estimates were in the $150,000range.

A Warren County man died at the scene o aone-vehicle accident in the early morning hours
o uesday, June 1.Arthur Lewis Galord, 49, o Fork Valley, was
eastbound on Route 55 near the intersection withRogers Mill Road (Route 614) at 5:45 a.m. whenhis vehicle let the right side o the road, hit aguard rail then a tree and overturned.
According to Virginia State Police Spokesper-

On the warm evening o June 17,an enthusiastic crowd o parents,riends, relatives, sweethearts andchildren gathered in the WarrenCounty High School Gym to gowild or the graduating WarrenCounty Wildcats Class o 011.At one point several beach
balls were being tossed around,and the students were laughing,breaking up some o the nervous-ness that accompanies walking in

the ootball eld, to the accom-paniment o Pomp and Circum-stance played by their high schoolband, loud cheers greeted themand expectant smiles lit up aces.

Skyline High Schools oot-ball eld was the scene o morethan 500 people ready to walkaround the track in teams toparticipate in the Front Royal/Warren County Relay For Lie.
Te 1-hour event began at6 p.m. on June 11 and contin-ued throughout the night untildawn on Saturday. According tothe American Cancer Society,the relays are held overnight,because cancer never sleeps.Te event is held annually to
help raise money or cancer re-
search, and other related pro-grams conducted by the Ameri-can Cancer Society. It is thebiggest undraising event o the
year or the organization.Chairwoman Barbry Deav-
ers said the goal this year is$10,000. According to theirwebsite, this event raised closeto $111,700.Im happy we reached that.
Any time we raise money ithelps, said Deavers.Deavers said 650 participants
registered or the event, and500 showed up and were di-
vided into 4 teams. Te group
still has until August 31 to reachtheir goal and have plannedmore undraising events.Tere were tents and booths

It was as predictable as the un-predictability o the weather theFront Royal own Councils 4-3 re-jection o a citizen-driven initiativeto move the towns stand-alone Mayelections to November to coincidewith ederal elections and potentialvoter turnouts o 60 to 70 percent.
Te only vote that was not appar-ent rom the start o the discussion
some eight months ago was Mayorim Darrs. But Darr had madeit perectly clear or at least twomonths that he was not buying intothe logic that the switch to Novem-ber was necessary or an eectivemeans to stimulate increased voterturnout with the goal o breakingthe inuence o small blocks o spe-cial interest groups on town elec-tions with an average 17-percent voter turnout over the past threeelections.
Over the past eight years the lonetown election that bucked the be-low 0 percent turnout trend wasthe volatile Wal-mart by the river004 election that saw a 3-percentturnout bump our incumbentsrom oce.
Ironically perhaps, it was onecouncilman rst brought to townoce during the higher voter turn-out 004 Wal-mart massacre now Mayor Darr who cast the
deciding vote against the switch toNovember.
My question is are we doing thisor the right reasons? Darr said inpreacing his tiebreaking no vote.
Darr addressed his belie that thecall or a change to November elec-tions was a direct result o citizendiscontent with some sitting mem-bers o council. And he questionedwhether council had accumulated
enough inormation over the eightmonths the discussion has been un-derway to justiy a change in town
election dates. Te mthe change to Novemsense or smaller towlations around 1,400,not or larger town liwith its population o

Coincidence?
In the end Darr joined Lauder, Hol-loway and Tarpe to deeat a simpleordinance change that would haveacilitated the switch to Novemberor the 01 town election.
Perhaps coincidentally the quartet voting to stick with May electionsappears to have been the catalyst orthe citizen initiative or the switchto November in the rst place. Tatinitiative grew out o citizen outrageover the ring o own ManagerMichael Graham on Sept. 7, 010and to some extent general discon-tent over councils handling o theproposed public-private solar pow-er partnership that Graham was amajor player in negotiating toward.
On Sept. 7, then recently-electedTarpe joined Holloway and Lauderto orm a 3- majority to re Gra-
ham. Sayre, perhaps councils mostvocal Graham critic, chose to miss
that meeting despite saying he knewa vote on Grahams uture loomedthat night. Darr, while not having to vote on Grahams termination, ap-peared to support the council sub-majority decision on the town man-ager in subsequent interviews.
Whose responsibility?
Te council supporters or main-taining May elections all indicatedthey elt they should not make thedecision to acilitate the electoralchange despite the citizen survey re-sult 556 responses or the changeto November; 60 avoring stickingwith the stand-alone May elections.
Despite the strong survey resultavoring the change, the quarteto No November ocials indi-cated the number o town surveyresponses did not represent a su-
cient mandate or council to takepositive legislative action.
Rather, Darr, Tarpe, Lauder andHolloway threw the perhaps still-ticking electoral time bomb backthe citizens way. All our expresseda preerence that a citizen petitiono the courts lead to a court-ordered voter reerendum on the ElectionDay change.
However Shae Parker, a strongproponent o the change rom theoutset, questioned that logic. Henoted that the survey result 95returned o about 9000 sent outpretty closely mirrored voter par-ticipation o as low as 15 percent inrecent town elections. And i 500to 800 votes were enough to electthem, why wasnt such a survey
sampling adequate or them to basea legislative decision on? Parker

Jerry Scholder reected that beliewhen he told council, Its too badsome o your minds are made up you can see it in the smirks. Youknow who you are so I wont name,names but you know what this is-sue is about.
In a last ditch bid to sway at leastone vote toward November romthe trio o council opponents, Park-er pointed out that i they voted orthe change by ordinance and decid-ed it didnt work, council could sim-ply vote to change back. However,i the change is made by citizen re-erendum that change is binding oncouncil.
Short memories?
However it appeared to at leastone observer that those councilmen
voting to maintain May electionsare banking on two things:
1/ a citizen petition o the courtsand subsequent reerendum will notoccur in time to impact the 01town election;
and / should a citizen reerendumaect the change to November, bythe 014 town election when thatchange is likely to be implementedeveryone will have orgotten whatthey were mad at them or in therst place.
Long-term consequences?
At least one observer with not toodistant experience in the towns po-litical trenches wondered i Darrwasnt risking his political uture byappearing to abandon the same citi-zen activists who had rst propelledhim into town oce.
Former Mayor Eugene ewalt ex-pressed disappointment at the ma-jority vote.
Im very surprised that the resultwasnt o a more positive nature thisevening, ewalt said. I think thepeople spoke by the surveys theysent back in to the town showinga positive result or the change toNovember. I think the town and thecouncil have made a bad decision
and I think the result will be seenin the uture at the towns next elec-tion.
ewalt declined to speculate onwhether he might rejoin the politi-cal ray in the 01 town election
and perhaps challenge Darr, whodeeated him in an 18-percent voterturnout in 010.

Im a little disappointed. I lis-tened to his arguments, Sill saido the mayors decisive reasoning.I think he made some reasonable
points but I really think the ideao increasing turnout is important thats the biggest [issue] Andthey talk about partisanship itsnot so much partisan as it is just alittle group o people who say Okay,
this guys going to be in; this guysgoing to be in; that guys not goingto be in. But I think the opportunityor the citizens to move orward andask or a reerendum is a reasonablenext step.

New hips and shoulders arentcheap.My alma mater wished me a

I got a splashy email from CocaCola. Thats thoughtful, but Id

In the wake o a June 0th ClosedSession, Front Royal Mayor imDarr conrmed that own Attor-ney om Robinett plans to resign.Darr said no urther details were
available but that Robinett had ex-pressed a desire to leave his posi-
tion in the not-too-distant uture.Contacted on June 1st Robinett
would say only, Tere was a closedmeeting about that thats all I cansay.Tat is his intention to resign the
position he has held or ve-plusyears since the tenure o Mayor JimEastham.It is believed Robinett has about
a year o municipal employmentlet in order to qualiy or the stateretirement system. Robinett camehere rom Winchester, where hecontinues to live.No one inside town hall was will-
ing to comment on what may haveled to Robinetts decision or wheth-er the town attorney indicated hehad other municipal employmentlined up.Robinett had some testy exchang-

or many years on the PlanningCommission. He was always anhonorable man; always lookedater his constituents and tried
his best to stand up or land own-ers rights and stood or holding
growth in our community to aminimum. I always respectedGeorges opinions as he had many years in leadership roll on theCounty Board o Supervisors,current Shenandoah District Su-pervisor Richard raczyk said.Linda Glavis, who now rep-
resents Baggarlys South RiverDistrict, bemoaned being out otown at the time o a man sheconsidered a personal mentorsuneral.He was a good riend o my a-
