Opportunity and Summary of Position The Chancellor and the Board of Regents of the University System of Georgia seek an exceptional vibrant and visible leader with creativity, energy and vision to serve as President of Georgia Southwestern State University. Georgia Southwestern State University (GSW) is a public institution of higher education that was founded in 1906. Ranked as one of the best value small colleges in the nation, the University has around 3,000 residential, commuter and online students. The academic calendar operates on a semester system. Students on campus hail from 25 states and 30 nations, the majority are residents of Georgia and the region. This beautiful campus and its attractive, well maintained signature facilities occupy 325 acres amid the lush farmland of Sumter County. Opportunities for outdoor activities abound and the mild winters allow many of those activities to continue year round. Official and unofficial groups provide plenty of opportunities for social and civic engagement. The University cultivates excellence in learning and teaching that encourages intellectual, personal, and social growth for students, faculty, staff, and the community. This comprehensive state university within the University System of Georgia offers a full range of bachelor degree programs, along with selected master's and specialist degree programs. GSW is committed to serving the needs of its developing region with educational programs for high school, for professional and technical graduates; post-graduate professional training; research and business services; and cultural enrichment. Through its national and international affiliations, the University links Southwest Georgia with the global economy and actively fosters a greater understanding of international business and culture. The University’s 20 to 1 student to teacher ratio allows faculty to provide individual attention to students and access to faculty is consistently mentioned as one of Georgia Southwestern’s greatest strengths. GSW borders two National Historic Sites: The Jimmy Carter National Historic Site in Plains and the Andersonville National Historic Site, both part of the National Park Service. Also Americus is the founding location for Habitat for Humanity and the international headquarters for the Fuller Center for Housing. GSW is home to the Rosalynn Carter Institute for Caregiving. GSW also offers students unique opportunities for community and service learning, in addition to more than 30 majors and special programs of study. Georgia Southwestern State University’s next President will need to lead with an inclusive vision, energy, creativity, and compassion; seize new and promising opportunities; learn from the perspectives of others and develop plans that build on collective strengths and commitments; be entrepreneurial and creative by developing new revenue streams to advance the University’s mission; and inspire a sense of shared mission while building on the institution’s reputation and resources to take it to even higher levels of academic quality and student success. The qualified and committed faculty and staff are proud of GSW’s accomplishments and its long record of providing students with outstanding academic and life experiences. The new President will be passionate about higher education, its mission, and the important social and economic roles that the University plays in Americus and the region. The ability to articulate and celebrate Georgia Southwestern State University’s value will serve the President well as an advocate for the University on its campus, in the region, and statewide; and as a fundraiser with the University’s many and broadly based constituents.

The new President will play a key role in more precisely defining GSW’s future and will have the depth of management experience required to evaluate its current strategies, operations, and finances and ensure its future successes. The President will devote particular attention to the Strategic Plan adopted in 2016; securing new resources to enable new strategic investments; shaping an inclusive leadership culture leading to critical strategic decisions; developing and implementing plans to continue sustainable enrollment growth, including retention; continuing to improve academic quality; building key internal and external relationships; and infusing enthusiasm and excitement across the University. For information regarding a nomination or expression of personal interest in this position, please see the section entitled “Procedure for Candidacy” near the end of this document.

Role of the President The President of Georgia Southwestern State University is the chief executive officer of the institution. She/he is responsible for all operations of the University, including overall leadership and management of the institution, its academic enterprise, fundraising, development of budget requests, and allocation of resources. The President reports directly to the Chancellor and operates in accordance with policies and procedures established by the University System of Georgia in pursuit of the strategic initiatives that will further strengthen the University and the community. The President will be an engaged, inspiring leader with a commitment to GSWs heritage, mission, and core values. The President will advance those values by building on the University’s traditions and strengths, actively seeking consensus among all its constituencies, and exercising superb management and decision making skills. The President will communicate effectively with both internal and external constituencies, articulating clearly and passionately GSW’s mission and strategic aspirations. The President will embrace the faculty’s commitment to excellence in teaching and research and will strengthen and foster a vibrant and diverse community of students, faculty, and staff, enhancing relationships with alumni, parents, community leaders, and others closely associated with the University. Finally, the President will lead by modeling character, passion, integrity, and the pursuit of knowledge. The President’s principal duties are to:

Articulate the mission and core values of Georgia Southwestern State University;

Ensure that the University presents high quality academic offerings aimed at the achievement, success, and career readiness of all of its students;

Work closely and collaboratively with the Chancellor in regularly reviewing and refining GSW’s strategies for continued success;

Lead faculty, staff, and administrators to pursue focused goals in a clear, purposeful way, including those that address student needs, initiatives in teaching, aspirations in

academic scholarship and research, programs of service and leadership, and the enhancement of faculty and staff;

Strengthen partnerships and engage alumni, area schools, the business community, the Regents, elected officials, and residents of the local and regional communities to further their appreciation for the value that GSW provides to the region and state; and

Lead aggressive efforts to raise funds from individual donors, private and non-profit sources, government grants, corporations, and foundations including collaboration with the GSW Foundation. The President’s principal role in this regard is to ensure that donors recognize the significance of their potential gift and articulate effectively how the gift will help the University accomplish its goals.

Opportunities and Expectations for Leadership Beyond the management of a complex academic enterprise, the next President of Georgia Southwestern State University will be encouraged to place particular emphasis on several strategic imperatives that will continue to strengthen the University and add value to its students, faculty, staff and community. The President will be expected to develop and implement strategies that support the following initiatives: Vision and Identity The new President will develop and articulate a shared vision with the ability to inspire and motivate faculty and staff to achieve that vision. The University’s many constituents are excited about GSW’s future and untapped potential. With the right leadership and inspiring vision, and with active support from the Board of Regents, GSW is confident its potential could be realized within the next three to five years. As competition for students and resources increases, GSW must be strategic about its message and where it will market its unique programs. Building on successful graduate professional programs, on-line programs and reaching out to potential students in South Carolina, Florida and Alabama who are eligible for in state tuition through the “Four States, One Rate” initiative. There is still much to be done to establish a clear identity and brand. GSW has a rare opportunity to capitalize on its success, raise its visibility regionally and nationally and secure its position in the higher education landscape.

Enrollment and Retention Optimization While GSW’s enrollment growth has been steady and strong, it is imperative to develop a long term plan to grow enrollment, retention and graduation rates. This effort should be supported

with precise analytics to understand student trends, needs and behaviors, and should also focus on the faculty’s role in impacting this through more effective student engagement and advising. Community engagement Critical to the success of the incoming President is his or her ability to adapt to, embrace and build trust with the local community and beyond. Georgia Southwestern State University occupies a place of prominence within the region, and the opportunity presents itself for partnerships to be strengthened here and expanded beyond those boundaries. GSW’s current community partners include Phoebe Health Systems, the largest health care system in south Georgia and many other private and public enterprises with regional and state significance. The President should strive to strengthen the University’s partnerships and relationships with local business and community leaders, as well as with non-profit, educational and for-profit organizations while also working with the GSW Foundation. Alumni, volunteers and the community will welcome a president who engages them in the life of the institution and who nurtures their commitment to GSW’s success. The role of the President in the region’s economic and community development will be equally critical. Outreach and advocacy The President is looked to as the “face and voice” of Georgia Southwestern State University in representing its interests to external partners. The University’s ability to build its reputation and resources is directly impacted by the effectiveness of the external advocacy and communications — with Americus and the region, the USG office, the legislature, the Governor and state administration, the private sector, donors, and leaders in the surrounding communities. This outreach will need to be even further intensified in the future, as public resources become tighter and the expectations of these internal and external stakeholders become sharper. The next President will need to convey to all stakeholders a clear and enthusiastic commitment to GSW and to the System, possess knowledge of its strengths and potential, and have the ability to communicate these strengths to others. Strategic Plan Goals 2016 and Academic Master Plan The President will lead efforts to complete and implement the four goals identified in the 2016 Strategic Plan: Expanding High-Impact Teaching and Learning Experiences; Transforming Campus Connections; Cultivating Community Engagement with Intentionality; Promoting Enhanced Stewardship. The president will ensure that the strategic plan includes the following elements: mission, vision, values, goals, action steps, metrics, accountability, timetable, mileposts, and a business plan. The plan should include a major focus on GSW becoming a community engaged university that emphasizes the academic aspects of service (such as service learning) and that presence of Habitat of Humanity, The Fuller Center for Housing, The

National Park Service, and former United States President and First Lady Jimmy and Rosalynn Carter in the community. It should also identify not only what GSW will do for the community, but also what the community can do for GSW. Since GSW does not have an academic master plan, its academic program portfolio will benefit from a comprehensive review. Part of that plan should seek to match the academic portfolio with the economic needs of the region. The new President will have the opportunity to hire a new Vice President for Academic Affairs to engage the campus, identify strengths and design an Academic Master Plan. University Life The President will have the keen ability to relate and respond to concerns of both faculty, staff and students. He/she will be a staunch supporter of student life activities including but not limited to athletics, student government and Greek life and have an understanding of the importance of the President’s role in student life and participating in student life activities. Because GSW currently operates on a four day academic schedule, many students leave for long weekends, thereby reducing the intellectual and social vibrancy of the campus. The President will encourage his/her team to take more contemporary and innovative approach to student life thereby creating a lively, energetic campus environment which will draw and engage students.

Personal Qualifications and Personal Qualities The President of Georgia Southwestern State University will first and foremost demonstrate an active commitment to the University’s core values and the students it serves. The University is particularly interested in candidates who present the following professional qualifications and personal qualities: Professional Qualifications

A terminal degree from an accredited institution is strongly preferred. In lieu of a terminal degree, candidates should have a demonstrated record of successful executive leadership and comparable credentials and/or experiences sufficient to warrant the respect and confidence of the academic community.

A successful track record in administrative leadership of large, complex organizations, ideally in higher education. She or he must understand and embrace the central role of faculty and students within the University community and be personally engaged in the education process.

Leadership experience in the world of higher education, preferably at an institution of similar size, scope, and complexity. If the person is from outside academia, he/she must be familiar with public higher education and the challenges of tuition dependent institutions.

Cultivate and nurture effective working relationships in a shared governance environment. The president will be a visionary leader and will also have experience working with a statewide governing system and board.

Fundraising capacity and an unrelenting enthusiasm and skill for telling the University’s story will be important qualifications. A keen appreciation for all aspects of fundraising, including major giving, annual giving, corporations/foundations, public sector, and growing an endowment.

Experience in managing the financial and budgeting operations of a complex unit or organization is a prerequisite for this position. Prior financial management experience will provide the foundation for effectively managing all major business aspects of the University.

Proven capability to build collaborative relationships and partnerships with key strategic individuals, institutions and regional organizations.

Recognize and advocate for the strategic importance of online learning for GSW’s future growth.

An understanding of the synergies and potential of the university, to harness effectively and genuinely the energy, ideas and commitment of faculty, staff and students.

Proven experience in attracting and retaining a strong management team, evaluating the current organizational structure, and instituting a culture of collaboration and cohesion.

Previous experience in – and/or a keen appreciation for – the role of intercollegiate athletics on a major campus, with a particular eye to the financial implications of Division II programs.

Experience in transformation; a change agent who has dealt with problems and turned them into successes. The individual must thoughtfully and successfully address the University’s most pressing issues.

Georgia Southwestern State University: An Overview Georgia Southwestern State University has as its major asset a dedicated faculty and staff, many of whom work extremely hard to make Georgia Southwestern a great place for students to be. As the university has grown, it has maintained many of the quality standards of years past while moving forward with innovative technology to enhance student learning and provide additional opportunities for non-traditional students. In addition to its burgeoning professional programs in business and nursing, the university has many strong science and liberal arts programs, in fields such as Geology (all recent graduates employed or in graduate programs with two new PhD’s in geology this past fall), Biology (long history of students getting into medical and veterinary schools), History (with many students going on to graduate programs or teaching), Art (with a glass-blowing studio – one of the few in an academic setting in Georgia) and Music (with a fantastic performance space, a fun jazz band and a great chamber music series). Currently, Georgia Southwestern State University is an institution seeing an increase in enrollment, and as one of only two public institutions in southern Georgia to see an increase to indicate fortunes are on the rise. With the consolidation of still more institutions in southern Georgia, GSW is in a great position to offer a “private college experience at a great price”. An effective marketing and recruitment campaign would go a long way to maintaining enrollment growth in future years. Among distinguished GSW alumni are former President of the United States and Nobel Peace Prize recipient Jimmy Carter, former first lady Rosalynn Carter, and the late Griffin Bell, former U.S. Attorney General.

Best Value: Georgia Southwestern is ranked 6th among the nation’s most affordable online colleges in 2016 according to a report by rankings.com. GSW received the Editor’s Award for Best Tuition.

Georgia Southwestern is ranked 40th out of the 100 Most Affordable Small Colleges in the U.S. by bestvalueschools.com. The site defined a “small college” as a traditional, four-year college or university that has 4,000 or fewer students. There are approximately 700 schools of this size in the U.S.

Similarly, greatvaluecolleges.net ranked Georgia Southwestern 23rd out of the 100 Most Affordable Small Colleges East of the Mississippi. Of the more than 400 qualifying colleges, Great Value Colleges determined the top 100 most affordable by calculating each college’s net price, which is an adjusted price that takes into account the annual cost of tuition and other fees as well as the average financial aid package offered to students.

Top 5 in Education: Georgia Southwestern’s School of Education was listed as a “Top 5” best value education program in Georgia by The National Council on Teacher Quality (NCTQ). GSW's undergraduate secondary education degree ranked third.

Best Online Nursing Programs: The Georgia Southwestern State University School of Nursing was recently ranked 38th in the nation on a list of the “Best Online Nursing Programs” by AffordableCollegesOnline.org (AC Online) in its third annual ranking. Georgia Southwestern was among five universities in Georgia that made the list.

Georgia Southwestern's Master of Science in nursing program is ranked 45th out of the 50 best graduate nursing programs in Americaby www.topmastersinhealthcare.com.

Top 20 Best Buy in BSIT: The online Bachelor of Science in Information Technology has been ranked as one of the Top 20 "Best Buys" in the country by GetEducated.com, a consumer group that rates, ranks, and verifies the cost and credibility of online universities. The site ranked the University System of Georgia's (USG) WebBSIT program 16th in the nation, out of 88 schools. Georgia Southwestern is one of only six schools within the USG's WebBSIT program.

CPA Exam Success: According to a study by the National Association of State Boards of Accountancy, Georgia Southwestern accounting graduates who took the most recent

CPA exam stood out nationally. They ranked 25th among the nation’s medium-sized programs and 3rd among universities in Georgia. GSW students taking the exam for the first time scored a 67.7 percent pass rate, which is more than 12 points higher than the national pass rate and nearly four points higher than the pass rate for Georgia universities.

Best Value HR Degree: Georgia Southwestern is ranked 2nd on the 50 Most Affordable Small Colleges for an HR Degree 2016 list assembled by www.humanresources.net. GSW was one of only two Georgia colleges that made the list.

Mission Statement Georgia Southwestern State University cultivates excellence in learning and teaching that encourages intellectual, personal, and social growth for students, faculty, staff, and the community. Georgia Southwestern State University is a comprehensive state university within the University System of Georgia that offers a full range of bachelor degree programs, along with selected master’s and specialist degree programs.

Strategic Plan In January of 2016, members of the Strategic Planning Steering Committee and associated subcommittees began the development of the current draft of the Strategic Plan, as well as revisions to the University’s Mission Statement, Vision Statement, and the composition of Core Values. The campus community has provided ongoing feedback on the strategic plan through on-campus sessions and an online forum, and the plan has been vetted with multiple stakeholder groups internal and external to campus. The resulting strategic plan defines areas of emphasis for today’s modern university, but is deeply rooted in the university’s 110 year history as an institution that is dedicated to the preparation of students, teaching excellence, the creation and application of knowledge, and engagement within campus and outreach into the communities we serve. The strategic plan represents the latest evolution of our institutional mission and focuses our efforts on meeting four strategic goals:

Academics School of Business Administration The School of Business Administration is dedicated to provide its diverse student population with quality bachelor’s and master’s-level educational programs that produce graduates with the knowledge and skills to help them excel in their business careers, in further academic studies

The School strives to enhance students’ academic experience through relevant faculty teaching activities, community service, applied scholarly endeavors relevant to the southwest Georgia region and professional activities. The School of Business Accounting Program was recently ranked #25 in the nation for medium-sized programs and #3 in Georgia based on the CPA exam student pass rate GSW will be the exclusive University System of Georgia school to offer a Bachelor of Business Administration through the eMajor program beginning Spring 2017. The BBA in Human Resource Management fully aligns with the Society for Human Resource Management (SHRM) HR curriculum guide. Highlights:

The School of Business Administration is accredited by AACSB International, the Association to Advance Collegiate Schools of Business.

The Center for Business and Economic Development (CBED) at Georgia Southwestern State University, housed in the School of Business Administration, offers one-on-one consulting to area entrepreneurs and small business owners.

Online BBA in accounting and HR ranked in nation’s top 20 for affordability School of Computing and Mathematics The School of Computing and Mathematics offers excellent undergraduate and graduate education in computer science, information technology, and mathematics for an evolving multinational environment. Emphasis is placed on providing students with knowledge relevant to educational, technological and business needs, offering students personalized and challenging experiences. The faculty is committed to scholarship, creative work and community service. The Department of Mathematics established a statewide mathematics tournament for high schoolers in 1974, which has been the longest running math tournament in the state of Georgia. In 2013, the tournament was extended to allow middle and elementary school participation. More than 1000 students from over 50 high schools and 20 middle schools participate each year. The School developed a self-service kiosk prototype funded by a $250,000 research grant from the Motorola Corporation. Based on a $99,000 NASA grant, the School implemented a minority mentoring and scholarship program which allowed students to pursue science-based programs of study, and helped the University develop a computer assisted academic counseling and student recruitment system. The School of Computing and Mathematics has received the following grants: NCR Corporation, $1.6 million; FIPSE, $400,000; NASA, $99,000; Motorola, $250,000; AT&T, $25,000; National Science Foundation, $43,000; and Microsoft Education, $68,000. www.gsw.edu/socm

College of Arts and Sciences The College of Arts and Sciences’ mission is to provide educational opportunities that emphasize intellectual development, knowledge, leadership and skills that will allow students to prosper throughout their lives as productive, informed, involved citizens. The College strives to provide an environment where the free exchange of ideas, high standards of scholarship, and creativity prevail. Highlights:

The new online Bachelor of Science in Criminal Justice offered as a USG eMajor is very popular and growing rapidly.

High quality Bachelor of Fine Arts degrees with studio concentrations in Ceramics, Glass, Sculpture, Painting and Drawing, Photography, Printmaking, and Digital Arts where graduates have been very successful at achieving careers in studio arts and in acceptance to MFA programs.

The Chemistry Department has a highly successful track record in placing pre-pharmacy/chemistry students into pharmacy school The M.A. in English/Critical Literacy is a unique program that is mostly online and is gaining in popularity.

Georgia Southwestern is one of the very few colleges or universities in the state with a Geology program. Graduates are leading prosperous in careers in geology and in admission to graduate programs.

Through a network of 47 Professional Development Schools located in 14 area school systems, the School of Education fully integrates the field experience and academic components. The school’s mission is to prepare effective teachers who demonstrate the essential knowledge, skills, and dispositions necessary to promote student achievement in grades PreK-12.

Partnerships and Service Opportunities The School of Education has collaborative partnerships with approximately 55 schools in the southwest Georgia region. These formalized partnerships are mutually beneficial and serve to prepare, evaluate, and support quality educators in our region. The focus of each partnership is on continuous school improvement and student achievement. Graduate Programs Georgia Southwestern State University’s School of Education offers four Master of Education programs and two Education Specialist programs. The programs are one of Georgia’s best in terms of cost, convenience, and time to completion. The programs are designed for students

Bachelor of Science in Nursing (B.S.N.) - Georgia Southwestern’s four undergraduate program tracks offer students of varying educational backgrounds a pathway into the nursing profession or further through to a higher degree of the nursing profession. The Rosalynn Carter Institute for Caregiving (RCI) RCI is an advocacy, education, research, and service unit of Georgia Southwestern State University. RCI is the only national institute to integrate both professional and family caregiver issues in research, education and advocacy agendas. Former First Lady Rosalynn Carter’s chief concern is that if caregivers - family or professional - are suffering, the quality of care they provide to others and to themselves is compromised. Through the RCI’s academic, scholarship, and education and training programs, we seek to enhance the quality of care provision as well as enhance the quality of life for all caregivers and those they provide care to. Academic Program The Caregiving Issues and Management Certificate Program: An interdisciplinary program designed to foster understanding of the caregiving field through the exploration of the journey of a caregiver, evidenced-based caregiver support programs, vulnerable populations needing caregivers, and culturally appropriate approaches to caregiving. Caregiver Support Programs RCI Reach (Resources Enhancing Alzheimer’s Caregivers Health): Specifically for dementia caregivers, this face-to-face tailored program consists of stress management, problem solving, self-care obstacles and education on troubling dementia behaviors. Dealing with Dementia Behaviors: This workshop for family and professional caregivers provides tips and strategies for caregivers on best practices for caring for their loved ones and themselves. BRI Care Consultation (Benjamin Rose Institute on Aging): This is a 12 month telephonic/e-mail program that assists caregiving families by empowering them to manage care and decision-making more effectively, to find simple and practical solutions to caregiving problems, and to find services, and understand insurances along with providing emotional support throughout the caregiving journey. Operation Family Caregiver: This one-on-one program coaches the families and friends of returning service members and veterans to manage difficult transitions. Caring for You, Caring for Me: This program addresses the needs of family and professional caregivers by bringing them together in a relaxed setting to discuss common issues, share ideas and gain a better understanding of each other’s perspective on what it means to be a caregiver. Athletics A member of the NCAA Division II Peach Belt Conference, competing in 10 men’s and women’s sports, the Hurricanes have won 16 conference championships over the last 20 years. The Georgia Southwestern State University Foundation The GSW Foundation is a not-for-profit corporation that serves Georgia Southwestern State University. Incorporated in the state of Georgia in 1979, the Foundation has three primary missions: Manages assets and invests endowment funds to maximize their value for GSW; Administers gift fund accounts in accordance with the donors' wishes for the benefit of Georgia Southwestern State University; Assists Georgia Southwestern in raising funds from the private sector. The Foundation is legally separate from Georgia Southwestern State University, the GSW Alumni Association, and the GSW Hurricane Club, although it works in close partnership with all of these for the benefit of GSW. GSW has an enviable Foundation which is much larger than most institutions of its size. Furthermore, the Foundation has been willing to take draws of between 5.5 percent and 6 percent over the last couple of years to help with student enrollment in particular.

The University System of Georgia is comprised of 28 public colleges and universities in the following categories: research universities, comprehensive universities, state universities and state colleges. The University System is governed by a Board of Regents who are appointed by the governor to seven-year terms. Today the Board of Regents is composed of 19 members, five of whom are appointed from the state-at-large, and one from each of the state’s 14 congressional districts. University in Americus, Georgia Americus, the county seat of Sumter County in southwest Georgia, is located approximately nine miles east of Plains and 150 miles south of Atlanta, in the middle of a triangle formed by Albany, Columbus, and Macon, sixteen miles west of the Flint River. The city was incorporated on December 22, 1832, and by the end of that century it had become the eighth largest city in the state.
