Welcome to the March edition ofNews & Views.

Following the recent sad death of my husband Neil, I wish to thank familyand friends, neighbours and colleagues, from the village and afar, for thekindness shown to me and my family, for flowers, personal visits, phonecalls and cards, (73) all of which are great source of comfort to me at this

time.Thank you also for the kind donations in Neil's memory, which amounted to£491.30 and will be given to Shooting Star Unit, Wrexham Maelor hospital,

and the Delyn Ward at Mold Community Hospital.

I would also like to thank the Reverend Canon Adrian Copping forconducting the service at Pentrebychan, Wrexham.

My thanks also to Jim and Julie for providing the refreshments after theservice, at their always welcoming Inn, 'The Druid' Llanferres.

From the minutes of the meeting held on12th February 2015:- Present: Cllr.David Jones (Chair), Cllr. John Almond,Cllr. David Twomey, Cllr. RobArmstrong, Cllr. Margaret Davies , Cllr.Yvonne Foden McCorry, Cllr Rob Jones,Cllr Adrian walls and the Clerk MrsGwyneth Dillon.

1. Apologies: Cllr. Jac Armstrong, CountyCouncillor Martyn Holland.

2. Declarations of Interest: Nonedeclared.

3. Meeting open to the public for tenminutes: Mrs Helen Llewellyn askedfor some advice regarding a planningapplication submitted for Pen Dyffryn.The Chairman suggested that shecontacted the planning officer whowould be best to advise her. Mr TonyKing brought up the state of the Pont YMwynwr road to Maeshafn which haddeep ruts at the sides and rain waterwas undercutting the tarmac making itdangerous.

4. County Councillors report: CountyCouncillor Martyn Holland was awaybut he had sent a short report; a) TheHighways budget has been cut from £3million to £1.4 million on top of theoverall cut of £9 million imposed bythe National Assembly. Pen Y Waenwill be resurfaced some time this year.b) The planning applications for thestructures in Big Covert will beconsidered by full Planning Committeeon Wednesday 18th February at9.30am. There is a National TrustCovenant covering the area. c) He hasfollowed up the matter of padlocks onthe School gates.

5. Minutes of previous Meeting: Theminutes of the Meeting held onThursday 8th January 2015 were signedas a true record.

6. Matters Arising: None.7. Reports from other meetings: The

Chairman, David Jones, had attended

a meeting of the Standards Committee.He reported that the Ombudsman wasrestricted by the amount of financeavailable but complaints regarding'Code of Conduct' were down onprevious years. Cllr. John Almond hasattended a meeting on Moel Findegand gave a short report on the workthat is ongoing there.

8. Maintenance in the Community: Nomatters raised at this time.

9. Red Telephone Kiosk: The Clerk, Mrs.Gwyneth Dillon, has spoken to DavidShiel, Senior Warden at Loggerheads,regarding the use of the telephonekiosk at Tafarn Y Gelyn. He suggestedthat a small working party should beformed to decide how this could becarried forward.

10. Risk Assessment: Nothing to report atthe moment.

11. Field Adjacent to the School:Councillors were shown an A1 size copyof the sign which will be displayed onthe field. Two very minor alterationswere suggested.

12. Training and Finance: Councillorswere informed of coming trainingmeetings.

13. Bills. HMRC £38·10; Payroll fees2014/2015 £120´00.

14. Planning Matters: 21/2014/1451.Proposal: Erection of two-storeyextension to rear of dwelling.Location: Bryn Gerllig, Maeshafn. Thecommunity Council resolved to raise noobjections.21/2014/1347. Proposal: Conversionof part of existing stable block totearooms. Location: Glan Llyn, Eryrys.The Community Council resolved toraise no objections but would like tosee some tree screening and notedthat there is no information regarding'signing'.

15. Maeshafn Playing Field: LlywellynJones, the solicitors acting for the

objections.

Community Council are still awaiting areply from Pinsent Mason regardingthe correct paperwork to complete thetransfer.

16. Correspondence List: A document hadbeen received on the Localgovernment reform RegardingCommunity Councils. A document hadbeen received from the NationalAssembly -'Consideration of Powers -Public Services Ombudsman'. Thecommunity Council resolved not topass any comments on eitherdocument at this time. Aninvitation had been received to attenda joint 'One Voice Wales' and SLCCevent on May 14th at LlandrindodWells. The Clerk, Mrs Gwyeth Dillonwill attend.

17. Other Matters that have beenbrought to Councillors' Attention:

A Salt bin is still required in CaeDerwen as the nearest is in Ty'n Llanand that is a long way for, especiallyelderly, residents to have to carry thesalt in times of snow. The grid at thetop of Ty'n Llan seems unable to copewith heavy rain. The 'Pot Holes' on PenY Waen are getting deep and couldcause an accident especially tocyclists.

The meeting held on Monday February 9th was the first of 2015. After theusual business the first item was the replacement of Hon Secretary andChairman. Suzie Moore volunteered to be Chairman, Chris Smithvolunteered to be Secretary and Ivy Watts had already volunteered to beHon Show Secretary. All were appointed unanimously.The main item for the meeting was arranging the Show schedule. Underthe guidance of our new Show Secretary, minor changes were made.The topics for Photography, Art, Floral Art and Handicraft will be chosen byour judges. These will be printed in News & Views as soon as they areavailable.

During the tea break the retiring Chairman, Secretary and Show Secretarywere all presented with rose bushes in appreciation of their years of service.May I, on behalf of all three, wish our new officials well for the years ahead.A change of lecture has been made for the meeting on March 9th due to theunavailability of Mr Iwan Edwards. Meryl Morris of NWWT will now give atalk "Invasive Species" with special reference to the River Alyn HimalayanBalsam Project.

LentDuring Lent the Daily Office will be said on weekdays. On Thursdays this will besaid in Llanferres Church at 9.00 am, taking just half an hour.

Palm SundayThis falls on the 5th Sunday so it will be a group service in Llanferres at 10.30 am.There will be palms and a special reading of the Liturgy with people from acrossthe grouping taking part.

Holy Week and EasterCompline, or Night Prayer, preceded by short meditation and quiet time ofreflection) will take place during Holy Week across the group on Monday 30thMarch, Tuesday 31st March and Wednesday 1st April. In Llanferres this will be at8.30 pm each evening.There will be a Devotional Service on Good Friday in Llanferres at 10.30 am and anEaster Day Holy Communion at 9.30 am.For details of other services please ask Church Wardens.

Wendy's Shrove Tuesday Pancake PartyA fundraising pancake party was held at Nigel and Wendy Shillito's house to raisefunds for Llanferres church and the "Welbodi Partnership" who help to trainpaediatricians in Sierra Leone. It was a very enjoyable evening with seeminglyendless savoury and sweet pancakes produced by a dedicated team of Daryl, Rob,Wendy and James, food supplemented by pork rolls and delicious baked potatoesand a huge variety of cakes for afters. A raffle was also held and somewhatdominated by St Berres' PCC with both the churchwardens and secretary winningprizes. At the time of going to press, just over £800 was raised, split between StBerres' and the charity - the latter being fund matched by Barclays Bank, raisingtheir total with other donations to well over £1,000! A fantastic result from a mostenjoyable event. A big thank you to those who helped on the day - and thanks toall the donors and people who bought tickets and attended a very worthwhileevent.

Easter VestryPlease note the Easter Vestry meeting will be held on Tuesday April 14th at 7.30pmin church. All parishioners are invited to attend this very important meeting.

Local NewsMarshals needed - a date for your diary

The Llanferres Playing Field Association has again agreed to marshalthe event, with the help of our local community.

In 2014 we raised £2000 for the playing field.

As in previous years, there will be a marshals meeting on Friday 11th,

at 7.30pm, & post event BBQ / free drink at The Druid.

Llanferres Village Hall

The Committee is considering the possibility of toilet and / or kitchenrefurbishment in the Village Hall.

The current kitchen units are largely occupied by quantities of equipmentand food stuffs belonging to groups who use the Hall. Some groups havebeen allocated a storage locker in the downstairs room, the intention beingthe safe storage of group equipment.Should any group still require a locker, Gilly will be happy to allocate oneto your group.

Any articles remaining in the kitchen after April 30th will be removed soplease ensure that your property is correctly stored before this date.Similarly, all unidentified items will be removed from the cupboards andlockers under the stage. This is an attempt to tidy “stuff of ages”!

Consumption of alcohol

Whilst we have amended our Constitution to allow the consumption ofalcohol in the Village Hall, licensing regulations must still be followed.

To clarify:-1) For the consumption of alcohol in any event (public or private)

permission must be obtained from the Executive Committee.2) The Executive Committee will ask whether alcohol will be for sale

during your event.3) Once permission has been granted by the Executive Committee

they will provide you with a form requiring details of the event.4) If you intend to sell alcohol (in a public or private event) you also

must apply to the licensing authority for a Temporary EventsLicence, without which it is a criminal offence to sell alcohol. TheExecutive Committee will provide you with this form.

Further details will be provided by the Executive Committee and displayedon the Village Hall notice board.

FLINTSHIRE BREAKTHROUGH BREAST CANCERGROUP STEP OUT FOR BREAST CANCER

25th April 2015 - MOEL FAMAU

The group is organising its annual STEP OUT FOR BREASTCANCER and once again are supported and led by Troedio Clwyd

Walks. There will be a choice of two walks: a short one of 2.5 milesand a longer walk to the Jubilee Tower of 4.5.miles taking

approximately 3 hours.

We can accept donations on the day of £5 or a sponsorship formsare available on request

The collection – which has been described as the finestdenominational collection outside the Vatican – can be browsed on

The story of how the collection came to be is strongly associatedwith Wales, and is told in a new bilingual booklet which was

launched at the opening event on January 19th.

Almost 40 works are being exhibited at the Methodist Church inWrexham and Oriel Sycharth, Glyndwr University situated above

Reception at the nearby Plas Coch campus of the University. Both venues are open 9.30am-4pm Monday to Saturday.

“Hold a Fish and Chip Supper to help spinalcord injured people rebuild lives after injury”

Great British Fish and Chip Supper – Friday 15th May 2015

Want to eat Fish and Chips, while raising money for charity? Hold a fish and chipsupper on Friday 15th May 2015 whilst raising awareness of spinal cord injury andsupporting SIA’s vital services.

You can hold a fish and chip supper in your own home, at work or hold a largersupper at your local community centre.

SIA will provide a fundraising pack containing hints and tips, recipes, invitationsand donation envelopes. By inviting 8 friends and asking them to donate anadditional £5.00 means you will raise at least £40.00 from your supper but we willalso give you additional fundraising ideas to raise even more money for SIA.

In 2015 we want to make the batter matter and raise £40,000 from everyoneholding suppers. Last year we raised £20,000 from the suppers.

The money raised from the suppers will help the Spinal Injuries Association offersupport to individuals who become paralysed and their families, from the momenta spinal injury occurs, and for the rest of their lives by providing services andpublications which enable and encourage paralysed people to rebuild lives afterspinal cord injury.

Every year in the UK over 1,000 people experience a spinal cord injury and thereare an estimated 40,000 spinal cord injured people in the UK alone.

Community Fundraising Manager, Elizabeth Wright, says, “The Fish and ChipSupper is a wonderful opportunity for a great evening with friends and family. Weare also encouraging people who work to hold a Fish and Chip Lunch in their workplaces to raise even more funds. Local News

Lead mining played an importantpart in the history of LlanferresCommunity. Maeshafn village wasdeveloped to house miners whoworked in the famous Maes-y-safnLead Mine. This mine extended forsome 1400 yards from the bank of theRiver Alyn eastwards under thevillage and then under Moel Findeg.There were also other less importantmines in the area. This tale concernsthe Waenlas lead mine which liesmainly under Big Covert to the southof Maeshafn village.

There are many stories about miningfairies and how they attempted toguide miners to a rich lode of metalore. It is alleged that they did this byknocking on the walls of a mine andwere therefore often referred to asthe "knockers".

About 135 years ago Mr WarringtonSmyth, a well known miningsurveyor, was surveying the mineralveins in our Community for theOrdnance Survey. He fell intoconversation with a local residentwho told him this story. The man'sbrother, who was the parish clerk,had been working late at harvest oneJune day and sat down to rest by ahedge after sunset. In the brightmoonlight he suddenly saw a woodenladder protruding two or three feetabove the grass. A mining fairy,

complete with a small pick over hisshoulder, slowly climbed up theladder, stepped off and crossed thefield to the opposite hedge. At thispoint the fairy disappeared and wasnever seen again.

The spot that the mining ladder hadbeen seen was close to the hedgeadjacent to the main road throughLlanferres village. On the strength ofthis vision local people were preparedto sink a mine shaft on the very spot.They discovered indications of leadore but not enough to warrantfurther effort or expenditure. Theyhad apparently discovered theextreme western end of the Waenlaslode.

The mineshaft was capped when themain road was realigned in the latetwentieth century. The shaft is nowunder the road.

I have just returnedafter a couple ofweeks visiting mymother in Floridawhere the weatherwas unusually cold.Temperatures

ranging from 70 degrees one day to38 the next. I am amazed that wehave not received the tail end of thesevere snow storms that have hitNorth Eastern America and let ushope that spring is just around thecorner.

Many residents from both Llanferresand Maeshafn have raised concernsabout the ongoing developments inthe Big Covert. The wood is beingsold in relatively small plots andsome of the new owners have beenerecting buildings and other types ofstructures on their recent purchases.At my request the county asked allthese developers to submitretrospective planning applicationsand at a formal meeting of theplanning committee last Wednesdaythose submitted were refused. Theywere refused on the grounds thatthey were not for the purpose offorestry maintenance and because ofthe visual impact on the AONB. Theapplicants have a right to appeal andit is important that we now lobby ourAssembly members to tighten theplanning laws in relation topermitted developments inwoodland in Wales.

As I have reported in previous copiesof News and Views the WelshGovernment are planning to reducethe number of County Councils inWales as a result of the Williams

report which they commissioned.Their original suggestion was toreduce the counties from the currenttwenty two to ten or twelve and wewere encouraged to look atvoluntary mergers with neighbouringauthorities. Denbighshire and Conwyagreed to such a merger and workhad begun on a business case. Iraised concerns at the time becausethe minister appeared to be givingout different signals with off the cuffcomments about a maximum of sixauthorities across Wales. I wasconcerned that we may have beenwasting tax payers money workingtowards a merger with Conwy if theWelsh Government had other plansand it now appears that I was correctas the minister has rejected ourproposals for a merger.

I wish that the Welsh Governmentwould make up its mind and share itsplans for local government with therest of us. If I was a betting man Iwould put my money on a return toGwynedd and Clwyd with manyservices being transferred to Cardiffwhere they would be administeredby an increased number of Assemblymembers.

The changes will not finish there.Only this week I took part in ameeting where we were asked aboutthe future of Community Councils.The Welsh Government aresuggesting that community councilswith a turn over of less than twohundred thousand pounds a yearshould be merged and this wouldmean that only the larger towncouncils would survive. Are we goingback to very large County Councils

and district councils withno local communitycouncils? What ishappening to the termlocal government?

Finally there has beensome good news with alocal gang of thieves beingarrested in connectionwith break ins in our area.Sadly in the last week therehave been a number ofthefts in and aroundLlanarmon from sheds andvehicles and so we stillneed to be on our guard. Ifyou see anythingsuspicious please report itto the police.

As we pass what Christina Rossetticalled the 'Bleak Midwinter' one isinclined to regard the countryside asvery quiet with not much to see but Ialways find this not to be the case foreven the most mundane can beinteresting. On a recent walk myattention was quickly attracted bydrifts of Snowdrops and a carpet ofLesser celandine (Eirlys and LlygadEbrill respectively in Welsh) and Ispeculated on the differentreproductive strategy of plants.Lesser celandine is heliotropic, that isits flowers always face towards the sun(Sunflowers, as the name implies,being a prime example) but quicklyclose up when clouds obscure the sunor rain is imminent. Snowdrops havehanging heads to protect the pollenand nectar from rain. Both arepollinated by small insects that we aremostly unaware off. Hazel, alsoflowering at the moment, rely on thewind to carry the pollen from the malecatkins to the diminutive,inconspicuous, red female flowerslower down the stalk. Incidentally, theCelandine was William Wordsworth'sfavourite flower - in 'To the smallcelandine' he wrote "There's a flowerthat shall be mine, 'Tis the littleCelandine".As I walked along, a Dunnock flittedalong the top of the hedge, alwayskeeping about ten metres in front ofme, a pair of Blue tits came out of thehedge but quickly dived back in, aRobin rose from the path to fly awayand a bevy of Chaffinches disported ina tree top before dropping into thegrass at my approach. A Dog rose bushwas still festooned with hips, nowmostly turned black, and I wonderedwhy something so rich in sugars isunattractive to birds.

At the river a Dipper left its mid-stream rock and flew away onwhirring wings. Under the bridge, Inoted its last year's nest tucked in acrevice close to where I have seen Greywagtails nest and a shelf just above thewater level showed Otter 'spraints'.Further along the river bank, a deadAlder tree was peppered with smallholes made by a Great spottedwoodpecker extracting insect grubs.Alongside, a healthy Alder was hungheavy with last year's cones. I believethe Alder is our only native, conebearing, deciduous tree. Nearby,golden Lichens sporulated on thebranches of a dormant Hawthorn andlater I saw glaucous Lichen doing thesame on a dry stone wall which itshared with several species of moss alllooking magnificent at this time ofyear.A farmer spread manure on one of thefields and within two or three minutesof him leaving with his tractor and'muck-spreader' over eighty CommonGulls came drifting in, accompaniedby forty plus assorted Corvids, tosearch for titbits in the effluent. Atthe sound of the returning tractor theyall departed again.I progressed into the woodland toexamine some Rhododendrons andrealised how much they had spreadover the years. Rhododendronssmother other plants, have adverseeffects on them(known as allelopathicinteraction), inhibit germination bycausing direct poisoning from phenolproduction or preventing mycorrhizaldevelopment on the roots of otherspecies.There was so much, much more to seebut space inhibits me from mentioningthem all.
