Time: 7:OO p.m. - Minutes of a Regular Council meet- ing held in the Council Chambers on Monday, March 19th, 1973, at 7:OO p.m. All the Council members were present, together with the Acting Manager and Municipal Clerk. A. ADOPTION OF MINUTES - 1. In connection with the Regular Council minutes of March 12th, the Clerk reported that it had been indicated after Resolution No. U-95 that Alderman Fomich left the meeting and this was an error as Alderman Fomich was present until the end. It was Moved by Alderman Johnston Seconded by Alderman D. Ross That the Regular Council minutes Carried RES.NO.Ul64 of March 12th be adopted with the above correction. B . PROCLAMATION 1. Mr. W. Ethier of the North Surrey Lions Club was present in connection with the Mayor proclaiming the week of March 25th to 31st ais "Easter Seal Week". The proclamation in this regard was read by the Mayor, as fol- lows : "WHEREAS - This City's disabled children can receive assis- tance through the provision of medical services and equipment. WHEREAS - This City's disabled children can enjoy the 3 Easter S e a l Summer Camps i n 3 separate locations in the Province. WHEREAS - This City's parents and disabled children can enjoy the Easter Seal Holiday House Summer pro- gram for the severly handicapped.

iv) Application 73-RZll This application dealt with a Land Use Contract for a condo-

minium townhouse and three-storey apartments in con- nection with the development north of 92nd Avenue, just east of 128th Street. The application had been tabled by the Commission pending the applicant appear- ing before the Commission. The Planner had recommended approval under Section 702A.

v) Application 73-RZ15 This application was for a pro- posal under a Land Use Contract

to establish a commercial retail outlet for the sale of boats, motors and accessories on the south side of Fraser Highway just east of 153A Street. The ap- plication was recommended by the Planner and the Com- miss ion.

It was Moved by Alderman Karpoff Seconded by Alderman R. Ross That this application be not approved.

This motion was lost with Aldermen Fomich, R. Rosa, Wenman and Karpoff in favor.

- Alderman Karpoff stated this application should not proceed until there was an overall control plan of this area. He further stated there appeared to be a mix-up in this application, as the applicant had checked with Municipal staff in January and had pro- ceeded to work on the property with the understanding his proposed use could proceed in a C-3 zone, and it had now been determined that his proposed use required different zoning, and part of the property is zoned Residential. Manager to clarify this matter.

2. SURREY MEMORIAL HOSPITAL BOARD:

Alderman Fomich stated he had attended their Annual Meeting and the report indicated that the Surrey Memorial Hospital had a surplus of $36,000.00 in 1972.

He further stated that Mr. Me1 Young, a long time member of the Board had resigned and been replaced by Mr. W. Beagle, former School Trustee.

Alderman Fomich submitted the Financial Report of the Hospital for Council's information.

3. FRASER VALLEY MOSQUITO CONTROL BOARD:

1. The Mayor s t a t e d Council was meeting r e g u l a r l y on t h e p o s s i b l e by-law rev i s ions and development p o l i c i e s , and another meeting w a s scheduled f o r tomorrow. It would be some t i m e be fo re t h e f i n a l r e p o r t was completed.

In connection with Item C. 8. of these minutes, the Traffic Committee had recommended that there be no change in the speed limit on Fraser Highway in the Fleetwooc? area.

It was Moved by Alderman Karpoff Seconded by Alderman Fomich That Council not approve of this

recommendation, and that Council request the Provincial Government to lower the speed limit on Fraser Highway to 30 m.pah., from 152nd Street to 160th Street. This motion was lost with Alderrrien D. Ross, McKitka, Vogel and the Mayor against, and at this point Alderman Wenman was not present.

Also in connection with traffic, Alderman Johnston reported action was not being taken by the R.C.M.P. dealing with trucks being parked in residehtial zones overnight. She stated she had received a complaiqt of a truck being parked on 108th Avenue on Saturday night, an.d it had been reported to the R.C.M.P. but no action was taken.

4, Alderman. Karpoff brought up the matter of the Local Initiative Programs (L.I.P.) and grants to the Federal Government. He stated 20 million dollars worth of grants were coming to B,C,, and Surrey's share of this money should be 1 million dollars. If the money was given to Surrey directly, this would repre- sent a 5 mill decrease in taxes. He felt the Local Initiative Program was not a good investment by the Federal Government in terms of a return on their dollar.

Government to change the Local Initiative Program so that the bulk of the money comes to the municipality for municipal work projects or social programs to either provide employment, or reduce taxes.
