volume = 3.84 MGD or 587.52 MG Water Use Restrictions (Levels 1 -6)

**These conditions pose very difficult administrative, operational and management challenges for Danvers and Middleton during the peak summer demand.

Phase I Study Key Findings• Municipal groundwater domestic water use is only 1% of Basin

water budget • Most water Suppliers in IRB are using water efficiently• IRB water withdrawals steady since 1980s while groundwater

usage dropped to below 1960s levels • Natural processes like evapotranspiration play a significant

role in Basin hydrology and likely will increase • Non-groundwater solutions (out of Basin supply or in-Basin

surface water) need to be explored to allow for future growth• Regional sharing of resources could help balance human and

environmental needs

Phase II Study Key Findings• Climate change and growth will likely reduce Basin supply

reliability (on the order of up to 9%).• Conservation is important and has already improved supply

reliability but on its own will not solve the problem long term.• The IRB as a whole has enough water but there are localized

shortages. Regional water sharing, although challenging, could help alleviate local shortages.

• Additional storage or water importation (such as MWRA) are also potential solutions

• Danvers: Importing ~10% of water needs would provide drought resiliency

• Currently not much momentum for regional collaboration

Key Findings based on the Phase IIA Study

New source options are limited to outside the IRB( i.e. North Coastal Basin)

Only by Maximizing Well Use and Capacity of the Dams can supply enough volume to the current population demand based on historical draught data

Any demand increase over 15% will offset any gains made from increasing capacity(Projected out to 2035)

Drought Management and Operation plans will be an effective tool for communities to offset the challenges brought on by climate changes and WMA permit restrictions.

Drought Management Plan(DMP)

Existing DMP based on historical rainfall previous to 2000 and doesn’t include the Towns 2006 Restrictions.

DPW Water Treatment team have led a conservative and mindful approach to tracking rainfall amount, designating drought stages and implementing the right water restrictions based on the 2006 WMA permit.

WMA Grant(BWR 2019-01) opportunity to update our DMP with 18 years of new rainfall data.

Based on new data, operational trigger points can be defined specifically to help balance water supply sources with our current or future WMA permit.
