COUNCIL BUDGET 2018-19 RELEASED FOR PUBLIC COMMENT Golden Plains Shire Council invites the com-munity to view its draft 2018-19 Budget which will be available for public inspection from Monday 30 April. The 2018-19 draft Budget proposes an average rate increase of 2.25% per assessment. This is in line with the State Government’s Fair Go Rates System (FGRS) which has capped rate increases by Victorian councils in 2018-19. Mayor Cr Helena Kirby says that the Budget answers many of the questions, priorities and concerns raised by the community over recent years. “This Budget seeks to maintain and improve services and infrastructure as well as deliver projects and services that are valued by our community, within the 2.25% rate increase mandated by the State Govern-ment,” she said. “Council has examined and discussed this Bud-get at length and agree that it demonstrates a commit-ment to quality and continuous service and infrastruc-ture provision with financial sustainability. “The State-wide recycling crisis has had a significant impact every council in Victoria is required to meet the increase in recycling processing costs. This will unfortunately result in an increase in Golden Plains’ ratepayer garbage charge. “If we could have avoided this we would have but this is a global situation and out of our control. “We are very sensitive to the impact that any increase in rates, costs or charges has on our ratepayers and we are satisfied that we have made the best deci-sions to ensure we can continue to provide these vital services to our residents,” she finished.

The challenges “To meet the financial challenges of rate cap-ping, investing in asset renewal and managing the recycling crisis, we have identified and implemented savings within the Budget,” said Cr Kirby. “Council will also continue a strong campaign of advocacy and lobbying with State and Federal Gov-ernments for grants and assistance; we have a great track record in this area and will make sure Golden Plains stays in the minds of State and Federal politi-cians,” said Cr Kirby.

What the 2018-19 Budget proposes to deliver The budgeted programs and infrastructure spending includes:

· $15.1M investment in capital assets including roads, streets and infrastructure· Increased expenditure of $750K allocated to the con-struction and maintenance of road and street infra-structure· $5.5M to support and develop our recreation and community spaces and groups· $2M to human support services, including children, aged, disability and maternity support· $1.9M to managing Council’s environmental and land use planning responsibilities· $1M to managing Council’s waste collection and disposal service· $543K to support economic development and tour-ism· Council is focused on providing quality customer service and this Budget allocates $5M to the redevel-opment of the existing customer service centre in Ban-nockburn, following an extensive community consul-tation process that was undertaken during 2017-18. Opportunity for public submission Copies of the draft 2018-19 Budget will be available for inspection online at goldenplains.vic.gov.au/budget and at Council’s Bannockburn, Smythesdale and Linton Customer Service Centres from Monday 30 April. Anyone may make a written submission on the draft Budget in accordance with section 223 of the Lo-cal Government Act (1989). They may request to ap-pear in person or be represented by another specified person to present the submission at a special meeting of Council at 6pm on 12 June 2018 at the Bannock-burn Shire Hall, High Street, Bannockburn. Written submissions should be lodged no later than Monday 28 May 2018, and forwarded to the Chief Executive Officer, PO Box 111, Bannockburn, 3331.

POLICE REPORT FOR APRIL 2018Hello all, Bit disappointed this month after detecting a couple of locals doing 25 to 30 km/h over the speed limit. There is really no excuse for locals not knowing the speed limits in their town and the surrounding area as well as the fact that I police the area quite heavily. I do not expect to be getting any locals doing those speeds especially in their local area. I have been noticing quite a few burnouts on various roads around the area Harvey, Teesdale, Mount Mercer Roads just to name a few, makes the area look a bit bogun really. If anybody sees someone doing it take a photo or some video and let me know so I can take away the cars from these people and put an end to this behaviour. I have had some complaints about vehicles driving out from in front of the hotel and bakery across the medium strip and directly into the truck parking bay. As well as chewing up the nature strip the behaviour can be dangerous with a lot of trucks entering and exiting the bay. Please use East Street or Winchelsea Roads to exit onto the Highway.

There has recently been some discussion/ articles and a petition about the removal of trees in the town. From a Police point of view I have personally been to about eight to ten instances of large branches of trees mainly the pine type trees that have fallen across the road and blocked traffic in the town. On one occasion the tree branch knocked down the power line to the school. I and other Police members have had to spend hours diverting traffic around these tree branches. Some of these trees I feel are very dangerous and we have been very fortunate that no body has been hurt and no accident caused. Just look at the one next to the driveway where I regularly sit on the eastern end of the town, lucky I was not there when it dropped onto the driveway. The council are obviously aware of this issue and I believe are consulting with arborists. I think I would leave it to the experts as to the care/removal of any trees.

Keep safe Chris

A BUSY QUARTER FOR CWA INVERLEIGH BRANCH

Inverleigh CWA has been very busy this quarter! We had a wonderful barefoot bowls social eve-ning with CWA members and their family’s attending. We also had a stall at “Inverleigh and district Good Friday appeal” which was a huge success! We sold jams, relishes, cordial and plants raising over $700 for the royal children’s hospital. CWA Inverleigh will be busy over the next few months supporting the liver transplant recipients at the RCH by knitting blankets for their liver bears. We will also be collecting toiletries and hygiene products for the South West fire victims. If anyone would like to donate items to either of these projects, we would welcome any contributions. We are always looking for new members to join the CWA Inverleigh branch.

Contact: Renee (branch secretary) on 0432 246 449.

Plant Selection Plant selection is literally a matter of life or death. More than that, it affects our self-confidence as gardeners and, if we get it wrong, money is wasted and the garden is nothing like our vision for it. I know all this from personal experience. Now I have a checklist in my head to help me and others. It starts with the big picture of the whole garden and ends with selecting a particular plant. Look at books, the Internet and gardens to select the style of garden and the colour palette you want. But don’t try to replicate another garden exactly, unless you have the same climate, soil type, aspect, influences from neighbouring properties and time (or gardeners). Ask yourself if your family, friends and pets could live happily with that garden. Create a big picture statement such as: I love a formal garden, roses, low hedges, neat paths/ I love a rich palette of colours in a tumbling country garden mass/I love a park-like garden with deciduous trees and lawn/ I want to attract birds in all seasons. In our region we have a relatively low rainfall, frosts and often long dry periods. Our worst winds come from the west and south but we can have northerly winds and temperatures over 35°C during summer. These are basic realities for all of us but your garden will have its own realities – where shade falls, where trees take up lots of moisture, if there is a natural pathway to the back door and whether your family and pets would respect a change. Be aware that ‘native’ plants are not all native to your area and may not do well.

Look at as many local gardens as you can to get ideas for plants that are doing well in your area and that fit your ‘big picture’. Take a photo of a plant and show it to a nursery person or use an app on your phone for plant identification. Even better is to ask the gardener, because they may be able to tell you the name, its preferred growing conditions in your area and where they got it from. Most nurseries sell a range of plants that they purchase wholesale from plant producers who may not be local. They are not all perfect for your garden. They are usually for sale when they are flowering. It is hard to resist the ‘lolly shop’ effect of seeing something gorgeous, buying it without a spot in mind or full knowledge of its needs. You might even buy it with no time to plant, with the result being ‘death in pot’. If you know the name of a plant you like – research it and ring around to see if it is available locally. Visit local nurseries and talk about the type of plant you need –‘I am looking for a low water flowering plant about a metre high that could be hedged. It will be in full sun. We have frosts.’ Ask for, and listen to, advice and suggestions. One of the most surprising and regular comments we have

received at our nursery is that our plants really grow and thrive in customers’ gardens. If the person selling a plant can’t talk knowledgably about what it likes and general gardening matters, look for someone who can. Pop in to our nursery before we close down on June 2nd. We can help you with plant selection! Christine WindleGarden Gate of Inverleigh Nursery

A STORY FROM INVERLEIGH SENIORS At a recent Seniors Meeting in Inverleigh, all attend-ees were asked to bring along an item from their past, and share the story attached to it. Mary Simpson, pictured right, brought along some memora-bilia from her mothers wedding, including the beautiful new white shoes shown in the picture above. The new Bride to be, Mrs William Bath, like all brides, was very busy in Wedding preparations, and so when the new shoes arrived by post, she opened them with great excitement and found exactly what she had been hoping for. The big day arrived, and the bride, assisted by her bridesmaids, was dressing for her big day. Her dress looked elegant indeed, hair all done, flowers etc. etc. Now to put on her new shoes, only to find that 2 left shoes had been sent by mistake. The Show must go on, so the bride spent the whole wedding day, down the aisle, through the recep-tion and dancing into the evening in 2 left shoes. A great start to a happy marriage!

APRIL 2018 CALENDAR

LEIGH NEWS May 2018 - Inverleigh Presbyterian Sunday School Picnic

The caption reads - INVERLEIGH PRESBYTERIAN SUNDAY SCHOOL PICNIC AT BOTANICAL GARDENS, GEELONG “N.O.W.”

All dressed in their finest with the young lads in suits and boater hats and the little girls looking clean and prim but obviously nobody said “cheese” to hold their smiles. All lined up in age groups but no sign of the best part of any picnic, the food and the games. Men of serving age for the Great War seem to be missing.

Starting at “N.O.W.” News of the Week, a newspaper covering the Western District which included three pages of photos from Geelong, Colac, Warrnambool functions. The Geelong Heritage Centre has reels covering October 1898 to December 1920 and it ceased publication in 1924.

Next comes a search of the Geelong Advertiser digitalized records on Trove. It

appears the Presbyterian School travelled to Mr Amiet’s at Murgheboluc in 1863 and had their annual picnic in 1865. Ten vehicles took one hour to convey the Sabbath School to Mr. Kininmonth’s property Barunah in 1874 when even the poor weather failed to dampen their spirits. By 1921 two hundred were present at the Picnic on Mr. McCallum’s bush paddock.

An entry in the Ballarat Star in February 1918 may give some clue as to the logistics of organising a picnic in the Botanic Gardens from Inverleigh.

Of course they went by train, Inverleigh station opened in 1913. Cobb’s drags would have been so exciting along the streets of Geelong. All the copies of the NOW that I perused have the ABC Café as their banner advertiser so an early lunch and no picnic mess in sight. Maybe it was the feeling they had been overcharged they reverted to the Leigh Common in April 1918. This is certainly not the combined churches 300 attendees but a group of about 120 enjoying an outing after the war had ended. Sometime between 1918 and 1924, we may never know the exact date.

CALENDAR COMPILATIONS BOOKLETS

Each month the IHS provides an article in the Leigh News tell-ing the story of the relevant image in their calendar. These commenced in 2009 and many encouraging comments have been made by residents about their interesting and informative content. To save these stories be-ing lost, the first two volumes comprising 2009/10 and 2011/12 are now available for purchase at $20 each booklet.

Available from the General Store, Garden Gate or Bronwyn Price, we think both newer and older residents will find the stories quirky and interesting about our home town.

As always the Historical Society is desperate to obtain images of any era for their future calendars because after ten years our collections have been used extensively. Please contact Liz McDonald on 5265 1270. Don’t forget 8pm, 4th Monday at the Hall for a cheery Historical Meeting.

By their own admission, these Local Laws will have a significant effect on the communities in which we live, the one of which I am addressing today being not only the number of animals you will now be able to keep on your property, but addi-tionally, the number of species, depending on which of the columns, drawn up by Council, that your property falls into, before penalty units are imposed on you.

Pictured here is myself and fellow Councillors at a recent Conversation Post we held at the CFA Thank You Day in Roke-wood. We held this to engage the community in the Roke-wood Community Plan.

The 2018-19 Budget and reviewed Council Plan is going to Council at the April Council meeting on Tuesday 24 April in Linton. They will be available on our website from Monday 30 April, and a print version will be displayed in our Customer Service Centres (Linton, Ban-nockburn and Smythesdale) and at the Bannockburn Library. Commu-nity input is encouraged; find out more below or visit goldenplains.vic.gov.au/budget for more information. In this edition, you can find out about vacancies at the Bannock-burn Children’s Service. Not only is the Service delivered by experi-enced Early Years professionals, it is also located at the Bannockburn Family Services Centre, which has a large-scale nature play space (the children just love it!). Council has received enquiries from the community about the future of a number of trees in Inverleigh. While we appreciate the en-vironmental and social importance of the trees in Inverleigh, there are concerns about the safety risks some trees pose on the community, so Council is undertaking an independent arborist’s report, which includes a review of the trees health. Please visit the Council website and search ‘Inverleigh trees’ to see Council’s response to community concerns.

Your Golden Plains market update.

Around this time each year I often find myself talking with other local home owners who are weighing up whether to sell now or wait until Spring before putting their home on the market. The fact is, there are pro’s & con’s to each option, however, unless you have very specific reasons for delaying your sale

you are likely to achieve a better result by selling now. Here’s a brief summary of the main factors why… 1. Many sellers will make the decision to wait until spring, this means there are less properties on the market now, creating more demand for those who do decide to sell during winter. 2. There are still many buyers who were qualified to buy earlier in the year who are yet to find their ideal home. 3. Interest rates are still at historic lows, so more buyers are keen to lock in these rates while they are still available. Talk of rates starting to rise again in the near future means they are keen to buy as soon as possible. 4. As you may have read in the daily papers, our results so far this year have been very strong, with numerous sale prices exceeding our vendors’ expectations.

5. Last, but not least, research over a 10 year period by RP Data has proven that more than a quarter of all properties sold in Australia are sold during Winter, so it’s clearly not the “quiet time” in the property market that many assume. Furthermore, data collected from realestate.com.au shows that almost a third more properties sold in the lower Golden Plains last winter (92 sales in total) than both spring and summer of the same year (67 and 68 sales respectively). Of course, this is a general summary of the current market outlook, and every situation is different. So before you make any definite plans, we suggest that you give us a call to discuss your individual circumstances and plans for the future, our assistance is always provided without cost or obligation.

IN OTHER NEWSCongratulations

We would like to say a big congratu lations to one of our amazing clients, Margaret Coker who is retiring after teaching children Responsible Pet Ownership for almost 20 years.

We feel very priveliged that Marg entrusts us to care for her beautiful dogs.

Congratulations Marg!

Why do pets need blood tests?

Animals are experts at adapting to pain. Our pets cannot tell us if they are unwell or if a fatty meal makes them nauseous or if it hurts when they sit down.

Blood tests are therefore very im-portant in assisting our Veterinar-ians in diagnosing problems and illnesses in our pets.

Pets require blood tests for many reasons. They are used prior to anaesthetics to identify problems that could arise and to adjust med-ications used for a procedure.

Rat Bait Poisoning As the weather gets colder, rat and mice numbers tend to rise as the cooler weather forces them to search for food closer to our homes, sheds and ga-rages where we feed our pets. Rats and mice spread disease, eat our crops, leave droppings and make nests in our homes. We all know the use of rat bait is common. Unfortunately, as the use of these poisons increase so does the accidental poisoning of our pets. We have already seen numerous cases at the clinic in the past month . To minimise the risk of accidental poisoning of pets, wildlife and chil-dren, the baits should be placed in areas that are accessible only to the rodents. If you see your pet eat rat poison contact the clinic immediately. Bring the packaging in with you so our Vets know exactly what toxin was ingested by your pet. If your pets has eaten the rat poison within the previous few hours the first thing our vets will do is induce vomiting. Unfortunately, rat bait is often ingested without the owner’s knowledge. If your pet has had access to rat poison one of the major signs of intoxication is bleeding as rat bait kills by interfering with the ability of the body to produce clotting factors. Symptoms of rodenticide poisoning in your pets usually start to appear around 3-5 days after ingestion.Symptoms:

Lethargy Pale gums Blood in urine or faeces, or any visible bleeding Loss of apetite Deptression Vomiting CoughingIf your dog or cat shows any of these signs they need medical treatment immediately. Bloods will be taken that allows us to test the clotting time of your pets blood. If the result is abnor-mal it helps us make the diagnosis of rat bait intoxication.

Treatment for raitbait poisoning is Vitamin K which will be given by injection at the clinic. Vitamin K allows the liver to start manufacturing clotting factors again. Vitamin K treatment continues at home for 6 weeks in the form of oral tablets with repeat blood clotting tests performed at the clinic after the tablet course is finished. Strict rest is important. If your pet is severly affected they will require hospitalisation, intravenous fluids and in some cases a blood transfusion.

Chicken Health Keeping chickens is a relatively easy job, as long as you establish a strong routine. They only tend to get up to destructive behaviours like feather picking and pecking order disputes when they’re bored.

Which Breed? There are many different breeds to choose from - Isa Browns Rhode Island Reds Silkies

They are used to screen underlying diseases that cannot be picked up by a physical examination.

They are used to monitor the effects of certain drug therapies.

Blood tests won’t hurt your pet, but not having them done could.

Our in-house laboratory analysers provide rapid and reliable results.

In some cases our vets will choose to send bloods away to an external veterinary laboratory for more comprehensive analysis.

The good news is, you don’t have to pick one, mixed flocks are common.

How Long do chickens live? Chickens can live 8-10 years

When do hens start laying? Most hens start laying at 18-20 weeks of age.

Here are some things your need to do each day for your chickens to keep them happy and healthy.

Ensure they have plenty of food and clean water. Chickens need a constant supply of chicken feed, shell grit. Scraps like leafy greens and yoghurt are a perfect treat.Empty the nesting box of any eggsCheck the coop is cleanSafety and Health:

The best security for your chickens is a fully enclosed coop with wire floor meshing. Count your chickens at the end of each day before they go back into the coop to ensure that everybody is safe.

Once you have had your chickens for a while and inter-act with them and get to know them individually, you will know when they’re unwell.

But here are the most common signs:

Lethargy, chickens are usually very busy creaturesHunched postureHiding their heads under their wingsHuddling in cornersErect feathersMedicating chickens is nothing like treating other pet species. As a food producing animal, the law is very clear on what we can and cannot do. Why?

People may accidentally consume eggs contaminated with hazardous drugs. The use of certain antibiotics is prohibited to prevent bacterial resistance spreading to humans via the food chain.

Worming: Chickens are infested most commonly by 2 groups of worms called roundworms, hairworm and tapeworms. Chickens should be wormed every 3 months.

If your chickens are having trouble with internal or external parasites, we recommend making an appointment with our Vet to allow us to diagnose and treat the problem.

Luke 19:28-40 Easter has now passed so maybe it’s appropriate to revisit it now all the Easter eggs have been eaten and the holiday with friends and family has been enjoyed. Let’s have a look at Easter week! The first Palm Sunday marked the real beginning of the way of the cross for Jesus. When Jesus chose to ride a donkey, a figure of fun in the animal world, into Jeru-salem it was to be a symbolic entry. So maybe Jesus was making some sort of statement about not being afraid to do apparently foolish things for God. This mode of entry chosen by Jesus perhaps also foreshadowed his act at the Last Supper, of washing the disciples’ feet. It demonstrated the totally opposite form of leadership to anything we might know in the world. Already he was beginning to demonstrate those gospel paradoxes, that God’s strength is made perfect in weakness, and that the really wise people are those who are willing to be fools for God. But even so, it was a high spot. Exciting, fun, a good time being had by all. Yet Jesus made no attempt to capitalise on

all that good feeling. It was almost as if the “doing” part of his ministry, was pretty nearly over. In fact, far from capitalising on the general good will, he actually destroyed the mood very abruptly by going into the temple and driving out the moneychangers and the dealers. Suddenly, that fun time became scary and ominous. The excitement and fun of the entry into Jerusalem on Palm Sunday was followed very quickly by fear and anxiety. And this pattern continued.

The high of the Last Supper or-ganised by Jesus to celebrate the Passover festival was followed by the low of his arrest in the garden of Gethsemane. And the fear and the terror and the anxiety and the dread that must have been felt by all his friends, overwhelmed them when later he was crucified. And I guess this is a familiar pattern in life. Life’s high spots are so often followed by low spots. So much so, that some people are never able to quite trust the heights, forever wondering what’s just around the corner. For others there are always clouds on the horizon, no matter how bright the day.

But the amazing thing about Easter is that although it appeared to finish in the utter depths of the cruci-fixion, in fact it actually finished on a tremendous high. Because God was there, in all the mess and the pain and the suffer-ing, and because Jesus saw it through to the end without ducking out of it, God was able to redeem the whole situation. And to pull resurrection out of crucifixion. The way of the cross isn’t smooth. It’s up and down. Sometimes it’s terrific. Sometimes it’s terrible. But as long as it’s followed right to the end, as long as you grit your teeth and stick with it, no matter how painful or how awful, as long as you continue to trust God, no matter how foolish you feel or how difficult it seems, then it’ll finish on an amazing high. And in that high, for you there’ll be the sort of new beginning you never dreamed was possible. For you too will experience your own form of resurrection in this life. Because that’s what Jesus made possible.
