The DILG through Ms. Jenna Negros said that all of the 4,390 barangays in Eastern Visayas, have already established VAW desks as of July of 2013. A VAW desk in every barangay will ensure that cases involving violence against women and children are addressed in a gender- responsive manner. Convergence a tool for efficient, effective service to Yolanda victims, DOLE says

Convergence among government agencies is a tool for effective,

efficient and sustainable service to the people affected by Typhoon Yolanda, according to Department of Labor and Employment Regional Director Exequiel Sarcauga. DOLE, as a major player in the implementation of the Community Empowerment thru Science and Technology or CEST for Jaro, Leyte and Basey, Samar Convergence and Collaborative Effort the Regional Director of the Department of Labor and Employment, does not only converge with the DOST but also with the Department of Trade and Industry as well as the Department of Agriculture and the Visayas State University. This is a convergence program crafted by the national leadership to address the rehabilitation and reconstruction efforts in Yolanda affected areas, particularly by the government

agencies mentioned, said Sarcauga. “If you try take a look of it, one of the functions of the DOLE is to provide livelihood assistance to both the formal and informal sector however the livelihood projects of the formal and non- formal sector can be more sustainable if it is prepared in such a way that it becomes viable and feasible” added Sarcauga. Sarcauga believed that the livelihood projects need interventions that would require the sustainability of the program. The convergence focused on three important things; 1st that it should be technology driven, 2nd it should be resource based and 3rd it should be sustainable. With these three, Sarcauga emphasized that they needed the convergence with DOST so that whatever technology that is required of in the livelihood program the DOST will be of great help. On the other hand

the Department of Labor and Employment has the fund to finance and the materials, the equipment ,the tools that maybe used, but it might not have enough technical capabilities in so far as technical intervention or technology intervention are concerned. “So we have to sit down together and pull our resources together so that we can converge ”added Sarcauga. On the part of Dept. of Agriculture, it would probably help us identify for marketing for sustainability, so that the project become resource based, whatever it is that is available in the area will be the main focus in terms of raw materials, DA can very help us in this regard, said Sarcauga. Sarcauga clarified that whatever project DOST is lining up in terms of livelihood assistance and requires funding in terms of materials, equipment, then the department of labor is willing to come in. In the same manner that if we have livelihood program that needs technology intervention by DOST we would also want them come in, in the programs that we have identified. The convergence is one of the thrust of the Aquino administration for services to be more efficient, effective and sustainable, Sarcauga find the convergence practical, more helpful in terms of being able to provide the best of the services agencies can offer. The convergence is hoping to hit the greatest number in the intervention and programs that the agency is initiating, for it is their intention to help rebuild, re construct whatever that is that has been lost as a result of the typhoon said Sarcauga. Diocese of naval gives recognition to outstanding BECsBY: FLORDELIS E. JACKSON

Twenty-five outstanding Basic Ecclesial Communities

(BECs) from the 15 parishes of the Diocese of Naval headed by Bishop Filomeno Bactol received plaques of recognition for their best performance in the parish and the community they serve. The awarding ceremony which was held at the Cathedral School of La Naval (CSN) compound in Naval, Biliran, a day before the Silver Jubilee Anniversary of the Diocese of Naval on March 8, 2014 was attended by some 1,000 members of the BECs, clergy in the entire diocese and the invited guests. The activity dubbed as “Kalambuan 25: Pasidungog” was one of the highlights of the Silver Jubilee Anniversary of the Diocese of Naaval. Likewise, 25 individuals of the parish pastoral council in their respective parishes received plaques of recognition for their outstanding performance. The individual awardees who have rendered outstanding performance in their respective

parishes for 45 years and above include Manuel delos Reyes of Almeria Parish who served for 45 years; Dr. Juan Pastor of the Parish Pastoral Council (PPC) of Naval Parish likewise seved for 45 years; and Catalina Velasquez of the Naval PPC for 46 among others. The plaque of recognition was handed to the awardees by no less than Bishop Filomeno Bactol and he was assisted by Msgr. Marvyn Maceda, Vicar General of the Diocese of Naval. Special awards were given to nine priests who worked hard for the diocese. A plaque of gratitude was given to individual pioneering priests by Bishop Bactol for their contribution to the growth of the church and obedience to the Most Reverend Ordinary. The awardees were Reverend Fathers Edgardo Gumba, Rene Amante, Antonio Sevilla, Victorino Japson, Manuel Salarza, Eduardo Abanilla, Ruben Caceres, Jessie Sentina and Reverend Monsignor Silas Florencio.

The awarding ceremony was followed by a video presentation highlighting the different activities of Bishop Bactol in the Diocese of Naval for 25 years since March 8, 1989, a way of the clergy of the diocese to thank the bishop for his visit to their respective parishes through the years. In his message, Bishop Bactol thanked everyone in the Diocese of Naval especially the clergy and the BECs for their contribution to the growth and development of the diocese. He informed that when the diocese was erected in March 8, 1989, 25 years ago, they started with only 12 priests in 13 parishes. “We are very grateful that the 12 priests grew in number. We reached up to 33 priests in 15 parishes in 25 years. Providentially, now, we are only 25. Because of the need of the seminary in Palo, Leyte and countries outside, we have lent some of our priests and even if they are serving outside of our diocese, they continue to help us, especially in this celebration and other events of the diocese”, Bishop Bactol said. “Kalambuan 25: Pasidungog” on March 7, 2014 was graced by Bishop Emmanuel Trance of the Diocese of Catarman, Bishop Isabelo Abarquez of the Diocese of Calbayog in Samar and Msgr. Walter Cerbito, Vicar General also of the Diocese of Catarman. The occasion was capped with the singing of a Latin song entitled “Iubelate Deo” (Rejoice in the Lord) by the clergy of the Diocese og Naval led by Bishop Bactol. The Silver Jubilee Anniversary celebration of the Diocese of Naval on March 8, 2014 was centered on the theme “Kalambuan 25: Nagdilaab ang Atong Kasingkasing” (Growth 25: Our Hearts Are Burning). I n order to increase awareness of the importance of safe and clean

water as a vital component of man’s survival, Save the Children, an International Non-Government Organization supports the World Water Day Celebration in the city on March 14-22, 2014. During an interview over PIA’s Power Fm with Christopher Legion of the Save the Children, he made emphasis on the significance of the celebration to inculcate in the minds of the people the importance of the preservation of potable or safe water and to prevent diseases due to contaminated water supply. Relative to this, a series of activities have been lined up for this celebration.

Highlight of the celebration is the torch parade along the main streets of the city to be participated in by the barangay residents with Rico Blanco as special guest. Other activities are: radio/TV guestings of personnel coming from various concerned government agencies and international partners who will discuss topics on health, sanitation, hygiene and environmental management. A school to school campaign on health and sanitation will also be conducted in San Jose National High School and Leyte National High School followed by coastal clean-up in the coastal barangays of the city.
