CWO Arturo Eusebio Howard Logistics Transformation Operations Liaison (USCG Headquarters Logistics Transformation Division CG-445) Chief Warrant Officer Howard is a native of San Andres Island, and was born to Colombian parents. He migrated to the US at the age of 22, and settled in Columbus, Ohio, where he joined the Coast Guard on April 25 th , 1995. After completion of basic training in Cape May, NJ, he reported to the CG Recruitment Center Columbus, where he was assigned to assist with hometown recruiting. Chief Warrant Officer Howard went on to his 1 st assignment aboard the USCG Cutter VICE in St. Petersburg, FL, July 1995 as a Seaman Apprentice. After a year aboard the VICE, he was promoted to Boatswains Mate Third Class Petty Officer, and received Orders to USCG Small Boat Station, St. Petersburg FL, where he served as Assistant Deck Dept Supervisor, Search and Rescue Coxswain, Weapons Petty Officer, Law Enforcement Boarding Officer, and CG Auxilliarist Liaison. While at Station St. Petersburg, he was selected as the Sailor of the Quarter. Chief Warrant Officer Howard advanced to Boatswains Mate Second Class in June 1997, and received orders to USCG International Training Division (ITD), Yorktown, VA. While at ITD, he served in the capacity as Deployable Team Leader, and Riverine Counter Drugs Operations Advisor to the Governments of: Peru, Costa Rica, Panama, Colombia, Bolivia, and Nicaragua. Additionally, as a CG Liaison to the Marine Corps, supporting Riverine Training Operations in South America, he conducted two deployments with the Special Operations Tactical Group (SOTG), Camp LeJeune, NC. More over, as an instructor, he conducted Maritime Law Enforcement, Search and Rescue, Small Boat Operations, Water Combat Survival, and First Aid Training to over 1400 students, in 30 Countries throughout Europe, Africa, the Middle East, Asia, South and Central America, and the Caribbean. While at ITD, he was selected as Training Center Yorktown’s Sailor of the Quarter, for standing up a Small Boat Station, and transferring two 82’ Point Class Cutters to the Costa Rican Government. In the spring of 2004, as a Boatswains Mate First Class, Chief Warrant Officer Howard was assigned to the USCG Cutter ASSATEAGUE (Honolulu, HI), to serve as the Operations Petty Officer. Some of his duties and responsibilities while aboard, included: Acting Executive Petty Officer, Navigator, Underway Officer of the Deck, Command Security Officer, Communications Officer, System Administrator, Funds Certifying Officer, and Training Officer. After a promotion to Chief Petty Officer, he received orders to the USCG Patrol Forces South West Asia (Kingdom Of Bahrain), as the Chief Instructor for the Noncompliant Boarding Training Team. While in the Middle East, he was responsible for the training and certification of over 500 USCG, USN, Her Majesty’s Royal Marines, Bahraini Coast Guard, and Iraqi Marine Personnel. Additionally, he delivered Law Enforcement training to the countries of: Dubai, Kuwait, Kenya, Iraq, and Oman. For his efforts during the construction of a training facility in Iraq, he was awarded the Joint Service Achievement Medal by the DOD, Headquarters in Bagdad. He also received the CG Meritorious Service Medal, for Exceptional Achievement, and superior performance of duty while stationed in the Middle East. After a tour of duty aboard the USCG Cutter MONSOON (San Diego, CA) as the Operations Officer, he had a follow-on assignment to the Pacific Area Training Team in the capacity of Law Enforcement Section Chief, where he was advanced to Chief Warrant Officer in the spring of 2010. In May 2010, he reported to USCG Headquarters in Washington, DC, where he currently serves as the Logistics Transformation OPS Liaison for USCG Small Boat Stations, and 87’ Patrol Boats throughout the Nation; including Guam. In addition to his regular duties and responsibilities, Chief Warrant Officer Howard is the Liaison between the CWO Association, and the Armed Forces Retirement Home (AFRH) Washington DC. Furthermore, he is the USCG Enlisted Representative to the Association of Naval Services Officers (ANSO). Chief Warrant Officer Howard’s personal awards include the CG Meritorious Service Medal, the CG Commendation Medal (2), the Joint Service Achievement Medal, the CG Achievement Medal (3), the CG Commandant’s Letter Of Commendation (2), and various unit and team Meritorious Service awards.
