El pasado martes 21, la sala capitular de estaciudad se convirtió en un clamor al unísono cuandodecenas de dominicanos se apersonaron al ConcejoMunicipal para apoyar la petición de que una porciónde la Broadway se llamara de forma simbólica“Boulevard Juan Pablo Duarte”, petición que fueaprobada luego de un debate intenso y una votaciónde 5-3 que arrancó aplausos y ovaciones queparecían incontrolables.

Fueron muchos los que asistieron a esta reunión,entre ellos líderes políticos, comerciantes,estudiantes, entre otros, y pidieron a los Concejalesdecir “Sí” y con letreros en manos que expresabanno solo el sentimiento patriótico de las dominicanasy dominicanos que desde el principio creyeron queera importante reconocer la figura del padre de laPatria dominicana Juan Pablo Duarte, sino quedejaban muy claro que vivimos en una ciudad queamamos y que nos importa su desarrollo y su avance,asumieron la defensa de una lucha que comenzó enel mes de febrero.

Luego de una reunión previa donde no se llegóa ningún acuerdo y donde algunos de los Concejaleshicieron una enmienda a la solicitud inicial, dondeconsideraban que con poner el nombre a unaesquina, la petición quedaba complacida.

Sin embargo, esto no fue aceptado por el CónsulDominicano, Dominico Cabral, quien a través delConsulado General de la República Dominicana hizola solicitud.

La defensa asumida por la Concejala At-largeNilka Álvarez-Rodríguez, quien puso fin a la acaloradadiscusión objetando con un “Charter Objection”permitió que el tema fuese tratado nuevamente elpasado martes, 21 de marzo.

Esta vez al voto positivo de Álvarez-Rodríguez,el presidente del Concejo Patrick Blanchette y elconcejal por el Distrito C, Jorge González se sumaronal de Grisel Silva del Distrito B y el Concejal At-largeNunzio DiMarca.

En contra votaron Marie Gosselin, JosephParolisi y Nick Kolofoles.

Aunque el tema del Boulevard Juan Pablo Duarte

fue iniciativa del Consulado Dominicano en la personadel Cónsul General Dominico Cabral, este en unaactitud digna de reconocimiento dejó en manos deun comité integrado por: José Ayala, José AlfonsoGarcía, el Pastor Víctor Jarvis, Manuel Carrasco,Santiago Matías, David Berroa, Randolph Domínguez,Francisco Ditren, Ana Medina, y Ernesto Bautista, lalucha y el manejo de todos los pormenores que dieroncomo resultado la aprobación del Boulevard JuanPablo Duarte.

De acuerdo al cónsul dominicano, esta victoriade la comunidad dominicana no es del ConsuladoDominicano sino del grupo de hombres y mujeresque entendieron cuánto significaba honrar la obra, ellegado y los principios ideológicos de Juan PabloDuarte.

Cabral reconoció los esfuerzos, la dedicación yel trabajo incansable desarrollado por los miembrosdel comité. Al igual que por la ex concejal Julia Silverioy el Representante Estatal William Lantigua.

De acuerdo al Cónsul General Dominico Cabralla decisión de dejar en manos de los miembros delcomité la lucha, por el Boulevard estuvo basada enque en ningún momento pretendió llevarse loscréditos al respecto, y que solo actuó movido por elsentimiento patriótico y porque entendía que si enotras ciudades se han reconocido las contribucionesde los dominicanos en la figura y el nombre de Duarte,¿por qué la ciudad de Lawrence no podía hacerlotomando en cuenta el alto índice de dominicanos queresiden aquí?

Finalmente, Cabral dijo que se sentía satisfechode haber pavimentado el camino para que los líderesy los representantes de organizaciones comunitariastomaran el mando y trabajaran juntos en pro de lapetición.

Por su parte los miembros del Comité Pro-Boulevard Juan Pablo Duarte expresaron que solo alos integrantes de dicho comité les correspondeofrecer cualquier detalle relacionado con lospreparativos de lo que sería la inauguración de dichoBoulevard y que en los próximos días harán públicotodo lo relacionado con este evento.

inmigrantes demandando la legalización de su estado migratorionos recuerdan cuán dichosos somos de estar viviendo aquí. Encualquier otro país actos similares serían recibidos con violencia opeor – muerte. Lo único que tenemos que mirar es la forma en queestán siendo controladas en Francia. Aquí, la policía les proveeprotección y organizaciones establecidas que simpatizan con sucausa han venido en su defensa.

Los manifestantes utilizan el mismo sistema empleado en otrosprocesos históricos en busca de justicia. El Movimiento de Sufragiopara las mujeres ganar el derecho al voto en 1920, el Movimiento delos Derechos Civiles de los años 50 y 60, las demostraciones contrala Guerra de Vietnam, el Movimiento Feminista pidiendo la Enmiendade Igualdad de Derechos en la Constitución, todos ellos teníanuna línea en común: manifestaciones en las calles para hacer quesu mensaje fuera escuchado.

Estos grupos de inmigrantes siguieron la pauta trazada por elRev. Martin Luther King, Jr. quien abogaba por medidas pacíficas yel orden que observamos en todo el país durante estos días fueadmirable.

Es obvio que todos queremos permanecer en este país por lasmismas razones que todos los inmigrantes antes de nosotros. Aveces el mensaje es malentendido o no es expresado con claridadpero el diálogo ha progresado y debe conducir a una solución.

The demonstrations during the past week by immigrant groupsdemanding the legalization of their status reminds us how lucky weare to be living here. In any other country similar acts would bereceived with violence or worse – death. Just take a look at the waydemonstrations are being handle in France these days. Here, policeprovided protection and even established organizations whichsympathize with their cause came to their defense.

The demonstrators used the same system employed in otherhistorical proceedings in search of justice. The Suffrage Movementearning the right of women to vote in 1920, the Civil RightsMovement of the 50s and 60s, the demonstrations against theVietnam War, the Feminist Movement asking for the Equal RightsAmendment to the Constitution, they all had a common thread:demonstrating in the streets in order to get their message heard.

These immigrant groups followed in the manner establishedby Rev. Martin Luther King, Jr. who advocated for peaceful meansand the order witnessed all over the country during the past fewdays was remarkable.

It is obvious that we want to remain in this country for thesame reasons as all immigrants before us. Sometimes the messagegets misunderstood or not clearly expressed but the dialogue hasprogressed and it must only lead to a resolution.

Últimamente, el nombre de Lawrenceha estado volando muy alto, en las alas deuna gran variedad de aviones, que usan laúltima tecnología de kSARIA, los principalesmanufactureros de cables de fibra óptica.

kSARIA, una Corporación deDelaware, fundada en el año 2000, se radicóoriginalmente en Wilmington, MA.Recientemente, mudaron su plantamanufacturera a Lawrence, animados por elCongresista Marty Meehan, para quepudieran beneficiarse de nuestro HUBZoneEmpowerment Contracting Program.

El HUBZone Empowerment ContractingProgram, el cual fue promulgado ley en 1977,como parte del Acta de Reautorización dePequeños Negocios, provee preferencias alos contratistas federales menoreslocalizados en comunidades que están endesventaja. Como mucho de los productosde kSARIA son de uso militar, tales comoaviones de combate y naves marinas, lacategoría de HUBZone le permite a lacompañía ser más competitiva.

Lately, Lawrence’s name has beenflying high in the wings of a variety ofaircrafts, who use the latest technologyfrom kSARIA, leading manufacturers offiber optic assemblies and interconnectcable products.

kSARIA, a Delaware Corporation,founded in 2000, was originally located inWilmington, MA. Recently, they movedtheir manufacturing facility to Lawrence,encouraged by U.S. Congressman MartyMeehan, so they could benefit from ourHUBZone Empowerment ContractingProgram.

The HUBZone EmpowermentContracting Program, which was enactedinto law as part of the Small BusinessReauthorization Act of 1997, providescontracting preferences for small federalcontractors located in disadvantagedcommunities. Since many of kSARIA’sproducts are used on military platformssuch as fighter planes and naval vessels,the HUBZone status of Lawrence will allowthe company to be more competitive.

During an open house held Friday,March 17, 2006, at the company plantlocated at Heritage Place, 439 S. UnionStreet, Lawrence, Sebastian Sicari, kSARIAPresident/CEO, explained the companyhistory to his guests, and the reason for hismoving, through a PowerPoint presentation.

“We are glad to be here”, said Sicari,who announced that his company has sevennew jobs openings which he would like tofill with Lawrence residents. Actually,kSARIA employs two Lawrence residents,Francia Coplin, a receptionist for eight yearswith the company and Janet Figueroa, atechnician. They are both very happy fornot having to travel back and forth toWilmington every day.“This is a wonderful story”, said MayorSullivan. “As Mayor, I want to make surewe connect your employees with ourdowntown- I want them to feel safe andthat the city is appealing to them”.

Trabajando mano a mano con la Comunidad Latina

El pasado martes, la Biblioteca Públicade Lawrence puso en marcha un programade Internet que ayuda a los estudiantes, arealizar sus asignaciones, desde el cuartogrado hasta el nivel de preparación paraingresar a la universidad, y se convierte enla única biblioteca del área que ofrece esteprograma.

Los estudiantes menores se le brindaasistencia en cuatro materias: matemáticas,lenguaje, ciencia y ciencias sociales.

De acuerdo a Maureen Nimmo, directorade la biblioteca Tutor.com es un servicioque ofrece tutoría cara a cara a los alumnos,el cual es ofrecido por maestros, profesoresy estudiantes graduados en las materias deMatemáticas, Ciencias, Lenguaje y CienciasSociales.

A medida que los estudiantespresentan progresos en la escuela, los temasson más especializados. Es decir que enlugar de ofrecer ayuda solo en Matemáticasse brinda ayuda en Geometría, Álgebra yTrigonometría, etcétera.

Este servicio está disponible todos losdías de 3pm-10pm. Las áreas de Matemáticasy Ciencias están disponibles en español,de domingo a jueves a las mismas horas.

Exceptuando el Lenguaje toda la ayudaestá disponible en español e inglés.

Indica la directora de la biblioteca queeste programa se desarrolla en un formatode “Chat Room”, donde el profesor ayudaal estudiante a buscar y entender la solucióndel problema por medio de una pizarraelectrónica.

“Asimismo sirve de guía para que losestudiantes conozcan sitios en el Internetde corte educativo, mientras el ‘chat’continúa”, dijo.

Asegura Nimmo que Tutor.com no hasido creado para dar las respuestas a losestudiantes pero si para trabajar con ellos,a fin de que encuentren las respuestas porsi mismos. Los alumnos pueden accedereste programa desde sus casas, la bibliotecao en los programas después de clases.

Destaca Maureen Nimmo que elobjetivo principal de este programa esproporcionar una ayuda de alta calidaddespués de clases a cada estudiante en estaciudad.

“También ayudará a los padres quequieren involucrarse en la educación de sus

hijos, y puede ser una herramienta paramaestros y mentores”, expresó Nimmo.

La ventaja de este programa es quebrinda la oportunidad a los estudiantes dehacer sus preguntas sin sentir el miedo quemuchas veces sienten en las aulas, ya queel sistema es anónimo y privado.

Buenas noches y gracias por escuchar(leer). Quiero comenzar agradeciendo a losconcejales por su duro trabajo, yparticularmente, quiero agradecer al públicopor el gran honor y privilegio de permitirmeservirles como alcalde.

Hace un poco más de dos años, cuandome dirigí a ustedes por primera vez, la ciudadestaba atravesando una crisis fiscal sinprecedentes. Estuvimos a punto de perderla acreditación de nuestra escuela superior.

Nuestras estaciones de bomberosestaban cerradas, nuestra biblioteca estuvoamenazada de ser cerrada y los periódicosestaban llenos de historias diciendo quenuestra ciudad podría convertirse en laprimera en veinticinco años, de serintervenida por el estado.

Dos años atrás, éramos una ciudaddonde algunas personas habían perdidotoda esperanza en el mañana. Nuestrosciudadanos solo hablaban acerca de lo quehabíamos perdido - nuestro hospital,nuestra área comercial, nuestra estación deradio y nuestro colegio en Bradford.

Hoy, vemos a un Haverhill diferente delque veíamos hace apenas dos años y nosenfrentamos a nuevos y diferentes retos.Hoy, ya no hablamos de lo que perdimosayer. Hoy, Haverhill está vivo y las personasse atreven a soñar con un mañana.

camino y Haverhill se está moviendo haciadelante.

Este renacimiento en Haverhill nosucedió solo. Tomó a un gran grupo deempleados de la ciudad, los cualestrabajaron más duro y más tiempo paraproveer al público con servicio, a pesar deque había 55 empleados menos de los quehabía tres años atrás.

Les tomó a un gran grupo devoluntarios que forman nuestras juntasdirectivas y agencias. A voluntarios a travésde la ciudad los cuales dieron un paso

adelante y puso incontables horasayudando a nuestra ciudad en muchasformas diferentes. Gracias a todos ustedes.

Fue gracias al Concilio de la ciudad quevotó a favor de enmendar la zona del distritocomercial y hacer menos estrictos losrequerimientos del estacionamiento. Y sobretodo, el público, que estuvo dispuesto ahacer sacrificios a fin de que nuestra ciudadsiguiera funcionando. Gracias a todosustedes por su sacrificio.

Dos años atrás, señalamos un nuevoplan de expandir nuestra base de impuestos.Nuestra estrategia era simple-si usted hacea Haverhill más atractivo, atraeremos a máspersonas y a la vez, atraeremos másnegocios.

A esto se añade miembros del personalde muchos centros de cuidados de niñosdel área y a otras personas que trabajancon niños hayan tomado parte enentrenamientos intensivos de 8 horas, sobreel tema de protección a los niños y lasfamilias y la forma de las toxinas adentro yafuera.

El currículo fue desarrollado encooperación del Family Service, la CoaliciónAmbiental, y el Toxics Use ReductionInstitute ofUMass Lowellbajo un proyectofinanciado por elU.S. Enviro-n m e n t a lP r o t e c t i o nAgency.

Los líderesde los talleresi n f o r m a t i v o sreportaron quenosotros estamose x p u e s t o sdiariamente aquímicos tóxicos,por medio del usocomún deproductos delhogar tales comoproductos de cuidado personal, productosde limpieza, cosméticos, pesticidas, pinturasy solventes.

Se estima que aproximadamente 80,000químicos industriales son actualmente deuso comercial en los Estados Unidos, y uncrecimiento del volumen evidencia que estasurgiendo referente a los impactosnegativos de la salud.

Por ejemplo muchas clases de químicosy metales (tales como plomo y mercurio),pesticidas, solventes y la producción dederivados, así como también las emisionesde incineradores y factorías, han sidovinculadas a una extensa gama de efectosde salud, incluyendo cáncer y lasincapacidades de reproducción o dedesarrollo.

Algunas sustancias son tambiénnocivas para el desarrollo cerebral del niño,tanto antes del nacimiento o en su infancia.

Incluso los químicos que son de corta

vida en el cuerpopueden contribuir a riesgos significativosde la salud si nosotros estamos expuestosa ellos regularmente a través de losproductos que usamos cada día. Porejemplo, los químicos tóxicos de limpiezason relacionados a ataques de asma ycáncer y pueden dañar nuestro sistemahormonal y nervioso.

Los grupos más vulnerables al daño delas toxinas son los niños y los fetos de laconcepción, aunque las personas de edadavanzada son también afectadas.

Este año, por primera vez encuatro décadas, nuestros niños tendránlaboratorios de ciencias totalmenteequipados con los equipos más modernos.Trajimos de nuevo el programa de bandaescolar de la escuela intermedia, añadimosmaestros a la escuela superior y tratamosde hacer un mejor trabajo enfatizando losmejores puntos de nuestro sistema.Entonces trabajamos con nuestro comitéescolar para contratar a un gransuperintendente escolar y quierointroducirlos a ustedes, el Dr. RaleighBuchanan.

El año que viene, trabajaremos con elDr. Buchanan para introducir algunosnuevos, excitantes conceptos en educaciónpública - conceptos que pondrán aHaverhill al borde de la tecnología y al bordede los mejores conceptos en educación.Trabajaremos para convertir nuestra escuelasuperior en una escuela on-line (Internet)una de solo treinta escuelas en todoMassachusetts. Nuestros niños tendrán laoportunidad de tomar cursos on-line, através del mundo. Más tarde les diremosmás sobre esto.

Entonces, durante los próximos años,trabajaremos para convertir nuestra escuelasuperior en una academia avanzada dematemáticas y ciencias. Ya les contaremosmás sobre esto luego este año. Cambios de zona para atraernuevos negocios

Para atraer nuevos negocios eincrementar nuestra base de impuestos,

tenemos que ser innovadores. Cuando yoles hablé hace un año, yo les pedí a losconcejales que cambiaran las zonas dealgunas áreas cerca de la carretera, pararemover algunas barreras que impedíanalgunas importantes tiendas venir a nuestraciudad y unirse a mí en una estrategia detiendas por departamentos propia del siglo21.

Esta noche, podemos reportar que esteplan del siglo 21 está trabajando. Por másde 30 años, grandes tiendas pordepartamentos habían dejado la ciudad ypoco a poco, las habíamos perdido. Estanoche, Lowe’s y BJ’s- las dos tiendas pordepartamentos más grandes que se hayanlocalizado en Haverhill, han anunciado quese establecerán aquí. Las seguirá Starbucksy hay más en camino.

Nuestra política de zona también estátrabajando para el centro comercial y nuestroinquilino, el Proyecto Beacon, acaba decomenzar la construcción de los primerosestudios para artistas, a la venta en el centrocomercial (downtown).

Debemos regocijarnos en el hecho deque muchas personas han comenzado areconocer lo que siempre hemos sabido-Haverhill es un gran sitio para vivir y ungran sitio para trabajar. Ahora nuestro retoes saber manejar este crecimiento- manejarel tráfico que seguramente incrementará,conservar nuestros espacios abiertos ymantener nuestros vecindarios en buenascondiciones para vivir, según avanzamos.El primer paso para controlar el crecimientoes empujarlo hacia el centro de la ciudaddonde podamos controlarlo y a la vezpreservar el espacio de las afueras de laciudad.

Los retos del futuroNuestro progreso ha sido grande, pero

los retos que tenemos por delante sontambién grandes. La deuda de Hale(Hospital) de $7 millones anuales, todavíaestá con nosotros. E s t eaño, tenemos un déficit de casi $4 millones.Esta cifra es engañadora, ya que no incluyeel déficit real de Haverhill.

Nuestro déficit real es que no tenemosel suficiente dinero para rellenar todosnuestros hoyos, reparar todas nuestrasescuelas, calles o tumbar todos los árbolesque necesitan ser tumbados.

Nuestros problemas financierosamenazan nuestro renacimiento- amenazannuestra habilidad de proveer a las personascon todos los servicios y escuelas que ellosnecesitan para hacer de esta una ciudadatractiva de consumidores.

Nuestro reto esta noche es claro, ¿cómomantenemos los servicios vitales que sontan necesarios para mantener elrenacimiento de Haverhill en movimiento?

El mismo espíritu que nos ha llevadotan lejos nos puede llevar hacia delante yayudarnos a superar los retos que tenemospor delante.

Las raíces de nuestros problemasfinancieros es simple- los altos costosrequieren de nosotros gastar más de lo querecibimos.

Este año, las primas del cuidado desalud incrementarán en $2 millones, por untotal de $21 millones. Este año, pagaremosmás por las primas de seguro de salud de loque pagamos por el departamento de policíacompleto, el departamento de bomberoscompleto y la deuda del Hale, combinada.El costo del incremento en cuidado de salud- $2 millones- es más que todos los ingresosque estamos teniendo por todos losproyectos de condominios combinados.

Si no fuera por este incremento,podríamos añadir diez policías adicionales,10 maestros de escuela adicionales ytodavía nos sobrarían $800,000.

Hemos dado pasos gigantescoscontrolando el costo de la salud. Hemostrabajado con nuestras uniones paracombinar cinco (5) contratos de cuidado desalud, y hemos utilizado nuestra influenciapara negociar tarifas más bajas paranuestros empleados. La mayoría denuestras uniones accedieron a pagar máspor su cuidado de salud a cambio de unincremento de salario por el costo de la vida.Con estas reformas, hemos ahorrado milesde dólares el año pasado.

Pero tenemos que hacer másLa semana que viene, me reuniré con

nuestra junta de seguros y les pediré quetrabajen conmigo a fin de obtener elsiguiente nivel de reforma de cuidado desalud.

Les pediré que designen un programaque permita importar medicinas prescritasde Canadá a nuestros empleados y retiradosy ahorrar más de $200,000 anuales. Lespediré que se unan a mí para obtener unplan reformado de cuidado de salud que seajusto para nuestros trabajadores y quepodamos costear.

Nuestro plan- el cual tenemos mi familiay yo- nos permite ir al doctor pagando $5por la visita (co-pay). Nosotros pagamosentre un 75% y un 90% del costo del segurode salud para nuestros empleados yretirados y seguramente, si pudiéramoscostearlo, continuaríamos en esa ruta. Peroesta ruta es una que sólo conduce en unadirección- cesantías.

Yo voy a pedir a nuestra junta deconsejo y a nuestras uniones que trabajencon nosotros una vez más- esta vez paraincrementar el pago por consulta (co-pay)y otros deducibles, proveer bonos paraaquellos empleados que saquen a susesposos/as fuera de la ciudad. También lespediré que diseñen programas para nuevosempleados para que trabajen condeducibles más altos y pagos por visita (co-pay) y trabajen con cuentas de ahorro decuidado de salud, para proveer cuidado desalud que podamos pagar.

Reorganización del Gobierno de la CiudadEl control de los costos debe comenzar

con el control del cuidado de salud, pero nodebe parar ahí. Hace dos años, instituimosun plan de reorganización de gobierno que

salvara servicios vitales y racionalizara elgobierno. Este año, de nuevo pediremosreorganizar nuestro gobierno para hacerloeconómico pero no tacaño. Nuestro modeloa seguir debe ser el de la industria privada-que por décadas ha usado automatizacióny mecanización para constantementeaumentar la eficiencia y cumplir los retosque han tenido. Nuestro reto es mantenernuestra ciudad asequible y mantener losimpuestos en un nivel razonable. La mejormanera de hacer esto es hacer el gobiernomás eficiente.

Aumentar los ingresos –Vender agua y agua dedesperdicio

La estabilización de nuestras finanzasdebe comenzar con el control de los costos,pero debemos ir más lejos. Tambiéndebemos mirar debajo de cada piedra pornuevos ingresos.La primera parada debe ser nuestrodepartamento de aguas de desperdicio.Nuestro departamento de aguas dedesperdicio fue construido para acomodarmás de 100,000 personas y se puedeexpandir a más. Actualmente, estamosprocesando las aguas de desperdicio delpueblo de Groveland y de State Line Plazaen Plaistow. Nosotros tenemos el potencialde hacer millones de dólares por conceptode conexiones, y cientos de miles de dólaressi vendemos nuestros servicios a gruposfuera de la ciudad. Tenemos un granpotencial en eso y es hora que exploremosesa opción.

La idea de la Villa UrbanaA la larga, mantener el renacimiento de

la ciudad significa ser una ciudad con unaalta calidad de vida y que atraerá a muchaspersonas a vivir aquí- una ciudad con calleslimpias y seguras y excelentes escuelas.

Nuestro futuro depende en un Haverhilldonde las personas miren hacia el río enlugar de darle la espalda y una ciudad dondelas personas vivían en el centro de la ciudad.

Nuestro futuro descansa en lo que losplanificadores llaman una villa urbana-donde las personas viven, trabajan y cenan,todo en la misma área.

Para que esto suceda, tenemos quedarle un nuevo vistazo a nuestras leyes dezonificación.

El antiguo modelo de zonificación erausado para mantener ciertas cosas fuera deciertos vecindarios. Esas zonas tambiénpueden ser usadas como herramientas paraproducir una chispa de renacimiento y atraernegocios. Nosotros sabemos que cambiaresas zonas funciona atrayendo negocios,porque ha funcionado aquí en Haverhill.

Dentro de los próximos meses, vamosa presentar nuestro plan de renacimientourbano ante el concilio. Nuestra nueva zonade renacimiento tomará una porción denuestro centro comercial con un cambio enla zona para vivienda como un asunto dederecho.

Vamos a tratar de ser la primera ciudaden tomar ventaja de la nueva ley deincentivo para la vivienda, Capítulo 40R.Nuestra zona de renacimiento nos traerá$400,000 de inmediato en nueva ayudaestatal, y nos dará la oportunidad de traernueva vida a viejos edificios en el centro dela ciudad.

La 14a Edición del Festivalpresentará películas de 13Países

La 14a edición del Providence LatinAmerican Film Festival (PLAFF) tendrá lugardel 22-29 de abril, 2006 en el auditorio deRhode Island School of Design, 17 CanalStreet con proyecciones especiales en elCable Car Cinema, 204 South Main Street.

Este año el festival dedica su muestraespecial a los filmes sobre música y baile —desde las nuevas tendencias en el tango, alos populares narcocorridos mexicanos ysus famosos intérpretes. Los Tigres delNorte, y las conmovedoras historias sobrelos músicos inmigrantes del metromadrileño.

“Estamos entusiasmados con nuestrodecimocuarto festival”, dijo Olga Juzyn,Directora del Festival. Añadió que “elprograma de este año incluye filmes quecelebran la música y danza más hermosas ydinámicas de América latina. Como siemprehay una gran diversidad representada enlos filmes del Festival y el público podráconocer a algunos de los realizadores y verpelículas nunca antes vistas en esta zonadel país”.

PLAFF es un uno de los pocos eventoslatinoamericanos que son panamericanos ybusca responder a los intereses locales, dela comunidad y hemisféricos. A través desus catorce años, el Festival ha traídopelículas de cada país de América latina, asícomo co-producciones con Estados Unidos,Canadá y España. En el contexto de lasconsabidas dificultades de distribución,tanto aquí como en América latina, el Festivalse ha convertido en un refugio creativo paracineastas de largometrajes arguméntales,documentales y cortometrajes. El Festivales además uno de los pocos festivales decine latinoamericano de los Estados Unidosque otorgan premios. Para ello cuenta conun jurado internacional integrado porconocidos realizadores, directores defestivales y otras figuras prominentes delmundo del cine latinoamericano.

Entre los galardones que entrega elFestival se encuentran el Premio FernandoBirri a la Opera Prima, establecida en honoral realizador argentino que recibió del

Festival a la trayectoria en 2003; el premio ala Mejor Película y premios a las categoríasde actuación, guión, fotografía, montaje,banda sonora, música. La sección de documentales ofreceinvestigaciones profundas sobre la realidad

latinoamericana. Estos filmes provienen deNicaragua, Argentina, México, Israel yVenezuela.

Las películas para niños y animacionespara adolescentes incluyen Viaje a Marte,una animación argentina sobre un niño quequiere viajar al planeta rojo. Lo llevarán suimaginación y su abuelo con su camioneta-grúa. La originalidad de las animacionesdeleitará tanto a niños como a adultos. Comoparte del programa de animación el Festivalofrecerá un taller para niños (de 8 a 12 años)dirigido por Manga Latina Productions, unacompañía de animación fundada porHenrique Vera Villanueva. Dos de susanimaciones Piñatas y Killers on the Loosehan sido adquiridas por MTV Latino yforman parte de la programación del Festival.

Por tercer año consecutivo el Festivalofrece un taller para adolescentes. Este añoel festival se ha asociado con The MetSchool, donde Josué Méndez, el ganadordel Premio Fernando Birri 2005 trabajara conalumnos de la escuela.

Gropman basa su presentación en unainvestigación en torno a los aconte-cimientos que rodearon la nominación deljuez Kenesaw Mountain Landis como elprimer Comisionado de Béisbol en el 1921.

El autor del estudio va a deshacer elmito de la versión oficial, -que destaca quela acción fue en respuesta al escándalo delos Black Sox en 1919-refiriéndose a laverdadera historia que hay detrás de esto.

El programa Ladder to Language deCambridge College fue reconocido junto aotros cinco programas como uno de losprogramas que han demostrado “unacolaboración creativa” por United Way deMerrimack Valley en la tarde del martes, 21de marzo de 2006, en las facilidades deDiBurro’s Function Facilities de Bradford.

El programa de Ladder to Language esun curso innovador en forma acelerada deinglés que consiste de tres cuatrimestres(ESOL, inglés como segundo idioma). Elprograma provee seis horas de instruccióny dos horas de conversación estructuradacon voluntarios que hablan solo inglés. Losparticipantes terminan con un total de 250horas de inglés en menos de un año.

Comenzó como programa piloto enoctubre del 2004. Es una colaboración entreCambridge College, LawrenceCommunityWorks, Andover Bread Loaf ylos voluntarios que vienen a través deiglesias locales, y la ayuda de LawrenceLiteracyWorks, una red de apoyo y recursospara proveedores de educación paraadultos e inglés como segundo idioma.

The Ladder to Language Programat Cambridge College has been chosenas one of the few programs that will becelebrated and recognized as “creativepartnerships” at the United Way ofMerrimack Valley’s Annual Meeting onTuesday, March 21, 2006 at theDiBurro’s Function Facilities ofBradford.

The Ladder to Language Programis an intensive and innovative three-semester ESOL course that provides sixhours of classroom instruction and twohours of structured, community-oriented, conversational activity eachweek during 15-week semester.

The program began as a pilotproject in October 2004. The programis a partnership between CambridgeCollege, Lawrence CommunityWorks,Andover Bread Loaf and the UnitedWay volunteers, with the assistance ofthe Lawrence LiteracyWorks, aconsortium of adult literacy and Englishas second language network providers.

Ladder to Language is a programthat helps English language learners togo back to college; get better jobs;change a career or area of study; adaptto the American culture; and feelconfident in speaking and writingEnglish.

The first level of the program focuson grammar, use of dictionary,beginning writing skills and the use ofresources such as the News for Youand Focus.

The second level is about settingup goals, more grammar, more writing,study groups and reading their firstnovel.

The third and last level is aboutclassroom skills, more grammar, morevocabulary and reaching the goalswhile ending with a portfolio of theirlearning and accomplishments.

Good evening and thank you forlistening. I want to start by thanking thecity council for their hard work, and Iparticularly want to thank the public for thegreat honor and privilege of serving you asyour Mayor.

When I first addressed you a little overtwo years ago, Haverhill faced anunprecedented fiscal crisis. We stood onthe verge of losing the accreditation for ourhigh school.

Our fire stations were closed, our librarythreatened with closure and the newspaperswere filled with stories that our city mightbecome the first city in twenty-five years togo into receivership.

Two years ago, we were a city wheresome people had lost all hope for tomorrow.Our citizens spoke only about was what wehad lost — our hospital, our downtown, ourradio station, and our college in Bradford.Today, we see a new and different Haverhillthan we faced only two years ago, and weface new and different challenges. Today,we no longer speak of what we lostyesterday. Today, Haverhill is alive, andpeople are daring to dream of tomorrow.

The Haverhill renaissance is on its way,and Haverhill is moving forward.

This renaissance in Haverhill did notjust happen. It took a great group of cityemployees, who worked harder and longer

to provide the public with service, eventhough there are 55 fewer employees thanthere were three years ago.

It took a great group of volunteers whomake up our boards and agencies. It tookvolunteers throughout the city who steppedup to the plate and put in countless hourshelping our city in so many different ways.Thank you, all of you.

It took the city council to vote to rezonedowntown and to loosen parkingrequirements. And, most of all, it took apublic that was willing to make sacrifices tokeep our city going. Thank you, all of you,for your sacrifices.

Two years ago, we outlined a new planto expand our tax base. Our strategy wassimple—if you make Haverhill livable, youattract more people, and those people, inturn, will attract more business.

We bought new street sweepers fordowntown and we worked with a wonderfulgroup of volunteers from Haverhill’sBrightside to keep our city cleaner. Weplanted the first trees in decades, and webrought in the first disease-resistant elmtrees in over half a century.

We worked with our police departmentto set up a local Gang Task force, and usedblock grant money to add more patrols tohigh crime neighborhoods. Today, crime isdown for the second year in a row.

With 40B being shown for the dirtyrotten deal it really is, it is time to revisitthese projects and expose them for whatamounted to profit-mongering individualsmaking a killing and not giving a crap aboutthe LESS FORTUNATE AND THECHILDREN.

Let’s start with the Mar-Lin AKA MillsFalls Apartments. First, let me recap whathas already transpired. In order for thisdeveloper to slam in 97 units, an inordinateamount of variances and special permitshad to be granted.

NO PROBLEM JUST SAY THE MAGICWORDS 40B. It’s like abracadabra!

Now when the Mills Falls ApartmentProject was constructed it was toencompass 40% middle to low income, withapproximately 10 kids living in the building.Just the other day I happened to be behind

a school bus, and witnessed 25 childrendebark.

According to the Draft 2004Department of Housing and CommunityDevelopment CH40B Subsidized HousingInventory, all 97 units are subsidized.

I have no problem with helping thosethat are less fortune. What these residentshave to put up with because they are lessfortune is behavior and conditions that noneof us would endure. In fact, the conditionsare downright dangerous.

The interior layout of the Mills FallsHousing Project is maze-like. To get to someof the apartments, you have to ride up inthe elevator then walk down some stairs togain access.

Who gets approval for projects as illthought out as this? The whole idea is toget as many units in as possible, or for thatmatter as impossible.

Remember, I wrote about it years ago,(“The Toxic Towering Inferno”) thedeveloper was going belly up when the cityof Methuen had to arrange for a firefighterto sleep over because the fire overrideswitch used in case of emergency, was inthe basement and not on the ground flooras defined and ordered in code regulations.

Sharon M.oney Pollard’s regime waschock full of all these back-room deals; thisone so illegal occupancy permits could beissued. Mayor Manzi was a member of thatteam; remember he sat on old shar’s knee.

The magic Occupancy Permits weredone under the tutelage of William (BabyBuck) Buckley.

Just because they were issuing illegaloccupancy permits to residents does notmean that they were not genuinelyconcerned for the less fortunate and thechildren!

After all they did arrange for a firefighterto sleep over every night in a big ass recliner,with a big ass TV screen to protect the lessfortunate and the children!

Behind the scenes the politicos are wellaware that if a fire were to occur when theparking lot is full, Methuen’s ladder truckcannot get in the parking lot and deploy thestabilizers, in order to extend the ladder. Onthe other side of the building exists awaterfall. NOW ADD SNOW!

If you take a cruise by the Mills FallsApartment, you will notice that there is stilla gaping hole in the fence on the upper pondpart of the falls, and no fence on the lowerplummeting part of the falls. The missing

fence has been there for years, in fact sincethe project was completed. I wrote about ita long time ago; yet nothing has been done.

How come others are plummeted intothe ground for having code violations ontheir property, yet this is a totally subsidized,by our tax dollars building, and yet nothingis done to protect THE LESS FORTUNATEAND THE CHILDREN!

It has become apparent that Reilly willnot be perusing old shar when it comes tobreaking every law and rule of the 401(c)3regulations; first the doughboy DA dropsthe ball and now the AG. Ask me if I amsurprised. Reilly must be busy, pouring overchoosing a new running mate.

I would suspect that there are manylocal, state and federal officials whobreathed a sigh of relief when I lost my bid

for mayor. It is a known fact that I do notplay with others. When I see their utterlack of regard for those of whom they aresupposed to serve. I am talking aboutyou MARTY!

Billy, I would not be lookingperplexed, standing next to Steve Baddourat the rotary wondering how in heavenwe were going to get the funds to fix therotary.

I know where I could have found 1.5million dollars that was allocatederroneously, to benefit two privateowners, to build a footbridge connecting97 units of low income housing to a liquorstore.

I would have asked Gaylord, guru ofthe Merrimack Valley PlanningCommission just what the hell hisorganization was doing. Just how it isyou earn your money? I believe that theMVPC’s estimate on how much it wouldcost to fix the rotary was between 1 millionand over 20 million. Really nailed thatdown Gaylord, and obviously earnedevery cent of which you are paid!

I would never have hired Matty Kfor a whopping 77k when the boy showedme nothing all the while he sat asrepresentative of the east end. Folks,remember years ago when I had Matty Kdressed in an orange hunting suit so atleast we knew he was sitting there at thecouncil meetings.

It sets a real poor precedent when anew hire is catapulted to the top of thesalary cap without proving himself. Sorry,he did prove himself to be a loser lawyer,ever striving for the public spout. I amstill wondering how he made out over atand I Tewksbury State Hospital.

There would be no red light cameraswould have admonished the chief forresearching only the pro side AKA moneyside and not taken into consideration thatinstalling these cameras increases theaccidents where our citizens could be putin danger.

The dawwg’s position (Deputy ChiefAlaimo) would be eliminated; Solomonwould have to get another chauffer.Molori would not be relegated to thecellar, he would be relegated out the door!

I suspect that he does not even seethis major violation; he can’t get pastenvisioning the 1.5 million dollar footbridgeconnecting his liquor store to the housingproject.

While Billy is gazing out the window,he needs to move his glance toward the left,down toward Representative ArthurBroadhurst’s building also connected to the1.5 million dollar footbridge.

It is plain as day, the fence iscompletely missing from the edge of theparking lot. It would be very easy for oneof the LESS FORTUNATE AND THECHILDREN, to step over the knee-highbarrier in place to prevent cars from fallingover the edge.

The plummet after stepping over theknee-high barrier is straight about 25 feetinto the falls.

We protect the cars, but to hell withthe children.

For God sakes, how much more can thepublic expect?

The politicos and developers arealready being damn benevolent, they areslamming in these gargantuan projects, (PieHill), exclusively for the LESS FORTUNATEAND THE CHILDREN.

40 B is such a sweet deal, until youread the small print, the print where we thetaxpayer/citizens hold them accountablemaking them pay back above and beyondthe 20% profit, which according to theguidelines is the maximum profit allowable.Now that would be some mitigation money!

It would only begin to remedy thehavoc these bad projects that have beenfoisted on us with the miracle of 40B.

Let me list for my loyal readers whatthese benevolent politicos and developersconceded to the citizens in the final plansfor the residents’ safety.

Supposedly decreed in the ZBA finalapproval of this project included a guardon duty patrolling the parking lot 24 hours.

I have been watching since the firstshovel full of dirt was removed from thisproject. It is in my neighborhood. Not oncehave I seen anyone patrolling the grounds.Whoever it is, must be keeping a real lowprofile. Has someone checked that big assrecliner lately?

I spoke with a resident, who by the waygot the hell out of dodge. She informed methat almost every morning when leaving forwork, someone’s car had been vandalizedand could be seen sitting up on blocks.

This person was one of the luxuryrenters of the building, which had meconfused since, according to statisticssupplied by the City; the entire building isnow section 8.

You don’t think that the managementcompany in charge of the building is dupingthe State do you? I can tell you they arenot plowing when there is snow.

I guess the under-privileged do notcomplain when their vehicles are vandalized,or if the fire alarm was blaring last New Year’sEve for two hours.

That would attribute to why thiscontinuous vandalism and other sundriesare not listed in the daily police logs.

Maybe, the daily record ofadvertisement, death, Dear Abby andhoroscope has not noticed a pattern ofvandalism. Is Jim Patten still on the policebeat? Again I ask, has anyone checked thebig ass recliner lately?

Did anybody catch several weeks ago,the oxycontin scam that was broken up inNo. Andover? The girls resided at the MillsFalls Apartment Project.

Now that we have ascertained howconcerned our politicos are and how theirpartnering developer friends have gone outon a limb and displayed their concern forthe LESS FORTUNATE AND THECHILDREN, let me add the clincher. While

the City of Methuen was in the throes of anelection, the ZBA approved a microwave-radiating antenna to be installed in thecupola of the Mills Falls Housing Project.

Many of you know that microwaveradiating antennas is how I was catapultedinto the middle of the stall at Methuen’stown politicos back room deals. That iswhere it all started about ten years ago.

The ZBA recently outdid themselves

and overrode Methuen’s zoning by-law togrant yet another variance and specialpermit, in addition to the plethora ofvariances and special permits that hadalready been granted for the Mills FallsHousing Project, exclusively built for theLESS FORTUNATE AND THE CHILDREN.

The MerrimackValley EnvironmentalCoalition and FamilyService, Inc. havebeen presentingworkshops for Valleyresidents on ways toreduce exposure tocommon toxins used inthe home. In addition,many area day carestaff members andothers who work withchildren have takenpart in more intensiveeight-hour trainings onthe topic of protectingchildren and familiesform indoor andoutdoor air toxins. Thecurriculum wasdeveloped cooperatively by Family Service,the environmental coalition, and Toxics UseReduction Institute of UMass Lowell undera project funded by the U.S. EnvironmentalProtection Agency.

Workshop leaders report that we areexposed daily to toxic chemicals throughour use of common household productssuch as personal care products, cleaningsupplies, cosmetics, pesticides, paints, andsolvents..

Approximately 80,000 industrialchemicals are currently in commercial usein the United States, and a growing body ofevidence is emerging about the negativehealth impacts of exposure to some of thesechemicals. For example, many classes ofchemicals, and metals (such as lead andmercury), pesticides, solvents, andproduction byproducts, as well as emissionsfrom incinerators and factories, have beenlinked to a range of health effects, includingcancer and reproductive or developmentaldisabilities. Some substances are alsoharmful to a child’s developing brain bothbefore birth and throughout childhood.

Workshops Teach How toReduce Toxins Inside andOutside the Home

Even chemicals that are short-lived inthe body can contribute to significanthealth risks if we are exposed to themregularly through products that we useeveryday. For example, toxic cleaningchemicals are linked to asthma attacks andcancer, and can damage our hormone andnervous systems. Dangerous solvents arefound in some cleaning products andcosmetics.

At the AmesburyElementary School, Ms.McNulty’s 3rd grade classhas been trying outrecipes for safercleaning products. Thestudents are using thisproject in the town-widescience fair to be held inearly April.

The age groups most vulnerable todamage from such toxins are children andfetuses from conception on, though theelderly are also much affected. Women ofchildbearing age need to take extraprecautions to avoid unnecessary exposure.The only way to effectively reduce our bodyburden is to reduce the production and useof harmful chemicals, and replace them withsafer alternatives.

14th Annual FestivalWill Show Films from13 Countries

The fourteenth annual ProvidenceLatin American Film Festival (PLAFF) willtake place from April 22 to 29, 2006 inProvidence, Rhode Island. All films will beshown at the Rhode Island School of DesignAuditorium, 17 Canal Street with selectedscreenings at the Cable Car Cinema, 204South Main Street.

This year the festival focuses on LatinAmerican films that celebrate music anddance – from fresh trends in ArgentineTango, to the very Mexican narcocorrido,made popular by the group Los Tigres delNorte, to the touching stories and soundsof immigrant musicians performingunderground in the subways of Madrid.

“We are thrilled to be celebrating our14th year,” said Olga Juzyn, Festival Director.She continued, “This year’s roster includesfilms that focus on some of the mostbeautiful, powerful music and dance fromLatin America. There is rich diversity in thecultures that will be represented during theentire week, and audiences are going havea rare opportunity to meet the artists andsee the New England premieres of somewonderful, exciting films.”

PLAFF is one of the few local LatinAmerican events that is pan-national, andstrives to balance local, community andhemispheric interests. As part ofthe animation program, PLAFF will offer ananimation workshop for children (ages 8 to12) led by Manga Latina Productions basedin Montreal, Canada, founded by HenriqueVera Villanueva. Two of their featureanimations, “Piñatas” and “Killer on theLoose” , soon to be broadcast by MTVLatino, will be screened at the festival.

For the third consecutive year theFestival is offering a filmmaking workshopfor youth. This year the Festival ispartnering with the Met School, wherePeruvian filmmaker Josué Méndez, winnerof the 2006 Fernando Birri Prize for Best FirstWork will work with students at the school.

As always the Festival brings films thatshowcase the cultural diversity of LatinAmerica. Next Year… in Argentina, anIsraeli-Argentine production focuses on theexperiences of Argentine Jews who mustgrapple with the painful issues ofemigration. Co-director Jorge Gurvich willtravel to Providence from Israel to lead apost-screening discussion with theaudience.

Rhode Island has a population of morethan 100,000 Hispanics, and with itsdiversity of cultures. committee to hire a great newsuperintendent of schools, and I want torecognize him this evening—Dr. RaleighBuchanan.

This coming year, we’ll work with Dr.Buchanan to introduce some exciting newconcepts in public education—conceptsthat will put Haverhill at the cutting edge oftechnology and the cutting edge of the bestconcepts in education. We’ll work to makeour high school a virtual high school, oneof only thirty such virtual high schools inall of Massachusetts. Our children will havethe opportunity to take on line courses fromthroughout the world. We’ll tell you moreabout this later.

Then we’ll work to make our high schoolan advanced academy for math and sciencesometime with the next few years. We’ll tellyou more about this later this year. Whenour children graduate from school, theyaren’t going to be competing just withchildren from the Merrimack Valley. Theyare going to be competing with children fromthroughout the world. Our goal is to offer aworld-class curriculum and a world-classeducation so that our children can competewith any child, anywhere in the world.

Rezoning to attract newbusiness

To attract new business and grow ourtax base, we needed to be innovative. WhenI spoke before you a year ago, I asked thecity council to rezone some areas nearhighways, to remove some regulatorybarriers that prevented large retail storesfrom coming to our city, and to join with mein a 21st century retail strategy.

Tonight, we can report that this 21st

century plan is working. For over thirtyyears, retail stores have fled our city, andlittle by little, we’ve lost our retail base.Tonight, Lowe’s and BJ’s—the two largestretail stores ever to locate within our city,have announced they are coming toHaverhill. Starbucks is going to follow andthere are more on the way.

Our rezoning policy also workeddowntown. Our anchor tenant, the Beaconproject, has broken ground, and the firstever artist’s lofts are available for saledowntown.

We should rejoice in the fact that somany people are starting to recognize whatwe have always known— Haverhill is agreat place to live and a great place to work.Now our challenge is to manage thisgrowth—to mange the traffic that will surelyincrease, to preserve our open space, andto keep our neighborhoods livable as wemove forward. The first step to controllinggrowth is to push growth downtown, wherewe can control it, and preserve space in theouter areas of our city.

The Challenges AheadOur progress has been great, but the

challenges we face us are also great. TheHale debt that preceded us, $7 million a year,is still with us.

This year, we face an immediate budgetdeficit of nearly $4 million. This figure ismisleading because it does not include thereal deficit in Haverhill.

Our real deficit is that we do not havethe money to fix all of your potholes, repairall of your schools, streets, or take down allof the trees that need to come down.

Our financial problems threaten ourrenaissance—they threaten our ability to

provide people with the services andschools they need to make this an attractiveconsumer city.

Our challenge tonight is clear, how dowe keep the vital services that are sonecessary to keeping the Haverhillrenaissance going?

The same spirit that has brought us thisfar can carry us forward and help us tosurmount the challenges ahead.

The root of our financial problems issimple—the rising costs require us to spendmore than we take in.

This year, healthcare premiums willincrease by $2 million to a total of $21 million.This year, we will pay more for healthinsurance premiums than we will pay for theentire police department, the entire firedepartment, and the Hale debt, combined.The increase in health care costs— $2million —is more than all the revenues weare getting for all of the new condominiumprojects combined.

If it weren’t for this increase, we couldadd ten additional policemen, 10 additionalschoolteachers, and still have $800,000 leftover.

We’ve made enormous strides incontrolling health care costs. We workedwith our unions to combine five (5) healthcare packages, and used our increasedbargaining leverage to negotiate a lower ratefor our employees. Most of our unionsagreed to pay more for their health care inexchange for a cost of living increase. Withthese reforms, we were able to savehundreds of thousands of dollars last year.

But more needs to be done.Next week, I will meet with our insurance

advisory board and ask them to work withme to achieve the next level of health carereform.

I’ll ask them to fashion a program toallow our employees and retirees to importprescription drugs from Canada and saveup to $200,000 per year. I’ll ask them to joinwith me in coming up with a reformed healthcare plan that is fair to our employees andthat we can afford.

Our current plan—which my family andI have—allows us to go to a doctor with a$5 co-pay. We pay between 75% and 90%of the cost of health insurance for ouremployees and retirees, and surely, if wecould afford to do so, we could continue onthis path. But, this path is a path that leadsin only one direction—to layoffs.

I’ll ask our advisory board and ourunions to work with us once again—thistime to increase co-pays and deductibles,provide bonuses to those employees whotake their spouse’s plan outside the city. I’llalso ask them to devise programs for newemployees that will work with higherdeductibles and co-pays, and work withhealth care savings accounts, to providehealth care needs at a cost we can afford.

Reorganization of citygovernment

Controlling costs must start with healthcare costs, but it cannot stop there. Twoyears ago, we instituted a governmentreorganization plan that saved vital servicesand streamlined government. This year, wewill once again recommend a reorganizationof government to make our governmentleaner, but not meaner. Our model shouldbe private industry—which for decades hasused automation and mechanization toconstantly improve efficiency and meet the

challenges that face them. Our challenge isto keep our city affordable and keep taxesto a reasonable level. The best way to dothat is to make government more efficient.

Increasing revenues—Selling Water and WasteWater

Stabilizing our finances has to start withcontrolling costs, but it must go further. Wealso need to look under every rock for newrevenues.

The first stop should be our wastewaterdepartment. Our wastewater treatment plantwas built to accommodate over 100,000people, and is expandable from there. Weprocess today the wastewater from the entiretown of Groveland and for State line plazain Plaistow. We have the potential to makemillions of dollars in hook-up fees, andhundreds of thousands of dollars inrecurring revenues if we sell our services togroups outside our city. We have enormouspotential there—and it is time we exploredthis option.

Urban Village ApproachIn the long term, keeping the

renaissance going means being a city witha high quality of life that will attract peopleto live here—a city with clean, safe streetsand excellent schools.

Our future lies in a Haverhill wherepeople face the waterfront rather than turnaway from it and a city where people onceagain live downtown.Our future lies in being what planners callan urban village—where people live, workand dine all in the same area.

To make this happen, we need to take afresh look at our zoning laws.

The old model of zoning was used ameans of keeping certain things out ofcertain neighborhoods. But zoning can alsobe used as a tool to spark a revival andbring business in. We know that rezoningworks to attract business because it’sworked here in Haverhill.

Within the next few months, we’llpresent our urban renaissance-zoningpackage to the city council to remake ourdowntown. Our new renaissance zoning willtake a portion of our downtown, and rezoneit for housing as a matter of right.

We’ll seek to become the first city inthe state to take advantage of the newhousing incentive laws, general lawschapter 40R. Our renaissance zoning willbring in up to $400,000 in new State aidimmediately, and give us a chance to bringbuildings in our downtown area back to life.

Rezoning has helped us make greatprogress on Locust Street and Locke Street.Now it’s time to extend the Haverhillrenaissance to Merrimack Street.

Make no mistake about it—extendingthe Haverhill renaissance to MerrimackStreet is fraught with challenges.

Merrimack Street could live again butit will not be easy. Some buildings onMerrimack Street have been vacant fordecades, and for good reason: parking andregulatory barriers have made it difficult toput residences there. We do not want toraise expectations beyond what we canproduce or we set ourselves up for failure,but the greatest failure of them all is to failto try.

This year, we’ll ask the city council toallow for housing as a matter or right onMerrimack Street.

Then we need to tackle the biggestproblem, the problem of parking.

Now, Merrimack Street has far moreparking than Wingate Street, but WingateStreet is booming and Merrimack Street isnot.

We have a parking garage on MerrimackStreet, that is almost 100% vacant at night,which we cannot afford to clean, we cannotafford to adequately light, and we cannotafford to repair.

The key to Merrimack Street isn’t tobuild more parking. The key is to use theparking we already have to encouragemixed-use buildings. If Merrimack Street isgoing to be redeveloped, if we are going toextend the renaissance to Merrimack Street,we need to allow investors to lease spacesin the parking facility.

We need to examine every option,including leasing parking spaces, selling theair space over the parking garage, and evenselling the parking garage, if we can makecertain the public interest is protected andthere are adequate public places left to park.The parking facility on Merrimack Streetcould be the key to allowing residences toreturn to Merrimack Street. We need toexplore that option.

We also need to turn our attention toour shopping centers. Some of ourshopping centers are worn and tired—inneed of the same renaissance that is takingplace downtown.

Our zoning laws should allow andencourage these shopping centers to alsobecome urban villages, where people canlive, walk and work in the same area. Weshould begin by soliciting proposals fromexisting shopping center owners, and weshould rezone those areas for mixed usedevelopment—to allow people to live overthe centers, and live, dine and work all inthe same area. New urbanism has workedthroughout the country. It can work here.

Over the past two years, we’ve madegreat progress in our city. Our city isexperiencing an unprecedentedrevitalization.

Where retail stores have left our cityfor decades, today Lowe’s, Starbucks andBJ’s are coming to Haverhill.

Where our shoe factories have beenvacant for decades, today they are livingagain as artist’s lofts and new housing. Ouranchor tenant, Beacon Company hasbroken ground, and Forest City, the largesturban housing developer in the country, isexploring turning several old shoe shops inhousing.

Where people turned their backs to theMerrimack for decades, now they areturning towards the river and bringing inboats, docks and marinas. This spring, withthe help of a grant secured by ourcongressional delegation, we will begintesting to see if we can dredge the river.

Where we have complained for decadesabout parking, today we have the largestever grant ever given to our city, $7.6 million,to build a new parking facility downtown.

Like any community, we have ourdifficulties. But working together this yearas we worked together in the past year, wewill continue the renaissance that theBoston Globe called the ‘picture ofprogress’.

Make no mistake about it. The Haverhillrenaissance is moving forward, and inHaverhill, hope is back.

With a ribbon cutting ceremony, theWood Products Group of Canada, anchortenant in the Lawrence’s newly renovatedbuilding had the grand opening of its newArtizan Design Centre, at 29 South CanalStreet. The 3,400 square foot Design Centreshowcases innovative, premium qualityarchitectural, design, and building productsmanufactured by 14 different companies ofthe Wood Products Group of Canada,housed at the Centre.

Lawrence Mayor Michael J. Sullivanrecalled when in 2002, McCabe came to hisoffice to show him the project he wasworking on. Three Greater Lawrence TechnicalSchool Electrical students will soon get ataste of real-world work, thanks to apartnership between the school and theInternational Brotherhood of ElectricalWorkers (IBEW), Local 103.

Juniors Michael Kennedy, GerssonRamos, and Keith Dube will be placed withunion electrical contractors in jobs that willserve as electrical pre-apprenticeships. Asparticipants in Greater Lawrence’sCooperative Education Program, the threewill alternate weeks getting on-the-jobtraining with weeks spent in academicclassrooms learning subjects like English,math, history and science.

A cooperative venture among GLTS, theunion and the City of Methuen, thepartnership was announced on Wednesday,March 1 by Methuen mayor William M.Manzi III in the elegant, wood-paneled GreatHall of the Searles Building, with remarksby Frank S. Vacirca, GLTS Superintendent-Director,

Mr. Ciulla later noted the program is“like a five-year scholarship” for students.IBEW, Local 103 celebrates its 106th

anniversary this spring. The union has morethan 6,000 electricians and technicians inover 100 Commonwealth cities. IBEWmembers work for colleges and universities,banks, the Boston harbor project, hospitals,and healthcare facilities.

The organization maintains a $10million training facility in southeasternMassachusetts, Every IBEW electriciancompletes five years of schooling, and10,000 hours of on the job training. Theyalso return to the classroom for technologyupdates every 36 months.

“Local 103 is always looking for thearea’s best and brightest,” Mr. Antonellissaid. He praised Greater Lawrence for itsvocational training, and said the unionintends to accept two GLTS students intothe pre-apprenticeship program each year,chosen for their skills, grades, attendance,and attitude.

Mr. Antonellis noted that the unionpositions “are not part-time low wage jobsfor summer vacation.“This is the real deal,” he said.

The ANA Synchers had anotherbanner weekend as they continue toestablish themselves among the ranks ofthe most competitive teams in the EasternZone. At the East Zone SeniorChampionships held at Wheaton Collegeon March 10th-12th, the highest level ofcompetition in this quadrant of the country,the ANA Synchers swam their way to finalberths in the solo, duet, trio and teamcategories. ANA brought 27 swimmers tothis meet—more than any other team in theEastern Zone. ANA placed 3 teams in thetop 15 at this meet and 2 teams in finals; atestament to the excellence of its topswimmers as well as the depth of the teamoverall.

Highlights of this meet include thesecond and fifth place finishes in technicalfigures, respectively, for Stephanie GarciaRestrepo, 16, of Billerica and Rita Gillan, 17,of Andover. This was out of a field of 103swimmers. These results qualify them forthe East Zone All Star team, an elite groupthat consists of the top 16 swimmers in theentire zone.

In the solo category, Garcia Restrepofinished in second place and Gillan in fourthplace out of a field of 22 swimmers. Theirduet performance earned them a secondplace finish out of 29 pairs. Trio swimmersGarcia Restrepo, Maggie Conlon, 15, ofMethuen and Ashley Cohen, 16, ofAndover, earned a third place finish in afield of 28 trios. Gillan, Conlon, and Cohenwere joined by teammates Faryn Shiro, 16,Kelly Mahoney, 16, and Beth O’Connor, 15,all of Andover, and Charlotte Gorski, 16, ofManchester, NH, in taking home a fifth placein the team event, in which they performedto dramatic music from the soundtrack toPrince of Egypt.

Garcia Restrepo, Gillan, and Cohen willbe advancing to the 2006 Junior NationalChampionships in Minneapolis next month,where they will enter the trio event as wellas duet (Garcia Restrepo/Gillan) and solo(Garcia Restrepo and Gillan) categories.These three swimmers and their teammateswill also compete in the prestigiousinternational US Open championship inOrlando in July. In all the Synchers will besending three solos, two duets, two triosand two teams to US Opens, for a total ofeighteen competitors in all.

Other highlights of the weekend’scompetition include 11th and 15th placefinishes in the team event, and 5 other top-20 performances in solo, duet, and trio.

The eleventh place team membersinclude Claire Rudder, 14, of Sudbury,

Jessica Mancini, 14, Erica Potts, 15, MollyTrerotola, 14, Rachel Veznaian, 17, SheilaCremin, 14, and Emily Stone, 15, all ofAndover, and Rebecca Ely, 15, and AmberBlum, 14, of North Andover. Emily Ingram,14, of North Andover was the alternate.

All of the swimmers who competed thisweekend are also training for the NewEngland Age Group Championships in May,where they will work towards qualifying toattend the US National Age GroupChampionships in June.

In addition to the success of ourswimmers, kudos goes to Head CoachEugenia Gillan for being named “2006 EastZone Coach of the Year”. Genia wasbestowed this honor for her outstandingabilities as a coach and her contribution tothe sport of synchronized swimming. Underher leadership the ANA Synchers grew froma young team of only 15 swimmers less thanten years ago to the 60 member powerhouse that it is today.

The telephone system that crashedwas one of the very last bamboozling actsperformed by our nefarious ex-queen.

Word on the street has it that oldshar spent a great deal of the PEG accesscontract money to install the new supperduper telephone system. I would love toknow how much it cost. It appears tohave been researched by a nincompoop.

I’ll bet it was an old friend of shar’swho sold and installed this niftyequipment, (tin cans and string?). Iwonder if it was a deal similar to the track.

It’s called incompetence at all levels.Spending the hard earned tax dollars wesupply to run this enterprise on foolish,poorly researched, patronage purchases.An audit would let some light in on thissubject. On all these subjects!

The council meeting of 3/20/06 wasmuch more subdued than the razzle dazzlered light camera extravaganza of twoweeks prior.

The bad boyz were absent, only thebadly acting chief and Lt. Havey werefront and center, fingers and toes crossedthat the council was going to give thehigh sign, thumbs up to the revenueenhancement scheme cooked up by boyzin their spare time.

Nice try waiting till the last minute,throwing this revised piece of crapLegislation on the councilors desks at thevery last second, thinking you could pushthem to vote in your scheme for revenue

enhancement. Think again! Or pleasejust think!

It stinks, and everybody could smellit.

What irks me to no end, is thisongoing waste of time when a publicofficial deems it their job to researchsomething allegedly good for the citizens.

If that is the case, I expect to bebriefed on the pro as well as the con. Notjust what you want, the pro and thedough!

This was not investigated. Or maybe,then again, it was. After Mayor BillyManzi III, the chief and his trusty dawwgsaw the overwhelming evidence thatcameras do not promote safety, butproduce a gigantic windfall of revenue,they felt it was better left unsaid the downside of the debate.

Apparently the following statisticswere of no importance to the mayor, chiefand the dawwg, in preparing theirproposal for the council. Don’t confuseme with facts; my mind is already madeup.

The council needs to take a real closelook at the sly way in which this ordinancewas brought forward and how itcontinues to be surrounded insubterfuge. I expect the councilors to dotheir own research and vote to upholdthe safety of the citizens of Methuen,AFTER ALL, YOU WORK FOR US!
