Established in 1982, the Louisiana Primary Care Association, Inc. (LPCA) is

a non-profit organization with a mission to promote accessible, affordable,

and quality primary health care services for the uninsured and medically

underserved populations of Louisiana.

We are a membership organization of Federally Qualified Health Centers

(FQHCs) and supporters committed to the goal of achieving increased health

care access and providing affordable, quality healthcare services.

Whether establishing various support systems or strengthening those already

in place, LPCA promotes the importance of primary health care as the

foundation to building and sustaining healthier communities.

LPCA directs its efforts to ensure that community health centers remain

viable providers of primary health care throughout the state by offering the

following services:

AABOUTBOUT UUSS

Federally Qualified Health Centers (FQHCs) are public and private health care

organizations that meet certain criteria under Section 330 of the Public Health

Service Act. FQHCs are medical homes for ALL people. They improve public

health and reduce the burden on hospital emergency rooms. In addition, FQHCs

are governed by consumer majority boards to ensure that services rendered are

patient-centered, culturally competent, and responsive to the needs of their

communities. These community health centers operate on a sliding scale fee

structure for uninsured and low-income individuals.

There are four models for Section 330 centers, which include the following: Community Health Centers Section 330(e)

Migrant Health Centers, Section 330(g) Health Care for the Homeless, Section 330(h)

Public Housing Primary Care, Section 330(i)

Louisiana’s Community Health Centers are committed in providing their

patients with the highest quality of care. Through LPCA’s Quality Improvement

Program, Community Health Centers engage in health center surveys, critical

needs analysis, practice management, and front desk training. LPCA offers

educational programming throughout the year in order to stay at the forefront of

patient care.

Louisiana’s Federally Qualified Health Centers (FQHCs) provide a tremendous

asset to the state’s healthcare system by providing low cost, quality health care

services to the citizens of Louisiana. By providing cost-effective care, FQHCs

save the state money by emphasizing preventative primary, oral, and behavioral

health care and keeping patients out of the emergency room.
