The LNG Masterplan, with its ambitious
goal of creating a LNG artery for
Europe, delivers first results.
The LNG Masterplan con-sortium, through its 33 EU-funded partners and one associated partner is deliv-ering tangible results – starting with training courses for the crew per-
sonnel on vessels propelled by LNG in 2013 and continuing in 2014 with first ves-sel pilot deployments being ready mid-2014.
2013 in a nutshell
2013 has been the year of forming the
consortium, preparing the project proposal
in the TEN-T Call for proposals as well as
the year of active preparatory works for
pilot deployments.
The project kick-off meeting in Rotterdam
(November 2013) represented an im-
portant moment for the entire consortium,
bringing together in the congress rooms of
the RDM Campus project partners, mem-
bers of the Industry Reference Group and
representatives of the authorities and Eu-
ropean Commission - Hans van der Werf
(CCNR), Cesare Bernabei (DG Move), as
well as the Deputy Mayor of Rotterdam.
In terms of communication, in 2013 aware-
ness has been created by the consorti-
um’s participation in numerous external
conferences and forums. Among those,
we would like to mention TEN-T Days
2013 in Tallinn, Danube Axis – Port Cities
and Danube Region Devel-
opment Conference in Bra-
tislava, the European Strat-
egy for the Danube Region
Forum in Bucharest, Small
Scale LNG Forum in
Rotterdam, ECO Design
Conference in Korea. The internal events
organised in 2013, such as the High Level
LNG Seminar in Constanta, the Preparato-
ry Meetings in Vienna (Danube region) or
in Mannheim (Rhine region) and various
expert meetings gave partners the chance
to get to know each other, exchange valu-
able know-how and, by means of the inter-
active workshops, form the starting basis
for their upcoming activities.
Planned activities for 2014
In 2014 the project will deliver not only the
first results in terms of vessel pilot deploy-
ments, but also results focusing on the
improvement of framework conditions and
assessment of supply markets and market
opportunities for the implementation of
LNG as fuel and cargo on the Rhine-Main-
Danube axis. Curricula and lesson materi-
als for various staff categories will be
developed and trainings will be executed.
In 2014, the LNG Masterplan consortium
plans various dissemination events to
bring together project partners, members
of Industry Reference and Advisory Group
as well as representatives of authorities.

The Central Commission for the Naviga-
tion on the Rhine (CCNR) is rapidly pro-
gressing with its regulatory work on LNG
powered inland navigation vessels.
It is the goal of the CCNR that by the end of
2014, all its regulations accommodate LNG
powered vessels.
To achieve this goal, the following products
are foreseen: amendments to Rhine Vessel
Inspection Regulations (RVIR), amend-
ments to Rhine Police Regulations (RPR),
amendments to Regulations for Rhine Navi-
gation Personnel (RPN), impact assess-
ment (one assessment for all amendments),
resolution (one resolution for all amend-
ments). Most likely the amendments to
Rhine Vessel Inspection Regulations will be
also incorporated in Annex II of Directive
2006/87/EC on the technical requirements
for inland waterway vessels. Until then, in
order to gain experience as well as to stimu-
late the uptake on LNG, the CCNR contin-
ues to issue individual, time limited permits
for vessels using LNG as fuel.
The envisaged timetable is summarized in
the table below.

The importance of LNG for Port of Switzerland
Inland waterway vessels transport every
year around 7 million tonnes of cargo
and more than 100.000 TEU to and from
the Port of Switzerland.
Import goods have the biggest share, inland
vessels transporting around 12% of all im-
ports in Switzerland.
The Rhine is the only Swiss access to the
world’s oceans, making the Basel region an
important logistics hub for the whole coun-
try, as 40% of the Swiss foreign trade is
handled through this region.
The LNG Masterplan project has a great
economic importance for the introduction of
LNG in the inland navigation sector and for
the establishment of a stable transport route
for distributing LNG in high quantities to the
hinterland, strengthening the innovative
capacity of Basel and contributing to its
competitiveness. Port of Switzerland’s par-
ticipation in the TEN-T LNG Masterplan
project aims to enable the technical and
legal requirements needed for safe
transport of LNG via the inland waterways
to supply Switzerland.
Natural gas is a primary energy form,
whose availability in Switzerland plays an
important role in meeting the energy de-
mand on the fuel market and in forming the
basis for a decentralized power generation.
LNG imports in Switzerland enable a long-
term security in terms of energy needs in
many industrial sectors and households and
are the beginning of constituting a value
chain of national importance. The develop-
ment of a reliable and secure transport
chain for the LNG supply to Switzerland is
an important component for the compilation
of the national energy mix, contributing to
Switzerland’s long-term independence from
the oil markets.
Risk assessment made by the Commission
for the evaluation of risk assessments
(Kommission zur Beurteilung der Risikoer-
mittlungen) of the Canton Basel-Stadt and
Basel-Landschaft will be done within the
LNG Masterplan in cooperation with the
Federal Administration and local companies
(gas and retail), Port of Switzerland acting
as intermediary. The LNG Masterplan pro-
ject will contribute to the enhancement of
international attractiveness and competitive-
ness of the Upper Rhine region.

The first two pilot deployments are ex-
pected to be ready by the end of 2014,
namely, the LNG propelled chemical
tanker of Chemgas Barging S.a.r.l and
the LNG powered container vessel of
DCL Barge B.V.
Chemgas Barging S.a.r.l. decided to use a
dual fuel engine concept for its LNG pro-
pelled conventional type G tanker to ensure
smooth operations and to maintain a certain
independency of LNG fuel, which, at this
moment, is not yet readily available along
the inland waterways. For internal power
supply, two gas generators are in place to
meet future emission requirements. Further,
Chemgas Barging decided to place the LNG
bunker tank in a separate compartment
within the cargo area under deck in order to
increase safety.
Together with various suppliers, TNO and
Bureau Veritas, Chemgas Barging per-
formed a HAZID Study and presented the
outcome to the ADN Safety Committee and
to the CCNR. In November, Chemgas Barg-
ing obtained a special permit to construct
and operate this particular vessel concept in
Europe. In the meantime, the ADN Safety
Committee verbally approved the use of
LNG for propulsion and will adapt the ADN
regulations accordingly, early 2015. Chem-
gas Barging ordered six cargo tanks for
delivery in January 2014 and placed an
order for a dual fuel Wärtsilä engine. The
engine has already been produced and its
successful factory test took place in Decem-
ber 2013. This engine reduces NOx and
CO2 emissions considerable when LNG is
used as fuel. The construction of the hull
started in October/November 2013 and all
works are carried out within the agreed time
schedule. During the last week of January,
all cargo tanks have been successfully lifted
into the hull.
Chemgas Barging is dedicated to finish this
ambitious project in time. The delivery of the
vessel is expected in July 2014, being fol-
lowed by the commissioning process.
DCL Barge, part of Danser Group, a com-
pany specialized in inland container ship-
ping on the Rhine and in the entire Benelux
area started the conceptual design of its
retrofit LNG container barge, the KV Eiger
Nordwand, in the last quarter of 2012. At
the end of 2013, the conceptual design was
finalized and a HAZID study was executed.
The design and results of the HAZID have
been presented at the CCNR in September
2013. In parallel, the project was presented
to the AND Safety Committee in Geneva in
August 2013. The ADN approval is the last
formal step which needs to be taken to start
the actual works. Afterwards, the retrofit can
be completed in around 8 to 10 weeks. At
this moment, the LNG propelled container
vessel is expected to be operational mid-
2014.
First LNG Vessel Deployments
Recruiting and involving stakeholders is
another important goal of the LNG Mas-
terplan.
Offering the LNG Masterplan high visibility
and establishing an appropriate collabora-
tion platform for organisations with strong
interest in the LNG Masterplan have been
the rationale for the creation of the Industry
Reference Group (IRG) and Advisory Group
(AG).
These two platforms are meant to broaden
the expertise and give members the chance
to get involved as project partners in follow-
up projects. Close contact to the members
of the IRG and AG is very important for the
LNG Masterplan. The members are invited
to take part in Consortium meetings and to
contribute with their expertise to project
activities. Members are given access to the
latest dissemination materials published by
the LNG Masterplan consortium and are
informed about the most recent news
through newsletters and the ‘News’ section
of the LNG website.

In 2013 the European Union adopted new
Guidelines for the Trans-European
Transport Networks (TEN-T) and an ac-
companying financial instrument, the
Connecting Europe Facility (CEF).
The TEN-T Guidelines establish nine multi-modal core network corridors, where infra-structure projects are to be implemented as a priority until 2030 as well as a comprehen-sive network with timeline 2050. On 12 March the EC appointed the new corridor coordinators which shall support the EC in coordinating the priority transport projects. For the Rhine-Main-Danube axis and LNG, the relevant coordinators are: Karla Peijs (Rhine–Danube corridor), Ana de Palacio (Rhine–Alpine corridor) and MEP Brian
Simpson (Motorways of the Sea). CEF will make available for transport infrastructure €26 billion: €14 945 million for all 28 MS, €11 305 million for the MS eligible to the Cohesion Funds. The first call of CEF is expected to start in September 2014 and most likely will again provide excellent EU funding opportunities for LNG projects.

First tangible results of the work carried
out in the activity dealing with Education
and Training requirements for LNG as
fuel and cargo on inland waterways have
been achieved in 2013.
In the Netherlands, the first course for crew
working on board of inland vessels using
LNG as a fuel has been developed and
executed by STC Group. In the first half of
2014, this course will form the input for Eu-
ropean curricula from which lesson materi-
als in various countries will be derived.

Educational institutions involved in the
activities are STC Group from the
Netherlands, CERONAV and University of
Craiova from Romania, Development
Centre for Ship Technology and Transport
Systems from Germany and FH
Oberösterreich from Austria, each focusing
on different aspects of education and
training.
With their expertise, they cover the needs
for education and training of various staff
categories from crew, to bunkering and
terminal personnel, not forgetting inspectors
from competent authorities, other
management staff in companies dealing
with LNG, or logistics students.
Further steps in 2014
The involved partners continue to elaborate
requirements for training and education of
both on-shore (bunkering and terminal
personnel) and on-board personnel
(working on vessels propelled by LNG and
transporting LNG as cargo). The meetings
to identify necessary steps were held in
Vienna in previous months. Next step is to
determine the competencies needed for
bunkering personnel, followed by terminal
personnel. This will be done by means of a
dedicated questionnaire, identifying exist-
ing, demanded or needed competencies
and shared with all relevant stakeholders on
European level. Until mid-2014 the curricula
and lesson materials for both staff catego-
ries shall be elaborated, with first trainings
taking place before the end of 2014.
When appropriate, practical training tools, in
particular blended learning modules and
pilot simulators will be developed in order to
facilitate the learning process.
