MAJOR PROJECTS AND NEWS ITEMS
existing pipeline from natural gas to crude oil service, and constructing a 260-mile pipeline extension from the converted existing pipeline to Ponca City, Okla., and Cushing. The pipe-line system can be configured to transport up to 220,000 bar-rels per day of light crude oil and is anticipated to commence operation in the third quarter of 2014. INDUSTRY NEWS (Philadelphia, PA) – Sunoco Logistics Partners L.P. announced recently that it has received enough binding commitments to enable Permian Express Phase I, a project to transport West Texas crude oil to Gulf Coast mar-kets, to proceed. Although sufficient commitments have been received for this project to move forward, the binding open season continues and will close on September 6, 2012. As previously announced, Permian Express Phase I will pro-vide continuous pipeline service from Wichita Falls, Texas to Nederland/Beaumont, Texas markets. At Wichita Falls, a con-nection from Basin Pipeline will be provided. Due to the use of existing assets, the capacity to transport approximately 90,000 barrels per day to Nederland/Beaumont will be opera-tional in the first quarter of 2013. “With the use of pipe already in the ground, Permian Express Phase I offers West Texas producers and Gulf Coast refiners a fast and cost-efficient solution with tremendous operational flexibility,” said Michael J. Hennigan, Sunoco Logistics’ president and chief executive officer. “We look forward to having this project on-line in the first quarter of 2013.” INDUSTRY NEWS (Houston, TX) – Enterprise Products-The 1,230-mile Appalachia-to-Texas (ATEX Express) pipe-
INDUSTRY NEWS (Houston, TX) – Kinder Morgan Energy Partners LP and Phillips 66 said recently that they reached a deal for Kinder Morgan build an extension to its pipeline and transport crude and condensate from the Eagle Ford formation to a Phillips 66's refinery in Texas. Under the agreement, the Houston-based pipeline company will build a 27-mile, 12-inch diameter lateral pipeline exten-sion off its Kinder Morgan crude condensate pipeline. Oil re-finer Phillips 66 will get a "significant portion" of the new pipeline's initial capacity of 30,000 barrels per day, which will be expandable to 100,000 barrels per day, the companies said. Kinder Morgan will invest about $90 million in the project, which also includes the construction of a five-bay truck off-loading facility and three new storage tanks at Kinder Morgan facilities in Texas. Construction is scheduled to begin in the fourth quarter, as-suming the needed environmental and regulatory approvals are received, the companies said. INDUSTRY NEWS (Lakewood, CO) – Kinder Morgan Pony Express Pipeline LLC recently announced it received suffi-cient binding shipper commitments during its recent open sea-son to move forward with its Pony Express Oil Project which will allow the company to provide crude oil transportation from receipts points near Guernsey, Wyo., to deliveries to the Phillips 66 Ponca City refinery in Ponca City, Okla., and de-livery points in Cushing, Okla. The project involves converting approximately 430-miles of

line is designed to transport natural gas liquids (NGL) from the Marcellus-Utica Shale region of Pennsylvania, West Vir-ginia and Ohio to the Texas Gulf Coast near Houston. ATEX Express will deliver ethane, which is valuable to petrochemi-cal plants as a feedstock. Length: Approximately 1,230 miles. Route: The northern portion of the ATEX pipeline will involve the construction of 369 miles of 20-inch diameter pipeline from Washington County, Pennsylvania to Seymour, Indiana where it will connect with an existing Enterprise pipeline. That pipeline, which currently transports refined products from the Gulf Coast to the Midwest, will be placed into eth-ane service and the flow direction will be reversed. At its southern terminus ATEX Express will have access to a new 55-mile pipeline to be built by Enterprise Products that will extend from Beaumont, Texas to the company’s NGL stor-age complex at Mont Belvieu, Texas. Subject to the required regulatory approvals, the pipeline is expected to begin ser-vice in the first quarter of 2014. INDUSTRY NEWS (Houston, TX) – Enterprise Products Partners L.P. recently announced the start of a binding open commitment period to determine additional shipper demand for capacity on the partnership’s Appalachia-to-Texas (“ATEX Express”) pipeline. The 1,230-mile system will de-liver growing ethane production from the Marcellus/Utica Shale areas of Pennsylvania, West Virginia and Ohio to Mont Belvieu, Texas. “While the long-term commitments we already have are more than sufficient to proceed with the development of ATEX Express pipeline, we continue to receive steady inter-est from other producers seeking long-term transportation capacity,” said A.J. “Jim” Teague, executive vice president and chief operating officer of Enterprise’s general partner. “We will use this open commitment period to determine market interest in executing additional binding, 15-year transportation agreements.” Thought of the Day: "If there were no schools to take the children away from home part of the time, the insane asylums would be filled with mothers."
