The corner- stone at 600 Pecore in the Woodland Heights, was laid on August 10th, 1939. On February 4th, 1940, the old bell cast in 1892 for Zion Method- ist Church, rang out in St. Mark’s tower calling people to the new church’s first service. The phrase cast on the bell in German is: “Come unto me all who labor and are heavy laden and I will give you rest.” St. Mark’s is a dynamic congregation led by the Reverend Emily Chapman. With numerous programs for Children and Adults, St. Mark’s has something to offer everyone. The Chil- dren’s Development Center offers child care and pre-school for ages 12 months to 5 years and includes weekly chapel services. There are numerous scouting groups that call St. Mark’s home, including the 90 year old Troop 30 which was established on February 14, 1925. Business has been steadily growing, similar to the fast growth of the neighborhood in the past two years. St. Mark’s United Methodist Church origi-nated in 1875 as the German Emmanuel Meth-odist Episcopal Church located at the corner of Hamilton and Preston Street. In 1891, the Church moved and was renamed Zion Method-ist Episcopal Church. Through a further series of name changes and mergers, the present St. Mark’s was established in 1938. Memorial Hermann North-west Hospital offers an inno-vative heart procedure, that may be safer and more com-fortable for patients, called transradial cardiac catheter-ization. This new technique allows access to a patient’s heart through the wrist, in-stead of the groin.

Since minimally invasive cardiac catheterization was pioneered in the 1950s, the procedure has traditionally been performed by threading a thin tube through the femo-ral artery in the groin guided by X-rays toward the heart, using the circulatory system to clear blockages, deliver medication, and place stents.

However, numerous stud-ies and clinical trials have proven that using blood ves-sels through an artery in the wrist, instead of an artery in the leg, offers many advan-tages.

“Inserting the catheter through the radial artery in the wrist, rather than through the groin, has been shown to markedly reduce major vas-cular complications,” said Imran Dar, M.D., an inter-ventional cardiologist affili-ated with Memorial Hermann Northwest. “Patients usually are able to sit up and walk around within two hours or less after the procedure, rath-er than lying down for many hours which was typical with the traditional method.”

After the procedure is fin-ished, a temporary deflatable wrist band will be placed over the artery for compression. Typically, this will be removed after one or two hours.

“This access point allows for easier compression of a much smaller artery, lend-ing it to safer practices,” said Dar.

Patients at Memorial Her-mann Northwest are cared for by a multi-disciplinary, experi-enced team of board certified cardiologists, interventional

cardiologists, and vascular surgeons. Each patient’s spe-cific needs and disease stage are used to formulate an indi-vidualized treatment plan.

“As with every procedure, we evaluate each patient’s case carefully to determine the best type of procedure to perform,” said Dar. “We encourage patients to ask our team about this form of diag-nostic testing to see if it is ap-propriate for them.”

With a Chest Pain Center accredited by the Society for Chest Pain Centers, Memorial Hermann Northwest’s com-prehensive Heart and Vascu-lar Program includes nonin-vasive cardiology, peripheral invasive cardiology, peripheral vascular surgery, and cardiac rehabilitation. Memorial Her-mann Northwest offers three cardiac catheterization labs, complete with electrophysiol-ogy capabilities, to provide an array of diagnostic and inter-ventional procedures.

Houston’s pet overpopula-tion problem isn’t new, and it isn’t going to be “fixed” over-night. Every local neighbor-hood fights the same battle, countless homeless pets dumped each and every day all around our city. To truly win the war on pet overpopulation it is imperative for pet owners to do their part, and it starts with spaying and neutering pets. Part of being a respon-sible pet owner includes mak-ing sure your pet is not part of the overpopulation problem. Spaying and neutering is so important that Houston Hu-mane Society has created an annual event called Fix Felix for Free to help local cat lovers neuter male cats for free. On Wednesday, Feb. 18, Houston Humane Society will neuter 700 male cats for free at the HHS Animal Wellness Clinic. It takes the entire HHS staff, many dedicated volunteers, and the staff of All Cats Vet-erinary Clinic coming together to make this event a success. It is a long, tiresome day of hard work that leaves staff and volunteers feeling rewarded for doing their part to combat pet overpopulation. Grateful cat owners can often be seen hugging and thanking staff for providing their pet with a qual-ity surgery at a price anyone can afford, for free!

Cat owners must have an appointment, and there is a limit of five cats per person. Domesticated and feral cats qualify, and for the health and safety of all cats, as well as

the HHS staff and volunteers, each feline must be in a plas-tic crate or carrier. A current rabies vaccination is required by law. Pet owners must show proof of current rabies certifi-cate, or they may purchase a rabies vaccine for their cat the day of the event. Additional optional services are offered at

Rhonda Skillern-Jones is a former president of Oak Forest Elementary’s PTA. Since 2012, she has been the representa-tive for District II which in-cludes Oak Forest Elementary, Black Middle School, Stevens Elementary, and Katherine Smith Elementary. She is a na-tive Houstonian who attended River Oaks Elementary and Lanier Middle School before graduating from Eisenhower High School in Aldine ISD. Her five children have all attended HISD schools.

Skillern-Jones has a bache-lor’s degree in business admin-istration and a master’s degree in clinical sociology from Texas Southern University. Recently she was unanimously selected by the board for a 1-year term as president of the board. The Leader recently asked her some questions about her tenure on the board, what she hopes to achieve in her new role and about the challenges our schools face.

What do you think the biggest misconception peo-ple have about your role? What is the time commit-ment and the compensa-tion?

The biggest misconception is the exact role of the Board. We have only governance powers. We legislate and direct policy, approve the budget and we only supervise the Superinten-dent. The Superin-tendent is respon-sible for the district operations and all the employees. The second mis-conception is that we are paid. While this is an elected po-sition, School Board members are volunteers. I put in an average of 25 hours a week. As president that will likely increase to about 35 hours as I am still responsible for the District II constituency and students as well as the presidential responsibility.

You have talked about wanting to enact a higher level of accountability. Why is that important?

I think the key to maximiz-ing our student achievement level is through increased ac-countability. I know we have room for improvement there. In order for our system to work, every employee at ev-

ery level must take ownership for their responsibility and do their jobs both efficiently and effectively. This includes the Board and Super-intendent as well.

Why is third grade the make

it or break it time for lan-guage mastery, math profi-ciency and literacy?

The education standard is literacy by grade 3. It is the grade by which it is critical that children are reading to avoid remediation. While it is the requirement, it is not the goal. The goal is for every stu-

dent to read at or above grade level from the start.

What do you think the biggest challenge is this year for the schools in HISD?

The challenge for all schools is doing more with less. Until the Texas Legislature returns and right sizes the budget al-location for public education, our classrooms will not have the funding our students de-serve to support a quality edu-cation.

As a District II represen-tative, are you required to visit your schools a certain amount of times per year?

I am not required to visit any schools. It is actually not a good idea to visit schools un-less you are invited. The Board members have to respect the administrative boundaries of day to day operations. Board presence can disrupt the school day and distract from the work. I prefer to come for special occasions and when invited.

Q&A: A sit-down with HISD’s newest Board of Trustees President

In July 2014, the city of Houston held a ribbon-cutting ceremony for a single park-ing space on 19th St. in the Heights. Mayor Annise Parker and several city council mem-bers attended. Perched on top of the 19th St. concrete in that very parking space sits a 125-square-foot, wooden, urban gathering space replete with reclaimed wooden benches and sustainable landscaping. This former parking space is now a little, welcoming greenspace - Houston’s pilot urban park, or “parklet.”

Introduced in San Fran-cisco in 2011, a ”parklet” is a new concept in urban plan-ning and is defined as a small space serving as an exten-sion of a sidewalk to provide amenities for people walking the street. Houston’s blog-gers had a snarky field day over the parklet, particularly regarding its size. One stated that the mayor overturned a “teaspoon of dirt,” at the ribbon-cutting, among other sarcastic comments. Many claimed that a parking space holds more value in Houston than a “park for insects,” and that the public would simply ignore it.

Were they correct? The Leader thought it would be interesting to take a look at the parklet six months after its launch.

Jeff Kaplan is the owner of New Living Bedroom, the business fronting the parklet, and he is elated with the little

space’s activity. “Ripe Cui-sine, a wonderful, all-vegan food truck, is often out there serving brunch in the parklet. We also have open-mic music sessions, and we even had a spontaneous performance of ‘Shakespeare in Parklet!’ The space has been a great success from its first day,” he stated.

Notably, Kaplan had the most to lose if the parklet failed. He spearheaded the project, surrendered one of only three parking spaces in front of his store, hand-con-structed the platform and its canopy, then planted the spe-cial landscaping.

“I approached Laura Spanjian,(the city of Hous-ton’s Director of the Office of Sustainability) about it first. Laura is very interested in building urban public space, so she embraced it right away and called it a ‘pilet program.’” Kaplan said. “She understands the value public greenspace offers the community.

“Still, the city of Houston’s Public Works Department just didn’t ‘get it’,“ Kaplan said. “It was hard for them to under-stand why on Earth a small business would choose to give up a parking space. Laura was able to hammer it through.”

On the two afternoons The Leader visited the parklet, it was buzzing with people. Most of those utilizing the space were eating and mingling while watching the parade of passers-by. A few were simply resting in the shade.

“I really like this space,” Adam Daniels said as he con-

sumed his brunch in the par-klet. “The last time I was here, it was raining, so I was look-ing forward to returning so I could sit outside this time.”

“The parklet in the Heights has been extremely well-re-ceived and successful. Resi-dents and customers love it,” Spanjian said. “Now, other neighborhoods and business-es have inquired about build-ing a parklet in their commu-nities,” Spanjian said. “We are working with them on viabil-ity, garnering neighborhood support, and more. We would love to see the pilot program expand.”
