'THAT WAS THE WEEK THAT WAS'

'Wow!' What a few weeks it has been, I don't think my feet have

touched the ground.

Firstly the elections. Do you know I was really looking forward to a

parish council election, being elected by the parish seems to make

you feel you belong on the council, but never mind we have eleven

members, so a full house. The following week the parish council

held their annual general meeting and voting took place to elect a

chair person and vice chair etc. Do you remember me writing in the

grapevine that it might be my last chairman's column? Well it looks

as though you are stuck with me for another year as I was re-

elected chairman.

The very next week we held the parish meeting inviting local

groups and organisations to give a short talk about their activities in

and around the village. Unfortunately it was poorly attended by the

speakers and no member of the public were present. However a

good time was had by those that attended with cheese, biscuits and

wine available. Perhaps we need to update the format to encourage

more people to join in the fun!!! See you next year?

Throughout this time I was busy on stage making scenery and

props whilst at the same time trying to learn lines for the Langtoft

Players production of 'Blitz', a musical written by Lionel Bart. After

five months of rehearsals and five performances I am now feeling a

little shattered with loads of songs still rattling around in my brain.

It was a great success and thanks to those who came to see it,

even bigger thanks to those who came to see it twice, they must

be glutens for punishment. A welcome break from stage stuff now

until September when I presume we will start rehearsals for a

Panto to be staged in December.

Hopefully before that we will enjoy a long hot summer with plenty

of time for barbeques and outdoor activities.

Finally I would just like to thank Steina Bishop our Parish Council

Clerk for the past four years who is moving on to a job she enjoys

working with children full time. Good luck Steina and best wishes

for the future.

Langtoft Parish Council Meetings

Minutes of Meeting held on 17 February 2015

Present: Derek Risk (Vice-Chairman), Yvonne McCulloch, Andy Hallam, Debbie Hallam, Andy Halfhide, Elizabeth Allen, Mike Thompson, Roy Jackson & Colin Larkman. In Attendance: Steina Bishop (Clerk), District Councillor R Woolley, District Councillor K Cooke, 2 representatives from the Road Run Committee and 2 members of the public. The meeting was opened at 7pm with the Open Forum. 090/14 Open Forum Prior to the start of the open forum, Cllr Risk advised that the Chairman sends his apologies for not being able to attend, so if all in agreement as Vice Chairman he will take over as Chair for this meeting. This was agreed by all those present. Concerns were raised with regards to speeding traffic around Manor Way during peak times of children travelling to and from school. The Council advised that an email would be sent to the Head teacher for him to send to all parents about the risks of speeding, the Council would also advise PCSO Laughton. Cllr Jackson advised that when the passive speed signs arrive, 1 of these will be located in this area. Action: Clerk to email Langtoft Primary School and advise PCSO Laughton. Discussions took place regarding parking on grass verges. As no member of the council was entirely clear on the law aspects, it was advised that this would be investigated and reported back at the next council meeting. Action: Clerk to request information from LCC Highways and the police regarding this matter. The condition of the East End road travelling through the village out to Langtoft Fen was raised, as there are large pot holes on the surface. Action: Clerk to write to Hanson on behalf of the Council with a copy being sent to Highways, regarding the impact that the mud is creating on the road surface. Due to there being representatives from the Road Run and rather than them wait-ing for the item on the agenda, the Chairman asked them for further information in relation to their request for further funding for this year’s Road Race. The council had made it clear that they were unaware that last year was a request for year on year funding. Sue Archer advised that this was not the case but as the Parish



Council had kindly donated towards the marshalling last year, they thought they would approach all of last year’s sponsors again. Cllr Halfhide asked as to why they had not ring-fenced the sum of £500 for marshalling from last year’s profit – if the event is not carried out then the money can still be donated to a community organisation. Sue advised that as it was a very popular and indeed one of the main events that is organised in the village, it is entirely the choice of the Council if they wish to make a donation/support the event. 7.13pm – Cllr A Hallam arrived. Mr Archer explained that if there was no traffic management then there would be no race, which would apply if the Red Cross did not attend. It was confirmed that ½ of the entrants do pay in advance but there is still the option to pay on the day, so there is not a true cost in advance of the money donated. The Chairman advised that he was grateful for the Committee to attend the meet-ing and for all they do in relation to the road run but would confirm that the Parish Council could not agree to a fixed sum each year. He thanked them again and advised that the Council would advise of their decision after it had been discussed on the main agenda. Cllr Thompson suggested if the Parish Council were to loan the sum of £500 would they then give it back after the event. Council were advised that this would have to go to Committee to discuss before accepting or declining the offer. A member of the parish asked for an update on the Defibrillator’s and was inappropriately critical of the contribution from Parish Councillors. It was explained that this was a Village Hall Committee initiative and they, not the Parish Council, were responsible for progressing the proposal . It was the Councils understanding that this was happening and the Council would respond to any requests from the Committee. It was also noted that the Village Hall Committee had approached John Lewis/Waitrose and were due to receive a donation from their Green Disc scheme. District Councillor Woolley also advised that some funding may be available from the County Councillors.

(Clerk’s Note: Since the meeting the Parish Council had been in contact with County Councillor Peter Robinson who has agreed to provide the Council with £500 from his Big Society funds to assist with any shortfall in the funding raised by the Village Hall Committee.) It was also noted that there would be a demonstration of a Defibrillator in the village hall on 23rd February. A question was raised as to why Uffington are displaying reactive signs and that Langtoft are not – this is an item on the agenda and will be discussed, however the request for reactive signs has been submitted and is being dealt with. A resident asked for an update on 47 East End. District Councillor Woolley advised that the permission was for just 4 buildings on the plot and no sale will be able to go ahead until the 106 agreement was completed. The owner has 3 years to commence works on the site once planning has been granted. Open Forum closed at 7.30pm 091/14 Chairman’s Remarks The Chairman thanked members in the open forum for their questions and comments and requested that Item 8 be moved up the agenda. All agreed 092/14 Reports from County & District Councillors District Councillor Woolley advised that South Kesteven will be carrying out En-terprise Week in March. These events will be carried out in Stamford and Grantham and are specifically aimed at new small businesses. D.Cllr Woolley advised Council Members to register their vote for the Elections on 7th May. This needs to be submitted by the deadline of 20th April. South Kesteven DC is planning to produce a new local plan/land allocation looking ahead for some 15 to 20 years. As with previous plans Parish Council’s will be consulted. It was reported that the District Council Tax would be frozen again for another year.





£1.1m is spent annually on fly tipping. If anyone notices fly tipping this can be reported to SKDC directly via their website (www.keepskclean.co.uk). It was suggested by members that this should be inserted in the next edition of the Grapevine. In relation to the proposed changes to Tallington Crossing, the villagers of Tallington are carrying out a poll as there is a proposal to build approx. 200 houses as part of the S106 Agreement. District Councillor Cooke advised that he is investigating the requirement for dog fouling signs and the cost / contractor for emptying these bins. Leaflets relating to dog fouling will be inserted in the forthcoming edition of the Grapevine. Baston Parish Council gave the Vice Chairman information on glow in the dark posters, relating to dog fouling – with a request for Langtoft to share the cost in pur-chasing – item to be added to agenda in March. 093/14 Apologies for Absence Apologies for absence had been received from County Cllr Robinson, Cllr Branch and Cllr Garratt. 094/14 Declarations of Interest Acting Chairman declared an interest in relation to the Road Race as the Hyde & Mossop have previously received donations from this event. 095/14 Play Equipment at East End Park – In Memory of Brian Topham The Clerk was in receipt of an email from Barry Woodthorpe, requesting permission from the Parish Council to erect a zip wire on East End Park. Discussions took place in relation to the safety, noise and maintenance of the equipment. It was then proposed by Cllr Halfhide and seconded by Cllr Jackson to approve the request subject to a risk assessment being carried out, to include noise pollution and to confirm that no planning consent is required. It was also agreed that if there was a shortfall in raising the remaining funds, the Parish Council would contribute up to £500. Action: Clerk to write to Mrs Topham and Mr Woodthorpe. 96/14 To approve the minutes of the meeting of 6th January 2015 The minutes from the meeting held on 6th January were approved. Proposed Cllr Halfhide, Seconded Cllr A Hallam and agreed by all members.

097/14 Action points from previous meeting It was noted that items remain from previous meetings. Additional items to be added; Clerk to email the manual for the download instructions relating to speed signs, Cllr Allen to search the land registry for East End South Side and West End, to Stowe Road, in relation to the grass verges. Cllr Halfhide to continue with the Goal posts. 098/14 Planning Applications There had been no new applications since the last meeting but the Clerk advised that responses received to application notices were not being sent through by all members. Action: Councillors to respond with a no comment or response. 099/14 Actions from Correspondence Email from Cllr Garratt in relation to accidents on Stowe Road over the winter. An email had been received from Highways in response. However, the Council had not sent a reply to this email to LCC Highways. Letter had been received from a resident on Barn Owl Close some time ago re-garding the maintenance of the trees surrounding the boundary on East End Park. Cllr Thompson proposed that quotes be obtained from a tree surgeon, this was seconded by Cllr A Hallam and agreed by all. This will be dealt with under Amenities and a response be sent to the resident. As the Road Race & Fun Run had been discussed earlier in the Open Forum, it was proposed by Cllr Thompson to advise the committee that a sum of £500 would be loaned for this event and that it would be paid back prior to the alloca-tion of surplus funds to local organisations/groups. Seconded by Cllr Halfhide and majority vote received, with the exception of Cllr Jackson who voted against and Cllr Risk who as per Declarations of Interest, did not vote. Following this resolution, Cllr Halfhide advised that he wished to withdraw his vote. This was advised that he could not do this but the Clerk would advise of the procedure, following the meeting.


100/14 Cemetery The Clerk advised that she and the Chairman had visited the cemetery in relation to the query from a resident, regarding their plot at the Cemetery. It was agreed that the Clerk speak with Set in Stone to ascertain the procedure for moving the headstone into the correct position to allow suitable space between the adjoining plots. 9.25pm Cllr A Hallam proposed to suspend Standing Orders for a period of 30minutes to continue with agenda items. Agreed by Chairman, no vote carried. 101/14 East Coast Main Line An email had been received from a resident in Deeping St James asking for the support of local Parish Councils in relation to the planned works on the gated crossings. Although the Parish Council are aware of the implications of this work, there was no response to give. Action: Clerk to acknowledge email. 102/14 To approve Standing Orders It was proposed by Cllr Jackson, seconded Cllr D Hallam and unanimously agreed, with 2 changes to approve the updated standing orders.

103/14 Finance & Clerks Report Members confirmed that these had been read and no comments were made. 10.00pm Standing Orders were suspended again for a further 10 minutes, proposed Cllr Halfhide. 104/14 Amenities & Events Report Amenities Report The group recommended to purchase 3 dog fouling bins, with suitable fixings and bags. The group suggested if it were possible that the gardener/community cleaner would be willing to empty the bins. The group will also seek quotes from any contractors who could carry out the duty of emptying them. Action: Chairman to speak to gardener/community cleaner and Cllr Jackson to speak to a known contact.




In relation to Manor Way fields, members were asked if this still needs to be pursued in relation to the taking over of this area. Cllr Jackson proposed that Cllr Halfhide contact SKDC to advise that the Parish Council are still interested but this should not delay any new agreement between SKDC and Langtoft FC. It was requested that a photograph of the grit bin, with its lid open be taken and placed in the Grapevine for all to see its contents. Events Report All agreed that they had read the report from the Events Group. 105/14 Pocket Park Cllr Jackson advised members that approval of the parking has now been confirmed but not the crossover. 106/14 Parish Council Election Process The nomination papers will be collected from SKDC and hand delivered to those requesting nomination papers. The deadline for these to be returned is 20th April. Cllr Allen suggested all to bring in and for the Clerk to take to Grantham. The Clerk advised as she was carrying out Poll Clerk duties she felt this would be a conflict of interest. This is a Councillors decision as to how the papers are submitted. It was confirmed that the Nomination Papers would be collected on Wednesday 4th March. The meeting closed at 10.11pm

The Parish Council has an open forum before each Council meeting for residents to

ask questions or raise issues. The next meeting is on Tuesday 16th June 2015 at

7pm. The open forum lasts 30 minutes but residents are free to stay on for the full

Council meeting.

St Michael & All Angels, Church

Church News - June/July 2015

June Fayre – Saturday 6th June from 10am to 4pm. A variety of stalls

including cakes and produce, books, bric-a-brac, toys, games and

plants. There will be an adult and children’s tombola and a raffle.

Refreshments all day with light lunches between 12noon and 2pm.

Come along and pick up a bargain and have some fun at the same

time! Donations of anything sellable, or offers of help on the day,

will be gratefully received. Please contact Jane Kelly 345423 for

Church Family Barbecue - Sunday 28th June from 11am in the

garden of East Dean House next to the church, (weather permitting).

This annual event follows on from our monthly Family service and

anyone of any age is very welcome to join us. There is no charge –

just bring some sunshine! More details from Debbie Howard on

349576.

Church Roof Alarm - We now have the lead on our church roof

protected by an alarm system. It detects any movement on the roof

and informs a security control room from where someone can then

observe the roof and see what is happening. If there is something

suspicious going on, it can be filmed, and if necessary, this can be

used as evidence in court. Thurlby church had a significant lead

theft last winter, and we have had lead taken from the porch roof in

the past, so the Church Council felt an alarm was unfortunately

necessary.



Saturday Sales – The next Saturday sale is on

July 4th from 10am to 12noon. As usual there will be freshly

make bacon butties to have with tea or coffee, a cake and pro-

duce stall, bring and buy, and our popular ‘Pot Luck’ table.

Our theme for July is ‘From Abroad’ and there will be plenty of

interesting and unusual items for sale.

Our following Saturday Sale falls on 1st August, and the theme

for this one is ‘The Great Outdoors’.

Village Service – Sunday 5th July at 10am. An opportunity to

join together for a short service to celebrate life in our friendly

village, followed by light refreshments.

Letter from the Curate

The Longest Day

As I write this we are coming into June, and my mind is as much on my allotment as it is on anything else. June is a busy time on the allotment, as it is in farming and gardening. The land is full of growth and greenness, and life seems abundant.

The bleakness and chill of winter are far behind, and the early hesitant promises of spring now seem fulfilled as summer approaches: the final fulfilment of harvest is yet to come, but now is a season of growth and life.

And the days seem scarcely long enough to cope: days lengthened now as we continue our yearly race around the warming sun. Indeed the longest day of the year for us is in June: June 21st the summer Solstice.

Although it’s a busy time it’s also a very pleasant one. It’s the time for long drinks on longer summer evenings, picnics and barbeques, open air concerts and plays, and fetes and fairs. It’s a time for being a bit easier about life; a bit less rushed.

71 years ago it was seen rather differently. Then, the longest day by the clock may have been 21st June but the longest by far by experience was June 6th. Then, everything was hurried, and days seemed far too short, time very precious and life itself tenuous.

Men cooped up in troopships and on landing craft endured seemingly endless hours of foul weather and seasickness to find themselves at the end of a nightmare journey pitched up on bloody beaches amidst a nightmare of carnage and confusion, and waiting death.

Then, young women and old women, sweethearts and mothers, waited through seemingly endless days for news of their menfolk.

Then, it seemed the whole world waited, holding it’s breath for the outcome. It was a time of fear and courage, of freedom regained and heavy losses borne, of life lived through gritted teeth.

Now, on sunny June mornings as I go in and out of church, I pass the war memorial and often pass it by with scarce a second thought, but in these long summer evenings of ease and peace and enjoyment, perhaps I should pause; after all, thanks to the long dead men remembered there, I have the time.

As the executive councillor with responsibility for our Fire and Res-

cue Service, I am proud to say that our Chief Fire Officer, Dave Ram-

scar, was appointed strategic leader of the UK International Search

and Rescue team sent to Nepal earlier this month. The team, now

safely back in UK, played a significant role in the international rescue

effort and returned without injury or illness to any firefighters - despite

very challenging working conditions.

Closer to home, the trial of Fire ambulances, to supplement the East

Midlands Ambulance Service in our county, is now operating from

Stamford, Long Sutton and Woodhall Spa. The trial builds on our ex-

isting co-responder scheme, run in partnership with the ambulance

service and Lincolnshire Integrated Voluntary Emergency Service

(LIVES). In this scheme, our on-call retained firefighters from 21 sta-

tions respond to medical emergencies, delivering first aid, providing

oxygen therapy and administering defibrillation and cardiopulmonary

resuscitation. The trial is being funded by central government and is

proving very successful in reducing the time taken to convey emer-

gency patients to hospital.

On a lighter note, don't miss the chance to visit Lincoln Castle now

that the major restoration has been completed and the Magna Carta

News from the County Council

LANGTOFT PEARL BOWLS CLUB

Hello from the Langtoft Pearl Bowls Team, as you read this

splendid free publication of the Grapevine, the season of Bowls

is already well underway.

With a membership in excess of 65 players and 8 competitive

and friendly leagues to play in, we believe the club offers all the

opportunities and support any prospective player could need to

enjoy our game.

After a hard day’s work why not enjoy a stroll down to the green,

take a seat, relax, breathe in the fresh air and watch the sun go

down whist watching this fascinating game of bowls. It’s better

than watching TV .

We have an excellent facility, set in the heart of the village. It

has a beautifully maintained lawn, surrounding flower beds and

plenty of comfortable park benches,. Yet very few of our

residents ever pay us a visit or possibly know that we are here?

Nearly every Monday, Wednesday and Friday evenings as well

as Tuesday and Thursday afternoons a game of bowls will be

taking place. Every Wednesday morning we hold our coffee

mornings and non members are always welcome. Where else

can you obtain a cup of coffee and a biscuit for 50p. Some

social bowling will also be on the agenda.

WORST WEATHER CONDITIONS FOR YEARS DOES NOT STOP THE

LANGTOFT 10K & FUN RUN!

As any of the helpers, marshals, runners and spectators will know, there was rain - lots of rain! However, another successful event with record-breaking entry numbers in the 10k and a very nearly broken record time - just 6 seconds short! Congratulations and many thanks to all those who braved the weather conditions to attend and take part.

We have had lots of positive feedback and comments about the event and welcome any observations about any aspect of the organisation, particularly anything that needs improvement. Our committee is comprised of a group of Langtoft villagers who all voluntarily work hard to make this event the success it is and I'd like to thank them all for their efforts.

The amount raised by the event this year came to just over £2200, which we are delighted with. Our committee recently held a meeting to decide how to distribute these funds back into the Langtoft community and we have donated funds to: Langtoft Pre-School, Langtoft Football Club, Langtoft Junior Players, Bumps-2-Four, Langtoft Village Hall Management Committee Defibrillator fund, Chloe Houston (a Langtoft student raising funds to spend a year in Ghana via Project Trust), Orchid Cancer (via Langtoft resident Matthew Swain) and Polycystic Kidney Disease charity (via Martin Fisher).

Finally, a big thank you to Empire Gym in Market Deeping for their generous sponsorship of the event, help and support. And thank you to all the other local companies and organisations who donated too.

Grapevine Spotlight

This edition the spotlight falls on Sophie Allport

Sophie Allport is a family business that has been located on the King Street Industrial estate near Langtoft for four years. Sophie designs fine bone china, kitchen and home textiles, oilcloth and stationery all inspired by her love of nature and the countryside. Collections include Bees, Butterflies, Chickens, Terriers, Labradors, Swallows, Gardening and Cats. You’ll find everything from fine bone china mugs and jugs (all hand decorated in Stoke on Trent) to bags, aprons, cushions and teapots!

Sophie and her brother Jem were brought up near Lincoln and after a spell working in London returned to Lincolnshire with their young families in 2008. Sophie originally studied in Lincoln and then went onto Leeds Metropolitan University where she graduated in 1994 with an impressive first class honours degree in Graphic Art and Design, specialising in Illustration. Sophie's brother Jem joined her in 2007 and Sophie Allport Limited was born. As a qualified chartered accountant, Jem has supplied the business acumen and drive to expand sourcing and sales of the Sophie Allport range, leaving Sophie free to focus on design and product development.

The company has gone from strength to strength, most recently being presented with a ‘Four Star’ Award at the prestigious Chelsea Flower Show. Two new children’s ranges were launched in May – ‘On the Farm’ and ‘Woodland Party’ – and June sees the launch of the new Alice in Wonderland collection in collaboration with Macmillan Publishing to commemorate 150 years of the classic tale by Lewis Carroll.

There is a Showroom and Seconds Shop at the Sophie Allport head office near Langtoft. It has recently doubled in size and been refurbished. It is open Mon-Fri, 9am – 5pm. (See page 32 for more details)

LANGTOFT DIARY OF EVENTS Langtoft Crossroads Junction

It has been suggested by a resident that we should

publish the box junction rule again from the highway code as many of

us still do not seem to follow it. The rule applies when turning right

from the main road into East End or West End.

THE BOX JUNCTION RULE

(These have criss-cross yellow lines painted on the road). You MUST

NOT enter the box until your exit road or lane is clear. However, you

may enter the box and wait when you want to turn right, and are only

stopped from doing so by oncoming traffic.

The car [A] is waiting in the CORRECT position to turn right as it is

only prevented from doing so by the oncoming traffic.

Village Notices


Speed Signs

You have probably noticed already that the speed signs

have now been installed in the village. One in Stowe Road near

Westerfield Road and one in East End near the park. There are two

other locations and the signs will be moved periodically to cover traffic

in alternate directions.

They have been purchased by the parish council, funded from the

parish council tax, and have been supplied

through an arrangement with the Road

Safety Partnership. The aim is to help

drivers ensure that they stay within the

speed limits on these two east west roads

through the village.

Please drive carefully through the village

and also encourage your visitors to do so.

Community News

Dog Waste Bins

The Council has also purchased 3 dogs waste bins and they will

be installed in the village in the near future.

This is another measure to help residents act responsibly when

walking their dogs within the village. The cost of emptying the

bins will have to be covered by the parish council tax, so we still

encourage residents to bag their dog waste and bin it at home.

Just to let people know a male has been arrested in connection with the Baston burglaries. There has been some shed break-ins on the allotments and a suspicious van seen, can everything be reported on 101. 6 temporary traffic light batteries were stolen from the Stowe Rd/King St traffic lights during recent roadworks, any info let us know by calling 101. There has been a red Audi S3 stolen from Deeping St James. Offender/s have entered the property sometime overnight by removing the downstairs toilet window taken keys and a wallet and left in the Audi. Dorothy’s Nature Corner

WELCOME NEWS FROM NATURE CORNER FOR THIS EDITION!

The two ospreys Male 33 and Maya (female) have made their long journey back to the Manton Bay nest. They arrived on 6 April 2015 and eggs were laid on 15, 17 and 20 April; incubation lasts for 35-40 days. I would recommend that you visit the website by keying in ”osprey manton bay” and you will be rewarded by fascinating live pictures of the ospreys on their nest and many other wonderful stills and videos. You can actually follow the migration route of Osprey 09 from Rutland Water to sub-Saharan Africa – incredible. Here in The Rides we have been visited by two Green Woodpeckers “Picus Viridis” – viridis is Latin for green. They are the most beautiful birds and I thought you may be interested in a few facts about them: They have a black “moustachial stripe” which extends from the beak, the males having a red centre to the stripe. It has a loud call – rather like a laugh which is known as “yaffling”. Those of you “of a certain age” I am sure will have watched “Bagpuss” on TV with your small children. A character in this se-ries was Professor Yaffle - full name “Augustus Barclay Yaffle” - who took the form of a carved wooden book-end in the shape of a woodpecker. He liked to think he was brains of the outfit, was very knowledgeable, but a bit proud, and the mice loved to play tricks on him to bring him down a peg or two. Yaffle was the most complex of the characters and moved around more than most and I read that apparently, when still, he was nailed to the floor with tacks to prevent him falling over – poor thing, I’m glad I didn’t know that at the time!!


Dorothy’s Nature Corner

Green woodpeckers nest in excavated holes and trees and lay 4-6 eggs which hatch after 19-20 days. Their flight is undulating with 3-4 wing-beats followed by a short glide when their wings are held next to their body. They can often be seen feeding on ants on garden lawns and pastures. In woodlands they feed on insects, beetles and caterpillars by extracting them from crevices in trees with their long sticky tongues which, incidentally, are 10 cm long and curl up into the skull when not in use! Its stiff tail feathers are used as a prop when clinging on to a tree and its long toes are specially arranged with two pointing forwards and two backwards. Enjoy the Springtime (my favourite time of the year) and what we hope will be a pleasant summer. I would be pleased to receive any nature news you may have which I could include in Nature Corner.
