The department’s mission is to:

The LADSS Information Services Division strives to:
•Develop creative, enterprise technology solutions that enable DSS to provide quality services to its customers
• Work with its internal and external stakeholders to deliver information technology products and services in a
responsive, cost-effective manner to DSS offices, staff, end-clients, and State departments.
Business Intelligence & Reporting Office
(BIRO)
BIRO operates a data warehouse that serves as the principal sourcefor meeting the reporting needs within DSS. This office was initiallycreated to address certain reporting requirements within the Office ofFamily Support but proved to be so successful that it evolved into analternative reporting repository for most DSS mainframe legacy systems. It is now the primary reporting tool for new development.
Production data is extracted, transformed and loaded from thevarious systems using Data Migrator, then sophisticated multi-dimensional reports are produced using WebFOCUS. This allowsreports to be published to the intranet/internet for viewing and manipulation. It also enables end users the ability to perform on-lineanalytical processing, empowering them to create customized reportsto suit their individual business needs.
The architecture consists of various interconnected elements which include:
1. Operational and external database layer: the source data for the Data Warehouse, i.e., Adabas, SQL, DB2, flat files 2. Data Access Layer: the interface between the operational & informational access layer, i.e., Data Migrator 3. Metadata Layer: the data directory or repository of the metadata information. 4. Informational access layer: the tools by which the end user can extract and analyze the data, i.e., WebFOCUS

LA DSS Fraud & Recovery Section of DSS-Office of Family Support required a Geographic Information System capable of running WebFOCUS reports for EBT (Electronic Benefits Transfer) transactions. The system combines the power of GIS mapping technology developed by ESRI & the business intelligence reporting capabilities of WebFOCUS developed by Information Builders to spatially enable data about EBT transactions between food stamprecipients and the stores that accept the food stamps.

Following Hurricane Katrina, DSS’ need for geographic data expanded dramatically due to the displacement of people in the impact area. This resulted in an immediate increase in daily disaster-related transactions, as well as creating an urgent need for cooperating agencies such as FEMA, USDA & other state offices for critical location information.
LA DSS was able to use GIS to solve many of the urgent problems created in the aftermath of Hurricane Katrina, as well as improve delivery of services to those in need. This system has served as a model for disaster management & recovery nationwide.

LADSS’ Office of Community Services Child Welfare division determined the need to track Child Welfare activities. The activities include Child Protection, Foster Care, as well as numerous case-tracking matrices. OCS will use GIS mapping technology and WebFOCUS reporting capabilities to provide frontline staff and supervisors the visual capability of viewing clients as well as placement and service providers in their area to meet the needs of a child placed in Foster Care. Additionally, the application will be used by OCS Home Development staff in determining areas of need for recruiting new foster homes.
Scope of Project
In order to accomplish this task, several issues had to be addressed:
• Create a new Foster Care database for GIS• Address issues involving the cross-over of
multiple platforms • Build new Data Migrator flows as needed to
load and update the SQL tables for GIS• Integrate GIS with current BIRO data• Build launch forms & reports• Geocode the data• Build map layers• Build an application menu
GISA geographic information system is a framework for understanding data and applying geographic knowledge to solve problems. By visualizing relationships, connections, and patterns in data, informed decisions can be made and increase efficiency throughout an organization.
