Mains Road and Kessels Road Upgrade Newsletter Summer 2011 Construction starting Early works and preparations are underway for major construction works to upgrade the intersection at Mains and Kessels roads, Macgregor. The first stage of the construction will begin in late January 2012 and the whole project will be completed by mid-2014, weather permitting. The $300 million project is being funded by the Australian Government’s Nation Building Program and is aimed at improving road safety and efficiency at one of Brisbane’s busiest intersections. The project will provide a short underpass beneath Mains Road for Kessels Road traffic with improved turn and intersection lanes, new provisions and priority for buses on Mains Road, and improved connectivity for pedestrians and cyclists within the project boundary. Baulderstone Queensland, supported by designers Parsons Brinckerhoff, have been selected as the contractor to design and construct the intersection upgrade. Detailed design for the entire project will be completed by mid-2012. KBR (Kellogg Brown and Root) have been selected to provide contract administration for the project. Project benefits This upgrade will deliver travel and safety benefits for all road users, including: • improved travel times and traffic flow by separating Kessels Road traffic from Mains Road • reduced delays and congestion • improved safety and reliability • reduced vehicle operating costs • extended life of the intersection to cater for traffic growth • improved provision for cyclists (on-road and off-road) • improved amenity for the local community though enhanced urban design • reduced local exhaust emissions and noise levels around the intersection. Early worksTo minimise impacts and ensure the project gets off to a flying start, some early works have already been completed and some off-road activities are now underway.

Early works completed include:

• geotechnicalinvestigations

• publicutilitiesinvestigations

• signalisationandsafetyimprovementsattheintersection of Mains Road and Omeo Street

• clearingoftheformerservicestationsiteon the south-west corner of the Mains Road and Kessels Road intersection.

Off-road activities now underway include:

• removalofresumedresidentialandcommercialbuildings at the intersection of Mains and Kessels and near Grout and Benaud streets

• installationofretainingwalls

• relocationofsomeundergroundservices

• establishmentofaconstructionsiteyard and office

• establishmentofanon-siteproject Visitor Centre.

On an average weekday Kessels Road carries about 50 000 vehicles and Mains Road carries about 40 000.

Of these about 7000 are heavy vehicles. Mains Road is also a major route for public transport buses.

The improved intersection will cater for future traffic growth for the next 20 years.

What to expect during constructionHours of work

Standard working hours: 6.30am to 6.30pm Monday to Friday (weather permitting).

Weekends and nights: Some weekend and night works will be required, particularly to maintain accesses during trading hours of adjacent businesses, traffic switches and asphalting. The local community will be notified in advance about night works.

Safety around roadworks

Drive carefully: Road construction sites can be busy places and all road users need to be alert for ongoing changes to road and traffic conditions when they travel through the project site.

Slow down: Road users are asked to obey the speed limit through the work site for their own safety, for the safety of other motorists, pedestrians, cyclists and for the road construction workers.

Remember road safety is your responsibility too.

Traffic management Traffic flow: Traffic will be maintained at the existing level of service. There will be six lanes of traffic provided through the Mains-Kessels intersection and four lanes through the Kessels and Grout intersection, during peak times. There will be some temporary lane closures, mostly at night.

Traffic speed: During peak travel times traffic will be maintained at 60 km/h. At other times, particularly during temporary lane closures, traffic speed may be reduced to 40 km/h.

Access and road closures: Access to all properties, businesses and local streets will be maintained during the construction period. Temporary changes to driveways will only occur after consultation with property owners.

Traffic changes: There will be a number of changes to road conditions and the alignment of lanes. Roadside signs will mark these changes and traffic controllers will be on site when necessary to assist motorists.

Information: Changes to traffic arrangements will also be advised in advance via advertisements in local media, free SMS messages, the project website, the Traffic and Travel website at www.131940.qld.gov.au or by phoning 13 19 40.

Environmental managementAt various times businesses and residents may experience short-term impacts such as noise and vibration from machinery, increased site activity, lighting at night works, some traffic delays and temporary access changes.

Residents and businesses will be notified in advance about the duration of works to occur in their area and how impacts will be minimised.

Dust: Proven mitigation measures will be used to help control dust. These measures will ensure project machinery and vehicles generate minimal dust, truck loads are covered when leaving the site and dust suppressant products are used as required.

Noise and vibration: The team will monitor noise and vibration during the works and provide information about noise and work activities to local residents. Where relevant, pre-construction condition surveys will be undertaken to monitor the health of adjacent strucures.

Water quality: A site-specific erosion and sediment control plan will protect the water quality in Mimosa Creek and its surrounds.

Detailed plans for construction have been prepared to minimise impacts and inconvenience by: •managingconstructioninfivestages,withworksconcentratedwithintheseareas• keepingthrough-trafficandpublictransportmoving•maintainingaccesstoresidences,businessesandsidestreets•maintainingvisibilityforlocalbusinesses.

Traffic and pedestrian safetyTo improve road safety the existing median breaks on Kessels Road between EstorilandGroutstreetswillberemoved,safetyfencingandtrafficbarrierswill beinstalled,andturnswillbeprovidedatintersectionswithtrafficsignals. Thismeansallroaduserswillcrossandturnwiththesafetyoftrafficlights,andisconsistentwithlong-termcorridorplanningandtrafficmanagementformajorurban road routes.

Stage OneKessels Road northern works – from early 2012

The northern side of Kessels Road between Mains Road and Grout Street.

Activities will be undertaken in short sections which will include:

• providingasafetemporaryfootpathbetweensafetybarriersandfencing

• relocationofservices,worksonfootpathsandaccessestobusinesses

• pilingworksforthenorthernwalloftheKesselsRoadunderpass

• installingamedianstripandnewU-turnlocations(tooccursixtoeightweeks prior to Stage Two works commencing)

The southern side of Kessels Road between QSAC Stadium and PacificMotorwayoverpass.

Activities will be undertaken in short sections which will include:
