Lower Manhattan Coastal Resiliency Purpose of study: 1. Develop long-term strategy and feasible
concept design to protect Lower Manhattan from effects of storm surge and sea level rise
2. Advance concepts toward implementation and conduct advanced planning when possible
3. Engage with community on core design principles and priorities
Study Area: Two-Bridges sub-area: southern terminus of the East
Side Coastal Resiliency project at Montgomery Street to the Brooklyn Bridge
Manhattan Tip sub-area: Brooklyn Bridge to the Whitehall Ferry Terminal
The Battery sub-area: Peter Minuit Plaza, Bowling Green, and Little West Street
Battery Park City sub-area: Little West Street to Harrison Street
Funding Source: 100% CDBG-DR (City-share and State NY Rising)

Proposal Selection Proposal Requirements - Responses to the RFP must include:
Proposal for completing the scope of work, including team qualifications
Fee and Cost Schedule on a Task Basis (Sample in Exhibit 2 of RFP)
M/WBE Subcontractors Participation Plan
Doing Business Data Form
Five (5) copies and one (1) electronic version on either a USB flash drive or on CD in searchable PDF (and excel where applicable) format
Any other submission requirements as described in the RFP
Selection Criteria 35 % - The quality of the proposal and the degree to which it demonstrates the Consultant’s full
understanding of and the ability to perform the Scope of Services and the terms under which the Consultant will commit personnel
30 % - Experience in providing services similar to the Scope, the quality of the Consultant’s team and reputation, and favorable history, if any, in contracting or doing business with the City and/or NYCEDC and the absence of any default in Consultant’s financial obligations to the City or NYCEDC
20 % - The proposed fee and cost schedule
15 % - The Respondent’s proposed plans for encouraging participation by minority and women-owned business enterprises in connection with the Services including, as applicable, the respondent’s M/W/DBE Subcontractors Participation Plan

M/WBE Goals & Subcontractor Participation Plan M/WBE Participation Goal: 30%
(as percentage of total contract value)
Firms must be certified as MWBE by the State in order to count toward goal
Respondents must submit an M/W/DBE Subcontractors Participation Plan (Exhibit 4 of RFP) demonstrating how they will achieve their proposed level of M/WBE participation
– Respondents must set their own M/W/DBE Participation Goal
– Respondents must also submit Intent to Perform as Subcontractor forms for each of the firms on the M/W/DBE Subcontractors Participation Plan, providing confirmation that the firms have been contacted and plan to work on the project
– If awarded, your proposed goal will become a contractual obligation
Plan will be rated and factor into selection
– Respondents submitting proposals with a Participation Goal lower than the proposed goal shall receive a score of zero (0) for this selection criteria
– 15% of selection criteria corresponds to the quality of the M/WBE Subcontractors Participation Plan
Final M/WBE Goals will be incorporated into the Consultant Contract
– Selected Respondents will be required to meet the stated M/WBE goals or demonstrate good faith efforts

Section 3 Goals Overview: This project is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended (12 U.S.C. 1701), which requires to the greatest extent feasible: Opportunities for training and employment be given to low- and very low-income individuals of the
metropolitan area (Section 3 residents); and
Contracts for work in connection with the project be awarded to Section 3 businesses.
Section 3 goals: 30% of new hires will be Section 3 individuals
10% of the dollar value of construction contracts will be awarded to Section 3 businesses
3% of the dollar amount of non-construction contracts will be awarded to Section 3 businesses

Section 3 Qualifications Section 3 Residents: Are public housing residents; or
Reside in the five boroughs, and
Have an individual or household income that does not exceed the local income criteria of low- or very low-income (<80% of the average median income).
Section 3 Business Concerns: Are 51% or more owned by low- and very low-income residents; or
Employ full-time persons, at least 30% of whom are low- and very low-income residents, or, within three years of the date of first employment with the firm become Section 3 residents; or
Provide evidence of commitment to sub-contract in excess of 25% of the dollar award of all sub-contracts to Section 3 business concerns.

Section 3 Contractor Requirements Contractor Requirements: Contractors for Section 3 covered projects must make every effort to meet Section 3 requirements. Recommendations include:
– Targeted recruiting of Section 3 residents through local media, signage and outreach to community organizations
– Participation in a program which promotes contracting with Section 3 businesses and/or training or employment of Section 3 residents
Reporting: Contractors are required to report on their Section 3 efforts. Criteria include:
– Within 60 days of the contract start date, submit a workforce needs plan and discuss strategy with NYC Department of Small Business Services
– Report on all new hires, and document new hires that are Section 3 residents and trainees that are Section 3 residents
– Report on total contracts awarded and total awarded to Section 3 businesses
– Document actions taken to comply with Section 3
