Riverton Dam: a political and historical perspecDespite post-drowning fast track old dam came down on schedu

For over a month we kept lookingeast as we crossed the North ForkBridge to try and see i the demoli-tion work on the 104-year-old con-crete Riverton Dam had begun. Aterall, our day-late, dollar short town

council put the demolition on a stateo emergency ast track ollowingthe June 9 drowning o 9-year-oldRyan Warner o Bunker Hill, WestVirginia. Warner was the seconddrowning at the dam in less thanthree months ater an eight-year lull.On April 7, Iraq war veteran MarkD. Grand, 51, drowned while kayak-ing with a riend near the dam. Telast previous drowning was TomasWalker in 00. While Walker could

not save himsel, he saved his twochildren with whom he was shing atthe time. Te dam has a long historyo lie-taking during its 80 years oinactivity and deterioration.

Finally ater all state and ederalpermits were acquired pretty muchon schedule and Historic Resourcebureaucracies satised themselves

that the dams economic and struc-tural histories would be ociallyrecorded, work began on Oct. 5,ollowing a brie ceremony acknowl-edging the dams history and the rea-sons or removing it.

By Oct. 8 the dam was complete-ly demolished rom bank to bank,though the debris bridge created up-stream to allow the heavy machineryto cross the river or the demolitionremained to the south and nal side

taken down. Demolition was per-ormed by Atkins Excavating, Inc. and boy over the course o the weekI was impressed with those guys.Historical documentation is to beprovided by John Milner Associates,Inc. Te total project is anticipated torequire two weeks.

any chance o accessing unds to savethe town the expense o removing thedam, then own Manager MichaelGraham assured council that con-tinuing the application process didnot commit the town to acceptingthe money and removing the dam inew inormation justiying its repairat town expense came to light. Withthat inormation in hand, on Feb. council approved allowing the grantapplication process to proceed by a5-1 margin, with only Sayre dissent-ing.

In arguing to kill the process and

the possibility o having state andederal money pay or the demoli-tion, Sayre indicated a belie the dam,unused and un-maintained since1930, remained useul and could berepaired at a reasonable cost to thetown. During the council campaignSwiger cited his proessional exper-tise in the power industry to disputeboth state damage assessments andrepair and upgrade costs estimatedat $500,000 to a million dollars. Tetown would have been responsibleto oot the entire bill o any repair e-ort had the demolition grant money

council.Citizen Jerry Scholder asked coun-

cil to abandon the notion o commis-sioning a $3,000 consultant study othe dams potential and condition inan attempt to contradict the inor-mation provided by state ocials.

Another citizen and longtime lo-cal volunteer reman Patrick Har-

vey drove the nal nails o commonsense home to council.When was the dam last used by thetown? Harvey wondered.

Perhaps ironically on the day the

demolition o the Riverton Dam be-gan, the own o Front Royal issuedthe ollowing press release related todecreased river levels unrelated tothat demolition. Rather, the manda-tory restrictions and request to con-tinue voluntary reduced uses o waterrelate to long-term and ongoing is-sues with reduced precipitation lead-ing to decreased river levels. In act,this reporter noticed that it appearedwater levels at the boar launch justdownstream o the dam demolitionseemed lower on Oct. 8 than theydid at the outset o work on Oct. 5.

Te own o Front Royal Depart-ment o Environmental Services hasobserved that as o October 5, the14-day rolling average stream ow

rate o the South Fork o the Shenan-doah River has dropped below 340cubic eet per second (cs), or ap-proximately 0 million gallons perday.

Prohibited actions

As a result o this reduced riverow and in compliance with the is-sued withdrawal permit, all users othe own o Front Royals municipalwater system are requested to ob-serve. During periods o mandatorywater conservation, all users o FrontRoyal municipal water system shall

be PROHIBIED rom the ollow-ing:

1. Te watering o shrubbery, trees,

lawns, grass, plants, or any othervegetation rom own water supplies(except indoor plantings, greenhouseand commercial nursery stocks, andnew plantings less than one year old)between the hours o 9:00 a.m. and4:00 p.m.. Te outdoor washing o auto-mobiles, trucks, trailers, boats, air-planes, or other types o

1. mobile equipment, except in acommercial vehicle wash acility.

. Te washing o private streets,driveways, parking lots, service sta-tion grounds, or other paved outdoor

suraces.3. Te operation o any ornamen-

tal ountains, unless the water is re-cycled. Municipal ornamental oun-tains shall be cleaned and closedwithin two () days o the manda-tory

5. Te lling o swimming and/orwading pools, except that lled poolsmay be topped o to maintain theappropriate levels or use.

Te owns permit or water with-drawal rom the river issued by theVirginia Department o Environmen-tal Quality stipulates certain riverow rates require various conserva-tion measures.Violation o any o these mandatory

water conservation activities can bepunished by a ne up to $1000 peroense committed. In addition, eachday that a violation occurs can bepunished as a separate oense. Waterusers are urged to comply with theseeorts.

Water users are requested to con-tinue to reduce water usage through

various other water conservationmeasures. Voluntary water conserva-tion practices include the ollowing:

1. Serving drinking water in restau-rants only upon patron request.

. Operating only ully loaded dish-washers and clothes washing ma-chines.3. ake short showers instead obaths.4. urn o the tap while shaving orbrushing teeth.5. Use two basins when washingdishes by hand, one or washing andone or rinsing, rather than lettingthe tap run.6. Reduce all non-essential water us-age.7. Repair or replace all water xtureswith reduced ow xtures.

10,000-piece model ship o his owndesign at his school. On Oct. 4,memorial services or 18-year-oldGlenn Michael Mikulak were heldat Maddox Funeral Home in FrontRoyal beore a crowd o severalhundred. In tribute to Glenn, whodied o respiratory ailure result-ing rom his battle with Duchenne

Lost no more the WCHS Class o 1959 graduA long overdue recognition of children abused by the tide of histo


I was thinking just another assign-ment and one on a Saturday morn-ing at that until the members o theWarren County High School Classo 1959 began taking their reservedseats at the ront o the recently reno-

vated auditorium. Tats when it rstbegan to hit me, the emotional andhistorical import o the moment.

Tese high school graduates had

not waited an anxious week to gradu-ate, but 51 years. For these long-agohigh school seniors had the crowningevent o their undergraduate educa-tions, their collective athletic achieve-

ments everything high school canmean to a student jerked out romunder them by the tides o history.

Until now they were characterizedas the Lost Class o 1959 but nolonger; now they are ound. Teirpersonal sacrices and oten lielongemotional scars carried since theage o 18 have now been publicly ac-knowledged by a community, a coun-ty government and the school systemthat allowed it to happen in the rstplace.

What exactly was it that hap-pened?

A segment o this communityschildren were made pawns and al-lowed to all victim to the bias,

ignorance, ear and prejudice opeople who should have known bet-ter their elders. Tose elders wereeverywhere to be ound, in the hallso local and state government, in thelocal and state public school bureau-

cracies, and sometimes even in theirown homes.

For as our nation began by law tomove away rom imposing just sucha kind o victimization against somechildren, indeed against an entire

said there will be no racial equalityhere and we will use our children tomake our point. Hence the birth oMassive Resistance and the clos-ing o ederally-ordered integratedpublic schools in some communitiesaround the commonwealth.

As noted above, the moment was

initially revisited late last year at thenew WCHS during statewide 50-

year retrospectives on the impacts oMassive Resistance on Virginia. Andsome o the same aces rom thatevent were here as well. In act, War-ren County Public Schools Superin-tendent Pamela McInnis told us that009 event was the genesis or theidea or this attempt to, i not makethings right, at least try to apologizeand bring closure and inclusion tothe WCHS Class o 1959.

Tat kind o gave us the idea,McInnis said o last years MassiveResistance own Hall meeting at thenew WCHS. Tere were more kidshurt than we originally thought. So itwas emotional. I was more emotionalthan I thought I would be. But it eltreally good to be able to do this andto let them know that we thought othem and that we cared.

All those kids were aected. Itsstill emotional ater 51 years and I

can certainly understand why. Teschool meant so much to them andall o a sudden, you cant come back?!And I can certainly see how the Ari-can-American students elt too whenthey couldnt even walk in the door.It was a sad time Im glad we didthis, McInnis concluded o the daysevents grown out o the 009 event

across town.

ing emotionally, and it really meantsomething to her. And a lot o peoplein the class or dierent reasons i tsthe same thing.

As I said in the short speech that Imade, in the 1950s a school, whetherit was an elementary school or thisschool that really was a haven or us... and things are dierent now. Like

that play that I mentioned [Huckle-berry Finn by Mark wain]. Tat was

a our-act play the book was aboutthat thick, Berryman gestured withhis ngers. It took us three monthsalmost, rehearsing that and memo-rizing those lines and trying to get itdone. So we were here at the schoolthree or our nights a week, and try-ing to keep up with homework andwhatever else we had to do. But ev-

erything that we did totally revolvedaround the school, the amily and the

church.Kids today, I ear, are losing some-

thing because o the iPods, texting oncell phones and the internet, which Ithink all o it is good in some ways.But in other ways it takes away theace to ace and the personal contactand emotions and riendships andlove or one another.

iPods. So we try to keep that alive.I asked current WCMS PrincipalAlan Fox how he elt observing theevent in a building he once gradu-ated rom, and which he now leadsadministratively into its new incar-nation as a state-o-the-art middle

school reborn rom the ashes o thelong-neglected physical plant o oldWCHS.

You said the word this is a his-toric event and it brought closureor so many people. And Im justhappy to be part o this. I know the

class members were choked up; I waschoked up. I looked out at the au-dience and people were it was an

emotional thing. Tey had waited 51years or this day and to have it actu-ally come.

Some in that audience were chil-dren accepting diplomas or parentswho did not live to see the day cometo pass.

sure or them as well, Fox said o oneo the more emotional aspects o theday.

A lesson learned?

Not being a native but having

heard the emotions over the years,its nice to nally recognize a parto whats happened, current War-ren County School Board memberand past chairman Jim Wells said. Itpoints out once again that as adultswe need to be mindul that some othe decisions we make have a lastingeect on our children. In all o gov-ernment we need to remember that.

We may have conictin acting those out what happens to utuorever. And we haveo that today, that thmake are going to eeor more o our citizen

Frederick and Fauquier County, will be

going to the polls to elect a Congressman

to be our voice in the Nations Capital or

the next two years. In representing our

region in the Virginia General Assembly,

I have always ound Frank Wol willing

to assist our mutual constituents when a

ederal issue arises.The Virginia General Assembly has de-

veloped a bi-partisan pro-jobs strategy

to deal with the Great Recession based

upon attracting new employers to Virgin-

ia through nancial and tax incentives or

new employers to come to Virginia. In

addition, by maintaining a smaller State

government and lower State taxes while

promoting individual responsibility and

individual reedom as our Constitution

intended, Virginia has consistently been

rated as the best State to locate a new

business. As a result o dealing with this

recession in the Virginia way, our unem-

ployment rate, although still too high,

is 3% lower than the national average

and is improving while most o the rest

o the country still has double digit un-

employment. Unortunately, the Federal

Government has continued to print more

money thereby devaluing our currency

and adding to the national debt our chil-

dren will inherit. Frank Wol agrees with

me that the growth o the Federal Gov-

ernment over the last several years has

choked o private sector investment,

leaving small businesses araid to create

new jobs or ear that the Federal Gov-

ernment will pass a new tax or onerous

regulation which will make it harder to

keep their doors open. What our con-

stituents and their amilies so desperately

need in this time o economic uncertainty

is or the Federal Government to return

to its ounding principles o limited gov-

ernment and permit the entrepreneurial

spirit o the American people to lead a

sustained recovery by creating new jobs

ree rom ear o Government interven-

tion.

Frank Wol will continue to ght those

in Washington who advocate even moreexpansion o the Federal Government

nanced on the backs o our children.

Only through the election o a majority

o Congressmen, like Frank Wol, who

share Virginias limited government pro-

job philosophy, will the struggling small

Te theme o loss was preva-lent at the Warren County HighSchool Class o 1959 graduationceremony o Oct. 16, 010. ClassPresident Mike Berryman set thetone with some emotional ob-servations about impacts on his

classmates (see related story).One aspect o that loss jumpedout at us as we talked to Berry-man and his ellow 1959 class-mate Sam Cooksey. Hey, youguys were teammates on that1953 Front Royal Little LeagueAll Star team that nished thirdin the World Series at William-sport, Pa., werent you?!? I re-called. So, many o those youngathletes were also seniors o thatClass o 1959.

Tats right, Cooksey told us.Ten the man we have come toknow as the archivist o thoseyouthul team sports days told usto check with him in a ew days.

In act, Janice Miller, widow othe Class o 59s Warren Miller,told us ollowing the Oct. 16graduation ceremony at whichshe and her daughters picked up

Warrens diploma, that the eve-ning ater the class was gatheredin the WCHS auditorium andtold their 1959 school year wasover, the schools ootball teamplayed one last game, with Berry-man scoring several touchdownsin a rout o Broadway, she hesi-tated Yes, I think it was Broad-way.

Several days later we got back toCooksey, a teammate o WarrenMillers on many playing elds

rom that 1953 Little Leagueteam through 1959 and beyond.

And not to let us down, Cookseybrought out some old clippings,not o the WCHS teams o 1959,but o the remnants o thoseteams that gathered throughoutthat lost season to play uno-cial games against some o theregions best teams. Cooksey be-gan with the basketball team thatcame together under the bannero the Warren County Education-al Foundation to play teams romManassas to Harrisonburg.

We had no team pictures, nouniorms and no schedule tobegin with, Cooksey remem-bered. He recalled how a make-shit schedule was assembled ingames that were considered ex-hibitions by the public schoolteams willing to add a game toaccommodate Front Royals lostboys. For most it was mistake asthe towns gypsy hoopsters went16-. Tey avenged one o theirlosses to then unbeaten, 1-0Osbourn with an 8-71 victory.Cooksey showed us other clip-pings reecting a 56-48 win overHarrisonburg, a 79-68 win overEpiscopal Alexandria, a 78-7 winover Shenandoah, not to mentiona 70-43 thumping o Luray.

starters on that team. Most o ushad been playing baseball andbasketball together since we wereeight years old. So we were a veryclose-knit team anyway. Tenwhat happened and some o thethings that were said about usmade us that much closer. And itwasnt just us out there we eltwe were also representing a thou-sand or more students who weregoing through a bad time throughno ault o their own.

Cooksey recalled that basket-ball teams home court with somewonder.

Tey used to pack the UnionHall where we played and peo-ple would have to move i therewas an inbounds play becauseit was so tight up against thewalls. Some o those coachesthat brought their teams in therestarted calling it the WildcatsDen. We would have 400, 500people packed in there.

In the last ew years we havebeen called the Lost Class and in alot o ways I guess we were. But asI look back now the most impor-

tant thing was the love the townalways showed us kids. Terewere people like Claude Stokes,Guy Marlow, Mr. Silek that hadFranks clothing store on MainStreet, Adam Frisky, Rubin Bradyand others. And it wasnt just thatyear and those teams, but they al-ways supported us through theyears and all the teams that camebeore us. oday I think we kidswere never really lost becausethis small town always embraced

us and we were all one big am-ily.

Its too bad that amily was bro-ken up that senior year o 1959.As on so many educational ronts

or so many that ateul year, oneis let to wonder what could havebeen i the adults at so many lev-els across the state and the com-munity itsel had just gotten outo the way and let their children

have their day in school and onthat schools playing elds. LikeClass President Berryman said,I think i it had been let to usstudents, we had enough leader-ship in that class that we wouldhave policed it, and would havemade it work without too muchtrouble.

Partisan politics turn ugly as Election Day approacDemocrats report political sign burnings in Barnett supporters yards


Local Democrats alerted us lastweek o some disturbing events re-lated to the 10th District Congres-sional campaign as it is playing outin Warren County.

In the very early hours o Turs-day, Oct. 1st someone set re toJe Barnett signs in peoples yardsin the North River precinct. TeFire Department was contacted by

concerned residents in the area.Warren County Democratic

Committee member (and ormerFront Royal mayor) George Banksalso contacted the Front Royal Po-lice Department upon discoveringthat his own Je Barnett yard signshad been vandalized by arsonistssometime between a.m. and 7a.m. that morning, we were told.

Barnett is the Democratic candi-date challenging long-time incum-bent U.S. 10th District RepublicanRepresentative Frank Wol. WhileWol has conducted a gentlemanscampaign and engaged in twopublic debates with his opponent something many entrenched in-cumbents reuse to do it seemssome are less generous in the ex-pression o their political opinions.

We asked county DemocraticCommittee Chair Kelli Hart aboutthe disturbing events. Unortunate-ly she told us it seems to be an es-calation o someones 008 politicaltactics in this county.

Democrats in Warren Countygot used to our signs being stolenthroughout the 008 Presidentialelection, Hart said. I cant recallever hearing about a McCain sign

being destroyed or stolen but theWarren County Democratic Com-mittee oce on Main Street inFront Royal had residents come indaily to pick up replacement signswhen theirs were removed by ouropponents in that 008 race. Someresidents were angry and rustratedwith the oul play but we carriedon and simply replaced our Obamasigns over and over again. We knewthe thets were the acts o cowardlybullies and we werent going to besilenced into hiding our supportor Barack Obama. Now he is thePresident.

But there is an added level o at-tempted intimidation in the act oburning a sign in someones lawn.Tese culprits are cowards and theuse o intimidation, burning thesigns instead o stealing them, isreprehensible. I am condent thatthe Front Royal Police Departmentis doing everything they can to ndthe criminals involved and I hopethey are apprehended soon, Hartconcluded.

Hart later added that she did notbelieve Congressman Wol wouldcondone such activities in his sup-port.

Relatively speaking it was an un-eventul meeting o the Front Roy-al own Council on Oct. 5 noull house o disgruntled citizens,not even an enraged Real Politi-cal Housewie o Front Royal beinghooted o the podium by those dis-

gruntled citizens or personal slan-ders o the local medias attempt tohold her husband accountable or hispublic words and actions.

Yes, there was that husbands oblig-atory bi-monthly Checkers Speecho rambling sel-justication andoutrage that certain media outletswont serve as his personal press sec-retary to orward his tenuous grasp

on municipal and personal reality but were getting used to that bynow. As one sage observer o politicsonce said, no matter how many timessomething is repeated on the politi-cal stage, that doesnt make it true.

However, despite the reduced gal-lery, perhaps 15 including town sta,one citizen alerted the mayor andcouncil that the issues raised twoweeks earlier over the manner andlegality o the ring o ormer ownManager Michael Graham have notgone away.

Retired ederal Energy Departmentemployee ina Hobson has been atthe point o citizen criticism o thetowns dealing with both the origi-nal solar energy proposal generatedout o the town managers oce andthe town managers termination. OnOct. 5, she asked council or a directresponse to her assertion it acted ille-gally by its own charter and/or codesregarding the ring o a town man-ager in Grahams case.
