Please vote for Amendment 1 November 6. It says: “Nothing in this Constitution secures or protects a right to abortion or requires the funding of abortion.” Its purpose is to cleanse our state constitution from abortion and allow the state legislature to exercise its appropriate responsibility for control over the funding of abortion.

Over the years, West Virginia taxpayers have paid nearly $10,000,000 for 35,000 abortions. However, the U.S. Supreme Court had ruled in 1980 in Harris v. McRae that the Court’s 1973 abortion decisions created a right to abortion, not a government entitlement, under the federal constitution. Since then, federal Medicaid dollars have been limited to the funding of abortions only in cases that threaten the life of the mother or in rape and incest.

Dear Friends, The United States Constitution was designed

to give the people the power to control the government entity that determines what laws are passed. We elect representatives to the legislative bodies every few years, and they pass the laws. The judicial branch of government evaluates those laws and enjoys 12-year terms before facing the voters.

In 1993, the WV State Supreme Court overstepped its role and invented a new duty for the State of West Virginia to fund elective abortions. That was contrary to state law (WV Code §9-2-11), which already outlawed taxpayer funding for elective abortions but exempted abortions in the cases of medical emergency, reported rape and incest, fetal anomaly and threats to the life of the mother. It is not the business of the State Supreme Court to create new law.

To correct this illegitimate State Supreme Court Decision, the state legislature, in a bipartisan vote of both chambers, with more than 2/3’s support, proposed that Amendment 1 be placed on the ballot in November: “Nothing in this Constitution secures or protects a right to abortion or requires the funding of abortion.” Voting Yes on Amendment 1 will deprive the State Supreme Court in the future of illegitimate judicial reasoning and West Virginia Code §9-2-11 will go back into effect.

The electorate doesn’t want to be ruled by an oligarchy of five Supreme Court judges. Margaret Workman, the remaining member of the State Supreme Court, who voted for the Panepinto Decision, is currently being tried for corruption.

The scandal on the State Supreme Court has resulted in two empty seats coming up for a vote in the November election.

You must do two things to correct judicial overreach in West Virginia. First, you must vote for Tim Armstead and Evan Jenkins to fill those empty seats. They understand the importance of the separation of powers and the correct role of the Courts. Then you must vote Yes on Amendment 1.Learn more at at YESon1wv.com.

WVL-PAC (West Virginians for Life Political Action Committee) has endorsed proven pro-life incumbent David McKinley in the 1st Congressional District over West Virginia University law professor Kendra Fershee. Kendra Forshee was a former field director for People for the American Way, a progressive organization opposed to pro-life laws.

In the 2nd Congressional District, incumbent Alex Mooney has the endorsement of the WVL-PAC over former State Director for the Hillary Clinton 2016 Presidential Campaign, Talley Sergent. She supports a policy that allows for abortion on demand.

Both McKinley and Mooney have stellar 100% pro-life voting records. Polls are indicating that the first and second districts will be easily won by the incumbents, however, pro-life voters are to take nothing for granted.

In the 3rd Congressional District, the

polling numbers are neck and neck. Pro-life Delegate Carol Miller, a self employed real estate manager and bison farm owner, has a solid 100% pro-life voting record. She has the endorsement of the WVL-PAC.

Miller’s opponent, State Senator Richard Ojeda, a career Army Major, has a floundering pro-life voting record, especially in light of the vote he cast against SJR 12. That vote was against putting what is now Amendment 1 on the ballot and before the voters. It means he voted to force West Virginia taxpayers to pay for abortion on demand. WVL-PAC asks you to please support Carol Miller for U.S. House.

Armstead and Jenkins for West Virginia Supreme Court

Amidst historic impeachment proceedings of the entire West Virginia Supreme Court of Appeals, Governor Justice has had to make some choices.

Former House Speaker Tim Armstead and Third District Congressman Evan Jenkins have accepted appointments by the governor to two of the unexpired Supreme Court terms.

Although appointed, both Armstead and Jenkins will have to win in a special election coinciding with the General Election on November 6 in order to serve out the unexpired terms of the justices they will be replacing, those being Menis Ketchum with two years left of his term and Robin Davis with six years remaining.

WVL-PAC President Dr. Wanda Franz was quoted in each of their endorsement press releases thus, “We commend this candidate for his strong support for the values that have made our state family-friendly and a safe place to live and work.”

Morrisey gets the Endorsement over Traitor Joe

Patrick Morrisey has a proven track record as the most pro-life attorney general in West Virginia history. On August 2 he unveiled his Pro-Life Mountaineers for Patrick Coalition at Christian Apostolic Church in Clarksburg. In addition to Morrisey’s speech, also speaking were Pastor Tammy Phillips, Pastor Doug Joseph and Mary Anne Buchanan, Communications Director for West Virginians for Life.

We know how Morrisey will vote on Planned Parenthood defunding and we know he supports Amendment 1. The bottom line is that he will vote WITH us.

On the other hand, Joe Manchin has been two-faced on pro-life issues since going to Washington. He now has a dismal 33% pro-life voting record in this session of Congress.

The WVL-PAC endorses Patrick Morrisey for US Senate.

The WVL-PAC has endorsed former Speaker of the House Tim Armstead for WV Supreme Court of Appeals in Division 1. Above he is seen with WVFL President Dr. Wanda Franz and National Right to Life Political Director/WVFL Legislative Liaison Karen Cross.

Third District Congressman Evan Jenkins has been appointed to the WV Supreme Court in Division 2 and is seeking election to that post. Pictured with Karen Cross and Wanda Franz, Ph.D., he is endorsed by the WVL-PAC.

“Traitor Joe must go” is the mantra of pro-life voters as they see these photos taken earlier this year within weeks of each other.

The kickoff of Pro-Life Mountaineers for Patrick included comments by Pastors Phillips and Joseph, Patrick Morrisey, and Mary Anne Buchanan.

Our opponents are liars and will stop at nothing to prevent Amendment 1 from passing. During the legislative session on the day of the vote to put SJR 12 (Amendment 1) on the ballot, our opponents sent out a bogus e-mail to all the legislators. The bogus e-mail listed WVFL President Wanda Franz as the Sender. This bogus e-mail told the legislators that we had changed our minds and wanted them to vote against the Resolution, which, of course, was false.

We reported this to all the relevant agencies and the Capitol Police. Unfortunately, the police were not able to trace the name of the perpetrator of this crime.

We are letting you know about the event in order to warn you about the evil that motivates our opponents’ actions. They have resorted to stealing our Yes on 1 yard signs off of the private property of our supporters.

The opposition is so unhinged, that they sent a bogus email imperson-ating Dr. Wanda Franz to legislators the night before the vote on SJR 12 (now Amendment 1) asking them NOT to vote for it, after we had already emailed a legit-imate message telling them to vote YES.

The first four columns consist of selected questions from the West Virginians for Life Candidate Survey. The questions for each are presented here. A “yes” answer is pro-life for all four questions. If no response is indicated, a survey was not received. An asterisk (*) indicates written comments were included.

The following four questions were asked:

1 = Would you vote to prevent the use of tax funds for abortion other than to prevent the death of the mother?

2 = Would you actively support the Non-Discrimination in Denial of Treatment Act?

3 = Would you vote for legislation to protect babies born alive during an abortion?

4 = Would you oppose the legalization of assisting suicide through lethal prescription?

Dear Teens for Life,

October is Teen Essay Contest month. This year’s essay addresses the question “Why are you

pro-life?” There are two categories. Senior category is grades 10-

12, while the Junior category is grades 7-9. First ($200), second ($150) and third ($100) place

winnings are awarded in both categories.All entrants will receive a prize, while the top three

finishers in both categories additionally win the prize money. The two 1st place winners are always asked to read their

essays at the noon rally in Charleston as part of annual Pro-Life Rally Day. That event is scheduled for Monday, February 18 and will be outdoors as the Capitol dome is under construction.

The two first place essays will also be published in the quarterly WVFL newspaper Life Matters and in the annual State Convention Resource Manual.

Berkeley Springs for 22 years. She and her husband have been married for 24 years, they are blessed with 6 children and 4 who are with Our Lord. Their children range in age from 18 to 5. Their family homeschools and this past year their eldest graduated high school and their youngest began kindergarten. It goes without saying that the Wolfes have an active household! Also in October the annual State Pro-Life Convention takes place. Mark October 20 as a day to set aside for the Teen Day Camp. It’s only $20 per teen and that includes an awesome buffet lunch. Part of the 5 hour conference is spent in the main room with the adults, but we do have our own space for parts of the day, too. Come out and meet some new people, learn about pro-life issues and have some fun! I will see you there on the 20th!

Heritage or Trail Life, USA. The family attends St. Vincent DePaul Catholic Church in Berkeley Springs. The family is also very active with the Apostolate for Family Consecration in Bloomingdale, OH. Betsy received her Masters degree in counseling from WVU and her Bachelor of Arts in psychology from Wheeling Jesuit University. Prior to retiring from professional life to raise her family, she worked as a counselor and social worker for an in-home agency in WV. Betsy also served as parish secretary and worked for the Gabriel Project when their first children were young. Betsy’s primary profession is that of wife and mother, a vocation she strives to serve with joy.

Betsy’s involvement in the pro-life movement began during her childhood. Both of her parents were active in the movement from the beginning, attending rallies, conferences, and teaching their children the value of human life by example. This foundation directly influenced her belief in the sanctity of life. As an adult, she has been active with the local pro-life group for over 10 years. The Wolfe family has participated in the March for Life, Life Chain, and assisted with other pro-life events.

It is Betsy’s children and her faith which keep her involved in the local pro-life chapter. While their contributions may seem small, she realizes that even in doing the littlest of acts - participating in the annual Apple Butter Parade float, volunteering for the booths at events, wearing a pro-life t-shirt out in public - all help to raise awareness in our culture. Betsy recently became the chapter leader of the Morgan County Chapter of WVFL when chapter president Jim Fritz asked/elected her. She sees Jim as a true warrior for the cause of the unborn, and she strives to fill his shoes.

Betsy feels that one of the biggest challenges faced by the pro-life movement today is the contraceptive mentality which is so pervasive in our culture. She realizes that the devaluing of human life, showcased in the evils of abortion, is the strongest and most important battle we face. This battle takes place in every facet of our society including, but not limited to, schools, politics, advertising, everything.

Betsy’s hope for the future of the pro-life movement is, of course, the overturning of Roe v Wade. Perhaps even more important, though, is the changing of the perceived value of every human life from conception to natural death. Betsy shares that if we truly value each human throughout life, then our culture will understand the importance of things like modesty, abstinence, marriage, children, senior citizens, the sick and infirm, the suffering. Every one of these issues are wrapped up in being pro-life.

Dear West Virginia Pro-Lifers:We’ve never seen the like, either

in terms of phenomenal opportunity to effect momentous, life-saving changes, or in such all-time record effort, collaboration, support, and participation. Momentum is palpable. It’s as if some powerful, unseen hand is boosting our efforts. Can this be mere coincidence? We’re seeing a quadruple confluence of the

pro-life WV constitutional Amendment 1 on the November ballot (undoing a baseless injustice by a pro-abortion WV supreme court in the 1990’s), plus the complete overhaul of said supreme court through sweeping impeachments (with some pro-life replacements already appointed), plus the potential to replace the pro-abortion/pro-Planned Parenthood Senator Joe Manchin with our genuinely pro-life candidate Patrick Morrisey, plus the appointment (and confirmation hopefully) of US Supreme Court nominee Brett Kavanaugh, who described the infamous 1973 Roe v. Wade decision as “freewheeling” and who, under pressure from pro-abortion senators in his confirmation hearings, refused to acknowledge a so-called right to abortion in the US Constitution. Collaboration is happening between West Virginians For Life and Susan B. Anthony List, Students For Life of America, and more. It’s historic! We’re also facing an all-time record need of finances. Many are rising to the occasion. Join us! Our county chapters/members are designating massive amounts of their bank accounts to help with the “Vote Yes on Amendment 1” campaign—with some individuals/couples/families giving hundreds, even thousands of dollars, to see “Yes on 1” billboards go up on major interstates around WV during October (three chapters—Harrison, Doddridge, and Marion—are pooling resources and, with help from individuals, families, and churches, are doing a billboard on I-79 in north-central WV), as well as giving to shore up our WVFL state treasury, which has been basically depleted in use as a war chest to fund the biggest WV pro-life effort ever. Convention Keynote ChangeDue to a freak accident,

scheduled speaker Nancy Valko, who is on the mend, is unable to speak at the convention.

New keynote will be Ellen Salter, a pro-life speaker whose greatest passions in life are serving Jesus and defending every soul’s right to life as a gift from God.

Ellen’s daughter, Meghan, has an undiagnosed medical condition which renders her unable to eat, speak, move or breathe on her own. Meghan, who wasn’t expected to live past 6 months is now 15 years old and has been on life support since she was an infant and is cared for at home by her family and a small contingent of nurses periodically.

Ellen boldly defends life, speaking out for the handicapped, weak and vulnerable in our society, as well as opposing euthanasia. Through scripture and prayer, she unites her families sufferings; drawing them closer to the heart of Christ.

The theme of the West Virginians for Life State Convention on October 20, LOVE THEM ALL, picks up the same theme as National Right to Life’s convention earlier this summer. Held at Trinity Assembly of God in Fairmont, the doors will open at 9:00 a.m. for registration. The event begins at 10:00 a.m. and lasts until 3:00 p.m.

We have prepared a one-day fast-paced state pro-life convention.

Chapter attended the Blackberry Festival and Jesus Fest in August and handed out literature on the Yes on 1 project. The chapter had a booth at the Lost Creek Festival on September 15. Letters were sent to pastors of churches in Harrison County with a packet of information on Yes on 1. Pastor Joseph spoke at a rally for Judge Brett Kavanaugh in Parkersburg and others attended a rally in Fairmont. A billboard promoting support for Amendment 1 has been obtained for the month of October on I-79 Fairmont. It will be located 2.5 miles south of exit 132, seen by south-bound traffic, viewable on the left side of the interstate with 148,000 weekly impressions. Mary Tillman spoke to the Senior Citizens in Sardis on August 2, and to Catholics for Life in Parkersburg on August 13, about Yes on 1 as well as End of Life issues. Mary Tillman also attended a day-long conference in Charleston on September 6, “First Do No Harm? Contemporary Medical Practices that Threaten the Lives of Vulnerable People,” sponsored by the West Virginia Developmental Disabilities Council.

Jefferson County: The chapter had a parade float at

the African American Heritage Parade and had a pro-Life booth at the Jefferson County Fair.

Marion County The Marion County Chapter has

joined forces with both the Doddridge and Harrison Couny Chapters to pay for a Yes on 1 billboard on I-79.

Monongalia CountyThe Mon County Chapter held

the annual Precious Baby Photo Contest in July. The winners were announced at the Mon County Chapter booth at Kids’ Day in July. A running tally was shown on the WV for Life – Monongalia County Chapter Facebook page. The winners were: first place, Zoe Jane Kerns, daughter of Alex and Bobi Kerns of Morgantown; second place, Ameria Anne Rose Wood, daughter of Morgan Wood of Morgantown; and third place, Addison Grace Pastories, daughter of Justin and Nicole Pastories of Adah, PA. The first place winner rode in a convertible in the Mon County Fair Parade. The other participants of the photo contest were invited to walk in the parade.

At the Kids’ Day booth in downtown Morgantown on Saturday, July 21, children were educated about life before birth using the fetal models. Yes on 1 information and materials were also handed out. Marcia O’Connor, Kacey O’Connor and Missy McGrew painted lots of beautiful faces.

The chapter had an exceptionally successful participation in the Mon County Fair Parade on Monday, July 30. In addition to the winner of the Precious Baby Photo Contest, 67 walkers all wore Yes on 1 tee shirts. They carried Yes on 1 signs and received very good response from the crowd. Thanks to Jim Lester for providing the convertible.

The chapter’s booth at the Mon County Fair ran from July 31 to August 4 to promote the Yes on 1 project.

up a table during the Parish Picnic at St. John University Parish. She passed out yard signs and enlisted the help of the Knights of Columbus, Council 8288, to distribute materials. They arranged to have the Yes on 1 billboard run on two digital billboards at each end of town. Numerous Letters to the Editor have been sent in to The Dominion Post in response to opposing misinformation.

Monroe County The chapter had a booth at the

Harvest Festival on September 29. Chapter Leader Martha Hunter and husband Tom also attended the Get Out the Vote Rally in Lewisburg the next day in support of pro-life candidates and Amendment 1.

Morgan CountyThe chapter set up an information

booth at the Morgan County Expo on August 25. Several volunteers answered questions and discussed the fetal models they had on display. It is always encouraging to see the reactions of children as to how small they were! They also had the pleasure of talking with many about Amendment 1.

Morgan County Chapter’s big fundraising dinner happens yet again on Monday, October 29. For all the details, call 304-283-7680.

Members of WVFL of Morgan County and others provide sidewalk counseling two days a week in front of the abortuary in Hagerstown, Maryland. Since they began in October 2006, they have convinced 488 women not to abort their babies. It is estimated that at least an equal number of women have changed their minds about abortion after viewing their large signs and witnessing the people praying.

WDTF broadcasts several pro-life messages a day including a five-minute National Right to Life program called Pro-Life Perspective. The Knights of Columbus originate and record another set of pro-life messages created by Dick Byrne. Another Knight, Patrick Crosby, is the pro-life station engineer.

The chapter continued its 8’ X 12’ pro-life billboard outside of Berkeley Springs on Route 522. Thanks to all who support this, especially the Knights of Columbus and the Holy Name Society.
