    Illinois is the nations most populous inland state. Its successful growth is due in large part to the Illinois and Michigan Canal, a revolutionary development that linked the Great Lakes to the Illinois and Mississippi rivers. The Canal was vital to the development of the great city of Chicago and to the economic devel-opment of the Midwest; the Canal also fostered the growth of the small settlement that became the City of Lockport.

    The beautiful Des Plaines River Valley was a por-tage site for the Des Plaines River for the Miami and Potawatomi, and famed explorers Joliet and Marquette traversed the region on their journeys. The first perma-nent settler in this region was Armstead Runyon, who built a homestead along Fiddyment Creek in 1830. A small settlement that took the name Runyonstown developed here; but this was a region destined for greater things. Chief Engineer William Gooding, work-ing to complete the Illinois and Michigan Canal, real-ized that the site, which is 40 feet higher than Joliet, had great water-power potential. In 1837, Gooding oversaw construction of the Canals headquarters building here, and Illinois and Michigan Canal commissioners platted and named the town of Lockport.

    Lockport thrived in its early days as the Canals headquarters and as an agricultural processing center. As the first navigable link between the Great Lakes region and the Mississippi River, the Canal played an enormous role in the economic growth of Illinois and the Midwest; at the height of the Canals prosperity, its headquarters was second in importance in Illinois only to the state capitol building. In the Canals hey-day, Lockport saw the construction of dozens of flour mills, grain warehouses and boatyards, as well as the creation of great amounts of wealth for savvy entre-preneurs. Lockport was incorporated as a town in 1853. The arrival of the Chicago and Alton Railroad in 1858 was the catalyst for even more growth in agricultural trade.

    At the close of the 19th century, construction of the Sanitary and Ship Canal and the Calumet-Sag

    Channel ended the grain trade on the Illinois and Michigan Canal. However, the downward turn in Lockports fortunes did not last long, and the regions economy revived after 1911 with the construction of the Texas Companys refinery on the north side of Lockport. Additionally, the arrival of commuter train travel to Chicago and the birth of the Chicago and Joliet Interurban Electric Railway helped ensure Lockports survival after its incorporation as a city in 1904.

    The importance of the Illinois and Michigan Canal and Lockport to the economic vitality of Illinois can-not be overstated. As a direct waterway link between the Great Lakes and the Mississippi River, the Canal helped to cement Chicagos dominance over St. Louis as the center of Midwestern trade and, thereby, Lockports legacy as the city that made Chicago famous.

    Today, Lockport is a thriving city of more than 20,000 thats rapidly growing and looking toward the future. But Lockports residents and leaders are also determined to preserve its storied past. Lockport is leading the way in preserving and promoting the history of the Illinois and Michigan Canal Corridor, which is becoming a living history museum celebrat-ing American enterprise and invention. The headquar-ters building of the Canal Commission, a National Historic Landmark, today serves as the home of the Illinois and Michigan Canal Museum. The native stone warehouses of the Canals heyday still stand, as does the first lock built on this vital waterway. The city is also actively working to preserve and promote the historic downtown district, which boasts many signifi-cant structures.

    Because of proactive efforts dating back several years, the city of Lockport is one of the best-preserved Canal sites in existence today. This unique chapter in American history is being maintained for the illumina-tion and pride of residents of all of Illinois, today and for generations to come.

    The City of Lockport is governed by a mayor and an eight-member city council. Lockport Township is governed by a supervisor and a four-member board of trustees. A clerk, assessor, highway commissioner and collector handle day-to-day operations. Both city and township government offices are located in Central Square in Lockport, a beautiful three-story, Romanesque building of cream-colored limestone constructed in 1895.

    The Lockport Police Department, a full-service agency, patrols around-the-clock and also operates an investigations division and a crime prevention bureau. The department works with other regional agencies to staff Mans, a multi-agency drug-enforce-ment task force, and the Will County Gang Suppression Unit. Community outreach programs include D.A.R.E., G.R.E.A.T., Neighborhood Watch and Operation Identify. Lockport operates

    an enhanced 911 system, which displays the callers location to the operator, allowing officers to respond even if the caller is unable to speak.

    The Lockport Township Fire and Ambulance District has 57 paid professionals on staff and four paid-on-call professionals. Fire and ambulance services protect a district of 38 square miles and more than 68,000 citizens. District staff engage in hundreds of hours of firefighting and medical training that continues throughout their careers. The districts services include fire sup-pression, EMS, Haz-Mat, search and rescue, and extrication. The district also provides paramedic-level ambulance service. The Fire and Ambulance District also offers community-outreach and fire-prevention education programs.

    Lockports economy has always benefited from the citys ideal location, transportation infra-structure and proximity to Chicago. Local colleges pro-vide a steady stream of well-trained gradu-ates for the workforce, as well as special-ized training programs that area businesses can access.

    Working to serve the regions business community, the Lockport Chamber of Commerce is a well-established organiza-tion that promotes business development and networking opportunities. It also acts as a liaison between businesses and local officials, financial groups, and various asso-ciations in Lockport in a continuing effort to enhance the quality of life for residents.

    Major commercial employers in the area include:

    CITGO, refining company, 650 employees Freedom Imaging Systems, commercial printer, 140 employees Panduit Corporation, electronic com-

    ponents manufacturer, 75 employees Walco Tool, tool and die, 72 employees

    Other major employers include Kinetic Systems, Sonoco Plasti-Drum, Paramount Plastics and Material Service.

    Two major industrial parks in Lockport are already serving area industries. One is along Canal Street, while the other is located on New Avenue. There is also ongoing business and industrial develop-ment along the Interstate 355 corridor.

    Improving TransportationLockport is anticipating attracting

    future commercial development through

    improving transportation accessibility. Leading the list of projects is development of Interstate 355.

    As everyone knows, we have been waiting for years for I-355 to become a reality; and as everyone also knows, larger developments wanting to come to Lockport have been waiting years for it to become reality as well, says Kimberly Jones, assistant planner for the City of Lockport. I am glad to say we are finally seeing it happen, and the range of qual-ity developments approaching Lockport is quite large. We fully anticipate seeing com-mercial developments come in to offset the taxes that our residents pay.

    Work is progressing on a 12.5-mile extension of I-355, which is scheduled to open to traffic at the end of 2007. The extension will tie I-355 at Bolingbrook to I-80 at New Lenox. The Tollway is sched-uled to start constructing the crossroad bridges at 151st, 159th, 163rd, Gougar, 167th and Bruce Road in March 2006, and will complete them in July 2007. The entire construction project is scheduled for completion in late 2007.

    However, I-355 is not the only major road construction that will be improving traffic in Lockport.

    The Will County Department of Highways is planning a major corridor called the Caton Farm Road-Bruce Road Corridor. This plan will provide another means of crossing the I&M Canal and will help lessen the traffic off the East 9th Street Bridge. This new corridor will run directly through Lockport via Bruce Road or Oak Avenue. The time frame on this corridor is not known at the time of this writing; however, the Planning and Engineering Departments have been planning for it for some time.

    New in 2006!The summer of 2006 was a busy time

    for Lockport, with major commercial developments breaking ground. The areas that are attracting the most commercial development are the properties between 159th Street and 163rd and Farrell and Gougar roads. Some highlights of new development include:

    A Super Wal-Mart is moving in at the NEC of Farrell Road and 163rd Street, bringing residents expanded shopping choices as well as many new jobs. According to Wal-Marts Fiscal Impact Study, dated January 2005, the store is projecting that the total taxable value of the development, after completion, will be $6.86 million; a surplus in City of Lockport revenue of $789,513 annually is projected.

    The family-owned Aldi grocery chain is constructing a 16,207-square-foot store along Farrell Road.

    A 50-acre retail and office park has been proposed by TCB Development, to be located between the Jewel/Osco complex and Wal-Mart. Annexation, zoning and preliminary plan approval began in May 2006. This develop-ment has great potential for future restaurants, retail establishments and business offices.

    Development of Peak Sports Performance Academy, a sportsplex, has been proposed. The development, to be located on the north side of 159th Street, just west of Interstate 355, will include a 100,000-square-foot building along with two restau-rants and 13 retail stores.

    Properties, began in 2006. Potential tenants include a hardware store, a restaurant and two multi-tenant buildings.

    Construction is under way on Creekside Center, which will offer a mix of office and retail uses. There will be one large retail building at the southeast corner of the site, with two fast-food restaurants in the southwest corner. In addition, there will be seven office buildings on the north-ern half of the site. These buildings will be arranged in a campus-like set-ting with an internal courtyard.

    There has been a proposal for a new medical facility to provide non-emer-gency care along 159th Street, just east of Clover Ridge Drive.

    The mayor has formed a downtown committee to focus on making the citys downtown a destination site by improving the area both aesthetically and for visitor convenience. One of the committees first efforts is establishing a location for a parking garage.

    The Prime Business Park, located on the south side of Division Street just east of I-355, will be undergo-ing expansion this summer. The first building to be constructed will be the new Public Works building for the City of Lockport. The remaining lots are still available for purchase.

    Malysa Commercial (Lockport Center), located between Thornton Avenue and Highland Avenue, is a planned unit development on a 12-acre parcel. It will have six retail units and four com-mercial building with 12 units in each, as well as 48 condos.

    The Crossroads of Lockport project is located at the intersection of 159th and Thornton Avenue. The develop-ment will consist of a 19,180-square-foot strip center, with space for 13 different stores.

    As the economy in Lockport continues to expand and diversify, city leaders are working to balance growth with respectful preservation of the citys unique heritage. This careful blend of historic ambience and 21st-century growth and convenience is drawing more and more eyes to Lockport every day.

    T hough its only 35 miles from Chicago, Lockports historic ambience makes it seem a world away. The citys metropolitan con-veniences blend with warm and welcoming neighborhoods, offering a unique living environment that appeals especially to families looking for a quieter lifestyle.

    But Lockport is far more than just a bedroom com-munity. Offering an excellent mix of open land and development, Lockport offers home buyers choices that include custom homes built by area developers; a variety of community living options, such as townhomes and apartments; and even historic homes that have wit-nessed the passage of history. Quiet, tree-lined streets welcome residents home. Housing prices are afford-able, especially in comparison with Chicago, offering an excellent alternative for those working in the Windy City. Neighborhoods are clean, safe and child-friendly.

    The median price for single-family homes in Will County for the first quarter of 2003 was $173,200, while the average price in the Chicago Metro Area was $207,100.

    Lockport is proud of its wide array of quality hous-ing, designed to suit any taste and budget. Lockport is the perfect place to raise a family and enjoy the excep-tional lifestyle the area has to offer.

    New DevelopmentsLockport is a rapidly growing community that has

    seen a large increase in residents every year. According to census data, over the past 10 years, the average popu-lation increase has been 1,000 residents per year.

    Since residential growth is so rapid in the area, the City has adopted new policies to ensure higher-quality develop-ments. For example, the minimum size for a single-family lot is 9,000 square feet.

    The following are just a few of the resi-dential developments that are currently under way:

    Creekside Estates is located on the north side of 151st Street, about one-quarter mile east of Farrell Road. Upon build-out, there will be 48 single-family homes in this subdivi-sion. Prices range from the mid- to upper-$300s.

    Parkside Estates is located on the east side of Gougar Road, just south of Division. Upon build-out, there will be 69 single-family homes in this subdivision.

    Cedar Ridge Subdivision is located on the south side of Division just west of Cedar Road. Upon build-out, there will be 184 single-family homes and 160 townhomes. The subdivision will have two parks totaling 5.51 total acres and a bike path located within the site.

    Meadowood offers 123 single-fam-ily custom homes in a development of 72 acres. Meadowoods amenities will include a 5.9-acre bike trail, a 1.7-acre baseball field and 4.4-acre playground.

    Karen Springs Unit 4 features 81 custom single-family homes.

    Lago Vista is a retirement commu-nity consisting of 229 townhomes, 440 single-family homes and 192 duplexes. This development will ben-efit the Fairmont School district.

    Milne-Kelvin Grove (Lockport Elementary) School District 91Milne-Kelvin Grove (Lockport Elementary) School

    District 91 serves students in Early Childhood through 8th grade.

    Milne Grove Elementary School, which houses ECH through 3rd grade, features art and music education, a gifted program, and physical education, alongside a strong academic curriculum that sets a solid foundation for each students learning career.

    Kelvin Grove Middle School is home to grades 4 through 8. Gifted and art programs are included in the curriculum here, and Kelvin Grove students also have the option to add Band to their music studies. Vocational Technology classes at Kelvin Grove give stu-dents an extra-early jumpstart on training for a career.

    Milne-Kelvin Grove is especially proud of its award-winning Web site; here, parents and the community at large can keep up-to-date on district happenings. Additionally, each teacher maintains a Web page with useful information for parents and students.

    Exceptional programs have generated student success the district consistently exceeds state standards in education and Homer School District maintains a low per-pupil operating expense. In addition to a solid academic curriculum, students benefit from programs like foreign languages and gifted education. Through the districts unique Give Something Back Foundation, past students of Homer School District and Lockport Township High School fund a scholarship for one 8th grade student and cash awards for five worthy teachers each year.

    Will County School District 92With three elementary schools (Ludwig,

    Reed and Walsh) and one junior high school (Oak Prairie), Will County School District 92 sets the stage for academic suc-cess for its students for years to come.

    The districts elementary grades focus on high academic standards, fostering stu-dent responsibility and teaching appropri-ate social skills. Oak Prairie Junior High is a new school, having opened in August 2002. Here, the staff prepares students for a smooth transition to high school through the promotion of academic excellence and individual responsibility. Students in each grade (68) can choose from a list of elec-tives that supplement their regular studies.

    Taft School District 90Since 2002, Taft School District students

    test scores have exceeded the statewide aver-age in reading, math and science. Serving students in grades kindergarten through 8,

    Taft School District has a rich history and tradition dating back to the 1870s.

    Computer and music classes supple-ment a curriculum designed to fully chal-lenge students intellectual, emotional, social, physical and creative abilities.

    Lockport Township High School District 205One of the southwest suburbs best high

    school districts, Lockport Township High School District 205 has more than 3,500 students enrolled in its East and Central campuses. It promotes a partnership with students, parents, businesses and the com-munity while providing an array of educa-tional and vocational learning opportuni-ties that give students on-the-job training.

    The average class size is 22.1 students, and the average ACT composite score in 2005 was 21.0. Lockport students aca-demic accomplishments continue outside the classroom as well. Lockport Township teams in science and the arts garnered awards at regional, state and national com-petitions in 2006.

    East Campus (which opened in 1964) serves sophomores, juniors and seniors. Its facilities include a three-hole golf course, a greenhouse, tennis courts, soccer fields, softball diamonds and a football field. A 307,000-square-foot addition was com-pleted in early 1998, adding 79 new class-rooms, an 800-seat auditorium, a swim-ming pool with a 600-seat spectator area, 18 additional science labs, a fine arts facility, and a community/recreation well-ness center. The addition to East Campus,

    along with the technological upgrades that followed, give students an unparalleled opportunity to utilize the most cutting-edge technology available. This mix of historic significance and futuristic technol-ogy gives students a unique advantage not available in other districts.

    Central Campus was built in 1909. To compensate for increasing enrollment, two major additions were built in 1930 and 1953. It includes an indoor swimming pool and athletic fields within walking dis-tance. In the fall of 1997, Central Campus opened its doors under a new name, the District 205 Freshman Center.

    Higher Education

    Joliet Junior CollegeSince its inception in 1901, Joliet Junior

    College (JJC) has served as a dynamic part of the community, providing excel-lence and innovation in education. JJC is also rich in tradition; it is heralded as the oldest public community college in the United States. It was founded by William Rainey Harper, president of the University of Chicago, and J. Stanley Brown, super-intendent of Joliet Township High School. JJCs first classes were at Joliet Township High School, with six students seeking postgraduate college credits.

    In 2005, Joliet Junior College served over 13,000 credit-seeking students and over 15,000 non-credit-seeking students. The college offers classes at its Main Campus on Houbolt Road in Joliet, at

    Silver Cross HospitalBY TRACY SIMONS

    Silver Cross Hospital in Joliet is the only community hospital in the southwest sub-urbs named as one of the 100 top hospitals in the nation for two consecutive years by Solucient, the leading source of health care business intelligence. The award recognizes only 100 of over 5,000 hospitals throughout the United States. In 2004, Silver Cross was recognized by Solucient as a Performance Improvement Leader hospital for devel-oping consistent and effective organiza-tion-wide performance improvement across critical measures. The hospital was also recognized by the American Alliance of Healthcare Providers for 2004 and 2005 as one of Americas friendliest hospitals with the Hospital of Choice award.

    The hospital recently asked patients why they drive the extra mile for the Silver Cross Experience and received over 500 responses. Common themes included the free valet and shuttle service, ease of registration, little or no waiting, and the friendliness and skill of the staff. Over the past year, the hospital has enhanced its hospitality by adding service ambassadors who escort patients and visitors to their destination on the campus and assist with any needs they may have.

    Silver Cross is also leading the way in cutting-edge technology. The hospi-tal is implementing a picture archival and communications system (PACS) to

    digitize patients diagnostic images. CT, MRI, ultrasound, nuclear medicine and X-ray images that are currently printed out on film will be available electroni-cally to physicians and caregivers anytime, anywhere. The addition of a 64-slice CT scanner for improved diagnostic pictures of the heart and other areas of the body is planned for the coming months. Using personal digital assistants (PDAs), physi-cians will have immediate access to patient information to easily retrieve diagnostic images. And, to reduce the possibility of medication errors, nurses and pharmacists will be able to double-check medications before distribution to patients using bar code scanning technology. Silver Cross is also implementing a bedside alarm system that alerts nurses when patients are leaving the bed when they shouldnt be.

    Concern for safety and comfort are evi-dent in the plans for the hospitals current expansion initiatives. Silver Cross opened a new 35-bed patient care unit for ortho-pedic, bariatric, gynecological, neurosurgi-cal and general surgery patients in April 2006. Seventy-five percent of rooms will be private. Patients in the new unit will be able to control just about everything in the room from the bed, including temperature, lighting and the Internet system, available on flat-screen HDTV. All rooms will have a work area for nursing staff that includes a wireless mobile computer system and a dedicated sink for hand washing.

    Silver Cross is expanding the emergency department (ED) to accommodate 60,000 patients annually. When completed by the end of 2006, the ED will have 26 glass-enclosed treatment bays four equipped for trauma patients six observation rooms, a dedicated CT scanner, two X-ray rooms, and two family consulting rooms. Silver Cross was the first hospital in the

    area to significantly eliminate the wait in the emergency department. Many patients who have a minor illness or injury are in and out of the hospital in about an hour.

    Silver Cross has developed an extensive ambulatory network throughout its region, including medical centers in Channahon, Homer Glen, Joliet, Lemont, New Lenox, Morris, West Joliet and Wilmington. Each facility offers a variety of services, including X-ray, mammography, physi-cal and occupational therapy, MedWorks occupational health care, dialysis, and primary and specialty physician offices. Silver Cross is currently adding 12 dialysis stations to its Renal Center in the Silver Cross Professional Building on the west side of Joliet. When completed in October, the hospital will operate 52 stations in three locations.

    Full of history and heritage, Lockport naturally enjoys an arts and cultural environment in keeping with its rich legacy.Illinois and Michigan Canal Visitor Center

    No visit to Lockport could be complete without a stop to explore the history of the canal that paved the way for Lockport, Chicago and Illinois modern prosperity. The Illinois and Michigan Canal Visitor Center is a National Trust Historic Site man-aged by the Canal Corridor Association.

    The Visitor Center is located in the Gaylord Building, an 1838 structure that originally served as a construction depot for the Canal. Descendents of one-time owner George Gaylord restored the build-ing, which today houses multiple floors of exhibits pertaining to the history, tech-nology and operation of the Canal. The Visitor Center welcomes school groups for tours and hands-on learning programs that meet state goals and standards set by the Illinois State Board of Education.

    The Will County Historical Society Museum and Settlement

    Located in the original 1837 Canal headquarters building, the Illinois and Michigan Canal Museum offers 10 rooms filled with artifacts, pictures and docu-ments relating to the construction and operation of the Canal, as well as period items specific to the region during the height of the Canals operation. Costumed

    docents guide visitors through the exhib-its, telling stories from Canal days. Tours are offered from 1 p.m. to 4:30 p.m. daily; admission is free. Groups who wish to visit the museum can make reservations by calling 815-838-5080.

    The Settlement is an open-air museum with 12 historic structures depicting the history of Will County from the early 1830s through the 1880s. The countys oldest log cabin is located here, along with an 1860s farmhouse, a one-room schoolhouse, a railroad station, a blacksmith shop, tin-smith shop, a two-room jail, and more. Its open April through October, with costumed interpreters on site most weekends, noon to 4 p.m. Group tours, educational programs and the research archives are all available by appointment.     The Lockport GalleryThe Lockport Gallery celebrates Illinois

    through changing exhibits featuring paint-ings, drawings, sculptures, quilts and other media created by the states artists and arti-sans. These rotating, theme-based exhibits are supplemented and showcased through educational events, group tours and out-reach programs for all ages.

    An Illinois State Museum (ISM) facil-ity, the Lockport Gallery is located in a structure that is itself a work of art and history. The historic Norton Building was constructed on the banks of the Illinois and Michigan Canal in 1850 to serve as a grain-processing facility. Today the building is a multi-use facility hous-ing residential lofts, offices, commercial space and the Lockport Gallery. The Gallerys space gracefully incorporates the buildings original features, including large windows once arched portals used for loading and unloading high ceilings and hardwood floors.

    Since 1945, the Lockport Township Park District has been maintaining parks facilities and providing recreation programs for the entire community. Plentiful parks and greenspaces make get-
