Precinct Context
Located within City of Port Phillip’s northern boundary, Normanby Road is set in a unique and transitioning environment which shares tangible connectivity to Melbourne’s inner city through its existing public transport accessibility. For the last century Normanby Road and its surrounds have been largely characterised as an Industrial zone, however, given recent planning changes and the sharp demand for housing, the area is transitioning from industrial to residential/mixed use through Melbourne largest urban renewal project –Fisherman’s Bend.
Fisherman’s Bend is divided into five precincts. The Normanby Road sites are located within the Montague Precinct, the closest precinct to the Melbourne CBD. The immediate proximity to the Woodgate Street light rail, connected dedicated bicycle paths and open space networks provide exceptional living opportunities for active residential communities within the precinct.
The project consists of landscape design for four unique residential towers. Sites 1 and 2 share a single podium. A proposed laneway connecting Normanby Road and Munro Street separates Site 3. Site 4 is located further east between Normanby Road and Woodgate Street.
The landscape design looks at the treatment of the proposed ground planes of each of the four sites, including the laneway treatment between sites 2 and 3. Additionally, the landscape design looks at the treatment to the external podium levels of each of the sites.
The landscape proposition aims to provide a coordinated response to achieve an integrated, innovative and higher value outcome that delivers value in the public and private realm.

Evironment Extension of ground planeUrban Forestry
Landscape PrinciplesDesign Drivers
The landscape strategy adopts the following principles in the design landscape design of both ground plane and podium landscape treatments. Many of these are also set out in Port Phillips Urban forest strategy.
The reality of constructed landscapes on structure within an level 5 environment provides challenging factors. Including wind tunnelling, sun glare, Urban heat island effect and solar overshadowing. The concept looks to create pockets of considerable planting depth to maintain soil moisture and ensure rigorous growth to large scale shade trees. Dense deciduous trees for sun relief. Passive irrigation where possible. Dense tree planting to provide from respite from the effects of wind tunnelling. Provide natural weather protection. Increased permeable surfaces
The landscape proposes to extend the urban forest strategy beyond the streetscape and up into the podium level. Connecting the private and public landscape realm, assisting with heat island effect. Strengthening the identity of the liveable street while softening the ground level of the built form.
The podium levels are envisaged as predominantly green spaces. Connected tree canopy, resilient and robust garden bed planting.
03/1330.04.2019 Tract319-0260-00_Landscape Concept ReportNormanby Road Precinct, South Melbourne
Landscape VisionLook & Feel
The landscape vision seeks to define a family of unique residential towers connected by a seamless ground level landscape, extruded to the podium level. The podium landscape along with the streetscape below and the adjacent ground level green open spaces may be understood as pieces of an urban open space system that’s been compartmentalised for residents in both a public and private context.
In generating the design the following objectives have been adopted:
• Reference the contemporary architectural language into the landscape design, through robust and modern materials and finishes.
• Provide an opportunity for communal gathering of various sizes, chance engagement or solidarity contemplation achieved through scale, materiality and visual cues.
• Provide cool, comfortable and multifunctional spaces.
• Encourage active engagement, participation and ownership from residents.

The scope of the Landscape Report includes the landscape design approach, the design Vision and concepts for all open spaces within the precinct. These include various podium open spaces, internal lane ways and the street interfaces with the surrounding neighbourhood.
The current scope includes 4 sites:

The proposal is for multi-storey apartment buildings, including basement car parking below and commercial/retail facilities. The ground floor proposes a simple and durable landscape aiming to create a welcoming environment for all.
The ground level landscape proposes a consistent surface treatment that flows from Munro St. and Normanby Rd into a shared laneway, to strengthen the connection and a pedestrian scale, creating a sense of identity and unity that is complementary to the Montague Precinct vision.
The Normanby Development will provide a positive contribution to this unique part of Fishermen’s Bend. The mix of residential tenancies combined with commercial and retail facilities will activate the site both during the day and at night.
Design Drivers:
- Welcoming Public Realm
- Upgrade surface treatments as per Council guidelines
- Outdoor dinning
- Street furniture
- Additional street trees if possible
- Wide laneway – shared zone

A paved shared laneway is provided between sites 2 and 3. An arrangement of raised planters will break up the space and provide seating opportunities. Proposed permanent and removable furniture throughout the laneway allow café and retail spill out to occur. Bluestone unit pavers provide a robust and high quality surface finish. The planters will support ornamental shrubs and groundcovers and a rhythm of medium size trees.

The level 4 podium gardens will provide communal spaces for passive recreation and social gathering. The configuration of the outdoor spaces and associated plantings will provide a pleasant, soft, green environment in which residents and visitors alike can engage with. Informal open lawn areas and raised planters supporting evergreen trees and shrubs will offer a green outlook and mitigate overlooking.
The landscape design of the level 4 podium space is divided into private and public (residents). The external spaces respond directly to the internal program and thus are a typical design arrangement throughout sites 1, 2 and 3.

The configuration of the raised planters surrounding the terraces, together with the feature planting and timber deck areas all combine to create a secluded oasis to enjoy the outdoors and associated views. Facilities provided will include a built-in bbq, outdoor tables and chairs, together with lounge furniture.
Raised planters will be also integrated to the private outdoor terraces providing a green outlook for residents. The outdoor terraces will provide an extension to the indoor living spaces and will be arranged to assist with views and overlooking between apartments. The raised, irrigated planters will support a selection of ornamental shrubs and groundcovers.
The external spaces of the podium level are conceived as an extension of the internal program. Flexibility in the architecture (bifolding doors etc) allow the internal spaces to seamlessly integrate with external spaces. Multifunctional spaces allow for use at both day and night times. Each fundamental to encouraging and promoting healthy lifestyle opportunities. The flexibility in size of the spaces allow multifunctional spaces.

The planters located over structure all have a restricted soil depth and the integration of inorganic Fytogreen / Hydrocell flakes will compensate for this shallow profile by providing a light weight soil mix that improves soil porosity and the balance of air-to-water ratio within the soil profile.

PLANTING
The planting concept uses a mix of native and exotic species that are proven performers in locations where space, light and soil depth are restricted. The species selected will offer year round interest and will, for the most part, be reasonably quick growers to ensure the landscape establishes within a short period of time.
IRRIGATION
All landscape plantings will be irrigated by an underground dripper system supplied by stormwater runoff and grey water that will be stored and treated before being recirculated through the garden irrigation system.
MAINTENANCE
Once established the plantings will require minimal maintenance. Maintenance activities undertaken, during and post establishment, will include; fertilizer application; herbicide spray (if appropriate), replenishment of mulch; and monitoring of plant health and performance and the implementation of appropriate horticultural measures to ensure optimal growth at all times.
