Introduction This award is aimed at candidates who • are following Modern Apprenticeship programmes • or require evidence towards the underpinning knowledge of the NVQ • or do not have access to an NVQ • or wish for career progression within the Thermal Insulation industry Without evidence of formal qualifications, candidates must be able to demonstrate prior adequate knowledge and experience necessary to complete the course. This award is designed to contribute towards the knowledge and understanding for the NVQ in Thermal Insulation Level 2, while containing additional skills and knowledge which go beyond the scope of the National Occupational Standards. It provides a valuable alternative for those candidates who do not have access to the NVQ.

General information This Award has been designed by City & Guilds to support government initiatives towards the National Qualifications Framework. It can contribute towards the knowledge and understanding required for the related NVQ while not requiring or proving evidence of occupational competence. General structure The Award is made up of units expressed in a standard format. Each unit is preceded by details of the • structure of the unit • aims and general coverage of the unit • relationship of the unit to the appropriate NVQ National Occupational Standards • outcomes • assessment methods. Assessment and quality assurance National standards and rigorous quality assurance are maintained by the use of: • City & Guilds set and marked written tests. • City & Guilds assignments, marked by the centre according to externally set marking criteria, with quality assurance provided by the centre and monitored by City & Guilds’ external verification system, to ensure that national standards are maintained. • Centre devised assignments, which must be developed in line with City & Guilds assignment templates and approved by City & Guilds prior to use. Monitoring of assignments will be undertaken by City & Guilds through the external verification system. Quality assurance includes initial centre approval, scheme approval, the centre's own procedures for monitoring quality and City and Guilds' ongoing monitoring by an External Verifier. Details of City & Guilds criteria and procedures, including roles of centre staff and External Verifiers can be found in Providing City & Guilds Qualifications - a guide to centre and scheme approval. Assessment components are graded (Pass, Credit, Distinction). For candidates with particular requirements, centres should refer to City & Guilds policy document Access to assessment, candidates with particular requirements.

Course Design Teacher/assessors should familiarise themselves with the structure and content of the award before designing an appropriate course; in particular they are advised to consider the knowledge and understanding requirements of the NVQ.

City & Guilds does not itself provide courses of instruction or specify entry requirements. As long as the requirements for the award are met, tutors/assessors may design courses of study in any way that they feel best meets the needs and capabilities of the candidates. Units are broadly the same size and centres may deliver them in any order they wish. Centres may wish to introduce other topics as part of the programme which will not be assessed through the qualifications, eg to meet local needs. It is recommended that centres cover the following in the delivery of the course, where appropriate • Key Skills (such as Communication, Application of Number, Information technology, Working with others, Improving own learning and performance, Problem solving) • Health and safety considerations, in particular the need to impress to candidates that they must preserve the health and safety of others as well as themselves • Spiritual, moral, social and cultural issues • Environmental education • European dimension. It is recommended that 300/350 hours should be allocated for the three units required for certification. This may be on a full time, part time or distance learning basis. No specific prior qualifications, learning or experience are required for candidates undertaking the qualification. However, the nature of both the learning and assessment required for the qualification is such that at Level 2 candidates will need basic literacy and numeracy skills: i.e. the ability to read and interpret written tasks and to write answers in a legible and understandable form. Candidates will also need to be able to organise written information clearly and coherently, although they will not be assessed for spelling or grammatical accuracy unless this is part of the assessment criteria. Centre and scheme approval Centres wishing to offer City & Guilds qualifications must gain approval. New centres must apply for centre and scheme approval. Existing City & Guilds centres will need to get specific scheme approval to run this Award. Full details of the process for both centre and scheme approval are given in Providing City & Guilds qualifications - a guide to centre and scheme approval which is available from City & Guilds’ regional offices.

Registration and certification Candidates must be registered at the beginning of their course. Centres should submit registrations using Form S (Registration), under scheme 6125. When assignments have been successfully completed, candidate results should be submitted on Form S (Results submission). Centres should note that results must NOT be submitted to City & Guilds until the external verifier is satisfied that the required standard has been attained. Candidates achieving one or more assessment components will receive a Certificate of Unit Credit listing the assessment components achieved together with the grade (D, C or P). Candidates achieving the number and combination of assessment components required for the award will, in addition, be issued a Certificate. Certificates are not graded. City & Guilds reserves the right to suspend an approved centre, or withdraw its approval from an approved centre to conduct a particular City & Guilds scheme or particular City & Guilds schemes, for reasons of debt, malpractice or for any reason that maybe detrimental to the maintenance of authentic, reliable and valid qualifications or that may prejudice the name of City & Guilds. Full details on all the above procedures, together with dates and times of written tests will be found in the Directory of Vocational Awards published annually by City & Guilds. This information also appears on City & Guilds Web site http://www.city-and-guilds.co.uk External verification An External Verifier will make an annual visit to the centre and their role includes the following: • ensuring that internal verifiers are undertaking their duties satisfactorily • monitoring internal quality assurance systems and sampling assessment activities, methods

and records • acting as a source of advice and support • promoting best practice • providing prompt, accurate and constructive feedback to all relevant parties on the operation

of centres’ assessment systems.

Guidance notes on assessment Section 1- Introduction The City & Guilds Level 2 Thermal Insulation Award is designed to provide opportunities for candidates to gain accreditation for their individual level of understanding of the underpinning knowledge relevant to the appropriate industrial sector. Section 2 – Assessment In order to gain the full certificate candidates MUST complete ONE multiple-choice paper for Unit 1 ONE centre devised assignment based on an assignment template provided for Unit 2. FIVE City & Guilds set assignments covering Unit 3 2.1 What is provided by City & Guilds City & Guilds will provide multiple choice tests for unit 1. City & Guilds will provide assignments and marking guide for unit 3 City & Guilds will also provide an assignment template for unit 2. 2.2 Assessment of Core unit Unit 1 will be assessed by an externally set multiple choice question paper. These tests will be available from June 2004. Each test will comprise of multiple choice items in accordance with the test specifications provided. 2.3 Assessment of Unit 3 These units are assessed by a City & Guilds devised assignment to the published specification. 2.4 Assessment of Unit 2 Each unit should be assessed by the use of an assignment. The assignment should be produced by the centre in accordance with the template provided by City & Guilds. The resultant level of candidate achievement will be graded. Assignments will provide opportunities for candidates to be assessed for a sample range of the practical activities and knowledge statements required for the unit. The range of assignments developed by the centre for each unit should ensure that all the practical activities and knowledge statements are assessed as the centre uses a range of assignments over a period of time. City & Guilds will provide assignment templates from which centres should produce the assignments for the units contained in this award. Centres are required to use the templates provided by City & Guilds. City & Guilds centre devised team must approve all assignments prior to use by the centre. (see 2.5.2 page 12) 2.4.1 Assignment templates Detailed assignment templates for unit 2 are provided as a separate document on the accompanying 6125 Assessment CD-ROM. 2.4.2 Guidance for Marking Detailed marking and grading criteria are provided for each assignment in the Marking Criteria section of the assignment.

2.4.3 Marking assignments 2.4.5 Feedback Assessors must ensure that candidates understand why a particular grade has been given for the award. If a candidate’s work is selected for verification, samples of work must be available to the appointed external verifier. 2.5 What centres need to do 2.5.1 Producing assignments to assess units Centres need to produce papers to the given template for unit 2 and a separate mark scheme (see Guidance for marking section on page ) 2.5.2 Submission of assignments All assignments MUST be approved for use by City & Guilds. Each assignment should be submitted with a copy of the centre-devised assignment submission report.* Centres MUST submit all centre devised assignments to Centre Devised Unit, City & Guilds, 1 Giltspur Street, London, EC1A 9DD SIX weeks before they intend to use the assignment if submitted electronically to the following email address: [email protected] EIGHT weeks before they intend to use the assignment if a paper based submission is made (THREE copies must be provided). *A copy of the Centre-devised assignment submission report is contained as a separate document on this CD-ROM and should be submitted with the assignment.

Unit 1 Work safely and efficiently Description This unit is about: 1. awareness of relevant current statutory requirements and official guidance 2. personal responsibilities relating to workplace safety, wearing appropriate personal

This unit is about: • adopting safe and healthy working practices • erecting and dismantling general accessing equipment • assessing the requirement for general accessing equipment • preparing, erecting and securing equipment ready for use • dismantling and removal of the accessing equipment • understanding what will be required of you when working in industry Equipment covered: lean-to ladders, steps, trestles, proprietary staging and basic working platforms. Connections with other awards This unit contributes towards the knowledge and understanding of the following unit of the Level 2 NVQ in Thermal Insulation: Evidence This is how you can prove that you are able to do the work: 1 You must be assessed by an Assessor who is skilled in the occupation and is approved to assess this unit.

2 The Assessor must watch you erecting and dismantling simple accessing equipment. He or she will need to see you carry out the range of activities in the performance section.

3 The Assessor must inspect your work to see that you have done it to the industrial standards, where applicable.

4 The Assessor must ask you questions, or ask you to complete a questionnaire, to make sure you have the knowledge required.

Unit 2 Erect and Dismantle Simple Accessing Equipment Practical activities To achieve this unit, you will need to show that you can carry out the following work activities.

1. Identifying the requirements for general accessing equipment:

a what is the situation and extent of the access required and what equipment will be used to provide the access

b checking the need to use accessing equipment (e.g. to gain height, get over awkward areas and over obstacles).

c determining the means by which access can be achieved (lean-to ladders, steps, trestles, proprietary staging and basic working platforms)

2 Obtaining appropriate tools and fixing aids to assemble and secure the accessing equipment:

a selecting appropriate tools and equipment required to provide and secure suitable and safe access

b determining the tools and means of fixing that are to be used to support and secure the equipment (e.g. hand tools, powered tools, ropes, clamps, stays and ties)

3 Erecting general accessing equipment that is safe and usable for its purpose: a using recognised and approved techniques and to any regulatory requirements b setting up the selected access equipment safely and correctly, in accordance with

the manufacturer’s recommendations and instructions

3 Tools and fixing aids to be used (in the context of the accessing equipment to be assembled):

a these would include hand tools, powered tools and fixing materials/equipment b types of tools and fixing aids used to support and secure equipment (e.g. spanners,

torque wrenches, powered hand tools, ropes, clamps, stays and ties)

4 Documentation associated with obtaining and using accessing equipment: a these could be work sheets, log books, certificates/records for use and store’s

records b work sheets, receipts and notes for use and return of materials, tools and equipment

5 Methods of erecting the relevant general accessing equipment: a methods and techniques associated with the erection/assembly and use of the

access equipment b manufacturers’ recommendations for the selected equipment being

erected/assembled and any operational practices involved with the accessing facility

6 Methods of dismantling for the relevant general accessing equipment: a methods and techniques associated with the dismantling/disassembly of the access

equipment b manufacturers’ recommendations for the selected equipment being dismantled/dis-

assembled and any operational practices involved with the removal of the accessing facility

7 Operational and organisational procedures for dealing with damaged accessing equipment:

a what the procedures are for reporting/replacing damaged and defective equipment before and during use

b site and organisational procedures for dealing with defective and damaged equipment

Performance In achieving the unit, you will have been assessed as competent when carrying out work activities in a training environment. To achieve the related NVQ unit, you will require evidence from the workplace for the activities listed below. • Obtaining appropriate tools and fixing aids to assemble and secure the accessing equipment: – selecting appropriate tools and equipment required to provide and secure suitable and safe access – determining the tools and means of fixing that are to be used to support and secure the equipment (e.g. hand tools, powered tools, ropes, clamps, stays and ties)
