PJ Rudden RPS PJ Rudden, Director of Energyand Environment at RPS Group, emphasises the

need to involve communities when planning Irelandʼsnew wave of energy projects.

The geographic scale of infrastructure projects inIreland has increased significantly over the past year.To power the next energy generation in Ireland forinstance, we now require infrastructure over widerspatial areas and landscapes. We also need agreater public awareness of the need to decarboniseour energy system to make it more environmentallysustainable. The recent storms and other weatherextremes are clear evidence that the climate aroundus is changing. We therefore must adapt and mitigateour lives and our approach to projects. Never beforewere we so challenged and never before had wesuch an opportunity to outline our vision for a carbonfree environment.

Yet while most people accept ʻwhyʼ we have to havea cleaner, more energy efficient way of powering ourfuture, there is a greater human challenge to gainacceptance of the ʻhowʼ and the ʻwhereʼ, especially ifwe live close to one of these new energy creationsbringing lower carbon power. It requires a quantumleap in our imagination to accept a greater density ofinfrastructure as acceptable features on ourlandscape.

Our grandfathers and grandmothers possibly thoughtthe same of rural electrification but did not have thelearning nor the voice nor the means to properinformation to counter what they may have seen asdangerous incursions in the name of progress.Indeed, we havenʼt had such a confluence of new

energy projects in Ireland for decades across theregions and it will take some time for people to getused to this intensity of energy endeavour now underway.

We have got to accept that the only way incommunications terms to build a new nationalinfrastructure is through dialogue. Communicationsexercises by infrastructure providers have to beopen, honest and respectful. It is very much the caseof “Tell me – and I will forget” … “Show me – and I willremember” but “Involve me – and I will understand.”We need to involve people in the process from thestart when they see the study area only on a map andno threatening lines but a positive engagement onthe power needs of a nation finally recovering fromrecession. What policies are currently guiding ourinfrastructural development and are theyreasonable?

Ireland finally ratified the Aarhus Convention onpublic participation in decision making in 2012 and itbecame effective in Irish law in 2013. This new EUand thus Irish law gives rights of information, rightsof participation and judicial review to citizens onprojects before they enter the planning process i.e.in the non-statutory phase of consultation.

It recognises that every person has a right to live inan environment adequate to his or her health or well-being. That needs to be publicly stated andacknowledged at the start of the project but it is alsonever too late to say it, even when a laterconfrontation with residents may arise and needs tobe resolved.

At the start of projects, the ʻroad to Aarhusʼ is noteasy, quick nor inexpensive, but if implementedproperly will save overall public communicationscosts on the project or indeed may end up saving theproject entirely from total failure.

The remit for heritage protection which isrecognised in Section 67 of the Local

Government Act, 2001 has been realised in localauthority functions since 1999 with thedevelopment of a national Heritage OfficerNetwork,supported and part funded by theHeritage Council. A Heritage Office service hasbeen part of Waterford County Council since 2004.

A key part of the Heritage Service is delivery ofprojects under the Waterford Heritage and LocalBiodiversity Plans which contribute to the heritageand environmental assessment functions of thelocal authority. One such project involves habitatsurvey and digital mapping towards developmentof a comprehensive Waterford Habitat Map thatcan inform biodiversity management andobligations of the local authority under the HabitatsDirective.

The Mammals in A Sustainable EnvironmentProject (MISE) was undertaken by WaterfordCounty Council in 2011 in partnership with W.I.T,the National Biodiversity Data Centre, NaturalResources Wales, Vincent Wildlife Trust andSnowdonia National Park. The project wassuccessful in a funding bid to the Ireland - Walesprogramme under INTERREG 4A – ClimateChange and Sustainable Development, receiving€1.4 million for a 4 year project. The aim of theproject was to collect data on the distribution and

populations of four target mammal species (Otter,Squirrel, Pine Marten and Bats) involving citizenscience, trialling novel survey techniques andusing DNA based analysis in order to establishbaseline data on key mammal species asindicators of future change in habitats and species.Monitoring and conserving biodiversity areincreasingly being recognised as critical forsustainable development and delivering strategiesto maintain biodiversity requires baselineinformation on the current status and ecosystemrequirements for each individual species. This isthe basis for the MISE project.

In order to achieve the objectives of the project,Waterford County Council and the project partnerorganisations appointed project officers to workwith community groups, Tidy Towns groups andschools in developing workshops and trainingcourses in surveying local mammal populations.Data collected through MISE has served manyuses, from environmental education to biodiversityprojects in Tidy Towns competitions and informinga Waterford Habitat Map used to inform policies fornatural heritage in development management andforward planning.

Since its inception in 2011, the MISE project hashosted forty fieldwork events attended by justunder 800 survey volunteers. Approximately 80kmof river and coastline has been surveyed forpresence of Otter, 60 new sites for bat roosts havebeen recorded including a comprehensive bats inchurches survey and extensive tracts of woodlandhave been surveyed for red squirrel and pinemarten. School visits were also a key element ofthe project and thirty five schools both primary andsecondary were visited to enhance understandingof mammals and their habitats in Ireland.

In support of the species population data collatedthrough the MISE project it was recognised thatinformation was also required on habitat networksi.e. areas of habitat that are functionally connectedallowing a species to move by nature of connectingecological corridors providing food and cover. better understanding is gained on how areas ofhabitat function in the landscape. This mappingcan then inform actions to improve ecologicalconnectivity within a policy framework which is adesirable outcome of the MISE project. It is longrecognised that habitat fragmentation and climatechange could have serious negative impacts onbiodiversity. Fragmentation of habitats impacts onthe size and viability of species populations andtheir ability to move within the landscape. Climatechange can impact on habitat types throughincreased occurrence of extreme weather eventsincluding flooding and drought affecting vegetation

composition.

In 2013 Waterford County Council commissionedBEC Consultants Ltd. and Blackthorn Ecology tocarry out a survey of habitat networks andecological corridors in Co. Waterford and to collaterecorded information in a GIS dataset. Theobjective of this survey was to identify and analysepriority habitat networks and opportunities forenhancing ecological corridors between sites ofknown conservation value such as proposedNHAs, county wetland sites and MISE speciessurvey sites. The outputs of the survey include adetailed GIS map of habitat corridors in the countyand recommendations for the conservation

management of high ecological value areas in thecontext of habitat connectivity.

Commenting on the value of the project, HeritageOfficer with Waterford City and County Council,Bernadette Guest, considers the MISE project hasdelivered significant value for the Council throughidentifying opportunities to strengthen links forbiodiversity projects under the Waterford ClimateChange Strategy whilst the availability of a HabitatMap including wildlife/mammals data has provento be of great benefit to local community groupsand Tidy Towns Committees in guiding local

biodiversity projects.

“We have obtained a considerableamount of data through this projectand we are now interested in exploringpotential for its practical application.The habitat map can be used to informthe Appropriate Assessment screeningprocess in plans and projects that mayaffect the Natura 2000 Network andalso inform identification of localbiodiversity areas. The data is usefulto a wide range of council staffincluding planners, engineers andcommunity development officers byinforming work programmes for roadsand bridges, conservation works anddevelopment of heritage tourisminitiatives including walkways. Otherpossibilities include use of the habitatmap to inform referrals to the local

authority for felling applications from the ForestService, or referrals from the Department ofAgriculture under the EIA (Agr) Regulations forhedgerow /scrub clearance.

The success of the project has beenacknowledged by INTERREG with the approval ofa six month funding extension which will now seethe project run until June 2015. The Use of Intelligent Transport Systems (ITS) on the National Roads Network

The National Roads Authority is the national bodyresponsible for securing the provision of a “safe

and efficient network of National Roads” in thecountry. The completion of the Major Inter-Urbanmotorway / dual carriageway network as part ofTransport 21 programme has created the need forthese routes to be managed and operated differentlyto the remainder of the network. In common withother national roads administrations in Europe, anincreasing emphasis has been put on themanagement and operation of the national roadnetwork, particularly in the more heavily traffickedareas such as the M50 and radial routes aroundDublin.

In addition, in the past year a number of MotorwayMaintenance and Renewals Contracts (MMaRC)have been put in place on the motorway network tofacilitate the efficient and timely maintenance andoperation of these routes, to preserve theconsiderable value of the asset that has beenprovided as well as ensuring the safe and efficientoperation of the network. In order to manage a roadnetwork effectively an operator needs to be able tomonitor activity on the road and respond quickly toincidents and other unplanned events, tocommunicate and coordinate with emergencyresponders, road users and other parties and toapply the experience gained to promote a process ofcontinuous improvement.

The use of Intelligent Transport Systems (ITS) playsa major role in the effective management andoperation of a modern road network. Road users on

a modern high-quality road network expect a highquality service from the operator, and the wholecountry benefits from having a dependable efficientnational road network. ITS can deliver clear benefitsin terms of safety and efficiency as well as enhancedsustainability and amenity for the road user. Over thepast decade the National Roads Authority hasdeployed significant amounts of ITS equipment onthe motorway network to assist in the objective ofenhancing the safe and efficient management andoperation of the newly developed motorway / dualcarriageway network. A Motorway Traffic ControlCentre (MTCC) has also been established to monitor,operate and control the various elements of ITSinfrastructure on the network and to assist in thecoordination of motorway operations by contractorsand other stakeholders such as An Garda Síochánaand the emergency services.

What are Intelligent Transport Systems?Intelligent Transport Systems (ITS) are defined asthe integration of information and communicationtechnologies with transport infrastructure, vehiclesand users. Essentially this amounts to having inplace a coordinated suite of traffic monitoring,detection and control devices linked to a centralcomputer system and communications network togather and process data from the network andcommunicate with the road user in order to activelymanage the road network. The collection anddissemination of travel information via the use of

ITS is playing anincreasing role in themanagement ofmodern roadnetworks, particularlyon high-speed, high-volume roads and inmajor urban areas.Good qualityinformation cansignificantlyinfluence driversʼbehaviour,enhancing roadsafety and helping tominimize delay andcongestion.

The three key elements in an ITS system areMonitoring, Control, and Dissemination. Monitoringis essentially knowing whatʼs going on out there.There is a wide range of devices and equipmentavailable to provide operators with information onactivity and conditions on the road network. Theseinclude Closed Circuit Television Cameras, RoadWeather Stations, Automatic Incident Detectionequipment, Emergency Response Telephones,Automatic Number Plate Recognition equipment andTraffic Monitoring Units.

Control or active management of the traffic providesthe ability to react to varying conditions and is madepossible by Traffic Control Signals, overhead LaneControl Signals, Variable Speed Limit signs and otherdevices that enable the operator to use the datacollected from the network and to actively managethe traffic to improve flows, minimise delays andenhance the safe operation of the road.Dissemination involves getting the relevantinformation out to road users and other relevantparties. Information is conveyed to the road user bymeans of Variable Message Signs deployed alongthe network, web and traffic app services, SMS textalerts and traffic information radio services. Thisknowledge of prevailing conditions such as trafficflows, congestion, weather, incidents and roadworkactivity enables the driver to make informed decisionson the journey to be undertaken, such as todetermine travel times or possibly whether to deferthe trip to a more favourable time.

EU contextOver many years, the EU has encouraged thegreater use of ITS technologies across Europeanroad networks as an effective means of deliveringenhanced safety and reduction in congestion withoutthe need for additional major road building. Withincreasing congestion on Europeʼs roads, driven byeconomic growth, it was recognised that we could notcontinue to build our way out of congestion andalternative means of managing the increasing trafficvolumes needed to be employed. The M50 ringaround Dublin is a typical example of such amotorway, where the inevitable future increases in

traffic volumes will have to be accommodatedthrough means other than the construction ofadditional lanes. In recognition of the fact that aneffective transportation network is a key element of amodern economy, the European Commission has setout its policy objectives in a series of White Papersand Action Plans setting out policy guidelines formember states in the transportation area. A numberof initiatives were also instigated to help thepromotion and development of ITS services acrossthe Union. Ireland benefitted from these in the formof the STREETWISE and INSTANT programmeswhich were co-funded by the European Commission.The STREETWISE programme formed a blueprintfor coordination between the Republic of Ireland andUK Regions and focussed on cross-bordersynchronised deployment of ITS. The INSTANTprogramme, implemented in partnership with theRoads Service Northern Ireland (now TransportNorthern Ireland), delivered a travel time informationsystem on the busy M1 Dublin to Belfast route. It isan automated system utilising a series of AutomaticNumber Plate Recognition (ANPR) cameras (forjourney time information purposes) and VariableMessage Signs (VMS). Data is shared between thecontrol centres in Dublin and Belfast (using the DatexII protocol as mandated by the EC), allowing journeytimes on the full route between the two cities to bedisplayed on both sides of the border. The systemwas launched in January 2008.In a further effort to promote more widespread andbetter coordinated use of ITS across the EU to

enhance the efficiency and safety of Europeʼs roadsthe Commission published an Action Plan in 2008setting out its principal objectives in respect of ITSdeployment and the benefits that the Commissionconsidered would flow from this deployment. TheAction Plan identified a total of six priority areascontaining twenty four different actions coveringareas from the optimal use of road, traffic and traveldata to freight management and road safety andsecurity.

The publication of the 2008 Action Plan was followedby the ITS Directive (Directive 2010/40/EU) inDecember 2010. The Directive sets out a scheduleof priority actions in respect of ITS deployment on theTEN-T network, and provides a legislative frameworkfor enhancing coordination and ensuringinteroperable deployment in a pan-Europeanapproach. The Directive highlights four priority areas(in line with the ITS Action Plan) and lists 6 priorityactions. The priority areas are:

a) the provision of EU-wide multimodal travelinformation services;

b) the provision of EU-wide real-time trafficinformation services;

c) data and procedures for the provision, wherepossible, of road safety related minimumuniversal traffic information free of charge tousers;

d) the harmonised provision for an interoperableEU-wide eCall;

e) the provision of information services for safeand secure parking places for trucks andcommercial vehicles;

f) the provision of reservation services for safeand secure parking places for trucks andcommercial vehicles.

The National Roads Authority is also a participant onthe EasyWay project. This is a pan-European ITSdeployment project supported by the EuropeanCommissionʼs Directorate General for Mobility andTransport (DG MOVE) via the TEN-T programme andfocuses on harmonised traffic management anddeployment of ITS on the TEN-T road network acrossEurope. The main goal of EasyWay is to reducecongestion, improve road safety, and reduce CO₂emissions through the deployment of harmonised ITSservices for the European road user and haulier.

Current ITS deployments on the nationalroad networkThe Authority has successfully employed a range ofITS technologies on a targeted basis over manyyears in order to address a particular road user needor enhance the experience of users of the network.In general the deployment of ITS infrastructure hasfocussed on the busier higher-volume sections of thenetwork. Hence there is a greater concentration ofITS coverage on and around the M50 and theGreater Dublin Area than elsewhere on the network.

M1, M50 and Immediate Radial ApproachesAs described above, a range of ITS equipment wasdeployed along the M1 between the M50 and Belfastunder the INSTANT programme. The major upgradeof the M50 route incorporated significant provision forthe future deployment of ITS equipment in the designof overhead gantry structures and other infrastructureas well as the provision of ducting, chambers,inductive loops, hardstands, support structures andbases. A major deployment of ITS infrastructurefollowed in 2011. This included the provision of 35Variable Message Signs, 60 CCTV and 50 ANPRcameras and Incident Detection equipment. Inaddition fibre optic cabling was installed along the fulllength of the M50 to provide more resilient andefficient communications with the deployedinfrastructure.

Dublin TunnelThe deployment of advanced ITS systems is centralto the management and operation of the DublinTunnel. CCTV coverage extends over the full lengthof both tunnel bores and activity in the tunnel ismonitored in the Tunnel Control Centre on a 24/7basis. The tunnel uses a state of the art SCADA(Supervisory Control and Data Acquisition) system tomonitor and control the various tunnel systemsincluding safety, electrical and ventilation systems.

Motorway Traffic Control Centre (MTCC)The Motorway Traffic Control Centre currentlyoperates from the Control Building of the DublinTunnel. All ITS deployments on the network aremanaged and operated through the MTCC. CCTVcameras and Automatic Incident Detectionequipment are monitored on a 24/7 basis byoperators for early detection of incidents and trafficdisruption. Messages bringing relevant informationto drivers are posted on the Variable Message Signsat the appropriate locations. The Centre managesevent and incident management on the network. At

present there are in the order of 400 incidents permonth on the motorway network ranging from debrison the road, to breakdowns, stray animals and roadtraffic collisions. (See pie chart on page 19)

There are a further 40 or so planned events permonth including major music festivals and otherevents which have an impact on traffic flows. TheMTCC also manages the centralised Road SpaceBooking System which facilitates the managementand control of essential maintenance andconstruction operations on the motorway networkand helps to minimise disruption to road users.

Emergency Roadside TelephonesA network of 1400 Emergency Roadside Telephones(ERT) is deployed across the motorway network. Allcalls made from ERTs are answered by operatorsbased in the Motorway Traffic Control Centre(MTCC). The ERT system indicates to the operatorthe precise location from where the call is beingmade and the direction of travel along the motorway,allowing clear directions to be provided to theemergency services in the event of their assistancebeing required, and significantly enhancing the safetyof road users who find themselves in the situation ofhaving to make a call.

Road Weather Information SystemA total of 85 Road Weather Stations are deployedacross the entire national primary and secondaryroad network. These provide essential weather androad condition data that feed the Ice Net RoadWeather Information System (RWIS). Each weatherstation contains a bank of sensors to measure suchdata as temperature, humidity, rainfall, wind speedand direction, visibility and pavement temperature.The majority of the weather stations also include aweather camera. This system is used extensively byLocal Authorities and network contractors todetermine the need for winter treatment of roads ona given night in an informed and efficient manner.Up-to-the-minute road weather data is also availableon the NRATraffic website, and via the new

Smartphone APP launched in 2013. Current imagesfrom the network of weather cameras is alsoavailable on the website, providing road users with auseful snapshot of potential conditions that they mayencounter before setting out on a proposed journey.

NRA Traffic Website and Smartphone AppThe NRA Traffic website (www.nratraffic.ie) providesup-to-date information on traffic conditions on thosesections of the network covered by ITS deployment.This includes road weather data, current messagesposted on VMS, journey time data and CCTVimages. This enables motorway users to check onconditions on their route prior to setting out and toplan their journey accordingly. The NRA TrafficSmartphone App launched in 2013 provides thesame information to mobile users. Both media allowusers to define and save favourite journeys thusfiltering only information and alerts that are relevantto them.

Traffic Counter NetworkThe Authority has for many years operated a networkof traffic counters across the national road networkand has made traffic flow data available on itswebsite. Traffic data is essential in the planning ofnew road schemes and other developments adjacentto main roads and junctions. The Authority hasrecently upgraded and substantially expanded thenetwork of traffic counters across the country,bringing the total number of units to its present figureof 268. Each unit counts and classifies the passingtraffic and transmits this data to a central server.Many of these units are powered by a hybrid solar /wind-powered generation unit.

Electronic TollingThe Authority has been a leading administration in

the area of electronic toll collection (ETC) and hasactively promoted this on all Irish toll roads, providingfull national interoperability for all ETC users acrossthe network. This proactive approach has benefittedIrish road users by improving traffic flows, reducingcongestion and improving road safety across thenational road network.

Other ITS InfrastructureThe provision of ITS infrastructure continues to berolled out as funding and demand dictate. In additionto the deployments of ITS on the M1, M50 and theGreater Dublin Area radial approaches and the otherequipment described above, there is a considerableadditional amount of ITS equipment elsewhere on thenetwork. This includes Variable Message Signsinstalled at strategic locations, School Warning Signs,Ghost driver (Ghost driver is a term used for amotorist travelling in the wrong direction on amotorway or dual carriageway) and other DriverFeedback Signs, incident detection devices, trafficcameras and communications equipment. Overall,at the present time the NRA has some 90 VariableMessage Signs, 60 CCTV cameras (with access toapproximately 100 more provided by LocalAuthorities), over 150 km of optic fibre, 126 ANPRCameras, 416 Traffic Monitoring Units, includingTraffic Counters and Automatic Incident Detectiondevices and over 1000 3G/GPRS/GSM SIM Cardson the national roads network.

Future deployments of ITSOver the coming years the objectives of the Authorityin respect of the deployment of ITS will be guided bythe EU ITS Action Plan and Directive describedabove and will align with the Priority Areas set out inthese documents. Given the high cost of the

installation and operation of ITS equipment, it will beimportant of course to tailor the deployments in amanner appropriate to the particular requirements ofthe Irish road network. All deployments will continueto be implemented to standards and specificationsand that are compliant and compatible with those setout at European level and promote theinteroperability and continuity of ITS across theUnion.

The Directive itself states the need for deploymentsto be cost-efficient and proportionate, recognisingthat different levels are appropriate taking intoaccount the local, regional, national and Europeanspecificities and the inherent differences in thetransport network characteristics in terms of trafficvolumes and road weather conditions. There is astrong emphasis in the Directive also on the sharingof traffic related information between public andprivate bodies and for this information to be availableacross borders. This will facilitate the provision ofseamless Real Time Travel Information (RTTI)

services across all modes of travel within Europe soas to enable more efficient routing and reduction ofdelays due to non-recurrent congestion on theproposed Ten–T network. It will also be a key part ofthe provision of universal Safety Related TrafficInformation (SRTI) free of charge as set out in PriorityAction (c) of the Directive.

Priority Action (d) sets out the objective of theprovision of harmonised eCall facilities. This eCallinitiative aims to deploy a device installed in cars andlight goods vehicles that will automatically dial 112 inthe event of a serious road accident, and wirelesslysend airbag deployment and impact sensorinformation, as well as GPS coordinates to localemergency services. It is estimated that the eCallsystem can reduce the response times of emergency

services by 40 per cent in urban areas and by asmuch as 50 per cent in rural locales.

Another area that is getting increasing attention andemphasis particularly in terms of vehicle research isCooperative ITS (C–ITS), in which the vehiclescommunicate with each other and / or with theinfrastructure. C-ITS can greatly increase the qualityand reliability of information available about thevehicles, their location and the road environment.This will bring new services for road users, which, inturn will bring about further social and economicbenefits and lead to greater transport efficiency andincreased safety. Although C–ITS is not yet a PriorityAction of the ITS Directive, it represents an importantinitiative which has the potential to evolve rapidly overthe coming years.

On a national level, the Department of Transport,Tourism and Sport (DTTAS) is currently working onthe development of a National ITS Policy and whichwill deliver greater coordination and cooperation

among stakeholders across all modes oftransport. The Policy will set a framework forthe sharing of smart and innovative ideas. Itwill also seek to deliver a national ITSarchitecture, work with data creators towardsan open data environment, and create anational ITS data repository.

Further deployments of ITS on the nationalroad network will tend to follow the moreheavily trafficked sections of the network.There is a strong objective to increase theprovision of coverage along the Major Inter-Urban (MIU) routes with particular emphasison the TEN-T Core network comprising theM7 and M8 routes. Increased VMSavailability in these areas would facilitate themanagement of incidents on the networkand assist the Gardai and other emergency

services in their response to such incidents. Theincreased availability of ANPR and Bluetoothequipment would facilitate the earlier detection ofcollisions and other incidents as well as delays on thenetwork and the more efficient management of traffic.

A pilot scheme is currently underway on a number ofthe MIU routes to evaluate alternative means oferecting and powering VMS units along the network.A number of large solar-powered VMS, erected onlight-weight aluminium support structures are beinginstalled on the M7, M8 and N11 routes. In additiona number of other VMS units are being installed onexisting cantilever sign structures on the M7, M8, N11and M18 routes. These pilot installations areexploring possible means of providing more cost

effective solutions in the provision of VMS and ifsuccessful will facilitate the deployment of additionalVMS units along the MIU network.

Another pilot scheme currently being pursued is theinstallation of a Bluetooth system along with theTraffic Counter units on the M7 motorway. This pilotis exploring the viability of using Bluetooth as analternative to ANPR to provide for the gathering oforigin and destination information and the provision ofjourney time information.

The recently published M50 Demand ManagementReport (April 2014) confirmed the need for theimplementation of demand management measuresto cater for the future increases in the volumes oftraffic on the M50. Provision has already been made

for these with the existing infrastructure and it isenvisaged that measures such as Variable SpeedLimits, Lane Control Signalling and Ramp Meteringwill need to be put in place as congestion increaseson the route. Similarly, a Demand ManagementStudy is currently being prepared in respect of theN40 ring around Cork City and it is likely that similarmeasures may be required as traffic volumescontinue to grow there. This approach accords withthe recognition across the EU that we cannotcontinue to build our way out of traffic congestion andwith the stated policy objective of increasing the useof Intelligent Transport Systems to provide costeffective solutions to deal with the ever-increasingvolumes of traffic on our road networks.

This data canthen be used to assess changes in patterns over timeor changes due to the implementation of measuressuch as infrastructure, policy changes, roadclosures/bans, changes to tolling etc. The data canalso be used to compare times of year, impact ofweather etc.

· The technology can be used to provide real timejourney times between locations on a road/rail/busnetwork. This information can be used to monitorcongestion and/or incidents on a transport network.

· To develop traffic forecasts for large road schemessuch as bypasses, bridge, tunnels etc. The units canbe used to assess the volumes of traffic which woulduse a town bypass or a new bridge.

· Units can be placed at rail/bus stations along acorridor to allow the client to develop a full origin-destination matrix. The use of the units ensures allcustomers including those with free passes,monthly/yearly tickets are captured in the survey.

· ITS have adapted the outputs to be compatible witha number of market leading transport modellingsoftware packages.

· Outputs can be fused with an existing traffic systemproviding real time journey time and routinginformation which allows long term trends to beanalysed and fed into the traffic system. Data couldbe used to optimise traffic signal systems and providenotifications for any short term changes to patterns.

The Environmental Protection Agency (EPA) and the Radiological Protection Institute of Ireland (RPII)merged today. RPII staff transfer to the EPA and RPII functions will now be carried out by a newlyestablished Office of Radiological Protection within the EPA.

The merger brings together the committed and dedicatedstaff of the EPA and RPII to create a strong scientificorganisation which will continue to place the same highvalue on both environmental and radiological protection.

The EPA mission statement has changed to reflect the widerscope of its work, functions and responsibilities: The EPAmission statement is:

To protect and improve the environment as a valuable assetfor the people of Ireland. To protect our people and theenvironment from harmful effects of radiation and pollution.The EPA website www.epa.ie has also changed. It nowincludes a new dedicated section about radiologicalprotection.

1. Merger of the Environmental Protection Agency (EPA) and the Radiological Protection Instituteof Ireland (RPII):The merger is underpinned by new primary legislation – the Radiological Protection (MiscellaneousProvisions) Act 2014. This legislation transfers the RPII functions and staff to the EPA and takeseffect from 1st August 2014.

2. EPA Roles and Responsibilities:The Environmental Protection Agency is at the front line of environmental protection and policing.We ensure that Ireland's environment is protected, and we monitor changes in environmentaltrends to detect early warning signs of neglect or deterioration. We are also responsible forensuring that the people of Ireland are protected from the harmful effects of radiation. Our vision isto have a clean, healthy and well protected environment supporting a sustainable society andeconomy.

Protecting our environment is a huge responsibility, and we work with a number of organisationsthat carry out our functions. The EPA is an independent public body established under the Environmental Protection AgencyAct, 1992. The other main instruments from which we derive our mandate are the WasteManagement Act, 1996, and the Protection of the Environment Act, 2003 and RadiologicalProtection (Miscellaneous Provisions) Bill 2014.We have a wide range of functions to protect the environment and people, and our primaryresponsibilities include:

Mr. Alan Kelly, T.D., Minister for the Environment,Community and Local Government, todayannounced two key steps in Irelandʼs on-goingimplementation of the Water FrameworkDirective (WFD). The Minister has published aconsultation document on the Timetable andWork Programme for the development of the2nd cycle of River Basin Management Plans.The Minister has also made new Regulationswhich re-assign functional responsibility forWFD implementation to local authorities, to theEnvironmental Protection Agency (EPA) and tothe Department of the Environment, Communityand Local Government.

The Water Framework Directive was adopted in 2000and requires member states to manage their waterresources on an integrated basis in order to achieveat least ʻgoodʼ ecological status. The first cycle ofRiver Basin Management Plans for Ireland waspublished in July 2010 and planning for the secondcycle is underway. Todayʼs consultation documentseeks the input of interested parties on the approachproposed for the second cycle of plans which will beadopted in 2017 and will run until 2021.

Following a review of first cycle structures, newgovernance and administration arrangements havebeen put in place. In the second cycle, there will bea single national approach for the development ofriver basin management plans within the State. Thetechnical analysis and planning tasks will beadvanced on the basis of appropriate water orcatchment management units to be decided by EPA.Specific administrative arrangements will be put inplace to coordinate requirements with NorthernIreland in relation to cross-border waters,encompassing water management units in theNeagh-Bann, the North Western and the ShannonRiver Basin Districts which flow into or out of NorthernIreland.

A new three-tier governance structure has beenestablished. At Tier 1, the key national actors – ledby the Minister – will deal with policy and resourcematters. The EPA will lead on the underpinningscience at Tier 2 and local authorities at Tier 3 willlead on implementation, enforcement and publicengagement at local river level.

The Minister recently signed the European Union(Water Policy) Regulations 2014, which give effect tothese new structures and provide specifically for aWater Policy Advisory Committee to advise theMinister at Tier 1. These Regulations are availableonline here.In announcing the changes, the Minister said “The

new governance arrangements will bring clarity andcertainty to the implementation of the WaterFramework Directive. I intend that the outcome willbe robust and effective river basin managementplans that will secure environmental objectives andunderpin sustainable economic investment andgrowth. Central to this is meaningful publicparticipation and I would like to encourage allinterested parties to engage fully in the consultationprocess.”

The Consultation Document is available on theDepartmentʼs website. The consultation period isopen until 31 January 2015.

Schemes in Cork, Limerick and Galway tolaunch to the public this autumn

The first viewing of the new, specially-designed bikefor the regional citiesʼ Coca-Cola Zero Bikes schemetook place in Corkʼs City Hall this morning, whereMinister Alan Kelly TD and the National TransportAuthority were joined by the scheme sponsors Coca-Cola Zero and operators An Rothar Nua.

Featuring a distinctive black design with bright redaccents, the new bikes will soon be a strikingpresence on the streets of Cork, Limerick andGalway, when the three public bikes schemes launchto the public in the autumn.

And uniquely amongst bike schemes world-wide,these bikes have built-in gear-shifting technology,enabling automatic gear-changes which willcontribute towards easier and safer cycling for users.

Minister Kelly said: “We are becoming a nation of

cyclists. Having bike-rental schemes will do more toimprove and promote a cycling culture across thecountry than any other initiative. There is increasedinvestment in cycling infrastructure with all junctionsand streets becoming more cycling friendly. In Coca-Cola Zero, we have one of the worldʼs bestmarketing companies actively engaged in cyclingpromotion. The benefits to the cities of Cork,Limerick and Galway will be huge and I look forwardto it taking off in these cities just as it has done inDublin.”

Hugh Creegan, Director of Transport Investment forthe National Transport Authority said: “Havingdeveloped and awarded the operation contracts andsecured sponsorship, we are delighted to see thesenew bikes coming into production – launch day iswithin sight. Monika Grauer, Coca-Cola Ireland said: “Coca-Colaare delighted to partner with the government, theNational Transport Authority, the local authorities andAn Rothar Nua to help bring the Coca-Cola Zero BikeScheme to Cork, Galway and Limerick. Today is anexciting milestone for the scheme and weʼre veryexcited to be unveiling the bike here in Cork. Workingwith our partners, we hope to replicate the success ofthe Dublin Bike Scheme, helping to make cyclingaccessible to thousands of people throughout thecountry.”

Comprising 740 bikes in total, the schemedetails are:

• Cork – 320 bikes, 31 bike stations and 635bike stands

• Galway – 205 bikes, 19 bike stations and395 bike stands and

• Limerick – 215 bikes, 23 bike stations and445 bike stands.

Depending on the success of these schemes,additional schemes in other cities, such asWaterford, and other locations in Ireland maybe introduced.

The Minister for the Environment, Community andLocal Government, Alan Kelly T.D., announced theallocation of €23 million capital funding to 31 City andCounty Councils to undertake very importantimprovement works to social houses.€8 million will be provided to local authorities foradaptations and extensions to social houses to meetneeds of tenants with a disability or to addressserious overcrowding.

Under the Social Housing Investment Programme,local authorities use suitable vacant stock to meetparticular needs, however there are also situationswhere there is no option other than adapting orextending an existing dwelling.The Minister has assessed the requirements for suchworks with each local authority and announcedallocations per authority based on the level of needidentified.

In announcing this €8 million allocation, the Ministerstated: “While the local authority social housing stockprovides homes to almost 130,000 families, aspeople age their needs change. Some people requireadaptations and extensions to their homes in orderto continue to live independently. Iʼm allocating €8mthis year for these necessary adaptations and

extensions and Iʼm confident that over 300 familieswill have an improvement to their quality of life as aresult of this investment”.

The Minister also announced that he is allocating afurther €15 million to be invested in upgrading theenergy efficiency of local authority homes this year.This is part of a three year jobs stimulus programmethat will see the energy efficiency of 25,000 of thepoorest insulated local authority homes improved.The Minister stated: “Iʼm happy to be able to continuethe programme of energy retrofitting of social houses.These will benefit from improved attic and wallinsulation, with consequent improvements in thethermal efficiency of the homes and improvedcomfort levels all around”.

The energy retrofitting programme will also see lowerenergy bills to thousands of local authority tenants.It is also supporting hundreds of jobs in the greenenergy sector, in work which is labour intensive by itsnature.

The Minister added: “As a result of the further €15million for energy retrofitting works to social houses,I expect to see over 4,000 houses becoming warmerhomes, with reduced fuel bills this winter”.

Building Control (Amendment) Regulations 2014came into effect on the 1st March 2014. This

revised process of building has generated significantdiscussions over the last number of years. Now thatit is finally implemented, we all have to change focusand adhere to these regulations.

One of the many additional sections to be enforced inthese new regulations is the completion of a BERassessment, both from the plans and also uponcompletion of the dwelling. To date BER assessorshave primarily focused on SEAI grant upgradeassessments. The DEAP software, that the BERassessor completes to calculate the energyassessment of the dwelling, can be a complexpackage to undertake, at times. The engineeringteam within Firebird Heating Solutions, working withBER assessors, have completed a vast number ofassessments from house plans and are achieving atleast an A3 rating (2011 TGD L) on these dwellingswith Firebird products as the heating source.

Specialist breathing air trailers from ESS Safeforceare keeping asbestos removal specialists suppliedwith fresh air.

The lives of asbestos removal specialists maintainingthe boiler house and steam generation room of aNorthern Ireland hospital are being kept safe, and ascomfortable as possible, with specialist equipmentfrom ESS Safeforce.

A team of four from Irelands largest asbestos removalcontractor, The Precision Group are nearing the endof a two-month contract, which makes first use inNorthern Ireland of this ESS Safeforce equipment, forBelfast Health and Social Care Trust at the cityʼsRoyal Victoria Hospital.

The ESS Safeforce equipment is helping them meetthree particular challenges – the presence ofasbestos, temperatures exceeding 40˚C (andsometimes up to 60˚C), and high levels of humidity.The first challenge requires fully-enclosed breathingsystems which make working in what amounts to atropical environment even more challenging.

The constant supply of filtered air they require isbeing supplied by two 10-cylinder breathing airtrailers. While one is parked at the hospital basemententrance and supplying The Precision Group teamwith up to 80 hours, or five days, of filtered air via 30m

hoses, the other is being replenished by ESSSafeforce from its new Northern Ireland depot inLisburn*.

The breathing air road-towable trailers are self-contained units capable of supplying up to six peoplewearing positive-pressure demand-type or constant-flow breathing apparatus. Enclosed via powder-coated steel panels with lockable access doors at thefront and rear and a user-friendly control panel, thesystem can deliver up to 90m of hose per operative

and a maximumoperating pressure of300 bar.

ESS Safeforce salesrepresentative RuairiOʼNeill said: “Thepresence of asbestoscreates a high risk topersonnel working insuch an environmentso a fully-enclosedbreathing systemcapable of deliveringfive daysʼ supply iskey to the work beingcompleted. Boiler

houses cannot be shut down because the sensitiveareas in the hospital to which they supply heat requirethat service constantly.

“We provided technical support, initial on-siteassistance and handover, and on-going siteassistance with rapid changeover of the trailers whichare filled via compressor at our new premises inLisburn. The equipment is all certified to the highestindustry standards including the air quality so vital forthe workforce.”

Structural Surveys:For structural evaluation, we now own three Falling WeightDeflectometers (FWD) for use on roads and airports.PMS now own and operate a high-speed GroundPenetrating Radar (GPR) system. Since PMS hasintroduced GPR capabilities we have carried out pavementconstruction surveys for the NRA and a wide range of localauthorities.

Skid Resistance (SCRIM) Surveys:We own and operate two SCRIM machines to cater for theneeds of our Irish clients. We are the only commercialoperator of a SCRIM machine in Ireland. We provideSCRIM measurement and analysis services to the NRA,PPP firms and Irish local authorities. Asset Inventory Network Surveys:PMS can carry out an inventory of roadside items in orderto populate a complete Route Asset Inventory of a givenroad section. The relevant video or LiDAR data is collectedat speeds of up to 115kmh. The data collected is normallyreferenced to GPS coordinate systems allowing integrationto GIS, if required.

Laser Crack Measurement System (LCMS)The Laser Crack Measurement System (LCMS) is a high-speed and high-resolution transverse profiling system.Typically, the LCMS system can capture one road profileevery few millimetres (5 mm at 100km/h) by using twolaser profilers that acquire the shape of the pavement.Each profile gives full 4-meter width 3D profiles with 1mmresolution allowing for the characterization and thevisualisation of high quality images and shape (texture) ofthe road surface.

Highway Testing Laboratory (HTL)HTL offers a full suite of laboratory material testing ongranular, bituminous and cementitious materials to localauthorities, material suppliers and contractors. It alsooffers a comprehensive on-site testing programme forpavement materials, and has carried out QA/QCprogrammes for DAA, NRA, local authority project staffand specialised surfacing contractors. Mix design fornew and recycled materials have also been carried out fora number of material suppliers.

As commuters demand improved journey timesand more reliability from their transportationmodes, road and public transport authoritiesaround the globe are turning to ITS to easecongestion and sooth nerves. Intelligent Transportation Systems (ITS) rely ontechnology to provide information to both trafficmanagers and the travelling public which candirect, inform and allow for intelligent decisionmaking. The long term goal is to make moreefficient and safer use of the transport network.

Data Displays contribution to ITS is twofold, weprovide VMS displays and we provide thesoftware which can monitor and control thosesigns within a given network.

The VMS (Variable Message Signs) displays are builtto EN12966 standards which are the internationalstandard to which road signs must operate. Ourdisplays can be seen on Irelandʼs motorway networkas well as in and around our cities. The EN standarddemands exacting standards in terms of thebrightness, colour and consistency of the LEDS usedin our signs as well as the longevity of the overalldisplay. This is achieved through diligent engineeringfollowed by stringent testing to ensure the standardsare met. These displays have the ability to show notonly text indicating possible delays or issues aheadbut also pictograms showing, for example, roadclosed or road works ahead.

In order to ensure that the correct information isdisplayed, our software can monitor and control allsigns within the network. The content of any sign canbe seen, in real time, via a web portal in the trafficcontrol room. If necessary, for example, in the caseof an emergency road closure, that same web portalcan be used to post a road closure and thenautomatically divert traffic using linked signs withinthat network. It is clear that type of system can avoidthe build-up of traffic in the case of an accident anddivert it through a pre-defined diversionary route.
