Major targets

• Establishment of a minerals intelligence network and set up of a permanent body to guarantee the sustainability of the system in the long term.

• Development of an operational EU Knowledge data platform compliant to INSPIRE..

• Identification of existing data sources and assessment of data availability and quality for primary and secondary raw materials, on land and the marine environment, to achieve harmonization and standardization of EU mineral statistics.

• Development of a ‘European Mineral Raw Materials Yearbook’ and a roadmap for future implementation, updating and maintenance after the project.

• Production of foresight studies on mineral raw materials future supply and demand in the EU.

Minerals 4EU: WHY?

Even if EuroGeoSource, ProMine or EURARE present significant steps in the right direction of the raw materials intelligence, there are still a number of barriers and bottlenecks that need to be addressed:

• No legal framework or EU institution or agency with formal responsibility for mineral intelligence;

• Although geological surveys hold in-depth knowledge of their national mineral resources, and are taking steps to harmonize this knowledge on a European level, their mandate is strictly national;

• Accessibility of national mineral information is governed by national legal frameworks;

• While EU geological surveys have a strong network in place, important information needed to monitor the issues of critical raw materials and to identify priority actions are held by other organisations.

Knowledge of raw materials reserves and resources is dispersed, terminology is often heterogeneous and reporting standards vary throughout the Member States. There is no raw materials knowledge infrastructure at EU level.

Developing a methodology for reviewing and selecting all relevant methods and tools necessary for providing high quality expertise for different stakeholders, including advisors and decision makers at EU, Member State and industry level as well as the expert community and general public, taking into account methods and tools such as: statistics, life cycle assessment, materials flows analysis, 2-4D modelling, forecasting global supply and demand, and other trends.
