The Government has identified the machinery and equipment (M&E) industry to be one of the key areasfor growth and development. The growth will focus on the manufacture of high value-added and hightechnology M&E.In order to enhance the growth of this industry and encourage investments in the M&E sector, theGovernment has introduced attractive special incentives for the manufacture of targeted machinery andequipment such as:• Machine tools• Plastic injection and extrusion machines;• Material handling equipment;• Robotics and factory automation equipment;• Packaging machinery;• Specialised machinery and equipment for specific industries; and• Parts and components/modules of the aboveThe above targeted M&E are eligible for the following special incentives:-(a)Pioneer Status with tax exemption of 100% of statutory income for a period of 10 years,

or(b)Investment Tax Allowance of 100% on qualifying capital expenditure incurred within a period of 5 years

with the allowance deducted for each year of assessment to be offset against 100% of statutory income.The future development of the M & E industry in Malaysia will be driven by technological advances,process specialization and customer requirements for shorter throughput times, faster delivery and lowercosts.These demands are compelling manufacturers to leverage upon their strengths in core activities, such asR&D, D&D, software development, system integration, assembly, testing and calibration and also focuson quality of production.Increases in demand and further reduction in costs of production have necessitated outsourcing of partsand components, modules, assembly, and testing and calibration operations by original equipmentmanufacturers (OEMs). There are over one thousand engineering support and services companies inMalaysia which include integrated or total solution providers.Malaysia aims to be an industrialised country by the year 2020. The continuous efforts to promote foreigndirect investment (FDI) have been instrumental in attracting a large number of manufacturing projects invarious sectors. The enormous growth of the manufacturing sector together with the upgrading of thesector towards high technology in high quality production has led to a huge demand for M&E. Exports forM&E have also grown steadily over the years and reached US$6.8 billion in 2007.

The power generating M&E sector mainly comprises boilers,condensers, electric generating sets, turbines and engines.Malaysia is currently the largest manufacturing hub of boilersin the South East Asia region. Most of the boilersmanufactured cater for the local demand, which is estimatedat 150 units per annum from various industries ranging fromoil & gas, oleochemicals, petrochemicals, food andbeverages, palm oil, rubber, wood, textile and hospitals.Local producers have the capabilities to manufactureinternationally acclaimed products and supply industrialboilers such as utility boilers, water tube boilers, fire tubeboilers, package boilers and combination boilers. Malaysia has established a goodnetwork of engineering supportingindustries capable of meeting theneeds of the M&E industry insupplying parts and components andprovision of engineering services.The engineering supportingindustries encompass mould & dies,machining, metal stamping, metalcasting, surface treatment/ finishing,heat treatment and fabrication.

Mould and Die

• This industry is recognized as a leading engineeringsupporting industry.

• Malaysianʼs mould and die industry has the capabilityto manufacture most types of moulds, dies and toolingto complement the needs of the manufacturing sector.

• About 400 companies are in operation and some of theleading companies include Sum Hing EngineeringWorks, Megatool Precision, Sun Tong Seng Mould-Tech, H&L Engineering, HH Precision Mould, Fuji DiesKogyo, A-FOSS Zeno, Besi APac and Dynamic Mould.

• The Government has set up the Mould and Die DesignCentre to provide additional boost to the developmentof the local mould & die industry. The Centre providesR&D, design, consultancy, training and facilities rentalservices to the local mould & die industry and themanufacturing sector in general.

Machining

• The local machining industry is able to meet most of the countryʼs machiningneeds and provide total machining solutions to the manufacturing sector.

• Companies in the industry have attained high levels of technologicalcapabilities and utilize state-of-the-art CNC machine tools for most of theiroperations. Some of the highly integrated machining solution providers canwork to tolerances as low as 1 – 5 microns.

• Anumber of companies have diversified into the design and manufacture ofautomation systems and equipment, particularly for semiconductor,electrical and electronics industries.

• About 170 companies are in operation undertaking specialized precisionservices and general supporting machining services.

Metal Casting

• The foundry industry in Malaysia over the last 50years has attained a significant level oftechnological expertise in serving the traditionalindustries of tin, rubber and palm oil.

• About 70 companies are currently in operationmaking castings for engineering spare parts,quality machinery spare parts, pumps andpumps parts, palm oil mill machinery parts,automotive components, elevator parts andother machinery parts.

• Leading companies with comparatively modernfacilities such as Yoonsteel, MMC Metal,Swanmet Engineering, Metalock Casting,Hicom Engineering and Lestari Casting producecastings of good quality and low dimensionaltolerances in compliance to InternationalStandards for both local and export markets.

Heat Treatment

• The heat treatment service industry in Malaysia has about 20companies in operation, which include leading companiessuch as Upsilon Heat Treatment Services, Belton OrientalHeat Treatment, ProHeat Treatment Precision, Tohken,Umetoku, Yong Shen and Micromagna Engineering.

Fabrication

• The Malaysian metal fabrication industry has evolved fromsupporting traditional resource-based and agro-based industriesto the higher value added and technologically more sophisticatedsectors such as manufacturing, civil and building construction andonshore and offshore oil and gas.

• Metal fabrication is a fairly well established industry in Malaysiawith over 2000 companies in operation fabricating products fromsimple household items to steel structure for skyscrapers andoffshore oil drilling platforms.

• Leading local fabricators have successfully completed manystructural metal fabrication projects overseas. ViTrox Technologies specializes in themanufacturing of high-speed machine visioninspection systems for the semiconductor industry.The company provides innovative vision inspectionsolutions to a broad range of semiconductor ICpackages for major semiconductor manufacturersfrom Malaysia, Thailand, the Philippines, China,Taiwan, Japan, Korea, India, Europe and the UnitedStates of America. ViTrox Technologies also designsand manufactures high specification AutomatedOptical Inspection (AOI) machines for bare-board rigidand flexible PCB.

AIDA, a world renowned leading Japanese metalforming system builder, is currently engaged in themanufacture of high precision single/double crankmechanical presses from 80 – 300 tonnes. Thecompany is planning to further strengthen its presencein Malaysia and also has expanded worldwide marketwith more competitive supreme quality products. AIDAexports 90% of its products to Asia Pacific, North &South America and Europe.

MS Elevators, a joint venture company betweenMalaysians and Toshiba Elevators & Building SystemCorporation of Japan, has been operating its ownresearch, engineering and development centre in

Malaysia since 1996 and sources 80% of its parts andcomponents, including basic design and softwarelocally. Fifty percent of its products are exported to theASEAN market and the Middle East, namely UAE andEgypt.

KNM Process Systems is a fabricator andmanufacturer of process equipment for oil and gas,petrochemical and power industries and providesengineering, procurement and construction servicesfor process units and plants since 1990. KNM designsand manufacturers specialized process equipment ofhigh-tech, large diameter, high pressure, super heavyabove 1000 tonnes per unit and super long (over100m) per unit for the oil, gas and petrochemicalindustry. KNM is today a world-class processequipment manufacturer and an international turnkeystorage facilities provider.

Favelle Favco and Kroll Cranes, two worldrenowned crane manufacturers are now wholly ownedsubsidiaries of Favelle Favco Cranes Holding Sdn.Bhd., a Malaysian owned crane manufacturer.
