INTRODUCTION TO 2020 SEASON Dear Volunteers of Northwood Little League, Northwood Little League’s Board of Directors works closely with Little League to create a safe environment for its volunteers and participants. The following are reminders of some of the important safety precautions that we have implemented. ● All volunteers must complete and submit a volunteer application online using the JDP

background check platform. Each adult volunteer must also submit a copy of their driver’s license.

● All managers, coaches, and umpires are required to complete concussion training per California state law (see page 15).

● Volunteer Code of Conduct Forms to be signed by all Managers and coaches ● Sport Parent Code of Conduct to be signed by ALL parents, both parents must sign if

possible. ● Safety Meeting acknowledgement form to be signed by all parents ● No managers or coaches are allowed to catch for pitchers during practice or games. ● No on-deck warm-up swings allowed from Ice Cream Division to Majors. ● All Little League players must wear a protective supporter. ● Catchers must wear full gear at all times. ● Emergency numbers should be kept readily available (know health conditions of your

players) ● Proper player warm-up is required before games and practices. ● No one under the age of 13 will be allowed to volunteer in the Snack Bar

SAFETY CODES

Northwood Little League Code of Conduct Managers/Coaches cannot leave the field until every boy and girl is picked up. Speed limit 5 mph in roadways and parking lots while attending any Northwood Little League function. Watch for small children around parked cars. No alcohol allowed at a Northwood Little League field. Players and Managers/Coaches must clean up the Dugout area after every practice and game. Buddy system should be used when players go to the restroom. There is only one official website for Northwood Little League (www.nwllbaseball.com). It shall not contain any publicly accessible personal information on players or members. The website is managed by the League Information Officer. No tobacco use at practice or games, by managers and participants. The use of tobacco products, including smokeless tobacco, on Irvine School District property is prohibited. All Managers/Coaches must sign a Volunteer Code of Conduct prior to the season. All parents/guardians must sign a Sport Parent Code of Conduct prior to the season (Both parents must sign if possible). Coaches and Managers should follow the Sports League Ethics Code that relates to the rules of conduct and standards of leadership for coaches. The 6 principles of the program are:

SAFETY CODES

Safety Code for Little League

● Responsibility for procedures is that of the Safety Officer on the Board. ● Arrangements should be made in advance of all games and practices for emergency

medical services. ● Managers, coaches are required to have First Aid Kits available at the field. ● No games or practices should take place when weather or field conditions are not good,

particularly when lighting is inadequate. ● Play area must be inspected prior to each practice and game.

Be alert for holes, damage, stones, glass and other foreign objects.

● Dugouts and bat racks should be positioned behind screens. ● Only players, managers, coaches and umpires are permitted

on the playing field during play and practice sessions. ● Responsibility for keeping bats and loose equipment off the

field of play is that of the manager, coaches, and umpires. ● On deck batters are NOT permitted in Majors and below ● During practice and games, all players should be alert and

watching the batter on each pitch. ● During warm-up drills, players should be spaced so that no

one is endangered by wild throws or missed catches. ● Equipment should be inspected regularly. Make sure it fits

properly. ● Batters must wear approved protective helmets during batting

practice, as well as during games. ● Catcher must wear catcher’s helmet, mask, throat protector, long model chest protector,

shin guards and a protective supporter at all times. ● Except when runner is returning to a base, head first slides are not allowed and will result

in an automatic out in Majors and below. ● During slide practice, bases should not be strapped down and should be located away

from the base anchoring system. ● At no time should “horse play” be permitted on the playing field.

● Parents of players who wear glasses should be encouraged to provide “safety glasses”. ● Players should not wear watches, rings, pins or other metallic items. ● Catchers must wear catcher’s helmet and mask with a throat protector in warming-up

pitchers. This applies between innings and in the bull-pen. ● Managers and Coaches are not allowed to catch pitchers during practice or games.

Field Conditions

The Little League Facility Survey will be completed for each field location prior to season. Any needed improvements will be noted and discussed with the President. Coaches, Managers, Safety Representatives, and Umpires must check the field prior to a practice or game for safety conditions. The NWLL Field Inspection Checklist is provided in the appendix on page 26. Good lighting is imperative. Know when to suspend a game for poor lighting. Managers will be provided with a checklist of items to check prior to practice or games.

Equipment Equipment Manager’s responsibilities include:

● Complete check of equipment prior to and during the season ● Only Little League approved equipment will be allowed.

Metal cleats are allowed in practice or games for Intermediate, Junior and Senior levels ONLY. USA Bats: As of January 1, 2018, all bats used in Little League must adhere to the new USABat standard developed by USA Baseball and adopted by Little League Baseball. All bats must have a USA Baseball logo stamped them. Any bats without the USA Baseball stamp on them will not be allowed. Ice Cream and T Ball divisions must use “low impact” balls also known as “safety balls.” Managers must inspect equipment prior to each practice. Managers and Umpire must inspect equipment prior to each game. Managers are responsible for reporting/delivering unsafe equipment to the Equipment Manager. If the equipment cannot be repaired or is faulty, the equipment will be given to the Equipment Manager for proper disposal/destruction so that it cannot be reused. See NWLL Equipment Checklist in the Appendix on page 29.

Safety Officer Duties ● Develop and implement the league’s safety plan ● Review safety plan with district safety officer ● Submit to Little League the safety plan and field survey along with ASAP registration form. ● Hand deliver a written copy of the Safety Plan to each Manager by Saturday, February 2, 2020

and maintain a copy in the Snack Bar ● Ensure that player, coach and manager rosters are submitted to the Little League Data Center

by March 2, 2020 ● Run background checks on all volunteers through JDP background check service ● Spot-checks at practices to monitor safety procedures and first-aid kits ● Ensure first aid kits are delivered to all Managers. If items used/need replacement, the

Manager/Team Safety Officer will contact the Safety Officer for replacement ● Advise and follow-up on the control of unsafe conditions ● Follow-up on procedures and methods of instruction that will help control the human elements

that may cause accidents ● Handle insurance claims for the League ● File incident/injury reports to the District Safety Officer ● Receive and distribute a copy of the ASAP newsletter ● Report any safety issues to the President immediately ● Secure funds for safety improvements ● Ensure Incident/Injury Tracking Report form and Safety articles are accessible on website

Safety Officer Reporting Duties

Within 72 hours of receiving the incident report, contact the injured party or the party’s parents and (1) verify the information received; (2) obtain any other information deemed necessary; (3) check on the status of the injured party; and (4) in the event that the injured party required other medical treatment (i.e., Emergency room visits, doctor’s visits, etc.) will advise the parent or guardian of the Northwood Little League’s insurance coverage and the provisions for submitting any claims. If the extent of the injuries is more than minor in nature, the Safety Officer shall periodically call the injured party to (1) check on the status of any injuries, and (2) to check if any other assistance is necessary in areas such as submission of insurance forms, etc. until such time as the incident is considered “closed.” A medical release is required following a player’s injury before he can return to play.

First Aid Kits and a copy of the Safety Plan will be distributed by the league equipment manager to all Managers and Coaches and must be brought to each game and practice.

Accident Reporting What to report – An incident that causes any player, manager, coach, umpire, or volunteer to receive medical treatment and/or first aid must be reported to the Safety Officer. This includes even passive treatments such as the evaluation and diagnosis of the extent of the injury or periods of rest. Failure to report may result in disqualification of post-season eligibility. When to report – All such incidents described above must be reported to the Safety Officer within 48 hours of the incident. If the Safety Officer is unavailable the report may be delivered to the league president. The Safety Officer for 2020 is Scott Fujimoto. Contact info is as follows:

Managers will have 5 forms prior to season start date. Be sure to include the following information

● The name and phone number of the person involved ● The date, time and location of the incident ● As detailed a description of the incident as possible ● The preliminary estimation of the extent of any injuries ● The name and phone number of the person reporting the accident

Little League Insurance The AIG Little League Insurance program is designed to afford protection to all participants of the league. It can be used to supplement other insurance carried under a family policy or insurance provided by a parent’s employer. If there is no other coverage, the AIG insurance takes over and provides benefits, after a $50 deductible per claim, for all covered injury treatment costs up to the maximum stated benefits.

Volunteer Selection All Volunteers will be required to complete a Volunteer Application form that authorizes Northwood Little League to perform a background check and Megan’s Law search. All Managers and Coaches are required to sign the Volunteer Code of Conduct form. A selection committee is responsible for interviewing all manager applicants. The Board must approve each candidate.

All player registrations include legal authorization for NWLL personnel to release health information and provide consent for medical or dental treatment in case of emergency. A copy of these forms must be with the Manager at all practices and games.

Safety and other Training

Additional safety information can be obtained on the National Little League website – www.littleleague.com. The ASAP (A Safety Awareness Program) information is a resource for Coaches, Managers, Umpires and volunteers. The following clinics will be held for Managers, Coaches or Volunteers, times TBD:

● Fundamentals Training – January 25, 2020 ● Safety & First Aid – January 25, 2020 ● Coaches Clinic – January 25, 2020 ● Snack Bar Training and Safety Procedures – January 25, 2020

Mandatory Safety & First-Aid training is scheduled for January 25, 2020 at Hicks Canyon Park.

Team Safety Representative

Each team must appoint a team Safety Representative (SR) who is trained on the Safety Plan and who is willing to assist with First Aid care in case of emergency. The SR will also report safety issues to the Safety Officer. The SR will ensure the team has a current Medical Release form filled out for each player. The SR will ensure that a copy of the Medical Release Form is present at all games and practices for each and every player. (see Appendix page 27 for a copy of the medical release). Managers must contact the Safety Officer with the SR name before the season begins. Managers must also review Safety Plan guidelines with their team and parents. All parents must sign the Safety Meeting acknowledgement form. Ice will be brought to all practices and games (not required for Saturday games days at Hicks). Little League’s Accident Insurance information is available on the league website and available from the SR for each team.

Safety Plan Northwood Little League will post an electronic copy of this Safety Plan to our website for all league members. This plan is reviewed at the annual safety training that is held with all our managers and coaches. A paper copy is provided to each team to carry with them always. Please send NWLL any suggestions that can be implemented to improve the safety of our league members.

Lightning Safety Where to go? No place is absolutely safe from the lightning threat, but some places are safer than others. Large enclosed shelters are the safest. For the majority of participants, the best area for them to seek shelter is in a fully enclosed metal vehicle with the windows rolled up. If you are stranded in an open area and cannot get to shelter in a car, put your feet together, crouch down, and put your hands over your ears. Where NOT to go! Avoid high places and open fields, isolated trees, unprotected gazebos, rain or picnic shelters, dugouts, flagpoles, light poles, bleachers, metal fences and water. If lightning should strike, call 911 and move the victim to a lower risk area, if at all possible. CPR should only be given by trained personnel.

Safety to and from the Field Coaches should instruct players on Safety. Please cover the following points.

1. All passengers require seat belts. 2. Vehicle should be in safe operating condition. 3. Observe traffic regulations. 4. Drive defensively. 5. Do not hitch rides. 6. Use street or highway crossings whenever possible. 7. Don’t let children run between parked cars.

Bicycle Safety

1. Observe all traffic regulations. 2. Keep to the right. 3. Have white light on front. 4. Have satisfactory signaling device. 5. Give pedestrians the Right-of-Way. 6. Look out for cars pulling out into traffic. 7. Never hitch your bicycle on other vehicles. 8. Never carry other riders. 9. Be sure your brakes are operating efficiently. 10. Slow down at all street intersections. 11. Always use proper hand signals. 12. Don’t weave in or out of traffic.

1. Players with head injuries should be evaluated for possibility of concussion 2. Any player suspected of having a concussion will be removed from play immediately and

evaluated by a medical professional 3. Signs of concussion include: loss of consciousness for any time period, confusion, memory

loss, clumsy movements 4. Symptoms of concussion (what player feels) include: headache, nausea, vomiting, blurred

vision, dizziness, inability to concentrate 5. If a player is diagnosed with a concussion, that player cannot return to play without written

clearance from a medical professional.

Concussion Training Requirement Concussion training is required by state law. This applies to all coaches, managers, umpires, and administrators and must be completed annually prior to the start of the season (same calendar year). The training requirement is fulfilled by completing the HEADS UP! online training provided by the CDC. This consists of watching videos and answering questions and takes about 30 minutes. Everyone who completes the training will receive a HEADS UP! certificate of completion which should then be forwarded to the Safety Officer (Scott Fujimoto). Each individual should also keep a copy of the certificate for future use (all stars, fall ball, etc). Heat Related Illness and Hydration Tips to Prevent Heat Illness:

• Know that once you are thirsty you are already dehydrated. • Drink before you become thirsty. • Drink plenty of liquids like water, or sports drinks every 15 minutes. • Do not drink beverages with caffeine before practice or games. Caffeine can increase

the rate of dehydration. • Do not exercise vigorously during the hottest time of the day. • Practice in the morning and during the latter part of the evening. • Wear light color loose clothes. • Use sunscreen to prevent sunburn. • If you begin to feel faint or dizzy stop your activity and cool off by sitting in the shade, air

• Move the person to a shady area. • Cover the person with a wet sheet, and keep the sheet wet for cooling from evaporation. • Fan the person with paper or an electric fan (preferably not cold air). • Sponge down the body, especially the head, with cool water. • Continue giving first aid until the body feels cool to the touch. • If the person is conscious, let them sip water, fruit juice, or a soft drink.

Child Protection

Child abuse is defined as “the physical or emotional injury of a child by a person who is responsible for the child’s welfare”. Little League’s focus is to protect players from child abuse. The following are guidelines for Northwood Little League volunteers: 1. Rides – children dropped off too early or picked up late are targets 2. Access – controlling access to areas where children are present-such as the dugout-

protects them from harm by outsiders 3. Lighting – Child sexual abuse is more likely to happen in the dark 4. Travel – When traveling with the team, make sure that children are sharing rooms with

Little Leaguers of the same age 5. Shower and toilet facilities – utilize the “buddy system” whenever possible or assign a

team representative to ensure that the child returns in a timely manner from the facilities Northwood Little League follows a three-step screening process to create a positive environment for its participants. 1. Application - All volunteers are required to complete a Volunteer Application form that

includes personal information and references. A background check will be completed on all volunteers.

2. Interview – All volunteers who have access to children will be interviewed by select members of Board.

3. Reference Checks – information on the application form is compared with interview information and nationally screened against online with JDP.

Reporting Child Abuse

Reporting – If an individual suspects child abuse, they should contact their league President and District Administrator, who will forward them to the proper law enforcement agency. Investigating – an individual and alternate with significant professional background will be chosen from the community, by the league, to act on these allegations. Suspending/Terminating – If allegations are substantiated, the next step is to make sure that the individual has no further contact with the children in the League.

CONCESSION SAFETY TRAINING

Concession Stand/Snack Bar Snack Bar will have ice packs and gloves available for first aid use, in addition to a First Aid Kit. The Snack Bar menu will be approved by League President and Safety Officer. An inspection will be completed prior to the season by the NWLL Snack Bar Manager. A weekly Snack Bar Inspection Checklist will be posted in the snack bar and must be completed by the NWLL Snack Bar Manager throughout the season. Concession safety procedures must be reviewed with all volunteers assisting in the Snack Bar. The Snack Bar will have safety procedures posted. The safety procedures are: ● No one under the age of 13 is allowed to work in the Snack Bar ● Keep floors clean and dry – Be sure to clean up spills immediately. ● Repair sharp or jagged edges on walls and equipment. ● Never stand on chairs or equipment. ● Locate heavier and bulkier materials on lower shelves. ● Keep aisle ways free of obstructions. ● Use dry cloths, mitts, etc., for handling of utensils. ● Close all doors and drawers immediately. ● Return working utensils to their proper place immediately after use. ● Remove broken glass particles with a broom – do not pick up by hand. ● Unplug all electrical appliances after use and before cleaning. ● Follow posted procedures for correct use of each appliance in snack bar. ● Keep knives sharp, use properly, store safely. ● Keep fire extinguisher and first aid kit readily available and be certain all workers know where

they are located. ● Keep safety chains on CO2 cylinders. ● Check BBQ propane tanks for leaks before and after each use. ● Keep propane tank secured to bottom of BBQ, away from open flame. ● BBQ is to remain inside Snack Bar when not in use (Sun – Mon). ● When BBQ is in use, the responsible volunteer is never to leave it unattended and the BBQ is

to remain in the small fenced-in area to prevent accidental contact. ● Wear food handlers gloves whenever handling food. ● Follow posted procedures for cleansing hands prior to touching food, dishes or utensils. ● Do not prepare food and handle money at the same time. ● Snack Bar volunteer locks up snack bar making certain all appliances are unplugged, all food

is stored properly, all utensils are put away and all garbage is removed. ● Volunteers working in snack bar must be at least 16 years of age. ● Volunteers must be healthy and free of any skin infections or irritations. ● Read and follow guidelines of the Orange County Department of Health Food Services

Volunteer Code of Conduct Contract

The board of directors of Northwood Little League has mandated the following Code of Conduct. All coaches and managers will read this Code of Conduct and sign in the space provided below acknowledging that he or she understands and agrees to comply with the Code of Conduct. Tear the signature sheet on the dotted line and return to your Player Agent.

Northwood Little League of Conduct: No board member, manager, coach, player or spectator shall, at any time: ● Lay a hand upon, push, shove, strike, or threaten to strike an official. ● Be guilty of heaping personal verbal or physical abuse upon an official for any real or imaginary belief of a wrong

decision or judgment. ● Be guilty of an objectionable demonstration of dissent at an official’s decision by throwing of gloves, helmets,

hats, bats, balls, or any other forceful unsportsmanlike action. ● Be guilty of using unnecessarily rough tactics in the play of a game against the body of an opposing player. ● Be guilty of a physical attack upon any board member, official manager, coach, player or spectator. ● Be guilty of the use of profane, obscene or vulgar language in any manner at any time. ● Appear on the field of play, stands, or anywhere on the NWLL fields while intoxicated. Intoxicated will be

defined as a diminished ability to act with full mental and physical capabilities because of alcohol or drug consumption.

● Be guilty of gambling upon any play or outcome of any game with anyone at any time. ● Use any tobacco product while in the stands or on the playing field or in any dugout. The use of tobacco

products, including smokeless tobacco, on Irvine Unified School District property is prohibited. Smoking is prohibited and is unlawful in or at any park and recreational facility owned by the City of Irvine, except at such specific locations as may be established and designated by the City Manager in his or her discretion. Irvine Municipal Code Sec. 4-10-512.

● Be guilty of publicly discussing with spectators in a derogatory or abuse manner any play, decision or a personal opinion on any players during the game.

● As a manager or coach, be guilty of mingling with or fraternizing with spectators during the course of the game. ● Speak disrespectfully to any manager, coach, official or representative of the league. ● Be guilty of tampering or manipulating any league rosters, schedule, draft positions or selections, official score

books, rankings, financial records or procedures. ● Challenge an umpire’s authority; the umpires shall have the authority and discretion during a game to penalize

the offender according to the infraction up to and including expulsion from the game. The Board of Directors will review all the infractions of the Code of Conduct. Sport Parent Code of Conduct

Preamble The essential elements of character-building and ethics in sports are embodied in the concept of sportsmanship and six core principles: trustworthiness, respect, responsibility, fairness, caring, and good citizenship. The highest potential of sports is achieved when competition reflects these “six pillars of character”. I therefore agree:

1. I will not force my child to participate in sports. 2. I will remember that children participate to have fun and that the game is for youth, not adults. 3. I will inform the coach of any physical disability or ailment that may affect the safety of my child or

the safety of others. 4. I will learn the rules of the game and the policies of the league. 5. I (and my guests) will be a positive role model for my child and encourage sportsmanship by

showing respect and courtesy, and by demonstrating positive support for all players, coaches, officials and spectators at every game, practice or other sporting event.

6. I (and my guests) will not engage in any kind of unsportsmanlike conduct with any official, coach, player, or parent such as booing and taunting; refusing to shake hands; or using profane language or gestures.

7. I will not encourage any behaviors or practices that would endanger the health and well being of the athletes.

8. I will teach my child to play by the rules and to resolve conflicts without resorting to hostility or violence.

9. I will demand that my child treat other players, coaches, officials and spectators with respect regardless of race, creed, color, sex or ability.

10. I will teach my child that doing one’s best is more important than winning, so that my child will never feel defeated by the outcome of a game or his/her performance.

11. I will praise my child for competing fairly and trying hard, and make my child feel like a winner every time.

12. I will never ridicule or yell at my child or other participant for making a mistake or losing a competition.

13. I will emphasize skill development and practices and how they benefit my child over winning. I will also de-emphasize games and competition in the lower age groups.

14. I will promote the emotional and physical well-being of the athletes ahead of any personal desire I may have for my child to win.

15. I will respect the officials and their authority during games and will never question, discuss, or confront coaches at the game field, and will take time to speak with coaches at an agreed upon time and place.

16. I will demand a sports environment for my child that is free from drugs, tobacco, and alcohol and I will refrain from their use at all sports events.

17. I will refrain from coaching my child or other players during games and practices, unless I am one of the official coaches of the team.
