Consider a case, eNB must aware of UMTS neighboring cell for certain LTE cells. If signal quality decreases, then MME reports to SGSN or MSC that 2G/3G handover is necessary. So here blind handover happen because no measurement report of UMTS cell is available for handover decision.

There are multiple disadvantages of this procedure e.g. what happen if UE not able to sync with GSM/UMTS cell? And most important is if the user is already having voice call then there must be some interruption in call.6 months ago• Like

As stated by other Experts, Blind HO menas without looking at HO criteria(Thresholds etc) UE take HO to the best availble neighbour cell(Inter-LTE or Inter System(WCDMA/GSM).

Follow DanDan Birkett • From UE perspective, no measurement reports have been sent and the UE is redirected to any other Frequency or RAT without having previously measured/synchronised to the target cell. This is highly undesirable as it assumes the NW knows what it is doing, which is not often the case ;)6 months ago• Like
