MESSAGE FROM THE NEW CEOMESSAGE FROM YOUR COUNCIL

The City of South Perth has seen a busy start to 2021. The City farewelled our former CEO Geoff Glass at the end of January and we warmly welcomed Mike Bradford to the role. Mr Bradford has a proven track record of leadership and brings a wealth of strategic and management experience to the City.

My fellow Councillors and I are very much looking forward to working with Mike as we strive to deliver the very best mix of services, programs, infrastructure, support and efficiency to our community.

Old Mill conservation completeAt the end of January, I had the pleasure of officially reopening the Old Mill and welcoming the community back to the historic building following the completion of extensive conservation works.

The Old Mill and Miller’s cottage provide valuable insight into the early commercial endeavours in the Swan River Colony of Western Australia. The important conservation undertaken by the City over the past year will protect the historical value of the 186-year-old flour mill for future generations. Supporting our communityThe State Government COVID-19 lockdown proved to be a challenging time for us all. The City had previously prepared for a COVID-19 outbreak, so we were able to move swiftly and decisively to roll out plans to enable the City to continue to deliver essential services where possible, while prioritising the health and wellbeing of our community and employees.

In times of adversity, it’s important that we all do what we can to support each other. Many of our local businesses had their trading activities restricted during the lockdown and although many have reopened, they need our ongoing support. You can find the City’s Buy Local, Shop Local online directory on our website at southperth.wa.gov.au/buylocal.

We will do everything we can to deliver the events and activities our community look forward to most, making necessary changes to comply with the latest State Government restrictions and advice in relation to COVID-19.

I would like to thank each and every member of the City of South Perth community for your support and understanding in what has been a challenging start to the year. We have once again proven that we are a community that is positive, resilient and adaptive to change.

MANNING HUB Demolition of the former Manning Deli was scheduled for February in preparation for Manning Hub Phase Two works. The space will be converted to a landscaped laneway connecting shops to the Manning Community Centre.

RESERVES & PLAYGROUNDS South Perth Foreshore, east of Coode St | The Waterbird Refuge project has commenced. Damaged river walls will be replaced by a habitat island, two vegetated headlands, a beach and a planted rock revetment. Construction is anticipated to be completed mid-year.Olives Reserve, Como | 16 energy efficient LED light poles will be placed along the footpaths at Olives Reserve’s northern and southern ends. The quarter court will include two table tennis tables and the new court will accommodate a variety of sports including basketball and netball catering for small groups.

LOCAL ROAD WORKSRoad rehabilitation works will include road resurfacing, replacement of street kerbing, replacement/installation of stormwater drainage structures and replacement signage and road markings. These works will take place between March and May.

It is a privilege to be serving as the new Chief Executive Officer of the City of South Perth. The City has a well-deserved reputation as one of Perth’s premier local government areas to live, work and recreate in. I am excited by the opportunities the City has ahead of it , and look forward to working with staff and community to continue to deliver a city of active spaces and beautiful places.

As I commenced in my role at the City on 1 February, we experienced more of the challenges that COVID-19 continues to present. Those challenges may not be completely behind us just yet, and we will need to continue to adapt as an organisation. For me, there have been valuable lessons emerge from these challenges - the importance of community, and ‘local’ and, to support those around you.

The City has responded and adapted well to the changing environment over the last year, and is in a very good position to support our community to thrive into the future.

I look forward to working with you and meeting many of you soon.

CIVIC HEART CONSTRUCTION UNDERWAYConstruction for the Civic Heart development in South Perth started in January and will take approximately three years to complete.

The development will include two towers of 39 and 22 storeys, including 309 residential dwellings, commercial and retail tenancies.

Temporary changes to road and pedestrian access, speed limits and parking are in place around the site which is bound by Labouchere Rd, Mill Point Rd and Mends St.

Throughout construction the City will work with the builder Hanssen and developer Finbar to ensure the safe delivery of this project.

Working hours will be from 7am to 7pm (latest) Monday to Friday and 7am to 6pm (latest) on Saturdays.

Activities in relation to traffic management and associated detours for pedestrians and vehicles are reported weekly on the City’s website under the Roads and Footpath Works section.

A Waterbird Refuge is being created on South Perth Foreshore to improve habitat for native waterbirds and protect the riverbank from erosion.

As part of the project the City will replace damaged river walls with a habitat island, two vegetated headlands, a beach and a planted rock revetment.

The refuge will be located east of Coode Street, an area that contains a series of interconnected man-made lakes – Hurlingham Lake, Douglas Lake and Lake Tondut.

As part of the project, introduced, self-seeded Casuarina cunninghamiana have been removed. The trees are not native to Western Australia and they are an invasive weed, spreading their seed along the riverbank. The trees will be replaced with local species and the City has grown approximately 11,000 native plants and 20 trees in its nursery for the project.

The project has grown from the South Perth Foreshore Strategy and Management Plan which identifies Node 7: The Lakes as an area to be developed as a water-based, ecologically focused precinct, restored, expanded and integrated into its surroundings, and as a location to be developed for bird breeding.

Construction is anticipated to be completed in late July/early August.

WATERBIRD REFUGE SET TO IMPROVE HABITAT

RESTORATION OF ELDERFIELD WETLANDSThe City has commenced a project to enhance the Elderfield Wetlands and drainage infrastructure at Sandon Park in Salter Point.

Works started in February this year with the removal of grass which is prone to winter flooding. The turf will be replaced with plants including low sedges and rushes.

Additional works will include linking three areas of wetland with vegetation; creation of a nature play and interpretation node; improvement of the area surrounding Elderfield open storm water drain; upgrade of the path network and installation of 12 habitat structures including bird boxes, bat boxes and a bird hide - a shelter used to observe wildlife at close quarters.

The three year project is scheduled to be completed by 2023.

The project has grown from the City’s Clontarf-Waterford- Salter Point Masterplan.

Construction of a new mini golf course is underway at Collier Park Golf. The 18 hole course will feature unique landscaping, a pavilion and water features, providing a shorter format game to complement the existing 27 hole course, café and pro shop facilities.

CITY PROJECTSHOW DO YOU PICTURE YOUR FUTURE CITY OF SOUTH PERTH?We are reviewing our Strategic Community Plan (SCP), the document that guides the City over a 10 year period, and we would like to hear from you.

The Strategic Community Plan outlines our community’s aspirations, priorities and vision for the future of the City. All the programs and services that the City provides are linked to the SCP to ensure that we are delivering what the community wants.

We have worked hard to meet the community’s aspirations outlined in the last Plan and now we’re asking you to look back, to reflect on what has been achieved, and to share what you see as priorities for the City for the next 10 years.

A survey is available to complete on Yoursay.southperth.wa.gov.au. Stakeholder and community feedback will be considered as we update the Plan for adoption by Council later in the year.

MORRIS MUNDY RESERVE UPGRADE Works are being carried out at Morris Mundy Reserve to upgrade the existing court and for the construction of a new sports court. The upgrade is one of the actions identified in the City’s Community Facilities Plan.

Two table tennis tables will be located on the existing court and a new separate court will accommodate a variety of sports including 3x3 basketball and netball.

The upgrade will provide additional sports facilities for local children.

The project is jointly funded by the City and the Australian Government’s Local Roads and Community Infrastructure Grant program .

RAF UPDATEFollowing a two month public consultation period, feedback on the Recreation and Aquatic Facility (RAF) Business Plan was reported to Council at the February Council meeting. The minutes of the meeting are available on the City’s website.

The proposed RAF will be a world class integrated community wellness, education and recreation development located at the Collier Park Golf course in Como.

The RAF model is like no other project undertaken in Australia and will set a new benchmark in wellness and leisure facilities.

Facilities will include a traditional swimming pool, hydrotherapy pool, learning spaces, treatment rooms, public health club and a multipurpose indoor sporting centre, together with a Community House for state sporting associations and community groups.

The Project Definition Plan and an Operational Feasibility has been completed and Council has committed to match the Commonwealth Government commitment of $20 million. The total estimated project cost is $80 million and the City is continuing positive discussions with a number of potential funding partners.

VIBRANT NEW MURAL FOR TOY LIBRARYThe City has recently completed renovation works at Comer Reserve Pavilion, home to the South Perth Toy Library since the mid-1990s.

The City worked closely with members of the toy library to commission a 36 metre toy and zoo themed mural for the exterior of the building to highlight the fun and colour that the library provides.

Created by artist Nick Zafir, the mural celebrates the idea of ‘toys through the ages’.

CITY’S NURSERY SECURES INDUSTRY ACCREDITATIONThe City’s plant nursery has secured accreditation from Nursery Industry Accreditation Scheme Australia (NIASA) demonstrating the highest standards in management practices within the nursery.

An assessment of the nursery was undertaken last year to identify areas of potential disease incursions or distribution, guide the nursery to refine its processes and procedures to grow plants more efficiently, and facilitate the nursery to achieve its goal of providing quality plants for revegetation programs throughout the City.

The nursery will undergo inspections every six months to ensure it maintains its high standards.

The City’s nursery in Como is one of the largest local government nurseries in metropolitan Perth. They grow more than 450 different species of plants and 55 species of trees for City projects as well as for other local governments including Perth, Victoria Park, Subiaco, Belmont, Canning, New Norcia, Kalamunda and Fremantle.

MANAGING MOZZIES The City of South Perth is one of the only local governments in the Perth metro area to use regular aerial treatments to control mosquito larvae in wetlands before they have the chance to grow into biting adults. Not only is this larvicide treatment method extremely effective, it’s also safe for our environment and does not harm people, pets, wildlife or plants.

Peak mosquito season happens from August to April each year, and we complete a number of aerial treatments during this time as part of our comprehensive Mosquito Management Program.

SPEED AWARENESS SIGNS HELPING TO REDUCE ROAD TRAUMALast year the City was one of 20 successful grant recipients awarded funding for projects aimed at reducing road trauma. The City secured a $71,000 from the Department of Infrastructure, Transport, Regional Development and Communications under its Road Safety Awareness and Enablers Fund.

The grant has assisted the City to purchase and install five electronic speed awareness signs in speeding hotspots around the local community. The first five are located on Mill Point Road and Forrest Street in South Perth, Bruce Street in Como, Pether Road in Manning and Mount Henry Drive in Salter Point.

The electronic signs indicate the speed of passing vehicles (followed by a ‘happy face’ or ‘sad face’ image), and are intended to act as a reminder and encouragement for drivers to conform to the assigned speed limit.

The project commenced on 1 July 2020 and is being implemented over two financial years concluding 30 June 2022, with five speed awareness signs installed each year.

MAKING A DIFFERENCE IN OUR COMMUNITY On 26 January each year, the City recognises groups and individuals who make a significant contribution to our community through the Auspire Community Citizen of the Year Awards. This year’s winners are all inspirational people who continue to give their time to help those around them. We are fortunate to have them as part of our community.

DRIVERLESS BUS TRIAL RE-LAUNCHESThe next phase of the RAC Intellibus® trial is underway, allowing passengers to stop off at the Old Mill.

With support from the State Government and City of South Perth, the RAC Intellibus® has recommenced its journey along

the South Perth Foreshore, offering free rides to members of the public who want to experience and learn about driverless technology first-hand.

Registered passengers will hop onboard at the RAC Intellibus® Hub on the South Perth Esplanade and, for the first time, can hop-off at the newly restored Old Mill or choose to stay onboard for the return trip.

OLD MILL CONSERVATION COMPLETEAfter more than a year carefully rehabilitating the City’s historic Old Mill and adjacent Miller’s cottage, the major conservation project is complete and the Old Mill is once again open to the public.

The restoration of Western Australia’s second oldest building was carried out in two stages led by the City in collaboration with Hocking Heritage + Architecture, an award-winning practice specialising in architecture, heritage and conservation.

The works involved the restoration of existing timber joinery and carefully replacing the sheoak timber roof shingles. Major rehabilitation to the building fabric, comprising of limestone and bricks, repainting of internal and external walls and installation of new sails was also undertaken.

Built in 1835 and operating until 1859, the Old Mill is the oldest physical link with the pioneering days of the colony of WA.

The City celebrated the historic building with a reopening event for the community on Saturday 30 January.

WORKSHOPS TO ASSIST LOCAL BUSINESSESThe City will continue its support for local businesses this month with a series of workshops designed to help business owners build skills within their own teams.

Held in partnership with non-profit business development experts Business Station Inc., we will be asking our business community to decide the topics they would like to focus on. Workshops could include things like advertising on social media, building connections with clients and how to write a simple business plan.

THRIVING NEIGHBOURHOODS - A PLAN FOR OUR GROWING CITYWe are working hard to plan for the future of our City. Right now, the City is developing a new Local Planning Scheme, Integrated Transport Plan and Economic Development Plan, to ensure our neighbourhoods continue to thrive. Once the plans are drafted, we will be seeking feedback from the community.

Local Planning Scheme 7: Work is underway on the City’s next planning scheme which will provide opportunities for new development to accommodate our growing population. The draft Local Planning Strategy endorsed by Council in July 2020 is guiding our work in this space.

Integrated Transport Plan: After an analysis of transport in our City and how it will change over time, we are forming actions and strategies for an Integrated Transport Plan. The City will ask for your feedback in the near future.

Economic Development Plan: As part of our commitment to support economic growth in the City, we are preparing an Economic Development Plan. We have undertaken an analysis of the existing economic position as well as local and global trends that might influence the performance of our City in the future. The draft plan will be ready for community feedback in the coming months.

CELEBRATING BUDDING YOUNG WRITERS The South Perth Young Writers Award (SPYWA) aims to inspire young people to express their ideas and creativity through writing. There are five categories open to students from Year 1 to 12 who live or go to school in the City of South Perth.

Each year the entries are judged by a panel of children’s literature enthusiasts. Shortlisted entrants are invited to attend a writing workshop to develop their writing skills and refine their story.

ACCESS FREE COURSES ONLINE LinkedIn Learning, previously called Lynda.com, is an online education platform with thousands of courses in business, creative skills and technology, taught by real-world practitioners. RAC IMAGINE PROGRAM™ AT THE OLD MILLThe City of South Perth partners with RAC to deliver an education program for year five and six students incorporating the new technology of the RAC Intellibus with the old technology at the Old Mill.

During the excursion, students participate in five planned activities including a ride on the RAC Intellibus®, a tour of the Old Mill, exploring AV technology and the future of transport, understanding the connection between coding and road safety, watch the RAC Rescue helicopters in action, and be hands-on by creating a recycled sculpture to improve the future of mobility.

The RAC Imagine Program™ runs at the Old Mill each Tuesday and Wednesday during school terms and is available to schools booking as a group. For more information visit rac.com.au.

ART COLLECTION ON DISPLAYA unique exhibition of artwork, the Old Mill Memorial Collection, is on display for the community to enjoy at South Perth Library. The collection offers a rare look into the history of our City, showcasing artworks created for an exhibition commissioned by Dr Christine Sharkey titled ‘The Old Mill 1833-1929: William Shenton to Margaret Forrest’. Contemporary artists were invited to explore the history of the Old Mill and tell its story. Many of the pieces have not been displayed together for some 15 years.

A service will be held at the Memorial Gardens in South Perth on our national day of commemoration. The City and South Perth Returned and Services League (sub-branch) invite everyone in our community to attend and lay a floral tribute to honour fallen friends or relatives and join us for morning tea afterwards. Lest we forget.
