Nayarit. Those individuals
arrested following the
conclusion of this confrontation were identified as:
Francisco HERNANDEZ Juares, 31, originally from Rosario, Sinaloa. Items seized from this
individual included:
Olimpic Arms .223 caliber AR-15 (model M.F.R.) with 40 rounds of ammunition
(12) .223 caliber rounds of ammunition
30 round magazines loaded with 20 rounds of ammunition each
Felipe BOHORQUEZ Ojeda, 31, originally from Oaxaca de Juarez, Oaxaca. Items seized from
this individual included:
Rock River Arms .223 caliber AR-15 loaded with six rounds of ammunition

QUERETAROO Authorities Arrest La Familia Michoacana Operator in Queretaro – 22 November 2011
On 22 November 2011, information acquired from 18 individuals
operating at the service of La Familia Michoacana aided
authorities in arresting Jose Edgardo LEMUS Barcenas from an
undisclosed village in Queretaro. Details regarding Jose Edgardo
LEMUS Barcenas were reported as follows in this article:
Lemus Barcenas operated under nicknames to include La
Culebra, El Alfa, and El Setenta
Prior to working for La Familia, he worked as an AFI
agent
Bracenas was recruited by La Famila while serving a four-year prison sentence on kidnapping
charges in the Alomoloyita Prison.

He has been linked to narco graves discovered near Almoloya de Juarez and Zinacantepec,
Mexico State on 26 August 2011
Barcenas is linked to the murder of 50 individuals whose bodies were dissolved in acid filled
drume in 2006.
In 2008, Barcenas confessed to having participating in various confrontations against rival
criminal groups in the vicinity of Arcelia, Guerrero.
In 2008, Bracenas is believed to have killed three SSP officers from Tejupilco after they refused
to work for La Familia
Bracenas is linked to the kidnapping of 11 businessmen.
Bracenas confessed that the five bodies recovered in Almoloya de Juares were members of La
Familia Michoacana, and that they were killed for taking unapproved photographs of group
members.
On a monthly basis, Bracenas collected $(MXN) 120,000 pesos worth of extortion fees from local
businesses and from profits derived from the sale of black market materials
Arrested along with Bracenas was an individual identified as Ausencia NAVA Martinez
Following the arrest of Bracenas, authorities dismantled 8 safehouses in Toluca, Zinacantepec, and
Almoloya de Juarez.

An operation conducted by soldiers led to the arrest of two
municipal police directors, one police agent, and three La
Linea operators in the Santa Barbara de Tutuaca
neighborhood of [31.717654,-106.489105] of Ciudad Juarez,
Chihuahua. The arrests were carried out after soldiers raided
a Revolution Day during which time they discovered six
individuals in possession of at least four AK-47s, an
undetermined quantity of grenades and shotguns, 564 rounds
of ammunition, and multiple stolen vehicles. These men
were subsequently arrested and identified as:

Ten individuals to include 2 females and 8 males were killed over the weekend of 25-27 November 2011
in Ciudad Juarez [31.726999,-106.461983], Chihuahua. Of these victims, five were killed on Friday, three
on Saturday, and two on Sunday.
Comment: 92 murders have been reported during the month of November 2011 in Ciudad Juarez. Of
these victims, eight were women and three were police officers.

GUERRERO Dismembered Body with Narco Message Recovdered in Taxco, Guerrero – 27 November 2011
On 27 November 2011 at approximately 0530 hours, the
remains of a dismembered murder victim were recovered
from the interior of four black plastic bags at the intersection
of 2nd
and Chachalacas [18.559245,-99.603317] Streets in
the Reforma neighborhood of Taxco, Guerrero. A narco
message left at the scene read as follows: “this happened to
me for listening to the „chaqueteros‟ who want to take over a
Plaza that already has an owner. I gave them your names
before I was killed. Sincerely, El Fantasma and El
Chiquilin”. The now deceased victim is estimated to be
between 37 and 40 years of age, and has not yet been identified.
Comment: The word „chaquetero‟ refers to a person who changes beliefs and opinions for personal
convenience.

MEXICO CITY Drug Mule Arrested at the Mexico City International Airport – 27 November 2011
Police officers arrested Jonathan CASTRO Silva after discovering that he was transporting 2.4 kilograms
of cocaine in the interior of his suitcase at the Mexico City International Airport [19.435029,-99.071102].
Other items seized from Castro the time of his arrest included a cell phone, documents, and $(USD) 1,300
dollars. Had this individual not been arrested, he would have boarded a flight destined for Barcelona,
Spain.
Comment: The cocaine seized is estimated to be the equivalent to 4,960 doses.

MICHOACAN Authorities Seize more than 900 Weapons at the Port of Lazaro Cardenas in Michoacan – 27
November 2011
PGR, SEMAR, and SAT personnel seized over 900 weapons from a shipping container at the Port of
Lazaro Cardenas [17.96567,-102.192078] in Michoacan. This seizure was reported as the largest of its
kind in Mexico. The container in question originated in Turkey, and was destined for the Port of Corinto
in Nicaragua. Those weapons seized from this shipment included:
(152) 9mm pistols
7.55mm pistol (most likely a Schmidt Rubin 7.5 x55mm pistol)
(756) 12 guage shotguns
No arrests were reported in conjunction with this seizure.

According to PGJE statistics, 1,772 murders have been reported in Sinaloa to date in 2011. Of these, 142
occurred during November, while the most violent day reported during this month was 23 November (a
Wednesday).

SSP Helicopter Fired at by Gunmen in Sinaloa – 28 November 2011
An SSP Helicopter was fired upon during a confrontation between Grupo Elite agents and gunmen in the
Tigre village of Novalato [24.766161,-107.701206], Sinaloa. According to preliminary reports, the
helicopter was forced to make an emergency landing after receiving two bullet impacts, but remained
functional, and was able to continue in the operation to search for the suspects. At this point, one casualty
has been reported in conjunction with this incident.
Comment: The weapon utilized to fire at the helicopter was not reported.

Gunfight Leaves Two Dead in Mazatlan, Sinaloa – 28 November 2011
A gunfight between two rival criminal groups was reported in a mountainous area within El Rosario
village [23.003908,-105.842285] (located about 60 kilometers south of Mazatlan, Sinaloa). Two
individuals were killed as a consequence of this incident. Recovered from the area in which the
confrontation took place were a minimum of 25 spent AK–47 shell casings.
Comment: It was reported that the now deceased individuals were traveling in a white Nissan pick up
with Sinaloa plates. At this point, they have not yet been identified.

Gunmen Murder Four in Monterrey, Nuevo Leon – 27 November 2011
Municipal Police and AEI agents recently recovered the bodies of of four male murder victims in
Monterrey, Nuevo Leon. Details regarding these individual incidents were reported as follows:
Incident one: Eyewitness accounts indicated that two men traveling aboard a late-model vehicle were
attacked by a group of gunmen at the intersection of Ruiz Cortines and Antonio I. Villareal Streets
[25.703567,-100.277538] in the Moderna neighborhood. The body of the driver was recovered from the
interior of the vehicle, while the passenger was found a few meters from the vehicle. At this point, neither
of the victims have been identified.
Incident two: Authorities recovered the body of two male murder victims at the intersection of José
Santos Chocano and 23 de Abril Streets [25.68741,-100.278504] in the Nueva Madero neighborhood (this
area is close to where incident one occurred). The victims in question had been shot multiple times, and
their t-shirts had been pulled over their heads. Recovered from the crime scene were more than 20 spent
shell casings. At this point, the identities of the now deceased victims are unknown.

Confrontation between Soldiers and Gunmen Reported in Juarez, Nuevo Leon – 27 November 2011
Army soldiers were recently attacked by a group of gunmen while
conducting routine patrols in the La Reforma neighborhood of Juárez,
Nuevo León. Most of the gunmen were able to flee the scene, but during
their escape, they ran over one of their own numbers and killed him at the
intersection of Reforma and No Reelección Streets [25.653684,-
100.151904]. Those items seized from the now deceased gunman were
identified as:

Soldiers Locate Narco Camp and Recover Human Remains near Cadereyta, Nuevo Leon – 26
November 2011
During the afternoon hours on 26 November 2011, an anonymous tip
aided soldiers in locating a narco camp along a dirt road in the San
Rafael communal farming lands [approximate location 25.483029,-
100.026569]. This area was identified as being located off the
Cadereyta-Allende Highway in Cadereyta, Nuevo Leon.
Once at the camp in question, authorities recovered the human remains
of at least three bodies that had been dissolved in acid. Other items
recovered from the site included food remains and beer bottles. Given
the items found at the camp, it has been hypothesized that only one individual manned this site, and that
he or she was solely responsible for dissolving the bodies in acid.
Comment: On 25 November 2011, soldiers arrested several suspects near the location mentioned above.
Those items seized from these individuals included at least five vehicles and an unspecified quantity of
weapons and ammunition.

On 26 November 2011, SEDENA released an official statement indicating the arrest of Francisco Javier
MÁRQUEZ de la Rosa, aka El Pancho, in the Ex Hacienda de Los Ángeles neighborhood [25.52854,-
103.396969] of Torreón, Coahuila. Prior to his arrest, this individual served as the Los Zetas Plaza leader
in the Comarca Lagunera region (a large metropolitan area located between the states of Coahuila
Durango). Those items seized from the now detained suspect included:
A handgun and magazine
421 rounds of ammunition

DIP Officials Seize 685 Kilograms of Cocaine in Panama City, Panama – 28 November 2011
On 26 November 2011 at around 1930 hours, DIP officers conducted a raid that led to the seizure of 685
kilograms of cocaine from a storage area located outside the Plaza Valencia residencial building in the
San Francisco sector [8.986479,-79.506941] of Panama City, Panama. Other items seized from this
storage area included:
3 bulletproof vests
6 hats bearing the DIJ (Judicial Investigation Directorate) logo. authorities indicated that the
suspects most likely utilized the bulletproof vests and DJI hats to pose as actual DIJ agents. In
this manner, they would be able to avoid searches at checkpoints and could have possibly seized
narcotics from other traffickers.
On 28 November 2011, one of the three suspects wanted conjunction with the cocaine seizure was
arrested from an apartment located on the 10th floor of Plaza Valencia.
Comment: Authorities in Panama are reporting that drug trafficking organizations are opting to traffic
smaller shipments in an attempt to avoid being caught. Traffickers in charge of these small shipments
commonly pose as tourists or businessmen and rent apartments in exclusive areas of the city in an effort
to avoid raising suspicions of authorities. To date in 2011, authorities have seized and destroyed more
than 30 metric tons of drugs (primarily Panamanian littoral waters).

PNC Agents Seize $(USD) 1.1 Million from Couple at La Aurora International Airport, Guatemala
– 27 November 2011
National Civil Police recently seized $(USD) 1.1 million dollars from a couple at the La Aurora
International Airport [14.588152,-90.530069] in Guatemala City, Guatemala. These two nearly made it
out of the country, as their aircraft was on the runway and ready to depart when it was turned around.
Following their arrests, the two Guatemalan nationals were identified as:
Luz Lara Martínez, 29
Manolo Díaz González, 22
Had the cash not been seized, it would have been delivered to a location in Panama City, Panama.
