macaroni and cheese in the microwave.
Obviously, I am not a gourmet chef.
� e other day, I opened my wife’s spice drawer. What a rain-bow of smells! What a symphony of delectable names, all arranged in
alphabetical order: basil, cayenne, chili, cinnamon, cloves, cumin, coriander, curry, dill, garlic, ginger, mace, marjoram, onion, oregano, paprika, sage, tarragon, turmeric.
Each one has its own distinct taste and smell, its own particular use in a particular recipe.
I have a great suspi-cion of one-size-� ts-all solutions for anything. It doesn’t work with panty-hose, and it doesn’t work with life.
No cook would ever suggest that a single spice will suit every re-cipe, be it sage or cin-namon. Every dish re-quires—nay, demands—its own unique blend of herbs and spices for its special � avour.

and scattered after the “frame-
work agreement” on new oil pipelines announced last week by B.C. Pre-mier Christy Clark and Alberta Premier Alison Redford.
First, here’s what it doesn’t mean.
“B.C. blinked,” ac-cording to one Toronto commentator, based on the popular notion that B.C. gave up its claim to a share of Alberta’s re-source royalties from heavy oil. Clark never made such a claim, so it would be di� cult to give it up.
Her often-repeated condition of a “fair share” of revenues from any new oil pipelines is pur-posely vague, but after repeated protests from Alberta, Clark clari� ed as far back as last June that provincial royal-ties are not on the table. � ere is no constitution-al way to make such a demand, a point Redford has made several times.
NDP leader Adrian
Dix and the usual chorus of professional protest-ers claimed that Clark � ip-� opped, opposing the Enbridge Northern Gateway proposal before the election and then embracing it once she was re-elected.
� is is also inaccur-ate. Clark’s � ve condi-tions were set out be-fore the May election, demanding approval by a federal environment-al review, “world-leading” spill prevention and re-sponse capability on land and at sea, meeting legal requirements to consult and share bene� ts with aboriginal communities,
and the unde� ned “fair share” for B.C.
Clark said numerous times during the cam-paign that the conditions have not been met, and made pessimistic nois-es about Northern Gate-way, but she very care-fully did not campaign against it. � e B.C. Lib-eral platform also en-dorsed a Kitimat-area oil re� nery proposed by this newspaper’s owner, and Clark repeatedly referred to that sort of indus-trial expansion as one of the potential “fair share” components for B.C.
� e B.C. Liberal gov-ernment made its oppos-ition to Northern Gate-way “as currently pro-posed” o� cial on May 31, two weeks after the election, in its � nal sub-mission to the federal re-view panel. If Clark had wanted to jump on the anti-pipeline bandwagon for political gain, that move could have been made earlier.
NDP environment critic Spencer Chandra Herbert said the B.C.
government has taken the position that more oil will reach the West Coast, by rail if not by pipeline. I’m not sure if or when that claim was made, but it’s true that rail shipments are already permitted.
Here’s what Redford and Clark agreed on. Redford accepts B.C.’s � ve conditions, prov-incial royalties exclud-ed, and Clark endorsed Redford’s proposed “Canadian Energy Strat-egy,” which B.C. rejected last year.
A draft of the strat-egy released last summer contains no speci� cs on how it would facilitate a pipeline project from Alberta to B.C. It talks about developing Can-ada’s energy reserves and at the same time some-how reducing green-house gas emissions, and promises a � nal ver-sion next spring. Oh, and Quebec refuses to par-ticipate.
Ottawa has sole juris-diction over inter-prov-incial projects such as
Northern Gateway and the proposal by Kind-er Morgan Canada to expand the 60-year-old Trans Mountain pipeline to Burnaby and re� neries in Washington.
If there is to be some extra revenue for B.C. from oil tra� c, it could theoretically take the form of a toll on pipe-lines. Redford point-ed out the problem with that idea in her speech to an energy forum in Van-couver last week. She noted that 42 per cent of B.C. natural gas is piped through Alberta to mar-kets. If B.C. can toll Al-berta oil, the same could be done with B.C. gas.
None of B.C.’s � ve conditions has yet been met. Legally, they don’t have to be, except for the one about accommodat-ing aboriginal title.

No cook would ever suggest that a single spice will suit every re-cipe, be it sage or cin-namon. Every dish re-quires—nay, demands—its own unique blend of herbs and spices for its special � avour.

divine edict. Innova-tion is always possible. Our daughter has an in-tuitive understanding of what each spice does. “� is casserole could use a pinch of paprika,” she’ll say. She’s usually right.
But outside of the kitchen, we resort too often to those one-size-� ts-all (OSFA) answers.
Anything related to economics relies on per-petual growth. Anything else implies failure.
In politics, the Holy Grail is a majority that can ride roughshod over the self-interests of min-orities.
In scienti� c circles, re-search must produce tan-gible results. Preferably, commercially market-able results. But some-times it’s just as import-ant to prove that some-thing doesn’t work.
Massive doses of vita-min C, or vitamin D, or probiotic yogurt, attempt to impose an OSFA treatment on vastly dif-ferent diseases.
Religion has its own OSFAs. � e solution to everything, from physic-al abuse to substance ad-diction to embezzlement, is to turn your life over to Jesus. Or Krishna. Or whoever.
Various branches of Christianity established their own narrow gates. You need the right kind of conversion experience, or of baptism. You must accept the authority of a particular person or creed or confession. You should speak with the right kind of tongues, or use the right theological terminology.
Bumper stickers that proclaim “Christ is the answer” make me won-der, “What was the ques-tion?”
Life is far more com-plicated than a cook-ing recipe. We wouldn’t use the same recipe for squash soup as we would for Chateaubriand, or the same spices for a Bengal curry as for an al-fredo sauce.
So why the appeal of a simplistic solution for everything?
I suspect it means that most of us are about as ignorant about ethics as I
am about haute cuisine.Of course, sometimes
a black-and-white de-cision is necessary. A friend mocks the idea of a referee applying “situa-tion ethics” in a Monday night football game.
But I suggest that it’s equally ludicrous to ex-pect a whistle-tootin’ Jesus—or any other guru � gure—to � ag a � ve-yard penalty in family quarrels, � nancial � n-agles, or medical contro-versies. Complex situa-tions simply don’t lend themselves to simple an-swers.
A good bouillabaisse demands more culinary sensitivity than toasting a slice of bread.

� e Kelowna to Ver-non rail services ceased operating in July when Kelowna Paci� c Railway (KPR) went into receiv-ership. KPR was leas-ing the rail line from the Canadian National Rail-way Company (CN).
� e cessation of rail services has had a serious impact on Ashland Can-ada’s Kelowna plant and other Okanagan busi-nesses.
For the past few months, a number of us have been working to ex-plore various options that can re-start the rail service, including Kelly Brown, Ashland’s man-ager, their lawyer Barry Penner, our MPs, our MLAs, our mayors and their councils.
As of Oct. 3, CN has activated the discontinu-ance of service process. � e discontinuance has 60 days to unfold before the rail line is then of-fered for sale.
Ashland is work-ing with the Canadian Transportation Agency (CTA) to try to get the line operating again. � e CTA is an independent administrative tribunal of the Government of Canada that makes de-cisions relating to feder-
ally-regulated modes of transportation (air, rail and marine).
Ashland needs a favorable ruling by the CTA, but in the event that does not come to pass, a solid Plan B needs to be in place so it can be presented to CN before the Dec. 3 deadline.
Determining the vi-ability of a new short haul operator, for in-stance, is being con-sidered.
Kelly and his team are still pulling togeth-er a coalition of shippers and allies and we remain con� dent and hopeful that enough interest can be generated.
� e Canadian Manu-facturers and Exporters Association (CME) have indicated they would like to commit resources to
the cause and are reach-ing out to all manufac-turer and stakeholders to come on board to help save the rail.
Rail lines are an im-portant transportation option for moving goods and services in the Oka-nagan in a cost e� ect-ive way. Without the rail option, more and more transportation gets pushed on to our already well-used highways. Tol-ko now has no choice but to haul loads of lum-ber along the Coquihalla. Increasing truck tra� c is hard on our road infra-structure and greater
congestion poses higher safety and environment-al risks.
I am also very con-cerned about the loss of good paying jobs which could disappear with the demise of the rail line. As well, any potential em-
ployers considering set-ting up business might be less inclined if they cannot reply on alterna-tive modes of transporta-tion to get their products moving.

� e good news is that everyone is talking and we remain optimistic that there is still a chance the Kelowna to Vernon rail corridor can be pre-served.
Residents have also contacted me and pre-sented a few alterna-tives should the rail line be abandoned: Some see a commuter transpor-tation system operating between the two cities with stops at UBCO and other locales.
Others see the cre-ation of a spectacular Okanagan recreation-al corridor and oppor-tunities for local tour-ism and healthy living. I know Brad Clements, from Vernon, is work-ing on this and has set up a website at www.oka-naganrailtrail.com.
� e perfect scenar-io would be a multi-modal pedestrian/cyc-ling-friendly corridor as well as an active rail line. For that to hap-pen, the community will need to “buy in” to the proposal, much like the “buy a metre” campaign that was run by the Mis-sion Creek Greenway community, where cit-izens and local business-es could “buy a tie” of the rail line.
It would be an oppor-tunity for everyone from Kelowna to Vernon to get involved in a mean-ingful way.
Our long and roman-tic history with the rail-road and the rail lines that connect us still sparks people’s passions. � e Kelowna-Vernon line served us well for nearly 80 years and we have an opportunity to make sure it continues to do so.
It will take a concerted e� ort by municipalities, business, and citizens, the region, the province and your elected o� cials to see it to a satisfactory end.

Modern technology has increased our aware-ness of products, infor-mation and is a wonder-ful resource for searching for and reviewing topics of interest.
� e dark and crimin-al side to modern tech-nology is the wide range of scams—costing mil-lions of lost dollars a year to consumers.
Online dating fraud and computer fraud are current and expanding scams in Canada.
Online dating is a popular fraud target in Canada. A computer is a great hiding place for a criminal, and that in-cludes a criminal setting up a scam to talk about
relationships and love. Fraudulent people
pretend to look for rela-tionships online and over time request the transfer of money to the criminal.
Don’t believe and act on hard luck or sad emo-tional stories from Inter-net correspondence.
Many online dating sites have criminals surf-ing the net for their next victim. � is involves do-ing the same thing to many people at the same time.
Once money is trans-ferred to a criminal—it is di� cult to get your money back.
Another scam is re-ceiving a telephone call or direct e-mail that your computer is at risk of crashing because of a virus or malicious soft-ware. � e caller may sug-gest he or she works for Microsoft and o� ers to help you � x your com-puter over the telephone or online.
You may be asked to open up other pro-grams to help protect you against viruses, but the reality is they may be installing malicious soft-ware on your computer or charging you fees.
Do not give scammers access to your computer. With access, they can use personal and sensitive data such as your online banking, user names and passwords to access your personal data base. Most
of these calls come from outside Canada.

The little gob-lins, ghouls and witches have had
their night of searching for sweets, the lakes are quiet of boat tra� c, and there’s now a dusting of snow on the hills.
It’s time to face the fact that the sunny, warm days of summer are over. It’s time to pack up the shorts and pull out the wool socks and long johns.
For many Lake Coun-try residents, it’s also time to stoke the wood stove or � replace to heat the home.
� e process of chop-ping wood may be a chore to some, but it also can be a great exercise that gets your muscles working hard, and your heart rate elevated.
During the course of lifting up the axe or maul, and controlling its path down to split wood, many muscle groups are recruited of the arms, back, legs and abdom-inals—it’s a whole body exercise.
� e activity involves both concentric and ec-centric actions—the muscles being worked both shorten and length-en, depending on the phase of the swing.
It also can be com-pared to interval train-ing: chop the wood, haul
it to where it’ll be stored, pile it in an organized way, and then do it again: chop, haul, pile.
Added bene� ts in-clude: Being out in the fresh air, the potential of stress-relief, and also im-portantly, this kind of ac-tivity goes very well with a ‘Movember’ moustache.
Being a multi-joint interval exercise, the ac-tivity requires a whole body warm up (perhaps a hike to � nd the wood to be chopped) before, and a cool down that in-cludes stretching after. Doing so, and following the tips below, can help reduce the chances of de-layed-onset muscle sore-ness (DOMS) and the risk of injury.
I will focus on preven-tion of common pains that can be sustained from overuse, but re-member to take neces-sary precautions to avoid any traumatic injur-ies; for example, wearing safety glasses and gloves,
avoiding wood with nails or many knots, and only doing the task if it is safe for you.
• Pains can common-ly be felt in the lower back during and after the process of splitting and picking up wood. Rais-ing the wood you are splitting will help ease the strain on your low back which occurs with repetitive bending. A 14-16-inch splitting block is an ideal height to de-crease strain while keep-ing the wood within a zone where the axe or maul will exert a strong force; sometimes referred to as being in the “power zone.”
• Keep your knees bent and your back in as neutral (slightly curved) position as pos-sible—both while doing the swinging and while picking up the chopped pieces.
• Another consider-ation for your back is the direction that the
ax travels. Many people swing from one side and down toward the other, typically only in one pre-ferred direction. � is causes twisting in the spine and uneven use of muscle groups in the up-per body between right and left sides. By keep-ing the axe centred, you will limit the rotation-al forces and will also get more symmetric re-cruitment of abdomin-al muscles. Imagine al-ways chopping down di-agonally in one direction as being similar to doing bicycle crunches only to one side.
Forearm pain is an-other common symptom due to the use of the � n-ger � exors with gripping and the wrist extensors. Use of these muscles can result in tendonitis in the wrist or the elbow, espe-cially if they are used a lot already with your job or hobbies.
Stretch each side of your forearms after your task is done to reduce the pain.
To stretch the top of your forearm (the exten-sors) hold your arm out so that your palm faces down. Use your other hand to bend your wrist so that it’s as though you’re bringing your palm to the underside of your forearm. Bend it far enough to feel a pulling sensation in the muscles, but not pain, and hold it gently for 30 seconds be-fore releasing.
To stretch the � ex-ors, start again with your arm held out, but this time pull up on the � n-gers and wrist the oppos-ite direction.
If you do experience muscle soreness that doesn’t resolve a couple days post-activity, or if you get sharp, acute pain, seek a health profession-al for advice, such as your doctor or physiother-apist.
As the days grow colder and you don your � annel plaids to go out-doors, don’t think of wood splitting as a chore. Instead, consider it a whole body exercise that can build a strong core, arms and legs when per-formed safely.

My dog has started to slow down over the last few months. Is this just part of normal aging?
As dogs age, we generally see changes in their behavior. The playful ball-chasing and constant running around that we associate with puppies gives way to
adult dogs napping in the sun and lounging during evening TV time. With senior dogs, we accept even more slowing down. However, it is important to remember, however, that old age is not a disease. We need to differentiate between normal behavior changes of aging dogs and abnormal behaviors that can be important signals of pain. Unfortunately, detecting pain in our canine companions isn’t always straightforward. Some visibly obvious behaviors are important signals that a dog may be in pain. These include: avoiding slippery � oor surfaces, dif� culty getting up from a down position, dif� culty lying down or getting comfortable, limping/lameness, lying down while eating or drinking, reluctance or inability to get up onto furniture or a bed, reluctance to go up or down stairs, reluctance to sit when asked, reluctance to turn the head to one side or the other, sitting on one hip or the other with the rear legs off to one side. Any of these behaviors should prompt a visit to the veterinarian so he or she can � nd the cause of the pain and start to treat it.

Some “all season” tires are good enough for winter roads in B.C., but not all of them.
� at’s one reason why Transportation Minis-ter Todd Stone has add-ed the topic of tires to a provincial review of highway safety that in-cludes speed limits.
“It’s been almost 40 years since the current de� nition of a winter tire was actually changed, and tire technology has advanced dramatically, particularly over the last � ve to 10 years,” Stone said Tuesday.
With the popular-ity of all-season tires and all-wheel-drive vehi-cles, Stone said there is some confusion about what is acceptable for re-quirements that took ef-fect Oct. 1 on routes that have winter conditions.
� ose routes have signs advising driv-ers to use winter tires or carry chains, and police may turn drivers away if they are not properly
equipped.True winter tires have
a symbol of a moun-tain and snow� ake on the sidewall. All-sea-son tires with the “M+S” mark to indicate traction in mud and snow are also permissible, but all tires must have a minimum tread depth of 3.5 mm.
A quick test can be done using a dime. Point Her Majesty’s head downward and insert the dime in the tire tread.
If the top of her head remains visible, the tire is too worn to qualify for winter conditions. Driv-ers have a choice of in-vesting in new tires or buying a set of chains.

Kelowna course dates are Nov. 16 & 23, Nov. 30 & Dec. 7, and Dec. 14 & 21, and will take place at the Kelowna & Dis-trict Safety Council (395 Hartman Road). Train-ing days run 9 a.m. to 3 p.m., with a one hour supervised lunch break, and are open to children ages 10 and up.

Western Hockey League Commission-er Ron Robison � elded dozens of questions on a wide variety of topics at an open meeting with Rockets season ticket holders on last � urs-day, Nov. 7, at Manhat-tan Point Restaurant in Kelowna, touching on topics like o� cials, at-tendance, WHL Live and player safety.
In the � rst ever public Q and A commissioner Robison has held, Rock-ets fans had the chance to ask what they wanted.
� ey queried Robi-son about many topics that the WHL is already
talking about itself.“I think it was an ex-
cellent opportunity to exchange some opin-ions and views on vari-ous aspects of the league and it was very clear that the season ticket holders in attendance were very knowledgeable about the WHL,” said Robi-son. “We hope it was in-formative for the season ticket holders that at-tended and there were many good points raised which we will take into consideration at the league level.”
Robison said attend-ance is generally down amongst the league,
mainly due to the aging population and stressed the need to reach out to younger audiences.
On player safety, he said the WHL’s sev-en-point plan to reduce injuries, including con-cussions, was working, with concussions down last year and at the start of this year.
In terms of the league’s web casts there is good news for fans as Robison said they are currently installing tech-nology that will allow fans to listen to either the home or away broadcasts on WHL Live, some-thing fans have been ask-
ing for. � e commission-
er said the technology should be in place by Christmas of this year.
Overall, Robison said it was a great night and hinted that the league may do similar open meetings in other WHL markets, reaching out and interacting with its fans.
“I thought it was ex-cellent,” he said.
“I thought the ques-tions were very good and I think it’s bene� cial for the season ticket hold-ers and at the same time very important for us to listen to what their con-cerns are.”

WHL Commission-er Ron Robison said 305 WHL graduate play-ers were awarded WHL scholarships for the 2013-14 academic year with 10 former Rockets enrolled at post-second-ary institutions across the nation.
Leading the way is reigning CIS Player of the Year Lucas Bloodo� , the former Rockets’ cap-tain, who is into his
fourth year at St. Mary’s University in Halifax.
Former fan favourite Spencer Main is enrolled at UBC in Vancouver while spark-plug Kyle St. Denis is at Selkirk Col-lege Castlegar/Nelson and 2009 Memorial Cup team member Ian Du-val is at the University of Manitoba.
“� e WHL and our 22 member clubs are very proud to be the leading provider of hock-ey scholarships in West-ern Canada,” said Ro-bison.
“� e WHL takes tre-mendous pride in con-tinuing to provide both current and graduate players with the most comprehensive and � ex-ible education and schol-arship program available in North America today.”

� e Win� eld Curling Club has been gearing up for the annual Mixed Bonspiel taking place November 15 to 17.
Teams from all over the valley and even the coast are registered to curl in this fun three-day event.
Every year is a little di� erent but it is always a social gathering, wheth-er you’re a curler or not. So make sure you drop down to the curling club on Bottom Wood Lake Road to watch some pretty darned good shot making and cheer on your favourite team.
� e junior program is going strong as well with more than 30 curlers ranging from 7 years old to 14. � ese kids are so much fun to watch and it is great to see them im-prove each and every week.
� anks to instruct-ors Bob, Grant, Lea, Al-lie, Richard and Terri for their time and energy both on the ice and up-stairs serving pop and popcorn.
Last weekend we took 10 juniors to a one-day bonspiel in Kelowna and they did very well.
� is is where practice sessions every Wednes-day at 4 p.m. pay o� in the long run.
Good job to Jasanna, Abby, Laiken and Emi-ly for the girls team and Parker, Tyler, Kegan, Daniel and Kylen for the boys.
And a big thank you to Beth at the Kelowna Curling Club for all her hard work.

Council has been asked to approve a Temporary Permit to allow a custom indoor manufacturing (woodwork) shop which may utilize up to 90m2 (970sq.ft.) of the existing 150m2 accessory building.
