WHEREAS, Arnold "Arnie" L. Hall, Jr. was a Lansing Westside resident for over sixtyyears where he and his wife raised their four children; and

WHEREAS, he opened his heart and his home to the children in the neighborhood, whowere always welcomed with compassion, a sympathetic ear, and unconditional love;and

WHEREAS, Arnie was a diehard Sexton Big Red supporter and could often be found inthe school bleachers cheering on the neighborhood kids who so affectionately calledhim "Dad"; and

WHEREAS, he was well-known throughout the community for his kind heart, positiveattitude, and zest for life, which earned him countless lifelong friends. He was agregarious person who loved talking to people and had a way of making everyone hemet feel special; and

WHEREAS, Arnie was also a dedicated advocate for his community and continuallyshowed his support through numerous community service activities, such as teachingMixology and instructing bowling on Saturday mornings; and

WHEREAS, in the course of our lives, it is a rare gift to know and love someone such asArnold Hall, whose sole purpose in fife seemed to be to bring warmth, light, and loveinto our lives; and

WHEREAS, on Monday, March 7, 2011, the family and friends of Arnold L. Hall, Jr. willjoin together to celebrate and honor his life and share their stories and fond memorieswith one another; and

WHEREAS, Arnold Hall's legacy will live on in the countless lives he touched;

WHEREAS, the Lansing Code Compliance Officer has declared a certain structure(dwelling) at 617 Bluff Street, Parcel # 33-01-01-09-356-211 and Legal Description: E30.5 Ft Lot 26 Block 1 0 F Barnes Sub on Block 27 also Lot 10 Assessors Plat No 40Rec L 11 P 11 to be an unsafe and dangerous building and requested the propertyowner be ordered to demolish or otherwise make safe the structure; and

WHEREAS, The Code Compliance Officer red tagged the said structure on July 8,2010, and requested the property owner be ordered to demolish or otherwise make safethe structure; and

WHEREAS, on January 27, 2011, the Lansing Demolition Board held a special meetingto consider and make a recommendation on whether to declare the structure adangerous building, as defined in the Housing Law of Michigan (MCLA 125.539) andthe Lansing Housing and Premises Code (1460.09) to order the property owner to makesafe or demolish the structure; and

WHEREAS, the Code Compliance Office has determined that compliance with the orderof the Lansing Demolition Hearing Board officer has not occurred; and

WHEREAS, the Housing Law of Michigan and the Housing and Premises Code requirethat a hearing be conducted to give the property owner an opportunity to show causewhy a dangerous structure should not be demolished or otherwise made safe;

NOW, THEREFORE, BE IT RESOLVED that the Lansing City Council herebyschedules a show cause hearing for Monday, March 28, 2011 at 7:00 p.m. in theLansing City Council Chambers, 10 th Floor City Hall, 124 W. Michigan, Lansing,Michigan in consideration of the finding and order of the Lansing Demolition HearingBoard Officer regarding the structure at 617 Bluff . Street to give the owner, or theowner's agent, the opportunity to appear and show cause why the building should notbe demolished or otherwise made safe; and to approve, disapprove, or modify the orderof the hearing officer to demolish or make safe the subject structure.

BE IT FINALLY RESOLVED that the Lansing City Council requests that the Manager ofCode Compliance notify the owner of said property of the opportunity to appear andpresent testimony at the hearing, as required by law.

WHEREAS, the Michigan Middle School National Principal of the Year Awards arebased upon an exemplary showing of Personal excellence, collaborative leadership,curriculum, instruction, and assessment, and a school environment reflecting highexpectations for students and staff; and

WHEREAS, under Mr. Gear's leadership, Gardner was awarded a $350,000 grant forstaff professional development, allowing teachers and administrators to attendworkshops to develop and deliver curriculum that is rigorous and relevant, which led toGarner making Annually Yearly Progress five years in a row; and

WHEREAS, his In-School Suspension room, which he also staffed, helped to createand maintain a positive learning and teaching environment, and allowing him to buildstronger relationships with both students and staff; and

WHEREAS, Mr. Gear rarely occupies his office, preferring to be with the students, in thehallways, the lunch room, and can often be found greeting students as they arrive in themorning. It is this commitment to provide a safe environment for the students to achievetheir potential which has earned him the respect of Gardner's staff and its 700-plusstudents; and

WHEREAS, he currently serves as member of the Michigan Association of SecondarySchool Principals and the Lansing Association of School Administrators, and theIngham County Change Initiative Education Committee all of which allow him to stayinformed and have a voice within the school district; and

WHEREAS, Mr. Gear is as dedicated to his community as he is to his students andserves on a number of Boards and Commissions, including, the South LansingBusiness Alliance, Kiwanis Club, South Precinct Advisory Board, Retired SeniorVolunteer Program, and the Ingham County Road Commission; and

NOW, THEREFORE, BE IT RESOLVED that the Lansing City Council, hereby, wishesto congratulate Norm Gear on receiving the 2011 Michigan Association. of SecondarySchool Principal of the Year Award, and extend a warm thank you for his dedication toexcellence in the Lansing School District. We wish you continued success!

RESOLVED BY THE CITY COUNCIL OF THE CITY OF LANSINGApproving a Personal Property Exemption

WHEREAS, pursuant to Public Act 328 of 1998 (1998 PA 328), MedAssurant, Inc. has madeApplication for Exemption of New Personal Property (PPE-01-2011) for and area commonlyknown as 3301 East Michigan Avenue, Lansing, Michigan which is contained within the LansingBrownfield Redevelopment District established by the Lansing City Council on August 18, 1997pursuant to Public Act 381 of 1996, as amended; and

WHEREAS, a public hearing was held on March 14, 2001, on the Application for Exemption ofNew Personal Property, at which, and with advance written notice, the assessor and allrepresentatives of affected taxing units were afforded an opportunity to appear and be heard onthe application and exemption request; and

WHEREAS, the City is an eligible distressed community under Public Act 328 by containing NEZclassifications under Neighborhood Enterprise Zone Act of 1.992, and as acknowledged in theState Tax Commission bulletin on exemption of new personal property to assessing officers,dated May 10, 1999; and

WHEREAS, Lansing Brownfield Redevelopment District is an eligible district under Public Act198 of 1974, as amended, and it is within the jurisdiction of the City of Lansing and, therefore,within an eligible distressed community; and

WHEREAS MedAssurant meets the requirements of an eligible business under Public Act 328by being primarily engaged in office activities;

NOW, THEREFORE, BE IT RESOLVED that the Lansing City Council hereby approves theapplication of MedAssurant, Inc. for exemption of new personal property (PPE-01-2011)pursuant to Public Act 328 of 1998, as amended, for that portion of the Lansing BrownfieldRedevelopment District, legally described as: COM 84 FT N OF W 1/4 COR SEC 13, TH N1248.9 FT, E 331.54 FT, S 1244 FT, W 331.26 FT TO BEG; SEC 13 T4N R2W, commonlyknown as 3301 East Michigan Avenue, Lansing, Michigan.

BE IT FURTHER RESOLVED that the personal property exemption (PPE-01-2011) under PublicAct 328 shall be fo'r the period of 12 years effective December 31, 2011 and ending Dec 30,2023.

WHEREAS, pursuant to the Renaissance Zone Act, being Public Act 376 of 1996(PA 375 of 1996), George F. Eyde Limited Family Partnership & Louis J. Eyde LimitedFamily Partnership (the Developer) has filed an application (the "Application") for aRenaissance Subzone with the Lansing City Clerk, for a proposed redevelopmentproject in Lansing with an estimated cost of thirty six million four hundred thousanddollars ($36,400,000) (the "Project"), to be constructed on the property more commonlyknown as 300 South Washington Square (former Knapp's Building), (the "Property");and

WHEREAS, the application form was changed by the Michigan EconomicDevelopment Corporation after submission; therefore, a new application form waspresented to Council; and

WHEREAS, Developer as owner of the Property, entered into the Knapp'sBuilding Development Agreement (the "Agreement") on January 10, 2011 with the Cityof Lansing (the "City") and the Lansing Economic Development Corporation (the"LEDC"); and

WHEREAS, the Agreement specifies that the Developer make application for aRenaissance Subzone for the Project prior to March 31, 2011; and

WHEREAS, approval of a resolution in support of the Renaissance Zone is aprior condition to the Developer proceeding with the Project pursuant to Section 3.2 ofthe Agreement.

NOW, THEREFORE, BE IT RESOLVED that the Lansing City Council herebyapproves an application for submission to the Michigan Strategic Fund with a CityCouncil recommendation to approve a Renaissance Subzone, for the property morecommonly known as 300 South Washington Square, Lansing, Michigan, legallydescribed as:

Lots 1 and 2, Also the East 56 feet of Lots 11 .and 12, together with the right of way foralley and yard purposes over the North 10 feet of the South 24 feet of the West 109 feetand the East 21 feet of the South 24 feet of the West 109 feet of said Lot 11, Block 128,Original Plat City of Lansing, Ingham County, Michigan, according to the plat thereofrecorded in Liber 2 Plats, Page 36, 37 and 38, Ingham County Records

BE IT FURTHER RESOLVED that the Lansing City Council, in approving theDeveloper's application by this resolution, finds and determines all of the following;

1. The applicant is not delinquent in any taxes related to the properties.

Establishment of a Historic District Study Committee

WHEREAS, Louis J. and George F. Eyde, of the Eyde Company, by letter datedDecember 16, 2010, request a local historic district designation as a single historicresource for the former J.W. Knapp's Building, located at 300 S. Washington Ave.; and

WHEREAS, the Knapp's Building, was placed on the National Register of HistoricPlaces as a building with local architectural significance, due to Art-Modernearchitectural style; and

WHEREAS, the applicants have indicated their commitment to improving the property inaccordance with the federal standards for its rehabilitation; and

WHEREAS; the local historic district designation will make this property eligible for Stateand Federal income tax credits of up to 25 percent of qualified building rehabilitationcosts; and

WHEREAS, Mark Clouse, has been designated as the applicants' representative on theHistoric District Study Committee; and

WHEREAS, Historic District Commission members Cassandra Nelson, Mary Toshach,Tom Truscott, and Nathalie Winans have also volunteered to serve on a Historic DistrictStudy Committee, and would satisfy the Study Committee membership requirementsunder the Ordinance; and

WHEREAS, the Committee on Development and Planning has reviewed the request bythe property owners within the proposed district;

Jerry Ambrose stated that he just wanted to stop by and inform everyone of where weare with the budget. He said that the next several months are going to be contentiousbecause of the circumstances of where we are at. The big picture is that the economyand how it affects the City's revenue has not improved the way we thought it would or

as quickly as we thought it would. We continue to see short falls in our revenues. Ourfiscal year budget for 2009 which began July 1 was a $117 million dollar budget for thegeneral fund and of that the Fire Department's portion was around $30 million. Whenwe closed the books for the end of that year we didn't take in $117 million we took in$108 million and that was because our income tax revenues were down because wecontinued to have fewer and fewer people working. Property tax revenue was downbecause the state, after we had our budget in place, made some administrativechanges to the personal property tax multiplier, cost the City nearly $1.5 million. TheState, through an Executive Order, reduced the revenue sharing by $2 million. Therewere some other things to, but by large we had some things happen revenue wise thataffected us badly. We knew some of that early in the year we went through what stepswe could to reduce our cost during that year. At the end of the year we didn't spend$117 million which was good, but we did spend about $112 million. So we spent about$4.5 million more than we took in last year, which we were not at all pleased with.Luckily we had the reserves and that is why we don't spend every penny that we haveand try to keep a little in the check book. But we spent about half of the reserves, sothat is of concern to us. Now we saw all that coming at the time we adopted this year'sbudget. This year's budget .that we are living in now is $109 million and we made a lot ofchanges. Half our work force is working 36 hr weeks. We've got changes in our laborcontracts with Fire and Police and other things to reduce costs. We are all familiar withcut backs to the budget, what can we do with less than we get.

Our budget this year is $109 million and as best as we can tell we are on track with ourspending over all. Our revenues are about what we expected having said that we havethe State of the State address that will be taking place in a few minutes and we are notsure what the State will do in this fiscal year. We do know that we have a lot of propertytax appeals under way right now. There are a lot of people not making any money..Businesses are being advised to appeal their assessments and a lot of property ownersare appealing their assessments. The decision will come from the Michigan TaxTribunal and we are at risk of having to pay back taxes to property owners. So we aredealing with a $109 million budget right now.

We look forward to next year, the fiscal year begins on July 1 and the Mayor has topresent a balanced budget to City Council by March 28. We are spending a lot of timeright now trying to figure out what budget the Mayor is going to purpose at the end ofMarch and look forward to what the Council will end up adopting sometime in May. Aswe look at what our revenues will be for next year we have to consider that propertyvalues are going to continue to drop. Our Assessor tells us that over all the propertyvalue is down by 8 percent. So that is about $3 million less in revenue that we will getfrom property tax. Income Tax, good news there, as reported by the State there aremore people working today than there was a few months ago. We see that we arecollecting income taxes at a better rate than we did last year, but we are nowhere closeto what income tax revenue was in 2008. So there is improvement there but not much.We have already heard that the new Governor will not be raising taxes and the wordrevenue sharing has come up several times and for us that is a significant threat. Weget about $14 million in revenue sharing; $ 7 million can not be touched by the legislatorwithout constitutional amendment. That is good news but the bad news is the other $7million can be touched. As we know from passed experience they didn't feel bad abouttaking away $2 million, so we need to decide what we think the State is going to do interms of revenue sharing. So we assume we are going to lose a little bit, we actually

think we will be losing a couple of million, but we also know we could lose as much as$7 million. So if you look at property tax revenue, income tax revenue and revenuesharing those are our big 3 revenue sources they also account for about 80 percent ofall of the revenue that we get. We are projecting about $103 million to build our budgeton next year. So that's a challenge and that would be more workable if it weren't forknowing that our costs are going to go up just to meet the obligations that we need tomeet. Half of our work force is working 36 hours a week and we designed that as atemporary measure not a permanent one. So if we look at everything we are doingtoday and said what is it going to cost us next year to do everything that we are notdoing but to work people at 40 hours and not at 36, we came up with a figure of $118million. So just to do what we are not doing today and to move people back to 40 houra week, we need $118 million and we have a $103 million in revenue. That is the $15million that we have talked about. So that is the challenge that we have. As I have saidwe have been doing this exercise for 4 years going on the 5th year and where the City'swork force for employees was over 1300 in 2005 it is now less than 1000. Now wehave to find $15 million and reduce expenses to meet the revenues that we expect tocome in. So that is the challenge that we are facing and we are well into that process ofthinking it through.

Every department including the Fire Department has been asked to tell us what theycan do with a budget target that is 85 percent what otherwise it would be. Now that is$25 million for a budget roughly for the Fire Department. Now for all the conversationsthat you may hear about, nothing has been decided and will not be until the Mayor hassubmitted his budget to the City Council in March. We will probably have budgetdecisions in our head by the first week in March. But right now we are going to betalking about a lot of things. I know the Chief has been talking with his staff about a lotof different things. We should not confuse those things with decisions that haven't beenmade.

Chief Cochran has been told to tell us what he can do with a $25 million budget asopposed to $30 million. Now we have to see what a Fire budget looks like at $25 millionand a Police budget at $30 or $32 million. We have to see what other budgets look likewith 15 percent taken out. A lot of departments have already seen significant changesand we are going to look at that and the Mayor is going to look at that and he is going todo what he needs to do to present a budget that he is comfortable with. He has beenpretty stead fast from day 1 that public safety is his number 1 priority. He is not going torecommend a budget that is going to compromise public safety being Police or Fire.But that doesn't mean whatever the Police Department and Fire Department wants isgoing to be what they get. They are going to have to look at some choices. We are.going to work with our employees to address some cost saving measures. Over the last3 to 4 years we have had great success with our employees on coming up with ideas.

Our cabinet has been great on coming up with alternatives that we can live with. I thinkfor the most part if you ask someone out in the city if they have seen their servicesseriously degraded from the City over the last 4 or 5 years, I don't think that they wouldsay that they have. Most people will say oh yeah I didn't know that. They care about ifthey call 911 they had better get a response and it had better be quick if their house ison fire or if there is someone in their house. They would like their streets occasionallyplowed. They want to know if they have concerns with something in theirneighborhoods that someone is going to address that. There are a number of things

that they expect to get and they have been getting. They expect to have a decent parkssystem; they just renewed the Parks Mileage. So 'they value those. So we have done agood job over the last few years, as have many cities.

Commissioner Ferro asked if that $15 million cut includes $2 million in revenue sharing..

Jerry said yes it is. We have a risk that the Governor will purpose to eliminate allstatutory revenue sharing and that would be another 5 so it would be $20 million insteadof $15 million.

Commissioner Ferro asked if all of the property tax appeals were approved how muchof a loss would that be?

Jerry responded that it would be $3 million and that would be worse case. We can'tcontrol the time frame on it either.

Commissioner Brown asked what has been the real affect of the 36 hour weeks.

Jerry stated that people have noticed that because it is sometimes a little harder to get ahold of a department. Some offices are closed on Friday's. Planning andNeighborhood Development works four 9 hour days and are closed on Fridays andpeople had to adjust to that. Treasurer's office is closed every other Friday. Early onwe had people coming in and knocking on the door. Interdepartmentally it is probablymore complicated. We tried to be flexible with the employees and when you call to talkto someone you find out that they are not there that day. Beyond that we made surepeople had the ability to pay their taxes. We had builders that weren't to happy thatneeded permits only to come down and find out that the office was closed on Friday.We tried to work with that by saying that if you call us in advance we will make theadjustments. It's been ok. But it has been tough internally to schedule more thananything. There have been times that we have had to work people more than 36 hoursand then the question comes up who gets to do that?

Commissioner Washington asked when is that set to end.

Jerry stated that the agreement with the labor contracts was until the end of this fiscalyear. We will be talking with our Unions.

Commissioner Hudson asked if stepping up our enforcement of collections give you abigger increase in revenue.

Jerry stated that it would some but not a lot. I think you have to look at our population.We have a high number of folks who just can't afford it. We could harass them morebut what little we would get would not be worth the harassment. We had thisconversation with District Court, District Court creates enough revenue to take care ofthem selves and that is not the case here. We will be looking at all the fees and chargesto see if they are enough and we will be looking at the way we do things as we havealways done. I wish there was a silver bullet somewhere but there is not. People haveasked about raising taxes and yes it can be done by Council, but if they raise it 4 mil it isonly going to give $8 million not $15. The Mayor has been pretty stead fast on livingwithin our means.

Commissioner Hudson asked if they have gone back and looked at possible savingsthat did not get passed and reviewed those again?

Jerry said that they have looked at everything a second time.Commissioner Hudson asked about like another incentive for retiring?

Jerry stated that they have offered 2 years in a row a retirement incentive. He said wehave worked hard not to lay anyone off and have been successful so far. I am not surethe answer is offering another retirement incentive right now.

Commissioner Washington asked if there was any consideration to selling assets.

Jerry stated that we are going down an entire list of things. Some things will not happenthat quickly. Long term we could look at selling City Hall. We are looking at our entireinventory of Parks. We have 104 Parks in the City about half of them are reallyconsidered by the Parks Department as program Parks.

Commissioner Vinson stated that the City has a lot of rental property has it beenconsidered to raise the fee for rentals?

Jerry said that it is one of the items on the list to look at.

Firefighter Weber asked if there was an option to sell the Golf Courses.

Jerry said that we only have 1 golf course left open. The rest of them are vacant andthey'are on the list to look at selling. But some of these things-do require the vote of thepeople to sell them. We have tried to minimize our cost to maintain them only to getweed ordinance violations from the Townships.

Commissioner Brown asked if the City Council was being fairly corporative with theMayor of the budget issues.

Jerry stated that they do no know yet. He said you are one of the first groups that wehave meet with. At this point we have talked with them but they don't know what wehave proposed to Fire and Police. They are concerned; their question is how are yougoing to do this?

Commissioner Ferro asked about regionalization. He asked if that has been looked atas a possibility and what kind of cost savings is there?

Jerry stated that it has been talked about and talked about a lot. I think there is notenough pain yet and not enough incentive yet. He stated that in his opinion only that ifthe State was to say you want revenue sharing than you need to do something specificon regionalism, if that were to happen I think you would see a lot of people jumping.That is a multi million dollar incentive. Then people would begin to pay attention. Thereare more corporations going on than one sees. The 911 Center for example is regional.They will be moving out to their new location on Jolly Road and Cedar Street by spring2012 and then we won't be supporting them once that happens. There has been talkand meetings about the Fire Departments.

Chief Cochran said that there is a meeting on Friday regarding that. Jerry said it bestthat there is this perception out there that it is Lansing's problem and Lansing is the onethat is hurting and we are not going to come in and solve Lansing's problems. In allfairness there is a lot that we have done, a lot of positive things and I have discussedthose with you.

Commissioner Hudson asked if there is a priority list of all departments that are funded?As a homeowner I feel Fire and Police are very important and I am all in favor ofsupporting neighborhoods. If I had to choose between having a community centerpainted or something for the kids to do during the summer and having patrols on thestreets or in the stations I would choose safety. Do you have a list of where the moneyis going?

Jerry stated that all of them are important. The budget that will be presented will reflectthe Mayors priorities. Part of what we need to do as a city is grow. We have to havepeople who want to live here; we need to have businesses that want to locate here. Wecan't do it if there are holes in the streets and if you wonder if Police and Fire are goingto respond. It's not that simple, you can't just go down the list, and we want to do it all.The one thing we do know is that everything we do benefits some people. All you haveto do is say that you are taking something away and all of a sudden you have this groupof people coming up with reasons not to. This budget will be a getting back to basicbudget. For example, to provide basic Fire services, do we need to do everything thatwe are currently doing, do we need to have all the personnel that we are using?

Commissioner Vinson asked when looking at the budget, do you look at it on a 1 yearstatus or a 2 year status?

Jerry said that he was glad that this question was asked. He said we like to look at it bymulti year. Last year at this time we said it's not only going to be tough this year butover the next 4 years it will be tuff. We predicted that it would be 2015 before we sawgrowth and revenues would resume before we would see a difference and we have nowrevised it to be 2016. We are looking financially ahead and there are things that wehave got to begin to do now if we are going to try and impact the City finances in thenext 2 years. We have to look ahead and know where we are going. So having saidthis and with all the gloom and doom we are going to continue to invest in the City. We `have got to continue to make this City attractive, we have got to aggressively pursuebusinesses to come here. We will get through it.

Chief Cochran stated that we have got to look at the positives, looking right across thestreet we have the world headquarters for the Accident Fund and bringing jobs to thedowntown area.

Administrative Comments - Fire Chief Tom Cochran• Introduced Michelle Greko. She is a newest staff member here at the office. She

is filling in for Patti who is off on leave.• Mike Lewis had back surgery and is doing well.• We have had some very productive meetings and have some great ideas on

building a budget on $25 million. I have brought in my division heads and someadministrative assistants and we have been very productive. I am

communicating with the unions. The unions are meeting with their boards andare having some very serious discussions. We are about ready to submit our firstround of proposals.

• We have taken delivery of our new Tech Rescue , Vehicle. It is at Station 8. Thatwas purchased through grant funds. It is a beautiful rig and there is a lot involvedwith that like transferring all the equipment. Training is required to operate thisvehicle. Would like to see about changing the location of February's meeting toStation 8 so you can see the new vehicle.

• End of year report is being worked on and needs to be completed.• Tri-ad, No Senior with out Christmas. We held the event on December. 15 and it

was very successful. 270 Christmas baskets were delivered. They were verygrateful for the hard work of the Firefighters at the station. It was really great tosee the parade of Police and Fire vehicles going through the station picking upbaskets and going and delivering them to the seniors. That was a huge positiveevent.

WHEREAS, a grant application for $600,000 is to be filed with the Michigan Departmentof Natural Resources and Environment for the Michigan Natural Resources Trust Fundgrant no later than April 1, 2011; and

WHEREAS, the proposed Grand River Park recreational improvements are contained inthe Parks Five Year Master Plan for 2010 through 2015; and

WHEREAS, The Grand River Park improvements are meant to create a trail head of theWaverly Road Regional Recreational Pathway and construct interior park recreationalnon-motorized path as well as a fishing pier; and

WHEREAS, the Park board met on March 10, 2011 and unanimously supported theMDNR Trust fund application; and

WHEREAS, it is a requirement to hold a public hearing in consideration of the MichiganNatural Resources Trust Fund grant.

NOW, THEREFORE, BE IT RESOLVED that the Lansing City Council hereby sets apublic hearing for March 28, 2011 in consideration of the Michigan Natural ResourcesTrust Fund grant to be filed with the Michigan Department of Natural Resources andEnvironment.

The Lansing branch of the National As-sociation for the Advancement of ColoredPeople celebrated 100 years of the organi-zation's "Crisis" Magazine at its 45th an-nual Freedom Fund Dinner held recently atthe Causeway Bay Hotel.

"Crisis" is a publication of opinions andthought, leaders, decision makers, peace-makers and justice seekers.

It has chronicled, informed, educated, .entertained and in.many instances, set the'economic, political and social agenda forour nation and its multiethnic citizens..

Guests were escorted totheir seats by the youngwomen representing the LesMeres et Debutantes Clubof Greater Lansing, and en-tertained by the LansingChurch of God in Christ'sNew Faith Choir.

The celebration also hon-ored people and organiza-tions from the community. '

Nathaniel Lake Jr.received the president'saward for communityadvocacy..

The Lansing JuneteenthCommittee received thecommunity service awardfor sustained commitmentto preserving history through educationand community partnerships. Receivingthe award on behalf of the Juneteenth com-mittee were Marilyn Plummer, EdwinThomson and Deborah Plummer.

Melvin McWilliams was presented withthe most valuable member award. As chair-man of the Legal Redress Committee, he .donates time and expertise to address con-cerns. Working in partnership with theLansing Chapter of the ACLU, he helpedresearch and drafted a resolution callingfor a ban on Taser guns adopted at theNAACP's 2010 annual convention in Kan-sas City, Mo.

This resolution called for a ban on Taserguns absent an immediate threat to law en-forcement officers or others, absent man-datory and ongoing training of officers,absent medical evaluation following Taser

mandatory reporting of the.use of a Taserby an officer, and which report should in-clude the race and sex of subjects tasered.

Regular membership meetings are heldat 4 p.m. the first Sundays of the month at530 S. Pine St.

Holiday boutique to help Sparrow. Ingham County Medical Society Alli-ance will have its annual Holiday Boutiquefrom 10 a.m. to 4 p.m. Dec. 3 in theSparrow Professional Build-ing Atrium..

.The event is free.More than 20 local ven-

dors will offer unique shop-ping opportunities, includ-ing jewelry, unique paintedfurniture items, home acces-sory items, wooden objects,handbags, paper boxes andspecialty food products.

Proceeds from the eventwill support medical andnursing scholarships in ourcommunity and funds also will be donatedto the Sexual Assault Nurse ExaminationRoom at Sparrow Hospital

Attendees will hear local choirs, andBob McCloy on the mandolin and guitar.

A certified therapy dog, Tay-sia has brought cheer to hun-dreds of ill and elderly peopleover the past seven years, hesaid.

Taysia is also a pit bull. So inorder to keep her, Remijas willlikely have to secure $100,000in liability insurance and posta "dangerous dog" sign on hisproperty, restrictions the El-gin City Council will imposeon dangerous and viciousdogs if an animal control ordi-nance it is considering be-comes law. The measure nar-rowly won preliminary ap-proval last week.

The proposal doesn't ban pitbulls outright but does classifythem as dangerous. Otherbreeds would only be labeleddangerous if they attack aperson or another animal, orvicious if the victim is seri-ously hurt or killed.

Elgin's effort demonstrates• the difficult balance for com-munities in trying to protectcitizens from dog attackswhile avoiding the outcries -and potential lawsuits - fromthose who say pit bulls areunfairly demonized.

Highland Park, for example,considered banning the breedafter a girl was attacked by aleashed pit bull in May andrequired hundreds of stitches.Instead, the city enacted anordinance similar to Elgin's,but without an automatic clas-sification for pit bulls.

That clause is the source ofmost of the opposition in El-gin, and several pit bull own-ers, including Deanna Ziegler,spoke against it. She saidtargeting pit bulls "is likegoing after a race of people."

Remijas called the "danger-ous" label "a misrepresenta-

tion of a vast majority of pitbulls."

But Elgin City Attorney Wil-liam Cogley said pit bulls "canpresent a dang-ei' istinct fromother breeds" and that forevery s of about a loving,gentle pit bull, he could "recitean anecdote of a sudden attackon a child resulting in horrificresults." -rc 4'

Elgm was prompted to re-examine its animal controlordinance in response to sev-eral complaints of pit bullsroaming the streets and after a6-pound Chihuahua was at-tacked and killed by an un-leashed 50-pound pit bull.

McHenry County strength-ened its animal control ordi-nance after three escaped pitbulls in 2005 attacked six peo-ple, including two childrenwho were severely injured. Itdid not single out pit bulls.

"We want to put more em-phasis on the owner of theanimal," said Debra Quacken-bush, spokeswoman for thecounty health department."No longer will the owners beslapped on the wrist. Theremust be accountahil ity"fir ^1c,dF

Elgin's proposal faces a fmalvote on March 10 and if ap-proved, would take effect onJuly 1. It includes several new

restrictions on pit bulls andother dogs deemed dangerousor vicious by an animal con-trol officer:

All owners of dogs in eithercategory would have to regis-ter with the city for a three-year, $100 license.E Such dogs would have towear registration and rabiesshot tags at all times, alongwith proof of having beenneutered or spayed, and theymust be microchipped.B Dangerous or vicious dogswould have to be kept inside a6-foot lockedfence.

When on public property,dangerous dogs would have tobe muzzled and controlledwith a non-retractable leashup to 6 feet long by an adultwho is at least 18.E Owners of vicious dogswould have to carry liabilityinsurance of $500,000 - or$100,000 for a dangerous dog-and be kept inside. If beingtransported to a veterinarianor new owner, they would haveto be muzzled and in an en-closed crate.

Highland Park's new law issimilar but specifies a $150,000insurance policy on dogsdeemed vicious.

While Highland Park'sregulations are . among the

most stringent on the NorthShore, Deputy Police ChiefDavid Schwarz said it mightnot have prevented the in-cident last May. The newlyacquired pit bull was not li-censed and had not previouslydisplayed aggressive behavior.The owner agreed to have theanimal euthanized.•( Cogley, the Elgin city at-torney, said more than 500 pitcommunities in 38 states and

Just this month, Elgin po-lice shot six pit bulls of the 21they said they found in a homewhile serving a search war-rant. A man was charged withfelony animal cruelty andmarijuana production.

Detractors of the toughertack, like pit bull owner DebbiPowless, say it's "the gang-bangers and the drug dealers(who) should be targeted, notthe dog." Many also said theincreased costs they wouldincur would force some own-ers to give up their ogd
