Ahoy Folks!!! Well it has been another busy Month. We just had our Spring Fling and what a great turn out. I want to say a special thanks to Shirley and crew for doing such a great job. The food was great and the turnout was just wonderful. Thanks to everyone for working so hard. We’ve also had some really nice dinners for the warriors games this month as well, thanks to Dave Fogelman for a great Spaghetti feed and Ada Salas and Steve Simmons for a wonderful Paella dinner. They all donated the food so the proceeds could go to the club. As of this writing we also will have a wonderful Enchilada dinner on Tuesday from Monica Fraga and family. Our events that are upcoming are:

It’s official! The Blessing of the Fleet on Saturday April 9th with Fr. Robert (St. Ignatius Catholic Church – Antioch, CA) marked PYC’s official Boating Season for 2016. Many thanks to all who joined in the boat parade (over 18 boats) and the festivities that followed; (barbeque, dancing, and libations aplenty) to commemorate this annual event. A special thanks to all our members who shared their time and talent to ensure that the “Jewel of the Delta” not only sparkled, but was filled with great food, fun, and fellowship. Boater or “landlubber”, all that water on the Delta makes one thirsty! Come on in to the club, belly up to the bar, and enjoy some of your favorite libations served with love and care by our fun-loving volunteer bartenders. Father Robert blessed the fleet and we persevered with the rain to have just a wonderful day. I want to say special thanks to Jan Iaconis, MJ Sullivan, Ed Stetson and Samantha Fox for an outstanding job pulling this event off. The Docks were full and everyone got enough to eat. We bought enough food for 100 and we went through all of it. Thanks everyone for your hard work. Another event we had this month was our PICYA delegate’s dinner. Thanks to Ed and kitchen crew as well as Jan and the serving crew. A good time was had by all and the food was great. Thanks to MJ, Dick, Sherry, Cheryl, Marilynn and George Grech for getting the club looking so nice, we really shined. May was a quiet month as far as cruise ins, just the occasional boater who finds our club too irresistible to stay away for long.

June is looking up with Bridge Marina Y.C. arriving for the second time this year "irresistible". This time on the 17th for Friday Night Dinner and Saturday for Western Gold Rush BBQ, hosted by our own Shirley Acosta. No need to elaborate on what a wonderful evening it will be because we have become accustomed to nothing less from Shirley.

It may or may not be a bit early to get excited about July 4th and the annual Rock the Dock party but so far we have Vallejo and Floating Realty Y.C.'s joining us for the festivities.

Look forward to seeing you around the club and don't forget mine is a Chardonnay.

The weather is getting nice & that means good boating. Hoo-Ray. We have had great events this month. Just to name a few; Cinco de Mayo was a terrific success and as always Burgers and Bingo was a great. We had great cruise- in’s. I personally think May was a great month. I want to thank everyone who stepped up to help with the room set-ups especially our commodore who is always ready & willing. I also want to thank everyone who takes the time to keep the reefer cleaned. Remember if those of you who want food left in there, put it in containers; identify it & date it. This should really help us as far as the Health Dept is concerned. Also if you see something that needs my attention let me know. Two of my immediate goals is to get the stove area & the deep fryer cleaned. I also want to thank Mary Jo for stepping up in Ernie’s absence & doing the following: vacuuming the carpet, cleaning door windows, hosing down front steps, door mats, scrubbing floors in lobby & lounge area, cleaning restrooms & checking supplies. Also for tiding up the deck. Thanks Mary Jo for all your hard work. Dorothy, Jeanne & Kat did an awesome job of cleaning & organizing the rental supply & storage area. We are looking forward to the Spring Fling and the Cruise-Ins & the Cruise-Outs. We know it will be lots of fun. We hope George Greech is on the mend. See you at the Club & on the Water.

1) Cruise out to Petaluma & the Hollywood festival May 26th thru the 30th; 6 boats in attendance. 2) Parking lot sale, June 5th clean out your garages and lets’ donate our treasures to PYC for this event. 3) Junes cruise out to Vallejo has been changed and a new venue has been planned, we will be cruising into PYC for the Western night gold rush event, a new itinerary will be sent out. 4) Up coming cruise out to Rio Vista July 29th thru the 31st "don't miss this one"

George Grech just had two knee replacements done on May 6th and was recovering at the Stonebrook Convalescent Center this past week, and at the present time is doing better and will be going home on the 16th of May. We hope his recovery is short and that we will see him back at the club soon. Phil Promessi had a neuro stimulator inserted into his back Thursday, May 12th, and the procedure went well. Although the next morning Phil couldn't breathe due to his COPD, Carol called 911 and he was sent to the hospital where he was stabilized and put on medication, and he went home that afternoon. He is now recovering at home and doing better. By the way, Carol was also supposed to have her nerves cauterized in her lumber region the same day Phil had his surgery done, but this procedure was postponed for two weeks. We were sorry to hear that Mike and Adele Mirata just traveled to Las Vegas for a memorial service for a family member. We send them our deepest condolences and our prayers are with them during this sad time. Lastly, I regret to inform everyone that this will be my last report. I have enjoyed taking care of Sunshine for the past eleven years, yes, since 2005, even though difficult and sad times. But things change and it is time to move on. Ben Blair will be taking care of things in the meantime. But remember to continue to stay healthy and happy! Mari Block

The May General Meeting was called to order at 7:45 PM by Commodore Ben Blair who then led The Pledge of Allegiance. ROLL CALL: All officers present with the exception of Samantha Fox and Sherry Flatter. All directors present with the exception of Joe Dopart and George Grech. APPROVAL OF MINUTES: A motion was made to approve the April general meeting minutes as printed in the May Yeoman; motion seconded, all in favor, minutes approved. Commodore Ben Blair introduced Joe Sbranti, Pittsburg City Manager who gave a presentation on the current and proposed plans for more housing, business development and the BART extension. COMMODORE'S REPORT: Ben Blair discussed the club's financial condition, membership, and activities to promote the club to attract more active members. More details and follow up report coming soon. Vice Commodore-Mary Jo Sullivan reported bartenders recently attended the 4 hour ABC course. See her column for more details. Rear Commodore-Richard Dillon: More help is needed to set up for rentals. We have been very busy working to kill AB 2092(Frazier), the bill to enable the abatement, removal, storage, or disposal of commercial vessels using funds generated by only recreational boaters. We really appreciate the several hundred letters and emails sent by recreational boaters in opposition to this measure and thank you for your help in this regard. More on this in a moment, but I also wanted you to know that we will be holding our quarterly Board Meeting in San Diego in June. We are also having a booth at the San Diego Boat Show during the four days following our Board Meeting. This Show has now been taken over from the National Marine Manufacturers Association (NMMA) by the Duncan McIntosh Company which has a successful history of producing excellent boat shows in Southern California. Now back to our legislative efforts! AB 2092 is currently on the Suspense File of the Assembly Appropriations Committee. All bills over a certain dollar amount are placed on the Suspense File and considered by an established deadline so bills can be passed out of their House of Origin by a date certain. In this case that date is May 27 which is a week after my deadline for submitting this report!! We have been having discussions with the Sheriff’s Association, the sponsor of this bill, particularly regarding the issue that commercial boat owners wouldn’t be funding this effort in any way, but have not yet reached any agreement for amendments to the bill. We are hopeful the bill will not be voted off the Suspense File. However, having worked with the Sheriff’s Association over several years, they will not be giving up on this effort! We are usually on the same side of legislative issues and are hopeful that we can ultimately come to an agreement on a solution to this one. There is existing legislative authority that enables Cal-Recycle to address these clean-up efforts, but identifying the funding is always the big issue. Speaking of funding, I have mentioned in previous reports that Greg Gibeson, RBOC Immediate Past President, serves on the Committee that will establish the fee for the Boater’s Operator License which will be required over subsequent years. He advises that the way things appear to be headed at this point, the fee for the lifetime license will be $10 or less! However, stay tuned on this one because, “It ain’t over ‘til it’s over!” Enjoy the boating season now coming into its full blossom!! Jack Michael – 2013 President

The May Delegates Dinner was held at Oyster Point Yacht Club on May 2nd. PYC was represented by Ed & Bonnie Stetson and Jack & Mary Lee Michael. The meeting was dedicated to presenting the awards for the “Opening Day On the Bay” event. The Best of parade award went to San Rafael Y.C., and it was well deserved. The boat was a WW II LST. It was decorated with American Flags and featured a band playing military music from the period. Onboard were men wearing authentic military uniforms and featured a reenactment of the flag raising at Iwo Jima. (picture) Our friends, Marilyn and Otis Brock aboard “Enchantment” were awarded 1st place for Power Boats Decorated to theme. The next Delegates dinner will be at Stockton YC on June 6th. The deadline is fast approaching for applications for the “PICYA Scholarship Program”, June 15th.

We need qualified applicants. Please encourage members with eligible Student relatives to apply. Go to Scholarship Application for info.

HERNANDO BEACH (FOX 13) - A little dog that fell into the Gulf of Mexico near Hernando Beach is alive, and it's a miraculous story of survival at sea.

Two couples were celebrating a pair of birthdays Sunday with their annual tradition; boating off the coast of Hernando Beach. They were about five miles offshore when Bruce Knecht spotted something in the water. "I thought it was a buoy and I said, 'Oh my gosh, there's something moving,'" he recalled.

As the boaters got closer, they realized it was not a buoy. "You just saw his little nose sticking up out of the water," said Shawn Sahr. It was a Jack Russell terrier, wearing a tiny animal life vest, floating in the waves. "It's like a needle in a haystack and the waves were pretty choppy," said Michael Sahr, Shawn's husband. "If we weren't as close as we were, within five to 10 feet, we wouldn't have seen him," Shawn added. Michael pulled the dog, which he said swam right over to the boat, out of the water. The Knechts and Sahrs radioed the Coast Guard and were told someone reported the dog overboard nearly three hours earlier.

"[The owner] had to go down into the bilge to check something and when he came back up, the dog was gone," Michael Sahr said. The boaters took the dog to the closest Coast Guard station and, just as they arrived, so did the dog's owner. "When the owner came in, he was screaming the dog's name," said Bruce Knecht. "Which was Jägermeister!" added Bruce's wife, Robin Knecht. "He had tears. He said, 'I had given up. I had searched as long as I could and we just couldn't see him, and we just thought we lost him,'" said Shawn Sahr. "[The owner] said, 'it's my baby and I'm just so glad.'" online interactive self-study course is now available

The Coast Guard Auxiliary, in partnership with the Boat US Foundation, has launched a new educational program for boaters, an online, self-study course called Modern Marine Navigation. Boaters that enroll in this course will learn, using their own computers or tablets, in the comfort of their own homes. Whether getting on the water with a boat or a personal watercraft, the Modern Marine Navigation Online Course can help boaters be safer and more knowledgeable. Later this summer. If enough boaters need help in learning the course material, a local USCG Instructor will convene a class at PYC.

Kannad Marine has issued a recall of all SAFELINK EPIRB’s due to a possible defect that could result in the beacon not operating in emergency situations. If you own or use a SAFELINK EPIRB automatic or manual model as identified in the referenced SAFELINK Recall Safety Notice you should NOT use it as a primary Search and Rescue beacon onboard your vessel.

Kannad recommends that all owners of SAFELINK EPIRBs register their ownership, location and contact details via the dedicated website: http://www.safelinkepirbsupport.co.uk . The website will first ask you to enter your SAFELINK EPIRB's CSN number which is located on the EPIRB's label. (See image on attachment.) Once the CSN is entered an additional webpage will open where more detailed owner information is entered to arrange provision of a replacement EPIRB.

The Coast Guard strongly recommends that all owners- users of the Kannad SAFELINK EPIRB’s seek replacement devices as soon as possible and NOT to use it as a primary Search and Rescue beacon onboard
