Broad area-wise scheme of resource sharing of current periodicals is illustrated and an extension of the same to include other high-cost learning resources as well as other library activities and services is proposed. INTRODUCTION The growth of formal management education and training in India has been quite impressive, par- ticularly during the last two decades. Starting with less than 10 institutions in 1950s, adding 20 in 1960s, another 30 in the 1970s and more than 50 in the 1980s, now, more than 250 institutions (4 Indian Institute of Management (IIMs), more than 50 universities, and nearly 200 other types of in- stitutions offer formal management education and training. There-have also sectoral instiutions spe- cifically established to focus on management prob- lems in different specialised areas. Some of them are: National Institute of Bank Management, Pune; Management Development Institute, Gurgaon; Indian Institute of Public Administration, New Delhi; National Institute of Industrial Engineering, Bombay; Administrative Staff College of India, Hyderabad; Small Industry Extension Training Institute, Hyderabad; Institute of Rural Manage- ment, Anand; XLRI, Jamshedpur; several state in- stitutes of Public Administration; etc. Teaching and research in all these institutions are centered around their libraries. The libraries, with their limited financial resources, face serious prob- lems in managing enormous information flow. As is the case of every other library of to-day, it is essential for management libraries to share their resources, and organise services on a coopera- tive basis to satisfy collectively the information needs of their respective user communities. The pressing need for resource sharing has prompted several national-level projects to go in for library networking. Through the Information and Library Network (INFLIBNET) programme of the University Grants Commission (UGC), efforts are already on to network the library/information sys- tems in all the universities and major research li- braries of the country. Another academic and re- search network (ERNET) has been developed to link major academic institutions of the country. In addition to these, a number of other local, regional and national networking schemes in science and technology fields and other areas are being de- veloped/coordinated by one agency or the other. LEARNING RESOURCE BASE OF IIMs Table 1 shows that the libraries of the four national level management education institutions - the In- dian Institute of Management (IIMs) - have, over the years, developed a rich learning resource base in the field of management and related areas. The use of this rich resource base can be more cost effective if the same are shared. Not only will this maximize the use of these resources, but, it will also ensure judicious use of financial resources which, of course, are always limited. The need for resource sharing among the IndianInstitute of Management (IIMs) is discussed. INTRODUCTION

The growth of formal management education andtraining in India has been quite impressive, par-ticularly during the last two decades. Starting withless than 10 institutions in 1950s, adding 20 in1960s, another 30 in the 1970s and more than 50in the 1980s, now, more than 250 institutions (4Indian Institute of Management (IIMs), more than50 universities, and nearly 200 other types of in-stitutions offer formal management education andtraining. There-have also sectoral instiutions spe-cifically established to focus on management prob-lems in different specialised areas. Table 1 shows that the libraries of the four nationallevel management education institutions - the In-dian Institute of Management (IIMs) - have, overthe years, developed a rich learning resource basein the field of management and related areas. Theuse of this rich resource base can be more costeffective if the same are shared. Not only will thismaximize the use of these resources, but, it willalso ensure judicious use of financial resourceswhich, of course, are always limited.

On the basis of data gathered. an attempt hasbeen made here to discuss as to how resourcesharing could be a meaningful and a cost-effec-tive exercise in case of periodicals (at least to be-gin with) subscribed to by the libraries of IIMs.

ANNUAL EXPENDITURE ON BOOKS & PERI-ODICALS

Table 2 shows that these libraries annually spendnearly a crore and half of rupees on the acquisi-

tion of these materials. The subscription of cur-rent periodicals alone takes more than 73 percentof the total expenditure on reading materials. It is

in this context that a need to examine this area ofresource sharing emerges.

Further, the growth in periodicals procurement hasbeen dedining year after year, though the expen-diture has been steadily increasing (Table 3). Withthe costs going up, the budgets shrinking, andknowledge over flowing, the trend is bound to con-tinue in future. It is, therefore important to find some

way to control the situation. Table 3 shows that,whereas during the periods from 1988-89 to 1995-96, the total periodicals procurement of IIMs alonehas gone down by 18.32 percent, the expenditurehas gone up by 246.15 percent. In fact, the amountspent by anyone of these libraries towards 1995-96 subscriptions/renewals was almost equal to theamount spent by all of them in 1988-89.

Table 4 shows the extent of duplication. Against atotal of 2073 periodicals procured by these librar-ies in 1995-96, they received only 1301 uniquetitles. This means that more than one copy of 772

periodicals was being subscribed to by these li-braries. Out of 772 such titles, 476 (62%) wereforeign and 296 (38"/0) were Indian.

Further study of the periodicals procured by theselibraries revealed that 80 periodicals (33: Indian

In view of similarity in the mission, objectives, andfunctions of the libraries of the IIMs, one shouldnot be surprised about such an extent of duplica-tion and overlap. But the data suggest that in viewof the ever-soaring prices of the current periodi-cals, devaluation of Indian currency, shrinking li-brary budges, and enormous downpour of litera-ture, it is high time to examine critically each andevery expensive and commonly procured periodi-cals, and work out mutually agreed upon proce-dures of sharing such materials without, in anyway, jeoparadizing the basic interests of any ofthe IIMs. Without resorting to this alternative, thetrend is likely to continue the way it has beenshown in Table 3. The number of titles will keepon decreasing even though the expenditures willcontinue to increase steadily.

EXPENDITURE ON COMMON SUBSCRIPTIONS

Such a measure of cooperative sharing becomesall the more important when the expenditure forthe current periodicals is further analysed, particu-larly for the duplicate ones. Acquisition of 80 peri-odicals (320 subscriptions) by all the 4 IIMs ac-counts for Rs. 19.90 lakhs as against Rs. 4.975lakhs which is the actual subscription cost of these80 periodicals. Out of these 19.90 lakhs, 19.40

lakhs (97%) are spent towards the subscription of47 foreign periodicals (188 subscriptions) asagainst Rs. 4.85 lakhs which is the actual sub-scription cost of these 47 (59%) foreign periodi-cals. In other words, the IIMs individually as wellas collectively spend about 17% of their annualperiodicals budget on duplicate (common) sub-scriptions of foreign periodicals. In view of this andlooking at the data in Table 5, one can imaginethe magnitude of the amount spent on commonsubscriptions by any three or any two of the IIMs.

COMMON EXPENSIVE SUBSCRIPTIONS

For the purpose of the present investigation andto get an idea about the magnitude of duplicationand the correspondence expenditure, it was de-cided to examine the expenditure data of the peri-odicals whose annual subscription did cost Rs.10,000 or more. Table 6 shows that in 1995-96, allthe 4 IIMs spent nearly 42% of their annual peri-odical budget on subscription of just 11% of theirtotal periodicals. What is of utmost concern, here,is that 14 such periodicals (56 subscriptions) arebeing subscribed to by all the 4 IIMs which costsIIMs Rs. 14.15 lakhs as against their actual sub-scription amount of Rs. 3.54 lakhs.

Against a total of 216 such subscriptions -IIM(A):47 periodicals; IIM(B): 40 periodicals; IIM(C): 50periodicals and IIM(l): 79 periodicals, only 111titles as shown in Annexure 2 were received inIIMs. Subscription of these 111 titles (216 subscrip-tions) costs IIMs Rs. 47.50 lakhs as against Rs.23.90 lakhs which is their actual annual subscrip-tion cost - a net wastage of Rs. 23.60 lakh in viewof this duplication.

Further analysis of commonly subscribed to ex-pensive periodicals (by more than one 11M), re-veals that against a total of 161 such subscrip-tions, only 56 titles as shown in Annexure 3 werebeing received in IIMs and 105 copies were dupli-cates. These 161 subscriptions cost IIMs Rs. 33.94lakh whereas the actual subscription for 56 titleswas only Rs. 11.71 lakh. The duplications in thiscase cost IIMs Rs. 2-2.23. As already indicated,outof these 56 titles, 14 periodicals (56 subscrlptions)are being subscribed to by all the 4 IIMs. 21 titles(63 suoscripfions) are being subscribed to by anythree of them (ABC, ACl, BCl, ABl) and 21 titles(42 subscriptions) by any two of them (AB, BC,AC, Al, Bl, Cl.), From this, it is seen that the du-plication is because each library is operating inisolation and is trying to be self-sufficient in meet-ing the needs of it's users.

OTHER COLLECTIONS

Besides current periodicals, these libraries acquirereading materials in other physical forms, such asbooks, reports, etc. In the case of books, etc.,however, it is difficult to ascertain the extent ofduplication statistically. A critical analysis of the

monthly additions of books of all the four IIMs forthe year 1994-95 revealed 30% to 40% duplica-tion in book procurement as well. This also in-cludes the costly reference tools.

The libraries have developed good collections ofnon-print materials as well. These mostly includethe microform collection of backfiles of periodicals,case materials, and audio-visual materials. In thiscategory, however, there was not much of dupli-cation. The libraries have also started acquisitionof high-cost databases in CD-ROMs and othercomputer readable media.

In view of the above, it is necessary that the li-braries develop some rational and mutually ben-eficial guidelines for the procurement of the vari-ous kinds and types of learning resources. Suchan approach will mini mise duplication on the onehand and ensure comprehensive coverage on theother, saving the valuable financial resources,which are always scarce.

WAY OUT ~ TO SHARE: THE PERIODICALSAS A TEST CASE

Depending on the strength of the existing librarycollections, and the present and future academic,programmes, it may be appropriate that the par-ticipating libraries develop their existing acquisi-tion policies to ensure consistent and comprehen-sive development of resource materials in theirprefered or priority areas. Tables 7 gives an' indi-cation that IIM(C) may specialize in BehaviouralApplications; IIM(B) in Environmental Applications;IIM(A) in Strategic Management & Finance andIIM(l) in Quantitative and Systems areas.

Information on the rating of their collections in thefour broad subject areas provided by the librar-

ians of these Institutions also supports this view(Table 8).

Some other influencing factors to decide for spe-cialization could be the strength of the library col-lections of other management schools around thegeographic region of a particular 11M.Collectionstrength of the libraries of nearby university man-

agement departments and other similar institutionsneeds to be taken into account while deciding onsuch issues. The parameters suggested to allo-cate a particular area to a specific 11Mare just toillustrate the point that a resource sharing exer-

cise among IIMs can be a cost-effective one, ifundertaken on some sound logical rationale. Theother objective is that since self sufficiency in thisage is ruled out, resource sharing is the only wayto bridge the gap.

As a test case for periodical subscriptions, it maybe appropriate if the periodicals whose subscrip-tion rates are Rs. 10,000.00 or more are consid-ered first for the purpose of sharing. Out of the 14such periodicals that were being subscribed to byall the four IIMs, it might be appropriate if IIM(C)may subscribe to the Human Relations; the LongRange Planning; and The OrganizationalBehavioural and Human Decision Process. like-wise IIM(B) may subscribe to the Journal of De-velopment Economics, the Journal of InternationalEconomics; the Naval Research Logistics Quar-terly; and the World Economy. IIM(A) may sub-scribe to the Euromoney, the Journal of Account-ing and Economics; the Journal of Financial Eco-nomics; and the World Development. IIM(L) maysubscribe to the Computers and Operations Re-search, the European Journal of Operational Re-search; and the Information and Management.

To begin with, if the sharing of these 14 periodi-cals is started on the above lines, a minimum sav-ing of nearly 10.61 lakhs (14.15-3.54) per annumis ensured. Similarly, if procurement of other 21periodicals (63 subscriptions) subscribed to by anytwo of them is shared ( Annexure 4) on mutuallyagreed terms, there will be substantial saving of

Rs. 11.62 lakhs (22.23-10.61) per annum, thus anet saving of Rs. 22.23 lakhs per annum, whenonly the titles costing Rs. 10,000.00 or more areshared. Once the efforts prove successful, which,of course, have to be backed up by fast means ofdocument delivery/transmission, the exerciseshould be extended to cover all the other 661 (772-111) duplicate SUbscriptions, particularly the for-eign ones, which alone number 364 (475-111).

Collection development of other learning re-sources, particularly the high-cost reference ma-terials, indexing and abstracting services, data-bases in electronic media and audio-visual mate-rials, etc. if undertaken within this framework isbound to yield successful results.
