Paying for your support

Support to remain in your home

Most social care services are not free and have to be paid for. If you are unable to pay for support, Manchester City Council may be able to make a contribution to its cost. This will depend on your circumstances.

To find out more you should read ‘Your Guide to social care for adults in Manchester’ or speak to your care contact.

Home careIf you are finding it difficult to manage at home, family and friends may be able to help. Alternatively, you could consider using the services of a home care provider who employ care assistants to provide help in your own home. They can assist with personal care such as bathing, washing and dressing. They will be trained in personal care and safety procedures, moving and handling and hygiene, and some home care providers employ registered nurses.

All home care providers are registered with the Care Quality Commission (CQC) who inspects them against the national essential standards of quality and safety. For further information on the Care Quality Commission, please see their website www.cqc.org.uk

Equipment to help you round the homeSome really simple pieces of equipment can make a big difference. Sitting down and getting up again might be easier if you have your armchair raised on special blocks. With a ‘helping hand’ grabber you can pick up small items from the floor without bending down, and a special lap tray will help you keep a plate steady while you eat. If you find it difficult to use electrical plugs, turn handles and knobs, or use keys, you can get equipment to help with those tasks too.

There are pieces of equipment, such as flashing lights or pager systems, which can help if you are having difficulties hearing the doorbell or the phone. If you are unable to use the phone any more, we can consider either amplified phones or alternative methods such as fax or textphone (minicom).

There are also lots of items that can make it easier to prepare meals and drinks safely and to help you if you find it difficult to use ordinary kitchen equipment. There are electric can openers, special bread boards, easy-grip peelers and graters, and safe kettle tippers.

People who are blind or visually impaired can get talking microwaves, scales and measuring jugs or labelling equipment for kitchen appliances and food containers.

Keeping you safe at homeThe Community Alarm Service provides peace of mind for people who feel at risk in their own homes. It gives you freedom to live your life independently knowing that you can obtain assistance when you need it within your own home.

There are many reasons why people need support, from ill health to fear of crime. The Community Alarm Service operates 365 days 24 hours a day. Your call is answered within seconds by an experienced Contact Officer who can summon help from the 24 hour Response and Installation team, Emergency Services, your doctor or a nominated relative or contact.

Assessment and quality of care providers

Care and nursing homes

There are two types of care home: homes offering personal care only, and homes offering ‘care with nursing’. Your care needs assessment carried out by the Directorate for Families, Health and Wellbeing will help determine the best type of home for you.

Personal care onlyThis type of home will suit you if you are reasonably active but require help with tasks such as bathing, eating, dressing and moving about and cannot remain in your own home without the need for 24 hour support. It may be worth considering what your future needs may be. Will the home be able to meet them in a few years time?

Care home with nursingTraditionally called a ‘nursing home’, this kind of home is suitable for those needing nursing care, where it will be delivered by qualified nursing staff alongside care workers. Nurses are on duty around the clock. Fees are generally higher than personal care only homes because of higher ratios of staff to residents.

Some of the cost of your nursing care will be met by the NHS, who will pay the home directly. At the moment there are two rates for NHS Continuing Healthcare and NHS funded Nursing Care: the standard rate is £109.79 and the higher rate is £151.10 per week. Figures may change during the life of this Directory.

The Care Quality Commission (CQC) registers, inspects and reviews all adult social care and healthcare services in England in the public, private and voluntary sectors. This includes care homes, care homes with nursing, home care agencies and NHS services, amongst others.

Since October 2010, all care providers must be registered under a new system, introduced by the Health and Social Care Act 2008, which brings adult social care, independent healthcare and the NHS under a single set of essential standards of quality and safety.

Choosing a care or nursing home

Below is a list of things to consider when choosing a care or nursing home.

The quality of care

• Do staff seem friendly and helpful?

• Do staff seem to treat residents with respect?

• Do residents seem happy and well looked after?

• Have I been introduced to the residents and staff?

• Are staff always on duty?

• What specialist training do staff have?

• Does the home offer extra services, such as hairdressing and chiropody?

• Can I choose my own GP?

• Can staff accompany me if I need to go to a hospital or clinic?

• Is bathing at least weekly?

Any extra charges

• Will I be charged for extra services, such as hairdressing and chiropody?

• Will my room be kept for me if I am in hospital or on holiday?

• If so, for how long and at what cost?

• Does the home charge a ‘top up’ fee in addition to the standard local authority or private fee rate?

Finally...

• Does the information provided in the home’s brochure reflect the home accurately?

• Is the home’s complaints procedure easily accessible and understood?

• Did the home offer to show me the latest inspection report?

• Would I be happy living there?

The environment

• Are the home and grounds well maintained and accessible?

• Does the home look and smell clean inside?

• Is the location suitable for my visitors?

• Is there a separate lounge and dining area?

• Are there quiet areas, eg for reading?

• Is there a communal area for socialising and does it include a television?

• Is there easy access for wheelchair/frames throughout the home?

• Can I bring personal possessions, such as pictures and ornaments?

• Will I have my own bathroom and are there sufficient fully equipped lavatories and bathrooms on all floors?

• Is there up-to-date equipment, such as lifts, grab rails and hoists?

Daily life

• Can I get up and go to bed when I choose?

• Can I choose when and where to eat?

• Is there a good menu selection and does it cater for my dietary needs?

• Can I get a copy of the menu?

• Are there residents’ meetings?

• Does the home have a smoking/no-smoking policy?

• Does the home arrange regular social and leisure activities?

• Can I use a phone to make private phone calls, or have my own phone in my room?

• Can I have visitors when I choose to, or invite them for a meal?

• Is there somewhere safe for my money and valuables?
