Against this bleak situation,the K. K. Nagar RTO’s move isgetting encouragement fromthe traffic police. “This is agood move,” said Sanjay Arora(Additional Commissioner ofPolice, Traffic). “Creatingawareness when they are justapplying for a license is a goodidea.”

Traffic experts say that mostpeople are not aware of therisks on roads. “In a survey onroad safety we conducted, mostpeople could not get more than7 of the 10 simple questions onroad safety right,” said RoshanToshniwal of TransparentChennai.

Crackdown on petrol, diesel adulterationMotor Spirit and High Speed Die-sel (Regulation of Supply and Dis-tribution and Prevention of Mal-practice) Order. The order is theoutcome of a proposal sent by theCommissioner of Civil Supplies andConsumer Protection Departmentin this regard.

Adulteration of petrol and die-sel, both at points of sale and dur-ing transportation, is rampantacross the country as there areseveral close substitutes for thesefuels. While kerosene is the com-monly used adulterant for diesel,naphtha is mixed with petrol. Atopen market prices of these fuels,adulteration of petrol helps save20 per liter and diesel 15 per liter. Various surveys have shown

that much of the petrol sold through outlets isadulterated and has a much lower octane levelthan the specified 87%. Many customers buyfuel only from select pumps, most often fromoutlets owned and operated by petroleummanufacturing companies. It is estimated thatpumps selling adulterated fuel earn a mini-mum of Rs. 25,000 a day. A study conductedby a private agency a few years ago estimatedthat about 30% of kerosene supplied throughthe public distribution system in the countryfor domestic use is diverted for adulteration ofdiesel and blackmarketing.

Apart from wrecking engines of new gen-eration vehicles, adulterated fuel is also a drainon the State’s exchequer as it loses on salestax. Theft of fuel from supply tankers is an-other rampant menace on highways. This isdone by local outlaws in co-ordination withlorry crew.
