Despite some misgivings expressedby one citizen (and probably elt by at least a ew county dog owners inrecent weeks) at the public hearingprior to its vote, the Warren County Board o Supervisors unanimously approved amendments to the county code concerning the classication o and processing ees or the classica-tion o “Dangerous D ogs.”

Te changes include a court de-termination that a dog is dangerousbased on its actions; that restitution

be paid to any person or pet ownerwho was or whose pet was harmedby a dog deemed dangerous by thecourt; and that certain ees be paid tokeep registration o dangerous dogscurrent annually. Tose ees are $150or an initial certicate rom AnimalControl or a dog deemed dangerousand an annual $85 ee to the county treasurer included updates on thedangerous dog’s status and location.Te initial $150 ee must be acquiredwithin 45 days o the court determi-nation o the dangerous dog statusand the annual $85 ee must be paidby Jan. 31 o each year.

In questioning the wisdom o thechanges, Herb Dunkel asked thecounty board i they might not besetting the groundwork or “one per-son in a neighborhood who doesn’tlike dogs to create a hardship orowners?”

Dunkel preaced his next commenton potential economic hardships ordog owners, “Excuse my French, butthe economy sucks – I don’t carewhat these clowns have planned orater November,” Dunkel said o themajor party candidates or president(right on, Herb!). “I consider my doga part o the amily and I don’t think

this is legally or morally correct.”In preacing her motion to ap-

prove the changes to county codes,South River Supervisor Linda Gla-

vis asked Assistant County Attorney Dan Whitten to respond to some o Dunkel’s concerns.

Presidential NeighborsBy Nick Tomas

Imagine you could pluck a U.S. president rom thepages o history and install him as your next-doorneighbor. Who would you choose?

A popular historical gure like George Washing-ton might seem an obvious choice, but you wouldn’twant George as a neighbor. He would sneak onto your property under the cover o darkness and chopdown all your ruit trees while you slept. Oh sure, inthe morning, he would knock on your door, guilt-ridden, seeking orgiveness. But that would be littleconsolation come springtime with no cherry pies totake to the church bake sale.

And don’t think Tomas Jeerson would make acool neighbor, either. Sure, according to Wikipedia,he “spoke ve languages and was deeply interestedin science, invention, architecture, religion and phi-losophy.” But who wants a smart-aleck living nextdoor?

As the only president to never marry, James Bu-chanan would probably hold disruptive bachelorparties every weekend. He might scare the children,too, since he suered rom an odd condition calledwryneck, resulting in his head always leaning to thelet. Explain to the kids this is normal, or a Demo-crat.

You wouldn’t want Richard Nixon living next dooreither. According to most biographies, he was nar-

cissistic, secretive, and suspicious – not endearingqualities in a neighbor. With tricky Dick on the otherside o the ence, you’d end up a neurotic wreck: dur-ing backyard cookouts, you’d continually be check-ing the coleslaw or “bugs.”

However, not all presidents would make badneighbors.

Abraham Lincoln would be a great practical as-set to any community. Beore he entered politics,he worked on the amily arm wielding an axe withgreat skill to build rail ences. So you could count onAbe to help with the rewood in December. Never-theless, i he invited you to accompany him to thetheater one night, skip it.

Oten unairly portrayed as a boozer, UlyssesS. Grant was a decent man o good character andwould make a ne neighbor. Unortunately, he wasa poor judge o people when it came to politicalappointments – his administration was one o themost corrupt due to the scoundrels he unwittingly selected. So as a neighbor, i he ever recommended aplumber, go to the Yellow Pages instead.

Another good neighbor would be George H.W.Bush. A kind man, he and Barbara would always bewilling to lend a neighborly cup o sugar; but i youever ran out o broccoli, don’t expect George to re-turn the avor.

George W. Bush would make a good neighbor,too. He would be personable, easy-going, and prob-ably a lot o un. I could also see George Jr., as theneighborhood practical joker, ringing door bells lateat night, then running away claiming, “Cheney didit!”

As possibility the coolest president in recent his-

tory, Bill Clinton would be a hoot oBut or those o you with 0-year-olknow what you’re thinking: “No waynext door!” Don’t worry, he’s no longe young women, or Big Macs. Besides, have invisible encing around the ppermanent electric collar attached to

Te Washington Nationals, ater win-ning 100 games and having the best re-cord in baseball have been vanquishedby the St. Louis Cardinals in ve gamesin the opening round o Major LeagueBaseball’s maddening postseason. It’sdeeply embittering, not least o all be-cause it didn’t have to happen.

In our local DC newspapers, there’salways ample evidence o the arroganceo power backed by a compliant media.Te sports section is hardly immuneto this dynamic o the Beltway Bubble.When the Washington Nationals madethe unprecedented and now clearly unconscionable decision to sit theirace Stephen Strasburg or the playos,there were howls o protest and deri-sion: but almost all o them were rom

outside the DC, Maryland, and North-ern Virginia buer zone.

Inside the Beltway, the move waslauded as a master stroke.

eam general manager Mike Rizzo justied the shutdown by saying thatthey were “saving” Strasburg becausehis All-Star arm had reached its inninglimit. Ater all argued Rizzo, the teamwould need Strasburg in top orm orthe playo games in the uture. As Riz-zo said, in a quote that enraged oppos-ing General Managers and reverberat-ed with anabolic hubris, “We’ll be backand doing this a couple more times.”

Imagine this being done in any otherbaseball town. In Boston, i the Red Soxhad tried to shut down Curt Schilling

in 004, there would have been civil

disobedience in ront o Fenway Park.But inside DC, great columnists like

the Washington Post’s sage TomasBoswell had nothing but aggressivecontempt or those who objected to theshutdown. As the great baseball poetwrote on September , in now very unortunate prose, “So all o the pun-dits who say the Nats can’t go to theSeries or even win it, just because they won’t have Strasburg, can kiss my presspass.”

o be clear, I had no problem withhaving a strict inning count or Stras-burg and saeguarding his health. Butwhy not sit him, as uture hall o amepitcher John Smoltz suggested, in July or August? Why not save him or whenthe team would need him most? Tecounter-argument that “you can’t shut

down a pitcher and re-start him again”is more “baseball lore” than it is science.[Proo o that was seen in the Cardinalsown old ace, the 38-year-old Chris Car-penter, shut down or much o the yearwho returned to ummox the Nats ingame three.]

I have no problem with caring abouthis health. I do have a problem with theNats tanking this season out o arro-gance and the media whipping a new,unsteady, colt-like baseball an baseinto going along with the ride.

Te baseball post-season can be anunpredictable, mind-bending experi-ence where, as the Nationals ound out,having the opposition down to its lastout or even last strike doesn’t mean a

thing. It’s a time when leaving a team– especially a veteran, resourceul teamlike the Cardinals - even a pinhole o oxygen can lead to a cascade o horror.Te only truism in post-season baseballis that an ace pitcher, like some kind o Gandalan wizard, can conquer all thedark magic the postseason can conjure.We saw this in Detroit series where de-ending igers Cy Young winner JustinVerlander shut out the pixie-dustedOakland Athletics in their decisiveGame 5. It happened in New York,where the great CC Sabathia broke thewill and the bats o the airy-tale Balti-more Orioles in their Game 5.

Stephen Strasburg is DC’s Verlander,DC’s Sabathia. His moment was Game5. Mike Rizzo took that away rom thisan base. He took it away rom a city that had poured $1billion in publicmoney into Nationals Park. He tookit away rom a team that showed all

season that this could year.

Rousing response to St. Luke’s Clinic annual undra

Tis year’s annual benet dinnerand auction undraiser or the 16-

year-old St. Luke Community Clinicwas held at the Shenandoah Valley Gol Club on Sept. 9 and their an-ticipated goal o $35,000 was met andexceeded, with proceeds rom theevening’s un bringing in $39,000.

Tis sum will go a long way to provide care or needy patients.

“For each dollar spent, St Luke’s

will provide six dollars worth o health care services to our patients,”states the charity’s website.

Te main room was ull o conviv-ial and generous patrons who cameout to enjoy the excellent ood andcompanionship, with the knowledgethat it was all or a good cause.

“Everybody was very pleased withthe venue, and pleased with the ar-rangement. It was a real success andwe hope to have it here again next

year,” said Executive Director Dr.Glenn Burdick.

According to Chie Norman Shi-ett, the Front Royal Police De-partment has recently receivednumerous calls rom parents aboutsuspicious incidents involving theirchildren. An incident occurred on10/4/01, which involved a whitemale asking a emale juvenile i shewanted a ride. Te emale declinedthe oer and proceeded to her des-tination. Te subject was describedas a white male, short brown hair, agoatee, and between 30-40 years o age. Te subject was driving a whiteNissan car with ront end damage tothe passenger side headlight area.Te second incident reported to thedepartment was on 10/6/01 andoccurred in the area o Bel Air Av-enue. A white male in a blue oyota4 Runner drove up to emale ju-

veniles and made unsavory remarksto them as they were walking downthe street. Te juveniles ed downthe street and the vehicle drove o.More recently, there were two inci-dents involving a suspect who hasbeen identied and not related to theother previous incidents. Tese inci-dents are classied as suspicious, butno specic criminal violations havebeen identied.

Chie Shiett says that there hasbeen an abundance o rumors andspeculation about these incidents intown. Much o the inormation onthe internet, Facebook in particu-lar, has not been veried or deemedactual. Vehicle and suspect descrip-tions have changed considerably since the rst incident occurred inearly October. Front Royal policecontinue to check out each lead andtip called in since these incidents be-gan.

Parents are encouraged to openup a dialog between themselves andtheir children about dangers that may be encountered in their community.Tis is a great opportunity or par-ents to talk to their children aboutremaining alert and being awareo their surroundings. Chie Shi-ett recommends that parents talkto their children about what stepsto take i they are encountered by someone that they don’t know. Par-ents should explain to their children

to never get into a vehicle with any-one without rst obtaining permis-sion rom a parent. Children should

Disguised as little goblins, ghostsor ghouls, kids will soon be prowlingthe streets in their annual Halloweenquest to extort candy rom benevo-lent neighbors. But or some amily members, the spooky estivities may be downright dangerous.

Whereas a candy overdose may induce the occasional belly ache inkids or send some into brie ts o hyper-sugar overdrive, sweet treats

can lead to more serious problemsor pets. Te greatest danger comesrom chocolate which contains theo-bromine, a chemical that is especially toxic to dogs.

Oddly enough, theobromine con-tains no bromine (nor, or that mat-ter, any theo). It derives its name romTeobroma meaning, more or less,‘ood o the gods’ – quite appropriateor anything to do with the heavenly conectionary.

Other dangers or dogs include

rounding landowners that 100-yearoodplain designations were grossly underestimating the potential o, notonly sludge clearing rains, but ood-ing less than a mile up river rom aown o Front Royal municipal wa-ter system intake valve, did not allon dea ears at an Oct. 9 public inomeeting at Skyline High School.

MichaelWood, received unusual mid-speechapplause rom a Rotary Club o Front Royal audience Oct. 19 whenhe pointed to a $80,000 donation toUnited Way on his power point pre-sentation.

We later talked with Beth Waller,then Lee Smith Osina, executivedirector o the Front Royal-WarrenCounty United Way, which, it turnsout, is in the midst o its 013 und-raising drive.

Despite the seemingly gaudy num-ber, don’t quit giving, olks! Youknow what they say about a “bird inthe hand.”

Te money hasn’t arrived yetand or the local United Way isn’tquite what Wood projected. First,it was explained that hal the to-tal comes directly rom Zachary Corporation employees who col-lected between them some $140,000which Zachary, the contracting rmor Dominion Power, agreed to match.Ten, explained Osina, 5 percent o the employee contribution (about$35,000) is earmarked or an inter-nal CARE und administered by a

Zachary employees’ committee andis or other charitable projects. Also(stay with us on this), the remainingamount, about $45,000 (all numbersrounded) doesn’t all go to the localUnited Way since many employeesdirected their donations elsewhereto separate non-prots, albeit mem-bers o United Way, though perhapsout o this area.

An inormal Warren County Report survey o residents livingclosest to the Morgan Ford bridgeswung back and orth much like theRomney-Obama election campaignstatistics. Our survey conducted theearly part o this week recorded a 16-13 score against VDO replacing thespan.

Board o Supervisors meeting in thegovernment center Nov. 7 at 7 p.m.and the VDO-sponsored publicinormation meeting in the Com-merce Avenue re hall Nov. 14 (4-7p.m.). Supervisor Richard raczykhas invited VDO - short on spe-cics on its website - to explain theproject in detail to the board.

Swarkstone Bridge was destroyedby oods 500 years later, was repairedand widened (1799-1808); and againrebuilt in 189. o this day, it pro-

In 1980, the Front Royalcil, representing the Warren County taxpayers located withlimits paid $8.1 mi llion to construct the water and sewer maren County outside o the corporate limits to Cedarville or Demploys 300 people. While this extension o water and sewthe own to DuPont enabled Warren County to substantial

tax base, the Warren County Board paid nothing on this proA new wastewater treatment plant is now expected to

advisability o adding a projected 60 vehicles to the trac pattern there.

“Making a let turn south ontoShenandoah Avenue is almost im-possible now. And i you add 60 ve-hicles they are going to have to makethat turn or go through the neigh-borhood to the intersection with14th Street to get out,” Parker said o another intersection with a dicultlet turn.

beautiy its entranceways, HollisTarpe said, “A park and ride is notideal to achieve that, which is why Iam adamantly opposed to it there oranywhere in town.”

It was back to the drawing boardor town planning sta ater an Oct.15 Front Royal own Council WorkSession discussion about changes totown codes regarding outdoor com-mercial signs and displays.

At issue or some councilmen iswhether changes designed to providea standard that is up to date and ingeneral more business riendly, may

still in some cases provide an unduehindrance. Sta admitted as much inits preace to the proposed changes,stating, “While the proposed chang-

es are generally less restrictive thanthe current code language, some in-dividuals and/or businesses may beimpacted by the changes.”

Despite some misgivings, thereappeared to be a eeling things weremoving in the right direction.

“I think we have a pretty good drathere,” Hollis Tarpe said as the con-

versation began on updating a codelast adopted on April 10, 1978.

Still, ater reviewing the dratTarpe worried that as now drated

the new code would prevent re-wood and live plant displays as now allowed.

However, Planning Director Jer-

emy Camp pointed out that plantand related landscaping materialswere among the exemptions to new screening rom public view require-ments.

Other exemptions rom screen-ing requirements were: automobiles;power-driven garden and arm equip-ment; pre-manuactured buildings;

vending machines; ea markets andseasonal and other temporary activi-ties like peddlers and licensed mer-chants with proper permitting, yardsales and lemonade stands o the sortkids in small towns have been help-ing residents beat the heat wi th since,well – orever, more or less.

But i some concerns were raisedabout too restrictive or potentially

too restrictive aspects, there was alsoconcern expressed that some prob-lem areas had yet to be closed to o-enders. Among those were how longdisconnected trailers or dumpstersat locations doing home or businessrenovation or remodeling might belet in place; and under what circum-stance tires could be let outside.

“I think when complaints were

made that got this rolling the mean-ing was to target junk, things likeused tires that might catch re,”Tarpe observed.

Planning sta noted that business-es selling used tires would be exemptrom new restrictions.

“My concern is, are we going toenorce them (the new codes). Tereare lots o ordinances on the booksthat are not enorced unless someoneis singled out by a complaint,” Geneewalt said.

“We can’t single anyone out – thisxes that. But my concern is we could

shut everybody dowblatant oenders] aretargeted,” Vice-Mayosaid.

Rosamond Bernier was born inPhiladelphia, PA in 1916. Due to

ties at a very young age. Tis set thestage or what was to become anenchantingly elegant lie which wasdedicated to unmasking the masterartists and composers o the twen-tieth century. Ms. Bernier met andberiended numerous dignitaries inthe art world and wrote about themin her European magazine, L’CEIL,which, along with a partner, wasestablished in 1955. Te array o luminaries she encountered readslike a “Who’s Who” list, as she was

seldom declined an audience. Sheurthered her career by becominga prestigious lecturer and was elo-

During an Oct. 15 work sessionthe plot continued to thicken overthe potential o breaking a century or more o political – or should wesay non-political – tradition thatcould move the own o Front Royaltoward partisan municipal elections.A move by any local political com-mittee to make nominations in u-ture town elections would eliminatethe eligibility o incumbent Mayorim Darr, or any ederal employee,to run or town oce.

Darr et al would be unable to run

in a partisan election due to HatchAct restrictions against ederal em-ployees running in partisan elec-tions. Darr has long worked or theDeense Department as a security

ocer at the Pentagon.Troughout the commonwealth

town elections have traditionally been non-partisan due to the lacko partisan issues dealt with at themunicipal level. As Darr and oth-ers have pointed out, most o towngovernment decision-making dealswith common sense issues like how to provide services and maintaininrastructure in the most cost-e-cient manner.

When & how?

As reported in our previous edi-tion, a mid-September, one-personminority (Republican Hollis Tarpe)avored keeping the potential o par-tisan nominations alive. Tat minor-ity grew to a three-council block o Republicans (Tarpe, Sayre, Funk)leaning toward keeping partisannominations possible during an Oct.1 work session. Te two newly (atleast verbally) on-board to nix codi-ying non-partisan nominations aspart o proposed charter changes,Sayre directly and Funk indirectly,

were involved in a partisan-nomi-nation eort spearheaded by War-ren County Republican CommitteeSecretary and Seton Home Schooldirector Mary Kay Clark early this year. Had that eort succeeded in-ternally among local Republicans,Darr would have been disqualiedrom seeking re-election in the May 01 town election (see background

below).As the Oct. 15 discussion o pro-

posed town Charter Amendmentsbegan, Mayor Darr, holding an obvious tiebreaking vote on the non-partisan nominations, observed the

lone hold up appeared to be an im-passe on whether moving town elec-tions to November should be madein odd or even years; and by charteror by ordinance change. Darr saidhe elt council risked losing all pro-posed charter amendments seem-ing to have a majority consensus i

council couldn’t agree on the No- vember/odd-even year issue.

Despite an added condition ondeciding when town elections wouldoccur by ordinance requiring a our-person supermajority o council to

change (rather than a mayor’s tie-breaking vote), Bret Hrbek reiterat-ed his concern the May-Novemberissue would be made a political oot-ball rom council election to councilelection under that scenario.

“I don’t want our councilmen incontrol o this decision, I think we

should put it in the hands o theGeneral Assembly (the state legis-lature must approve proposed mu-nicipal charter changes), not ourcouncilmen,” Hrbek said.

Hayden Michael Cooke, infant son of Joseph and Angela

(Smallwood) Cooke of Front Royal, died Wednesday,

October 24, 2012 at Winchester Medical Center.

The funeral service will be held on Saturday,

October 27, 2012 at 2pm at Maddox Funeral Homewith Rev. Jack Wampler ofciating. Burial will follow at

Panorama Memorial Gardens.

Hayden was born on October 20, 2012 in Winchester, VA.

Besides his parents, he is survived by a sister, Haley Cooke;

maternal grandparents, Carol and Stan Smallwood of

Front Royal and several aunts, uncles and cousins.

He was preceded in death by his paternal grandparents,

Rennie and Shirley Cooke.

Pallbearers will be William “Billy” Smallwood and

Rennie Cooke.

The family will receive friends Friday from 6-8 pm

at Maddox Funeral Home.

When Darr suggested councilmove orward with an advertised

public hearing on the proposedFront Royal own Charter changesat the next Monday night meeting(Oct. ), ewalt threw council acurve – “I won’t be here next Mon-day, I’ll be in Chicago,” ewalt said.

Sayre was identied by then Re-publican Committee Chair DaveHenderson as one o two people,Mary Kay Clark was the other, in-quiring about committee nomina-tions or the 01 town election.First-time council candidate Funkwas mentioned as a possible Repub-lican nominee by Clark in a Feb.1e-mail to committee members pro-moting the idea o partisan nomina-tions in the last town election. Whilenot eliminating uture considerationo the idea, Henderson blocked com-mittee nominations in the spring o 01 as unair to incumbent MayorDarr, who had already led his pe-

tition and paperwork to run or re-election.

Funk told us at the time he hadnot sought Clark’s endorsement ora partisan run or council and dis-tanced himsel rom not only thateort, but Clark’s e-mail assertionhe was a candidate to whom pro-lie

issues were o specic concern.“I don’t know what my stance on

pro-lie issues would have to do witha run or town council,” Funk told usin the spring run up to the May 01town election.

But i Clark seemed hot on the is-sue o partisan nominations or Funkand one other unnamed Republican(Sayre or mayor, perhaps?), she wasless enthusiastic about other localRepublicans taking advantage o herinitiative.

“Do you agree with me that weshould encourage Daryl to run as aRepublican? I so, can we call a Cau-cus ast enough?” Clark wrote in herFeb. 1 e-mail, adding, “And there isa danger here: Neither ewalt norBret Hrbek are currently memberson our Committee, but they bothmight come orth IF we do this orDaryl … And to top o the danger,im Ratigan might come orwardand want us to have a Caucus vote

Apparently “worse than what wehave now” means a council majority at least one local Republican ocialdoesn’t like either personally (Rati-gan is a staunch pro-lie conserva-tive) or eels is not in her very spe-cic political camp. And what biggerthreat to any potential political pow-erbroker is there than higher voterturnouts, that in this case could ne-gate what appears to be about a 400to 500 person voting block?

On uesday, October 3, Susan Al-len, wie o ormer Governor GeorgeAllen, the Republican candidate orthe U.S. Senate rom Virginia, visitedthe Warren County Republican Head-quarters or an inormal discussionwith local residents about the issueso concern in this upcoming election.She covered such issues as Ameri-can energy independence, the cost

o gasoline, the suppression o thecoal industry, and the road blocks orAmerican companies to drill and de-

velop our own natural resources. Shealso discussed job creation and how taxation destroys jobs and the roleo Obamacare as probably one o thelargest tax burden in U.S. history. Shealso discussed the enormous increasein our national debt and how it bur-dens uture generations and stranglesthe ability o entrepreneurs to create

jobs and undermines our nationalsecurity. She also spoke o the bud-get dilemma posed by sequestration,which would dramatically reduce thesize o the American deense eortand emphasized Governor Allen’s in-tention to rebuild the U.S. Navy and

how important that is or Virginia.Finally, Mrs. Allen noted that the col-lection o these burdens on America,

Jobs, taxation, regulation, andObamacare represent another set o critical policy issues. Increased taxa-tion and regulation correspond to re-duced investment, which correspondsto ewer jobs. It also creates an envi-ronment o uncertainty and makesoverseas investments o Americanunds more attractive. Te “Band-Aidxes” proposed by the Obama Admin-istration sound good but oer no realincentive or investment in Americanindustry and to create jobs. Likewise,Obamacare represents probably thelargest tax increase on Americans inU.S. history. What seems to be lostin these discussions is that decreas-ing taxation and regulation, increases

jobs and adds to the tax receipts thatthe government receives, enabling adecrease in the rate o taxation whileincreasing the amount o ederal rev-enues.

Mrs. Allen spent much time dis-cussing national security as the pri-mary responsibility o the ederalgovernment, noting that the enor-mous increase in debt simply reducesAmerica’s ability to maintain its de-ense posture but also weakens ourability to deal internationally. Many o the world’s countries hold the U.S.dollar as their reserve currency. Asincreased debt weakens and devalues

the dollar more dollars will come intothe international nancial market atreduced value. Both internationally and nationally people are unwilling toaccept the ull value o the U.S. dollarand the standard o living in the Unit-

ed States is declining. Tat is truly anational security issue.

Mrs. Allen also ocused on Gov-ernor Allen’s support to rebuild theU.S. Navy. Virginia and the U.S. Navy are closely intertwined. In many waysVirginia’s uture is tied to the vibran-cy and health o the U.S. Navy. I the

intended sequestration o deenseunds does in act occur, it will costthousands o jobs in Virginia as wellas weaken our national deense. Mrs.Allen noted Governor Allen’s strongopposition to cuts in deense, the onearea o primary governmental re-sponsibility.

Finally the perception o Americandecline, occasioned by this collectiono poor and misguided policy choic-es, not only limits America’s abil-ity to deal internationally, to reduceour inuence worldwide, but alsotakes rom the American public thatspirit o condence and pride in their

country. Te sad conwe have brought this

We squirrels appreciate it when hu-mans prune the dead branches out o their trees. It’s a horriying momentwhen you are running along a branchand all o a sudden it cracks and dropsout rom under you.

Fortunately, as long as you do it cor-rectly, there really isn’t a wrong time toprune your trees.

rees should be pruned or variousreasons. It’s good to remove dead andbroken branches. It’s also a good idea,i the tree is younger, to prune someto develop the plant or best shape and

structure. Dead and broken branchescan, and should, be taken of at any time they occur.

As or structural pruning, it is sonice to be able to comortably jumprom branch to branch. It is absolutely no un to get tripped up by a crossingbranch. While this work can be doneat any time o the year, I think it is bet-ter to do this in winter when the treeis dormant.

First o all, it is much easier to seethe branch structure in the winterwhen the oliage is no longer there. So

you know what to prune of. But moreimportantly, deciduous trees producesugars in their leaves all summer long.In the all, these sugars are transport-ed to the roots, the leaves all to theground, and the plant goes dormant.Over the years, the plant builds upstores o excess sugars which supportthe tree during times o stress. Tere-ore, i branches are removed in sum-

mer, you are removing these sugars.Pruning in winter allows the sugars toremain in the tree.

So it is bet-ter to prune these types o trees at adiferent time o the year.

Also keep in mind whenever youprune, please leave enough branchesor the squirrels to run on. Never,ever, ever, remove more than a quartero the total branches at one time. Andi your pruning makes the shape o thetree look unnatural, then you are notdoing it right.
