The Local Area Designated Officer (LADO)Every Local Authority has a statutory responsibility to have a Local Authority Designated Officer (LADO) who is responsible for co-ordinating the response to concerns that an adult who works with children may have caused them harm.
Whilst local authorities play a lead role, safeguarding children and protecting them from harm is everyone’s responsibility. Everyone who comes into contact with children and families has a role to play.
The LADO’s key role is to:• Provide advice/guidance to employers or voluntary organisations
• Liaise with the Police and other agencies including Ofsted and professional bodies such as the General Medical Council and the General Teaching Council
• Monitor the progress of referrals to ensure they are dealt with as quickly as possible, consistent with a thorough and fair process
• Seek to resolve any inter-agency issues. Collect strategic data and maintain a confidential database in relation to allegations
• Disseminate learning from LADO enquiries throughout the children’s workforce
Employers should:• Put in place and operate arrangements for dealing with allegations in accordance
with these procedures
• Designate a Senior Manager to be a Safeguarding Officer to whom allegations or concerns should be reported and a Deputy to whom reports should be made in the absence of the Designated Senior Manager or where that person is the subject of the allegation or concern
• Ensure that their Organisation operates procedures for dealing with allegations, resolving any inter-agency issues and liaising with the LADO on the subject
• And if you are the person in your organisation who is responsible for responding to that concern, you must consult with the Local Authority Designated Person (LADO) within 1 working day.

An allegation is made against an adult working with children and is reported to the agency/organisation’s designated Safeguarding Officer.
Designated Officer or manager contacts the Local Authority Designated Officer (LADO).

LADO decides whether the alleged may have;• behaved in a way that has harmed a child, or may have harmed a child;• possibly committed a criminal offence against or related to a child; or• behaved towards a child or children in a way that indicates they may
pose a risk of harm to children.

LADO consults with relevant professionals
If required LADO arranges a LADO Multi-agency Strategy Meeting, chaired by LADO to exchange information and decide on formal investigation
processes, which may include a police investigation.
Agency investigates as a disciplinary matter.
Agency feeds back to LADO on setting own disciplinary investigation and decisions made.
All allegations about people who work with children in statutory or voluntary organisations must be referred to the Local Authority Designated Officer (LADO). This includes those who:• Work directly with children• Work in a setting where children see them as a safe and trustworthy adult• Have access to sensitive information about children• Are senior managers who have responsibility for appointing people to work with
childrenThis can be in connection with his/her employment or voluntary activity or where:• There are concerns about a person’s behaviour or conduct in their personal or
professional life that might indicate their unsuitability to work with children• Concerns arise about a person’s behaviour with regard to his / her own children• Concerns arise about the behaviour in the private or community life of an
individual, their partner, member of their family or other household member There may be up to three strands in the consideration of an allegation:1. A police investigation of a possible criminal offence2. Enquiries and assessment by children’s social care about whether a child is in
need of protection or in need of services; and3. Consideration by an employer of disciplinary action in respect of the individual
