WelcomeThank you for attending the public consultation event today. The purpose of today’s event is to give you an opportunity to review the proposed plans for the site. We are keen to hear your thoughts and would be delighted to discuss the proposal in more detail with you. Planning Policy ContextHarborough District Council is currently preparing its new Local Plan, which will set out planning policies in the district for the period to 2031.
The Council has identified a need of 11,000 dwellings to be delivered between 2011 and 2031 – approximately 550 dwellings per annum. Of this about 5,000 dwellings have already been completed or ‘committed’ (planning permission has been granted, allocated in Neighbourhood Plans or predicted to come forward as ‘windfall’ sites).
In the previous Core Strategy, adopted November 2011, Church Langton was designated as a Selected Rural Village i.e. a sustainable location for residential development at a scale in keeping with the existing form and character of the settlement. Through earlier consultation stages on the new Local Plan, it is clear that Church Langton will remain a settlement which is to accommodate residential development. The latest figures suggest that Church Langton will need to accommodate between 13 and 26 dwellings. This is based on the draft Housing Distribution Options presented by the Council in June 2015, which is based on delivering 475 dwellings per annum – this figure has since increased to 550 dwellings per annum.
Harborough District Council is currently unable to demonstrate a five year supply of deliverable housing land and therefore, Policy CS2 of the Core Strategy is engaged, which states:
‘Housing development will not be permitted outside Limits to Development unless at any point there is less than a five year supply of deliverable housing sites and the proposal is in keeping with the scale and character of the settlement concerned.’
The East Langton Neighbourhood Plan is currently out for consultation and on behalf of the landowner we will be making a written submission on the Plan before the Thursday 15th September deadline.
