Planning and housing in Greater Manchester

• Understand delivery of housing and employment land in GM

• Provide information on site constraints and opportunities for LAs and developers.

• Developing a joint spatial plan across the ten authorities.

• 2017 become the Mayor’s Plan - devolution • Need a joint and consistent evidence base and

understanding of land supply across the conurbation.

GM Mapping and Data Sharing

• MappingGM draws together public and private sector data about physical and social infrastructure in GM.

• Enables public sector, private sector and citizens to understand spatial dimensions of GM.

• Work closely with OS and Cabinet Office to develop.

• Linking with GM Connect

The brief • GM is undertaking a joint spatial framework and we

need to understand our land supply. How can we reduce duplication of effort, bureaucracy and engage residents?

• Once we received the sites how can we assess them more efficiently? We know that there are a huge number of planning constraints that we need to spatially understand.

• Sites need to be accurate using an OS base layer.

• The tool needs to easy to use and work for all ten local authorities.

GMSF – Call for sites submission map

• Submit site by drawing on map

• Fill in site details • Overlay with existing land

supply • 40% of sites submitted

via map saving 6 weeks of planner input time.

GMSF process

• 61 constraint layers • Greenbelt, flood zone, town centres

• 198 queries • Distance to railway station

• 801 rows to update took 1hr 21mins (6 sec/record)

Point vs Polygon Point Polygon

Shows the location of site or area. Shows the extent of a site or area.

Provides general location information. Provides exact extent of area which allows decisions to be made.

Does not show all land holdings site may cover. e.g. overlay with Land Registry site data.

Will show all land holdings site may cover if overlay with Land Registry site data.

Benefits of new process

• Reduction in officer time uploading and downloading layers.

• GIS analysis uses specialist skills as opposed to showing where things are.

• Officer time saved in digitising sites.

• Officer time saved in reviewing sites.

• A common GM view of the key datasets to assess sites.
