BRADFORD STATIONS

Location: Bradford

Developer: West Yorkshire Combined Authority / Network Rail / Northern Rail

Opportunity: Potential opportunity for Development Partner / Investment / Occupier

Planned opening date: Forster Square Station 2021

Interchange Station 2025 - 30

Northern Powerhouse Rail C.2035

Type: Mixed-use

Already handling five million passenger journeys a year, a figure set to increase dramatically, Bradford Interchange and Forster Square Stations are the respective third and fifth most well used stations in the Leeds City Region.

From 2019, Forster Square station which serves Airedale and Wharfedale, will benefit from much increased direct rail services from London.

Making an architectural statement, the attractive new station building will offer a self-contained space that will attract passengers and passing shoppers to dwell in an architecturally striking waiting area and café.

Changes to the Interchange will be on an entirely different and much larger scale. Taking inspiration from the range of large scale city centre train station redevelopments across the UK, the new Interchange will offer an iconic new point of entry into the city, with associated opportunities for retail and office space development.

The redevelopment of the site is still at the masterplanning stage, in large part to ensure that any opportunities associated with the emerging Northern Powerhouse Rail (NPR) are capitalised upon and integrated into the station site.

A Northern Powerhouse Rail station in the city would bring Bradford and Leeds centres closer with a journey time of as little as 7 minutes, and Bradford and Manchester centres only 20 minutes apart, redefining the configuration of the Leeds-Bradford conurbation in the Northern Powerhouse network and bringing investment opportunity on a whole new scale.

TETLEY BREWERY

Location: Leeds

Developer: Vastint UK

Architect: ARC-ML

Opportunity: Occupier

Type: Mixed-use residential and commercial, public realm including a city park, transport infrastructure

Total area: 8.1 hectares

The former Tetley Brewery land was acquired by our client Vastint and, after providing initial technical due diligence, PBA was appointed Transport Consultant.

The current proposals centre around a new city park (3.2 Ha) which will form the heart of the scheme and provide benefits to the new development and the South Bank area in general. The new park will be lined by a new residential district (ca 850 units) to the north and a mixed commercial (ca 120,00 m2) area to the south, consisting of office, hotel and creative spaces.

Due to the site’s location, transport aspects of the masterplan development were critical. PBA’s comprehensive transport planning consultancy included the successful negotiation of low on-site parking provision, as well as a concentration on public transport, parkandride and pedestrian and cycling connections. PBA also provided strategic transport advice to support the wider aspiration to transform highway infrastructure through public realm improvements, green areas, shared spaces and pedestrian and cycle priorities right across the South Bank Development.

Council chiefs on the City Plans Panel unanimously voted to move the plans on to the next stage in October 2017.

The Police Station 3695 sq m

The Magistrates Court 1900 sq m

Victoria Courtyard 2460 sq m

The Civic Quarter, just to the north of the city, has undergone a programme of regeneration to create landscaped areas and traffic free zones. This site offers three historic buildings, all architecturally impressive in their own right, for development within the Civic Quarter. There is also an area, currently Victoria’s Courtyard, creating a blank canvas for residential dwellings.

The Old Crown Court building has already benefited from structural investment by Wakefield Council. This is a Grade II listed building was built between 1807 and 1810.

The Police Station offers a flexible space with potential to convert the existing layout into separate units. However, initial scoping suggests that a contemporary extension added to the rear of the building could increase the footprint significantly and maximise revenue with relatively modest investment.

The Magistrates Court is a Grade II listed building would lend itself to uses that would maintain its integrity and historic interest.

As part of Wakefield Council’s commitment to regenerating the Civic Quarter, substantial investment is being made to create a desirable and attractive area. Landscaping and major road improvements have established the Coronation Gardens, opposite the former car park.

Wakefield Council and City and Provincial Properties PLC agreed the sale of the Rutland Mills site to property developers, in May 2017, subject to securing planning permission. The Council team has been working with developer’s team over the

last year to solve key site issues, and assist in identifying potential end users.

Rutland Mills complex comprises a central courtyard with seven listed Victorian derelict mill buildings (100,000 sqft ) to be restored and converted. It is located adjacent to The Hepworth Wakefield.

This is the 3rd and final element of the 10 acre Waterfront development. The scheme will be phased over a 5 year period, with the first phase programmed to open in May 2019 to coincide with the Yorkshire Sculpture Triangle Exhibitions.

Tileyard Studios plan to create a ‘northern extension’ of their already successful brand and see it becoming a significant cultural destination in the North of England

The site could offer the opportunity for different uses including residential, commercial, cultural, education, community and leisure. The developer has outlined a range of ideas that could potentially be considered for the site, these include developing the central courtyard area with cafes or bars, small scale retail units and studios, promotion of the waterside edge and the creation of a new gateway into the site.

York Central is one of the largest brownfield regeneration sites in England, with some parts of the rail-locked space restricted to rail uses for more than 150 years.

The site is located adjacent to the city’s existing retail and business core and offers the opportunity to create a series of new city centre residential and business neighbourhoods including a high-quality central business district with improved access to the city’s railway station. The project has the potential to grow the size of York’s city centre by one third and has a potential GDV of £750m over a 10 year development period.

York Central Partnership has now acquired the freehold of all the land for development and is in the process of creating a masterplan for the site.

More than £60 million of public investment has been secured to deliver key infrastructure to de-risk and accelerate the project, with potential for further funding from partners.

The site has been designated a Housing Zone as well as an Enterprise Zone, offering new commercial occupiers incentives of up to 100% business rate relief.
