Marculesti International AirportTRANSCRIPT
Marculesti Aerodrome was putting into operation in
1957 like a first class military aerodrome
with 265, 2295 ha total area of security zone.
In 1986 was made the capital repair of runway, because,
over the years, it has been deteriorated.
About 2000, the Marculesti AFB was,
without exaggeration,
in a disastrous situation.
Because of difficult living conditions (without heat, water, light),
the flight and technical staff, not seeing any perspective,
began to leave the ranks of National Army,
the social climate being strained to the maximum.
By Parliament’s Decision № 678-XV from 23.11.2001
was examined the possibility
to reorganize the airport Marculesti into an
airport with double destinations.
To put into execution the Parliament’s Decision the Government
adopted the Decision № 444 from 11 April 2002
regarding
the airport’s reorganization into airport
with common layout of military and civil aviation,
authorizing the Ministry of Defense
to found the State Enterprise ”Marculesti International Airport”.
As a result, the enterprise was created
by order of Defense Minister № 18 from 29.01.2004,
thus coming out the possibility to obtain necessary financial sources
for infrastructure’s development, maintenance and modernization,
aircrafts’ restoration and maintenance in flight conditions and training
of flight and technical staff for National Army.
During its activity, the Enterprise performed a lot of works that offered the
possibility to solve the following problems:
the airport’s territory is isolated with ferroconcrete wall on the perimeter
with 2m height;
the security zone is isolated;
the airport’s objects are gasified and secured with water centralized
from an artesian well through autonomous pipe;
The existing potential, the Infrastructure of “International Airport Marculesti” allow
to perform the CARGO transports, whenever a need arises, it can perform
passenger transport and fully suits to the requirements to be used and like a
reserve airport.
The technical-material base and the certified staff’s effective of the Enterprise
allow to prepare the flight and technical maintenance.

During the last years of activity
the enterprise succeeded in showing up
on the international market of air transport,
including the aircraft from the endowment
(after repair, extension of resources and modernization)
in contracts on UN humanitarian programs and ensuring,
at the same time, the humanitarian actions
to the command of country’s leadership (Africa, Indonesia, Afghanistan etc.)
and needs of National Army (participation in Partnership for peace and others).

Due to positive financial results, the company had repaired the runway,
buildings, roads, special techniques, bringing the object to certification
as an international airport. Therefore, the Marculesti Airport was certificated
as international on December 2007.
Note that everything was accomplished only from financial resources obtained
by the company.
Due to its favourable geographical location (next to the EU) and developed
infrastructure, the enterprise's staff came with the initiative of creating The Free
International Airport Marculesti.

“Marculesti” is dislocated
on the territory of the
former military base (MiG-
29) at a distance of:
• 100 km – Romania (EU)
• 45 km – Ukraine
• 6 km – Floresti city;
• 28 km – Balti city;
• 150 km – Chisinau city;
• 1 km – the railway net ;
• 1 km – the fuel base with a capacity 14 000
tons;
• 2 km – the refrigerator with the capacity of
1 500 tons.
The FREE AIRPORT is managed by the SE “International Airport Marculesti”,
founded by Ministry of Defence.
• SE “IAM” is holder of air Operator and Airport Operator Certificates;
• Employees – 275 (90% former pilots, engineers, military technicians);
• SE ”IAM” disposes – 6 helicopters Mi-8, 1 helicoper Mi-2, 1 helicopter «Robinson», 2
aircrafts An-72, 1 aircraft An-26, Yak-18, 1 aircraft PIPER PA28, 2 aircfrafts BEECH

SE «IAM» has re-established the airport
infrastructure of its own sources.
According to the Law, SE ”IAM” is
the General investor of the Free
Airport, responsible for
strengthening the infrastructure and
ensuring the activity of residents.
The residents have the rights to
perform such type of activities :
ground handling and air transport
services;
• wholesale trade ;
• industrial production of goods ;
• processing of agroalimentary production ;
• processing of conveyed goods;
• other auxiliary types of activity .
Residents of Free AirportAny physical or legal person registered in the Republic of
Moldova as a subject of entrepreneurial activity, who
is owner or rents goods or lands on
the Free Airport territory.
• the regime of contingency and licensing at the import
and export of goods (services) shall not be applied;
• exemptions from customs duties;
• VAT tax rate to zero;
• exemptions from excise duties.
