    We have been distressed to hearthat 14-year-old Martiez Rowell-Bradshaw, or whom the Front Royalown Council declared an ocialDay in support o his battle to sur-vive heart disease culminating with aMarch heart transplant, is struggling

    or his lie as his amily continues to

    struggle to be at his side in the Phila-delphia hospital where he remains.

    Martiez, a past student at RessieJeries Elementary and current stu-dent at WCMS, became only thesecond youth to receive an articialheart on Jan 6. He then receivedwhat was to be his permanent heart,a human transplant on March 7.

    However we have been inormedby Ressie library assistant and amilyriend Carol Vorous that Martiezsbody has been rejecting his newheart, leading to increased doses oanti-rejection drugs administered inan attempt to save his lie.

    Tey will do another biopsyaround May 3 to determine i thedrugs have helped or i he is at thesame stage o rejection, Voroustold us on April 5. I honestly dontknow what they will be able to door him. I have tried to research thisto gain a little more knowledge, butthere is absolutely no inormationin regards to what happens ater abody rejects the heart. None o thesites say whether he will be placedon the donor list again or where theygo rom there.

    Te other thing I want to ask is iyou would be willing to put some-thing in the paper asking anyone

    in this community to donate a reli-

    able car or his mom to go back andorth to the hospital. Teir car brokedown in Philadelphia yesterdayand they had to pay an outrageousamount o money to get back homethis morning, Vorous wrote us onApril 5. I have asked several placesin town and have been turned down.Most o the places want them to payhal the rental cost, which they can-not aord. Someone donated a carto them when this rst happened,but it had something wrong withit that they couldnt aord to get

    Te Front Royal Independent Busi-ness Alliance (FRIBA) held its rstpost-organizational meeting at thebusiness o one o its members,George McIntyres Apple House inLinden on April 0.

    McIntyre provided dinner and withother Steering Committee memberssummarized the groups purposeand hopes or its membership. Tosehopes can be summarized as promot-

    ing the small, local independent busi-ness community as they ght bothan ongoing, our-year, recessionaryeconomic downturn and an infux ocorporate chain businesses courtedand prevalent in the 5 North Cor-ridor and eventually who knows,perhaps right across the street romthe Apple House i commercial de-

    velopment plans or that area pan outonce the recession eases.

    Buy Local; Eat Local; Play Local;Live Local, the groups inormationalpamphlet boldly reads on its cover.

    Promotion o one specic businessgroups small and independent interests is not the only rationale oremphasizing the importance o buy-

    ing local in the publics mind.Speaker Bill Sirbaugh, o the eder-

    ally-sponsored Lord Fairax SmallBusiness Center, elaborated on someo the reasons. Statistics indic ate thatsmall and local businesses provides 80percent o the jobs in America. Tatis even more true or Warren County,Sirbaugh said, where 89.3 percent obusinesses in Warren County haveless than 0 employe es.

    And as telling or local economieshere or anywhere, Sirbaugh addedthat or every dollar spent at a truly

    locally-owned business, 40 percentmore o that dollar stays in that com-munity than i that dollar was spentat an out-o-state, corporate chain.

    A hundred dollars is nice roundnumber, Sirbaugh said to make hispoint. For every $100 spent at, say aarget or Wal-mart, $30 stays in thecommunity. For every $100 spent ina locally-owned small business, $40more stays here. Tat is $70 versus$30 on every $100 spent that stays inthe local economy when spent at anindependent, small, local business.

    O 6,400 business licenses issued inFront Royal and Warren County, 90percent are issued to small business,

    yet increasingly those small indepen-

    dents are nding it dicult to sur-vive in the ace o a one-two punch orst, less capital in the hands o the

    vast majority o the spending public;and second, more o what money thepublic does spend being attractedto national chain stores and restau-rants.

    you we better start looking outor Warren County and ourselves,

    the Apple Houses McIntyre told theFRIBA crowd ater eeding them.Small business people need to standup and speak up we need to get onthe same page in this community.

    One o the goals stated by boththose two and other FRIBA steeringcommittee speakers, including CraigLaird and Jennier Keck, was a con-structive partnership with other lo-

    cal groups dedicated to the town andcountys business interests. Tose in-clude the FR-WC Chamber o Com-merce, Downtown Front Royal andeven the FR-WC Economic Develop-ment Authority.

    I would like to make a comment onyour Dont Park at Richards Barber-shop while you go into Subway ar-

    ticle. I am not an employee now butI worked or Richard or years andthe parking was a problem 10 yearsago. Subway chose to lease out hal otheir parking lot (to ice cream stand),Im sure to make some more money,all while leaving their customers lessroom to park, so they started parkingin our lot.

    Well imagine you would like onyour lunch break to come get a hair-cut only to nd 8 cars in the barbershop parking area. Would you stop?I seriously doubt it and I know thisbecause I barely made any money atthose times. We all used to sit out onthe ront porch o the Barber shopand we would kindly ask people tonot park there because IF WE DON

    CU A HEAD OF HAIR WE MAKENOHING! YES NOHING, SIHERE MAKING ZERO UNIL APERSON WALKS HROUGH HEDOOR!

Whydo you not eel this way?

    jerk that has no heart, e ven or a busload o children. Never at any timeshould this woman have been given

    Dear Editor,

    In the last couple weeks since theinitial story published in your pa-per, I have received phone calls andbeen stopped all over town by peoplesharing their knowledge o the par-

    ties involved in my daughters towingincident. In a town where everyoneknows everyone and everyone elsesbusiness, its easy to understand.

    I would like to clariy a ew things iI may. For me, this was never aboutthe barber shop itsel as much as thetowing company. When she calledme saying Mom, I need to pay $75right now or they are taking they

    van, I was inuriated, as any involvedmother/grandmother would be. Icouldnt believe the rate they werecharging her just to put the van backon the ground, having never actuallymoved it. o me, that rate was justplain wrong, highway robbery.

    In the last couple years I used tow-

    ing services and was only charged$50 or an actual tow rom one placeto another. I mysel went down tothe barber shop ater this event, andthere was only one sign, the one onthe building. He has since addedsome more in the wake o this. BUto me that one sign was mislead-ing, making it appear as i the spotsnext to the building were the onesreserved and not the whole lot. I ad-

    My name is Katrina am a barber at RichardI have been employedAter reading the arti

    Freezeland stabbing suspect in custody

    On Friday, April 0, at approximately 4:9a.m., Warren County Sheris Oce andFauquier County Sheris Oce deputiesresponded to a report o a stabbing at 3163Freezeland Road, Linden, Va.Te victim was identied as Christopher

    Stephens, age , o 3163 Freezeland Road.Stephens sustained approximately 30 staband or laceration wounds rom the assault.He was transported by ambulance to a localhospital and was listed in stable condition.Te victim and the suspect were known to

    each other and the incident was not a random act.Te suspect, Joshua Prott, age 9, o 8389 Woodline Court, Manas-

    sas, Va. was arrested later that day by the Warren County Sheris Oce.Prott has been charged with malicious assault and is currently held inthe Warren County Jail without bond.

    Over the years I cannot tell you howmany times I have heard clients re-mark they were going to come get ahaircut but the lot was packed andthought we were busy. Te cars inlot were Subway customers becauseI was not busy. I Im not cutting hairthen I am not making money. It isa piece work trade. We have manyclients who like to run in and get aquick haircut on their lunch breakbut sometimes they cannot nd any-where to park.

    Also ater hours Subway customerseat in the shop lot and throw theirtrash out in our parking lot only orus to have to clean up the next morn-ing. Tere is no trashcan supplied bySubway on that side o the building.

    As Front Royal grows, this problemwas becoming worse and with theheavy tourist season approaching my

    employer really had no choice but todo this. I have witnessed many timesour lot completely ull and not onecar belonged to a client o the shop. Itup-sets me that the article made thisbarber shop look bad when we werenot the ones breaking any law. Mosto the time i someone gets towedwe dont even know it has happened.Now I actually have people tellingme they will never use this business.Why?? I Mrs. Tomas had not had6 children with her I bet this wouldnot have been a big story. Yes, I eelbad when someone has been towedbut what choice do we have?

    I have read with interest some o thecomments posted ollowing articlesin the various Front RoyalWar-ren County community newspapersabout issues discussed at the FrontRoyal own Council candidates o-rum sponsored by the Chamber oCommerce. At that orum, variouscandidates reerenced the research Ihave conducted over the past 3 yearsabout the extensive nancial outlaysthat own taxpayers have made or

    water and sewer inrastructure aswell as the signicant uture costsneeded to maintain and upgrade thiscapital inrastructure. Some o thoseposting comments have essentiallyasked two questions that Id like toaddress:

    Question 1: Whats the big dealabout own water and sewer expen-ditures that has raised the ire o someown taxpayers about the actions othe current own Mayor and Council

    and generated the discussion at thecandidates orum?Answer: Te big deal about waterand sewer expenditures, based onmy extensive research o own bud-get and other Council records, is thatrom 1960 to 010, taxpayers living

    or located within the own o FrontRoyal limits have paid $49,661,798or 93.1% o the capital inrastructurecosts or water and sewer provided inWarren County. Although the ownCouncil has extended water andsewer service to allow major new in-

    dustrial and commercial businessesand jobs to be located in the County,Warren County taxpayers outsidethe own boundaries have only paid$3,695,374.95 or 6.9% o the capitalcosts. Te monthly ees paid by usersunds the operating costs o the sys-tem, not the major capital inrastruc-ture costs such as or the water treat-ment plant, sewer treatment plant,construction o major trunk lines,and bonding costs. While a smallportion o sewer and water connec-tion ees are used to support capitalinrastructure expenses, monthly

    water and sewer servnot.

    businesses living or located within theown greatly appreciate the servicesthat the Warren County Board and itsemployees provide to all County resi-dents and businesses such as schools,re and rescue, parks, libraries, andeconomic development. Front Royalresidents and businesses are citizenso both Warren County and owno Front Royal. Te issue that many

    townspeople have is that while War-ren County taxpayers within ownlimits pay the exact same tax rate toWarren County as Warren Countytaxpayers outside the own limits tosupport County services, own tax-

    payers continue to be asked to pay aown Council share (and the cur-rent Council has been agreeing toprovide this extra share) or libraryand economic development ser-

    vices, even though own taxpayershave already paid their share as War-ren County taxpayers and no higherlevel o service is being provided toWarren County citizens within the

    own boundaries vs. those outsidethe own boundaries. In years pastwhen the own Council and CountyBoard split the cost o many servicesand the own population was abouthal o the County population, this

    meant that own taxpayers pickedup 75% o the cost o these services(100% o the own share plus 50%o the County share) while those inthe County only paid 5%. While thepercentages no longer disadvantageown taxpayers as greatly as in thepast, the question remains, since ev-eryone pays the same tax rate to the

    County, why should own taxpayershave to pitch in a own Councilshare too or the same level o ser-

    vices?

    the incumbent Mayor and Councilmembers have ailed in their timein oce to discontinue the practicesleading to these inequities despite theadvice rom their paid proessionalsta and despite the results o my re-search on the costs o providing wa-ter and sewer capital inrastructurewithin the County.     Next, you have to answer al lthose embarrassing questionsabout your sex l i fe as i t relatesto animals, with individuals ofthe same and different gen-der, and with those who havesex professionally. At leastyou can do it on a computer, inprivate, without having to giveaway al l your secrets to some-one youve known for about 30seconds.     wo weeks ago, this paper pub-lished an article about a local womanhaving her van almost towed and theevents that ollowed. In the subse-quent days, more inormation hascome our way regarding the towingcompany in question, their methods,and the people on the receiving endo those methods. Its not uncommonor a news story to go in a dierentdirection rom the one it might havestarted in. In the rst article, the o-cus was on Christina Tomas and theordeal she and six o her seven chil-dren encountered as a result o park-ing illegally and the manner in whichthey were treated thereater.

    Since the rst article, some newcharacters have emerged in this still-unolding play, and we eel obligated

    to go where the acts take us, takingcare not to besmudge anyones char-acter or livelihood while maintainingan accurate presentation o thoseacts. Setting aside the inconve-nience and animosity thats becomeassociated with the parking lot at 54North Royal Avenue, there appearsto be activity contradicting applica-ble legal codes at both the town andstate level being conducted in plainsight by C & J owing.

    Shenks Rusco has operated at 518North Royal Avenue, a ew doorsdown rom the parking lot that iscentral to this story. Someone asso-ciated with this lawn & garden shopspoke with me on condition o ano-

    nymity, as they did not want to drawany negative attention to their busi-ness. But this person did have someinteresting things to share, particu-larly about an incident that occurredon Friday, April 13th Bad Luck Fri-day a week ater Christina Tomasavoided a tow with an $80 paymenton a $75 charge.

    On the aternoon o the 13th, acouple rom West Virginia cameto Shenks to pick up a lawnmower.Tey parked in the lot not knowingthat they werent supposed to, saysthe source. When they came intoour store, I asked them where theyparked. Tey told me and I told them

    to hurry up and go move their car.Tey guy immediately went out and,what do you know, C & J owing had

    already pulled in and blocked theircar in. Remember, were talking amatter o minutes. C & J cant disputethat. Im a witness and the couple arewit-nesses. Tis has got to stop.

    Te source explained that this asking new customers where theyparked in a preemptive eort to keepthem rom being towed is nowcommon around the store.

    Upset their car was being blockedin at demand o a cash payment, theemale hal o the couple called thepolice and within minutes, ocersrom both the Warren County Sher-is Oce and Front Royal Policeshowed up.

    One o the town ocers told the

    couple that they would have to re-er it up to someone higher in town,whatever that means, the sourcesays. Te cops knew that what was

    happening was wrong on some levelbut said they couldnt do anythingabout it. So the guy paid the tow

    truck driver and they let him movehis car.

    Te ee the couple was told by thetow truck driver they had to pay tore-access their vehicle $75. Tis iswhere the real problem lies, and itsurrounds the issue o legality. FrontRoyal

    own Attorney Doug Napier ex-plained that there are no ordinanc-es in town regarding what can becharged or a drop ee; that is, whata tow truck operator can charge orpreventing a vehicle rom beingmoved without actually towing itaway.

    erating with impunity by stating theyare honoring their end o a contract;and as Front Royal Police Chie Rich-ard Furr asserted in the rst article,

    Tis is a civil matter, not a policematter.

    So what recourse do the individu-

    als caught in this scenario have? C& J appears to be violating town andstate codes regarding what they cancharge as a pre-tow ee. Tus ar nopunishment has been meted out orthat and there appears to be no o-cial groundswell to change the situ-ation.

    But i enough people lobbied theirelected ocials to make it a policematter and not just a civil incon-

    venience, C & J might be held ac-countable to what we have been told

    by state authorities and ascertainedrom local codes is legally permis-sible.

    Tis has gone on or too long,says the source at Shenks. Wevehad people say that they wont comeback to our store just because o this.We have to then assure them that wehave nothing to do with people be-ing towed and persuade them to keepdoing business here.

    I headed home grumbling to my-sel and pondering the possibilityo a Friday the 13th weekend goutattack. urning toward mid-town

    Front Royal I noticed an FRPD pa-trol car in ront o me pull over nearthe Villa Avenue Community Center.Nice o him to let me by I thoughtuntil a hal block away I notice himwith his lights on behind me. I pulledover, opened my door since my driv-ers side window hasnt worked ormaybe a year, and greeted the oceras he approached Hey, whats up?I ask.

    Whats up with that inspectionsticker? Its 11 months out o date,was the reply.

    Say what? I thought, turning to viewmy May 011 inspection sticker.

    I dont know what was more re-markable, the act I had driven ornearly a year without noticing I hadmissed my inspection due date orwhat ollowed this is where my luck

    began to change.I pleaded ignorance, temporary in-

    sanity or some combination o both.When you gonna get it taken care

    o? the ocer asked.Ill do it tomorrow, I swear, I re-

    plied, not thinking Id have to get outearly because the inspection placesI have dealt with in the past close last time I checked, which admit-

    Darr, whom I ran into as he drovethrough my neighborhood with wieammy Saturday aternoon, I headedor an inspection station not ar rom

    my house that I hadnt realized wasthere.

    I pulled into the Royal Auto Centerat the Sunoco Station at the intersec-

    tion o North Royal and Sixth Street.As he was coming o lunch break,station inspection man Morgan Wo-odard inormed me there was one

    person in ront o me. So I made arun to Advance Auto o Commerceto pick up a bulb or my rear driversside brake light, which I knew wasout.

    Back in about 15 minutes, I oundmysel behind a second person whohad come in while I was away. Okay,my bad, but at least I had the bulb orone problem I knew existed.

    As Morgan took my vehicle in Iound mysel wondering i my driv-ers side rear brake light problem hadany connection to my recalcitrantdrivers side window, which alongwith my drivers door stereo speak-er, had not worked or about a year.Oh yea, those annoying little issues

    you orget about until the weatherstarts to warm up and you want yourwindow down or you lose hal theinstrumentation o a song to a stereomix electrical issues uh oh.

    About 15 minutes later, Morgancame back with the ino I knew had

    ailed me the bad brake light, thedrivers window stuck up; and an-other one I should have anticipated iit had rained more to that point thisspring, bad wiper blades.

    Our mechanic can take a look atthe window i you like, see i we havethe right blades and put that tail lightbulb in, Morgan said, as he pre-pared to take another inspection onor a driver who had come in whileI waited.

    Okay, is he available now? I asked,and Morgan retrieved Royal AutoCenter mechanic Alex Matos or me.I inormed Alex o my p erhaps inter-related drivers door electrical issues,

    told him the bulb or was on the passengereviewing the insperom Morgan as he into the near bay.

    We asked Dominion Power o-cials about work orce and hiring is-sues raised by local pipetter PatrickYounk in a letter to the editor in ourlast issue.

    As you may recall, Younk wrote,Being a proud Local Union 60 pip-etter, I contacted my business agent

    about who is going to man the jobor construction. He went to ZachryConstruction on site here and was

    told under no uncertain terms thatthey will be bringing in their ownwork orce rom exas. Like I said, Iam a union worker, but my concernis not about a pro union/non-unionissues. Rather, this is about takingcare o our employment base in War-ren County and Virginia.

    Media Relations Director Jim Nor-velle replied or the company andtold us by e-mail on April 3 that

    Dominion always works with itscontractors to hire as many localcratsmen as they can that are quali-ed to do the work.

    Norvelle cited numbers at earlierDominion projects in Virginia tobear this out. Tose included 800o a total o ,400 workers (about35 percent) on site o the VirginiaCity Hybrid Energy Center in WiseCounty who are local; and about 30percent (no numbers available) localwork orce at a more recent project atDominions Bear Garden Power Sta-tion in Buckingham County.

    spot as host o a local aternoon teendance show was more than a ortu-itous proessional moment.

    Months ater the 4-year-old Syra-cuse University graduate solidiedhis position as host o a show cater-ing to local kids not all that much

    younger than himsel he had twoideas in rapid succession. Tey wereideas that both refected the timesand times that were on a horizon the 1960s explosion o youth culture

    and the racial integration o not onlythat culture, but American society asa whole as the 1950s moved towardthe tumultuous 1960s.

    On April 19, the day ater the 8-year-old Clark succumbed to a mas-sive heart attack ollowing a medi-cal procedure, and eight years atersuering a serious stroke, WarrenCounty resident Don Richards sharedsome personal memories o his andClarks breaks into broadcasting ol-

    I think we were both proud o theopportunity to be there on the radio,remember television was just start-ing as o 1947-48, and it wetted ourappetite or broadcasting, Richardssaid.

    network about picking up the show.Remember, there were only threetelevision networks then. And ABCgave the show, it was just calledBandstand then, I think, a seven-week shot. Within our weeks it wasthe highest rated aternoon show inthe U.S .

    Richards explained that Clark andBandstand eventually moved romPhiladelphia to New York ater par-ent network ABC decided to givethe idea o a teen, ater-school danceparty a late-aternoon ride acrossAmerica.

    I think management at WFIL washappy or his success. As an ABC a-liate o course they could pick theshow up but it was no longer reallylocal or them, Richards said. Andeventually he and the show ended upin Holly wood.

    Within a year o that move romPhiladelphia into the national con-sciousness, beore the end o 1955,Clarks second idea or what wasnow American Bandstand was

    broached.I think it bothered him that there

    were no black kids allowed on theshow and he approached ABC aboutintegrating, Richards said.

    It was no small proposal in 1955.But perhaps amazingly, with the

    social movement or racial equalityand civil rights in its inancy and JimCrow laws o separate and unequal inorce throughout much o the nation,one o the three national televisionnetworks managements said yes.

    And the rest, as they say, is history.O course it is a history still being

    written and wrestled with 57 yearslater as the conse-quences o deep-ly-institutionalized racism withinAmericas social and political land-scapes continue to make headlinesall too requently.

    But in 1955, a vision o a more in-clusive and united social path or-ward was brought into living roomsnationwide to the beat o rock & roll,under the stewardship o a V danceshow host and the American Broad-casting Network. So despite any lateralleged faws in how that vision wasexecuted, old video shows AmericanBandstands integration as a part oour social and cultural history.

    And it was with memories o thosetimes in mind that Don Richards ap-proached news o the 60th reunion oSyracuses graduating class o 1951,last July. He reached out by letter tohis old riend and campus broadcast-ing buddy about attending. Citing

    being wheelchair bound as a con-sequence o his 004 stroke, Clark

    declined. However, Clark ondly re-membered the times at Syracuse andin Utica as he and Richards madetheir made their way toward theirutures.

    Replying to Richards inquiry aboutwhether he could make the reunion,Clark wrote on July 19, 011, Howwell I remember those post Syracusedays in Utica! I can still remembereating letover rozen pizza (Id leavesome in the glove compartmentovernight at times.) Many moonshave passed since those days in Uticaand Philadelphia.

    I had a stroke 6 years ago which hasconned me to a wheelchair thesedays and makes travel a bit challeng-ing. For that reason I wont be attend-ing the 60th anniversary rom SU. Imsure I would enjoy it i I was in betterphysical condition.

    Tis year on Tursday, May 3,pastors and lay leaders rom localchurches will gather at the Gazebo inFront Royal at 6:30 p.m. or an hourto join in prayer with others romacross the country in the NationalDay o Prayer Community Service.

    Tey are continuing a long traditionthat began in 1775, when the Conti-nental Congress asked the coloniesto join in praying or wisdom as they

    ormed the nation.Leaders have never stopped asking

    the people to pray with them. Tisincludes President Lincolns procla-mation o a day o humiliation, ast-ing, and prayer in 1863.

    And some ninety years later, a jointresolution by Congress signed byPresident ruman, declared an an-nual, national day o prayer. In 1988,President Reagan amended andsigned the law to permanently setthe day as the rst Tursday o everyMay.

    In 001 a group o local Christiansled by Denni Giovinazzo and assisted

    by Cherie Ray and David Lingebachwished to make this an annual eventin Front Royal and it has been heldevery year or the last twelve years.

    Prayers are directed to the lead-ers o our local, state and nationalgovernments, the people o the lo-cal community, state and country,stated Lingebach.

    Tey consider it essential that thediversied Christian communitycome together to pray, and believethat there is much spiritual strengthin the local churches gathering as aunied body.

    Tese services are only possiblewith the support, assistance and par-ticipation o many others in the com-munity. Te committee relies on vol-

Over the course oabout a month, eight hunters took 6deer along the Leach Run stream val-ley rom Happy Creek to Rte. 55; 1deer were processed and donated toHunters or the Hungry.

    Were breaking or awning season,said SWMNV member Whit Wag-ner. We exceeded our goal o 0. We

    did not realize there were that manydeer. We saw 346 deer on huntableproperties with many more deer seenon neighboring properties. Tere is atre-mendous number o deer - thearea is way overpopulated.

    SWMNV is hunting under the aus-pices o the Front Royal Police De-partment on a deer population per-mit (DPOP) issued by the VirginiaDepartment o Gaming and InlandFisheries (DGIF). own Council gavenal vote on the program on Mon-day February 7. Te hunt began aew days l ater.
