Federal Term Contracts

Along with TMR Engineering, Matrix Settles is one of the strongest A/E Design Teams in the Washington, DC area. Being co-located in Arlington, VA allows for greater coordination and more efficient services for our clients. Each studio has integrated teams of interior designers and architects experienced in all areas of professional practice.

U.S Department of Homeland Security HeadquartersRonald Reagan Building Washington, DC

Through an IDIQ contract with the U.S. Department of Homeland Security’s office of Customs and Border Protection (CBP), Matrix Settles provides design and facilities management services. While 7 of our staff are located in the building, we often involve members of our Arlington office to accomplish the work as required. Our primary role is to accommodate each CBP department’s request for space, furniture and move requirements that insure various offices have the needed environment and equipment to perform their duties in an agronomical, state-of-the art environment. The projects vary in size from 500 SF to 120,000 SF. Each project is unique in the project’s duration, phasing, design complexity, security classification requirements, and coordination within the agencies primary master strategic plan. TM/R Engineering provides Mechanical, Electrical, and Plumbing support services for this contract.

Smithsonian Institution National Museum of Natural HistoryWashington, DC

John Dreiling, AIA, LEED AP, while with HSMM, served as Project Manager for various Smithsonian Institution projects, primarily at the Institution’s National Museum of Natural History building, where he assisted with implementation of the facility’s master plan. The projects included renovations to exhibit spaces, laboratories, storage areas and offices, as well as upgrading of the building’s mechanical and electrical systems. He also oversaw the master plan update for the building and worked with the building’s Project Manager to coordinate personnel moves and construction projects with schedules for exhibits.

The National Mall- Category 1 Historic National LandmarksWashington, DC

Under a term contract with the National Park Service, and while Managing Principal of EYP, Mr. Biegel directed many tasks involving the Lincoln and Jefferson Memorials and the Arlington National Cemetery. One such project involved the investigation of façade stone discoloration and apparent decay of marble and granite facing materials. The solution was to clean the monuments and re-lamp the after dark lighting system to interrupt the micro-ecological system which was causing the damage.

National Archives Building Washington, DC

Tom Rohrbaugh, PE, while with URS, was the Senior Mechanical Engineer and Project Manager for the comprehensive renovation of the National Archives Building on Pennsylvania and Constitution Avenues. Originally designed by John Russell Pope in 1932 and completed in 1937, the 1,400,000 SF National Archives Building is listed on the National Register of Historic Properties. It has come to symbolize the permanence and significance of the valuable U.S. government documents housed in its 21 levels of steel and concrete stacks. The extent of design work includes the complete replacement of all mechanical, electrical, plumbing, and telecommunication systems throughout the building, as well as several renovations. These changes included a new visitor's center and underground theater.

Environmental Protection AgencyWashington, DC

The three-day NATO 50th Anniversary Summit in Washington, DC, during April, 1999, brought together 44 heads of state -- the largest ever in the United States. The summit’s main venue was the historic Mellon Auditorium, which housed the major high-profile events. Working closely with the State Department and the White House, Matrix Settles conceived of a temporary design for the Mellon Auditorium that would in no way harm the fabric of the building. Scope of services included site survey, design and construction documents.

Architect of the CapitolWashington, DC

For this IDIQ Renovation Contract, Steve Biegel, AIA, LEED AP was Principal-In-Charge for various task orders involving architectural, mechanical and electrical renovation projects at the U.S. Capitol, the Supreme Court, the Library of Congress, and all 7 Senate & House Office Buildings.

Mr. Biegel directed many complex task orders involving historic murals, restoration of stone, preservation of ceramic tiles and other technical architectural investigations while with Einhorn Yoffee Prescott (EYP).

Tom Rohrbaugh, PE, was with URS when a term contract was awarded from the AOC for various professional A/E tasks. Mr. Rohrbaugh directed HVAC, security and plumbing systems work throughout the 12 building Capitol complex.

Smithsonian Institution National Portrait Gallery and the American Art Museum Washington, DC

Mr. Rohrbaugh served as Engineering Project Manager during the planning and design stages in a 6-year renovation of this historic building, restoring The Greek Revival National Treasure (located between Seventh and Ninth Streets and between F and G Streets) to its original glory and making it a centerpiece of the revitalized downtown district. The completed structure will take full advantage of the building’s many exceptional architectural features, including its porticoes, colonnades, vaulted galleries, and curving double staircase.

Customs and Border Protection Historical Exhibit Ronald Reagan BuildingWashington, DC

Matrix Settles is providing design services for an exhibit depicting the history of the U.S. Customs and Border Protection’s (CBP) 5 legacy agencies to be installed in the 14th St lobby of the Reagan Building.   The services include background data collection, collaboration with CBP to determine exhibit content, creation of 3D visual schematics, design of exhibit displays, cost estimates and project management.  John Dreiling is serving as Project Manager for this effort.

Federal Reserve Board Washington, DC

As Senior Mechanical Engineer with TM/R Engineering for the Federal Reserve Board, Tom Rohrbaugh, PE, developed a five-year mechanical renovation master plan and the design of major mechanical renovations within the 800,000 SF Federal Reserve Board Headquarters. Mr. Rohrbaugh also reduced waste and achieved energy efficiency at 40 Federal Reserve Banks nationwide (12,288,000 SF) by designing systems that used recycled materials. This included major upgrades to the engineering systems at the Federal Reserve Bank in New York, Dallas and Atlanta. His approach reduced overall energy costs by up to 27 percent.

Katzen Art Museum- American UniversityWashington, DC

From 1999 to 2001, Steve Biegel, AIA, LEED AP, was the Managing Principal of Einhorn Yoffee Prescott (EYP) architects and engineers. Mr. Biegel served as Principal-In-Charge on many significant, monumental projects, such as the $45 million Katzen Art Museum at Ward Circle on the Campus of the American University. Dr. Katzen contributed significant personal resources to the creation of this permanent museum.

Smithsonian Institution Freer Gallery of Art – Public Safety Improvements

Serving as Project Manager while with HSMM, John Dreiling managed this project to introduce fire alarms, smoke detectors and exit signs into a number of the gallery spaces and to extend the building’s sprinkler system through the attic.  To be sensitive to the client’s aesthetic concerns, it was necessary to closely coordinate the designers, engineers, and the Smithsonian’s code reviewers to introduce these items discretely into each gallery, while still meeting the requirements of public safety.

U.S. Department of the Treasury Washington, DC

As part of an IDIQ five-year term contract, Matrix Settles provided architecture, space planning and interior design for projects in the Main Treasury and Annex Buildings, and other Treasury facilities in the Washington/Baltimore area, Matrix Settles completed a Building Evaluation Report (BER) for the 141,500 SF historic Annex building.

Tom Rohrbaugh, PE, while with URS, was the Lead Mechanical Engineer for the $108 million modernization of the 502,000 SF Building. Services included surveying existing conditions; energy conservation analysis; design of new heating, ventilation and air conditioning systems; a new electrical distribution system; a new communication and data system; and a new plumbing system.

Smithsonian National Air and Space Museum Washington, DC

Tom Rohrbaugh, PE, with TM/R Engineering provided MEP design renovations of the Smithsonian Institution’s most popular museum. Work involved extensive HVAC, plumbing, sprinkler and ventilation systems changes and upgrades.

USDA South Building RenovationWashington, DC

Master Development Plan and Phasing Plan of 1.2 million SF 5-story, federal office building renovation. Project involved detailed planning of renovation sequence, budgeting, representation at NCPC, COG, Fine Arts Commission, and concurrence of Congress and OMB. $284 million renovation budget (1995 dollars).

Mr. Biegel directed the phasing plan and developed the life-safety renovation improvement program for the entire renovation. USDA based its’ annual request to Congress for future appropriations on this phased design and renovation plan.

U.S. Department of Agriculture – USDA Beltsville, MD Steve Biegel, AIA, LEED AP served as Project Manager on over 55 tasks under a multi-year, IDIQ contract for the U.S. Department of Agriculture. Projects ranged from alterations and repairs of the 4-building USDA complex on Independence Avenue, to Executive AE services for the new USDA Beltsville,Maryland Headquarters complex (350,000 SF), pictured below.

The USDA Beltsville headquarters was procured as a design-build effort with Mr. Biegel serving as the Executive Architect while he was a Principal at GNM & Associates, Inc., of Silver Spring, MD.
