Action Requested Appoint three applicants to the Library Board of Trustees to serve a four-year term ending January 31, 2024, representing the City of Palmetto, the City of Bradenton, and the Island Communities.

Enabling/Regulating Authority Section 3 of Chapter 71-760, State Laws of Florida and known as the Manatee County Free Public Library Act, and Board of County Commissioners Resolution adopted January 27, 1972.

Background Discussion Three prior appointments for the Manatee County Library Board of Trustees will expire for the representatives of the City of Palmetto, the City of Bradenton, and the Island Communities on January 31, 2020. The Board members whose terms expire include: Ms. Patsy Ugarte, representing the City of Palmetto; Mr. Patrick Roff, representing the City of Bradenton; and Ms. Beverly Neville, representing the Island Communities.

Library Board members will be appointed by the Manatee County Board of County Commissioners to serve a four-year term ending January 31, 2024. There is one candidate for each of the three seats as follows:

● Ms. Patsy Ugarte is seeking re-appointment as the City of Palmetto's representative. Ms. Ugarte hasserved on the Library Board of Trustees since August 2017 when she was asked by the current CountyAdministrator to replace retiring member Ms. Brenda Booth. Previously, Ms. Ugarte has served onseveral boards, including the Environmental Land Management Advisory Committee, Friends ofExtension, and Master Gardener Advisory Board. No written response was received from the City ofPalmetto when seeking their input.

● In a letter dated January 9, 2020, the City of Bradenton advised Manatee County that they havenominated Ms. Christine Callahan as their representative to the Library Advisory Board. Ms. Callahanhas previously served on citizens' advisory boards and is a dedicated volunteer as a Manatee CountyMaster Gardener. The current City of Bradenton board member, Mr. Patrick Roff, did not seek re-appointment to this seat after serving one term.

● Mr. Marion Duncan seeks appointment as the representative for the Cities of Bradenton Beach, HolmesBeach, and Anna Maria, and the Town of Longboat Key. Mr. Duncan is a retired educator of 36 years. Heserved on the Florida Dyslexia Association and volunteered at the Ringling Museum Library and Island
