“UWRF occupies an interesting geographic niche.  Located virtually on the edge of the region’s major metropolitan area in the adjacent state of Minnesota, with an extension in other directions to more rural and smaller economic regions, its constituencies are impacted by a number of widely differing realities.  UWRF has done a good job of providing overarching services.”
