Introduction The Linguapeace diagnostic test is a part of the English language training materials designed for military and police personnel involved in peacekeeping operations worldwide. The aim of these training materials is to provide peacekeepers with effective training tools to improve their English language skills. All Linguapeace training materials were developed under the Leonardo da Vinci programme and financed by the European Commission. The diagnostic test helps to assess the level of English language skills of the target group. Candidates who pass the Linguapeace diagnostic test can further develop their English language skills by taking the specific Linguapeace English Training Course (through classroom training or self study). The Linguapeace diagnostic test is designed for personnel who reached the lower intermediate level of communicative competence in reading, listening, speaking and writing skills. It is based on a comprehensive needs analysis, and developed in accordance with the NATO STANAG language levels. The Linguapeace diagnostic test includes these materials: Question paper, Answer paper, Instructions for the examiner, Answer Key, Marking scheme, Cassette/CD. The diagnostic test was designed by KNO Slovensko, a training and consultancy company, in close co-operation with Linguapeace project partners from Great Britain, Bulgaria and the Netherlands in 2002.

The structure of the diagnostic test The test consists of 4 papers, assessing the candidate’s skills in reading, listening, speaking, and writing. Each skill is assessed at two levels – basic level (L1) and lower intermediate (L2) level. In order to pass the test it is necessary to achieve a passing score of 75% in each assessed skill. Guidelines to the papers Paper 1 Reading Format The reading paper consists of four parts, each part containing one text (or a combination of texts/pictures) along with a set of questions, summary sentences or charts to be completed. Parts 1-3 are designed to test reading skills at level 1. Part 4 (level 2) tests lower intermediate reading skills. Part 1 is a multiple choice exercise (matching public notices and road signs with a multiple choice of summary sentences or descriptions). Part 2 is a short reading passage with open-ended questions, full sentences are not required for the answer. Part 3 is a short reading passage with information to be added to a chart. Part 4 is local news with open-ended questions requiring answers of up to sentence length. The tasks The reading paper aims to test a range of reading skills such as finding specific information and understanding the gist, the detail, the main idea, cohesion, text structure, functional and sociolinguistic meaning. Each task (at level 1 and level 2) requires the employment of a range of skills but the main skill needs vary from one task to another. The text Texts come from a range of sources such as textbooks, websites (KFOR, SFOR news), magazines, newspapers. These include notices, short advertisements, reports, announcements. Reading texts at level 1 have very simple sentence structures and formal language is used in all texts. The reading text at level 2 is authentic, but edited to bring vocabulary structure within the grasp of students at this level. Text may contain some vocabulary or structures unknown to candidates, but they will be able to deduce the meaning from the context without native speaker assistance or dictionary use. Procedure Candidates record their answers in pencil on the answer paper within the time allowed (20 minutes). The example of the right answer for Part 1, Part 2 and Part 4 are provided. Marking (points) In Part 1 (multiple choice statements/description), Part 2 (answers to open questions) and Part 3 (filling the missing figures into the chart) the marking is straightforward.

Paper 2 Listening Format The listening paper is divided into 3 parts. Part 1 is a short speaker’ s monologue with open-ended questions requiring answers of up to sentence length. Part 2 is a short dialogue with the task to draw the correct route on a simple map. Part 3 consists of short announcements. There is a list of true/false statements which candidate must match against the pieces they hear. Procedure The texts are recorded on a cassette/CD and each text is heard twice. There is an example for Part 1 and Part 3. After listening to the text the instructions to the candidate are given. The instructions to the candidates on the cassette mirror the instructions on the test book. There are pauses for the candidates to look at the questions and to make their answers. Candidates put their answers on the answer paper and they listen to the recording a second time to check/complete their answers. The tasks Level 1 Listening Parts 1 and 2 (level 1) aim to test comprehension of the gist of a speaker’ s monologue or a short dialogue between 2 people, with no interference to transmission. Level 2 Listening Part 3 tests the comprehension of all key facts in a speaker’ s monologue, announcement, although acquisition may be incomplete in the presence of interference. The texts Level 1 The speaker’ s monologue and short dialogue at level 1are spoken at low rates of utterance. Very simple speech structures and formal language are used. The density of information is very low, there is very limited amount of interference. Level 2 The speaker’ s announcements and monologue are at a normal rate of utterance. Simple speech structures and formal language are used. The density of information is not high, interference is limited.

Marking (points) In Parts 2 and 3 (drawing the correct route and true/false statements or matching tasks) the marking is straightforward. Paper 3 Speaking Format/Marking The oral examination consists of 2 parts. The 2 parts are not linked thematically. Part 1 includes a general warm up conversation. In part two the candidate has a choice between responding to a visual stimulus or conversation about preferences based on a text stimulus. Part 1 General conversation This is the warming–up phase of the oral test, but it is fully assessed. The candidate interacts with examiner using language normally associated with meeting people for the first time and giving personal information about things like name, place of origin, family, occupation, including spelling few words (e.g. his/her name, or country, street he lives etc.). Part 2a Responding to a visual stimulus The candidate is asked to describe the picture using full sentences and gives ideas of the possible circumstances of an incident. This part of the paper tests the ability to give factual description, express the meaning accurately and express his/her opinion. Part 2b Conversation about preferences based on a text stimulus Here the candidate has 3-4 minutes to read the text and another 3-4 minutes to prepare for the conversation based on the text stimulus. The candidate has to give his/her opinion about preferences. Conduct of the oral interview Each candidate takes the oral individually. The examiner will sit at a table, probably arranged at an angle to where the candidate will sit. The examiner will speak at a normal, but fairly slow pace. If the candidate does not understand instructions, the examiner will repeat them slower. The examiner may help the candidate during the conversation by asking additional questions, mainly if the candidate says nothing and pauses go on too long. The examiner will not give the candidate any information about how well he or she has done. The examiner will not correct errors or comment upon them. Materials used in the oral interview will be given to the candidate at the appropriate time by the examiner. Please find them in Appendix 2 and Appendix 3 to these instructions. Marking (points) The candidate’ s performance is assessed on the basis of achievement of linguistic skills. Success in the task involves communication of the required message in an appropriate manner. The linguistic elements are structural accuracy, vocabulary and pronunciation and comprehension. Each of these elements is assessed for the interview as a whole.

Paper 4 Writing The writing paper consists of 1 part. The word limit is 120 words –180 words. Students write their compositions on the answer paper. The writing part involves “free” writing with a stimulus as a clear starting point, but allowing the student to use some imagination. The stimulus is based on situations likely to be relevant to the student. He/she can choose among simple narrative of his daily programme, family, recent experiences, or description of future plans. Marking (points) The candidate’ s performance is assessed on the basis of linguistic skills. Success in the task involves communication of the required message in an appropriate manner. Paper 3 Speaking Part 1 General conversation The examiner encourages the candidate to say as much as possible about himself and his background by asking appropriate questions as necessary. The conversation should last no longer than 5 minutes. Part 2 The examiner gives the candidate the opportunity to choose between responding to a visual stimulus or a conversation about preferences based on a text stimulus. 2a Visual stimulus The examiner gives the candidate a copy of the picture with the key words and encourages the candidate to describe the damage. Then the examiner asks the candidate to describe the incident in which the damage occurred. Three minutes are allowed for preparation and no more than five minutes for the descriptions. If the candidate wishes to start before the three minutes preparation time is finished then he or she may do so.

2b Text stimulus The examiner gives the candidate the text with the instructions to read and decide which film he or she would prefer to see. The examiner explains that the candidate will need to give reasons for the choice. Up to 5 minutes are allowed for reading and preparation and the conversation should last no longer than 5 minutes.
