Translation:

Speaking at the Ngee Ann Kongsi Annual Lecture Series, Dr Yukon Huang of the Carnegie Endow- ment for International Peace says should the Chinese government allow farmers to sell their land rights and move freely across the country, this will help build up the middle class.

He added that China should allow the poor to move to where jobs are and not bring jobs to the poorer regions.

He notes that China's rise is due to the response to Deng Xiaoping's 1979 strategy of having some regions develop first ahead of the others. In essence, China's success is due to 3 Ds - density, distance and division. Density refers to concentrating production in the eastern seaboard cities. Distance is about building infrastructure to better connect the markets and facilitate the movement of goods and manpower. Finally, division is about breaking down the barriers between provinces and becoming better connected with the world.

Dr Huang points out that these 3Ds has changed the economic growth model of China since it first started on the path of reform and opening up. China will move from convergence to divergence and will converge again.
