What is CSENet – Child Support

Enforcement Network? The CSENet application was conceived and developed by OCSE in

the early 1990s.

When OCSE developed the overall design for CSENet, there was the

assumption that all states would eventually establish their own

comprehensive, automated child-support systems.

Once state CSE systems were integrated with CSENet, the electronic

flow of case information among the states would be automatic, thus

providing easy and efficient communication of case information.

It facilitates and supports automated transmission of interstate child

support information.

Why CSENet? Intergovernmental work is messy! –

Prior to 1992, exchanging child support case information with another

state required manual completion of Uniform Reciprocal Enforcement

of Support Act (URESA) forms and mailing the documents to the other

state. At that time, because of the manual process, lack of

standardization and an as-yet defined legal basis for pursing parents

across state lines, states did not have the tools for collecting child

support from parents in other states. In response to an ever-increasing

interstate caseload, complex paperwork requirements and landmark

legislative acts (SSA and FSA), OCSE implemented CSENet in 1992.

IRG data includes states’ profiles of services, valid FIPS codes and

addresses, OCSE federal and regional office data and addresses of

selected international child support enforcement agencies. Of primary

relevance to CSENet is state FIPS codes and address data.

How does CSENet work?

• Individual state systems electronically initiate and respond to CSE case

activities in other states

• The CSENet system hub receives the sent tractions, validates the

transactions to make sure they meet the standardized requirements,

then delivers the validated transactions to the states to which they are

directed.

Which states are using CSENet? IRG (Intergovernmental Reference Guide) provides an Exchange

Agreement chart illustrating the type of transactions (Function

Codes) each State has agreed to exchange electronically.

Which states are using CSENet?

Accessing the IRG:

• Using the IRG link in the Court Order tab of the IG folder takes the

user to the Public Access IRG page

• Using the FPLS Portal to view the IRG requires a log in. There is

information here not viewable via the public page.
