This Addendum forms a part of the contract documents and modifies the original RFP documents as noted below: Questions and Answers (see attached) Clarification: Replace Page 1-1, Article 1.1 Project Description, third paragraph with the following paragraph: It will be the Design/Builder’s responsibility to develop a plan to provide conditioned space on the 6th, 7th, and 8th floor where the libraries collection will be stored during the renovation of the library. The collection will be placed on shelving on these floors and covered with dust protection by the County's vendor. The Design/Builder will be responsible for protecting the collection during the renovation of the Central Library. Questions and Answers Question 1: Has a 3D scan been preformed on the interior and/or exterior with Point Cloud? If so can it be provided to the proposer? Please provide this information or a response that it is not Applicable. Answer: The pages in the HazMat Letter indicating the appendix with lead paint and TCLP data were included incorrectly and should be disregarded. Question 3: Exhibit 20 - Camacho Food Service Designers and Consultants - Miss labeled as NCR Midtown Phase II or wrong document provided with RFP. Please clarify. Answer: The Exhibit 20 in the RFP is incorrect. Please refer to the correct Exhibit 20 included as part of this addendum. Question 4: Start and Completion dates - RFP states 673 days / 96 weeks and a completion date of end of 1st quarter. These are in conflict. (From 9 July 2018 proposal submittal to 31 March 2020 = 632 days) Please clarify. Answer: All work to be substantially completed by the end of the 1st quarter of 2020. Question 5: Reference page 2-4 of the RFP indicates - Owner Available Funds - All references in this RFP to "Owner Available Funds" shall mean the maximum amount of funds available to the Owner for development of the Project. The actual cost of the project shall not exceed the Owner's Available Funds - Please provide the established design/construction dollar value. Answer: This information will not be provided Question 6: Reference Section 3, Page 3-13, and Section 4.4, Evaluation Criteria, Page 4-2 of the RFP. The point weighing for cost is indicated as 20 points in Section 3, but reflected as 30% (i.e. 30 points) in Section 4.4 (Evaluation Criteria). It appears that the 20-point weight outlined in Section 3 accurately values cost for this solicitation--considering the level of completeness of the design documents at the stage. Will the county revise the Evaluation Criteria table to show 20% weight for 'Cost Proposal' and redistribute the remaining weighted items through the other evaluation factors? Answer: The value for Cost in Section 3 will be 30% Question 7: The proposal due date is currently established as 9 July 2018. This date follows the 4th of July Holiday that is Wednesday of the previous week. With the Holiday being midweek, there will be people out on vacation prior to the 4th/following the 4th and will render receiving and communications with subcontractors difficult. Please consider moving the due date out mid to end of the week of July 9th. Answer: The proposal due date will remain July 9, 2018

Question 8: In Exhibit 19, Project Manual/Specifications, the following divisions or portions of the divisions indicate "To be Issued" Divisions 21, 22, 23, 26 and a portion of 28. Is it the intent for these Divisions/Sections to be issued as an addendum and part of the bridging documents or are these Divisions/Sections to be developed by the Design-Build Team? Answer: These divisions and portions of divisions are included as part of this addendum Question 9: Will the Fulton County Government provide a rodent letter as required by the Atlanta Building Department, or will the letter come from the Design-Build Team?

Answer: Fulton County will provide a rodent letter.

Question 10: If the Rodent Letter is to be provided by the Design-Build Team, who is the current pest control provider/contractor for the Central Library? Answer: See the answer to Question 9. Question 11: What mechanical controls/DDC system does the Library System currently use and will the same controls be required for the Central Library Renovation as a standard? Answer: Please refer to Exhibit 5 - Fulton County Building Standard Design Guidelines which includes the Direct Digital Control System Specifications. Question 12: INTRODUCTION, Section 1, page 1-1, of the RFP documents, along with 50% DD (bridging) drawings sheets A8.01 - A8.03, call for the library shelving and volumes to remain in the building and be stored at various locations on the 6th, 7th and 8th floors during construction. Please Confirm that: a. the floor structure at the said floors are designed for the load concentration of the high density stored shelving, including the periods when the building is undergoing extensive floor slab removals and structural steel framing at the floor slabs; The building structure is capable of supporting the shelving live loads during construction at the locations shown on sheets A8.01, A8.02 and A8.03. See also floor load diagrams on sheets S0.04, S0.05 and S0.06. Structural opening alterations during the remainder of the design phase may be cause for reevaluation. b. the collections will not be impacted if temporary HVAC systems are installed when the existing HVAC systems are removed as designed; The Design/Builder is responsible for protecting the collection which includes maintain a controlled environment on the floors where the collections are stored. c. the collections will not be at risk given creation of large new openings at the roof and exterior walls per the basic design. Creating large new openings in the roof and walls may create a risk for the stored collection. Risk Management is part of the Design/Builder's responsibility and therefore it will be the Design/Builder's responsibility to anticipate these risks and address them. Please confirm that if the prescribed temporary relocations are not feasible, the Design-Build firm will be responsible for finding an off-site location, rental, inventory, moving costs, etc. for shelving storage during construction. Answer: Should the Design/Builder decide that off-site storage of the collections is more feasible, the Design/Builder would be responsible for locating a facility, paying any rent, inventorying and moving costs. The storage facility must be bonded and climate controlled.

Question 13: The RFP documents include an Asbestos Survey. Please clarify on who is responsible for the actual abatement scope of work - the Design-Build firm or the Owner. Answer: The Design/Builder will be responsible for any abatement as part of their scope of work. Question 14: Is the proposal bond form that is included in the RFP all that is needed to be submitted with the RFP or is there another form that is also required? On the second page there is reference to a bid bond also being included. Also, is the county requesting that we fill in the exact amount of the bid/proposal bond or will just putting 5% of the base proposal be sufficient on the form? Answer: Please fill out the Proposal Bond form and attach the bond as stated in the instructions. The proposal bond is the same as a bid bond. Question 15: The RFP response is due on the Monday after the 4th of July. Typically, the ability to get good subcontractor participation on that week is difficult based on the fact that a lot of people take vacations the week of the 4th. Would it be possible to extend the RFP response date to the following Monday (July 16, 2018) in order to get better participation from the subcontractor market? Answer: See answer to question #7 above. Question 16: There is an extensive amount of demolition of existing walls, floors, interior finishes and associated mechanical, electrical and plumbing equipment which is not clearly defined on the bridging documents. Would it be possible to schedule a time to visit the site to more clearly understand the extend of demolition required? Answer: Yes, please schedule time through Mark Hawks with Purchasing. Question 17: The RFP states that the D/B firm will be responsible for the costs of all seats that are required for the Contract Management software. What is the cost per seat for this software? Answer: Seats for Primavera Contract Manager and P6 can be purchased directly by the Design/Builder through Evans Technology. Please contact Pat Barham with Evans Technology at XXX-XXX-XXXX for pricing information. Question 18: Section seven of the RFP states that the respondent with the lowest total cost will receive the full 20 points. However, the evaluation selection criteria listed on page 4-2 says that the cost proposal is weighted at 30%. Which is correct? Answer: Please see response to question #6 above. Question 19: Reference sheet A9.10, the door schedule information is not complete, please provide clarification for basis of pricing. Answer: 50% DD Documents were submitted, the documents are not complete.

Question 20: Sheet A9.10 Door Schedule; many doors are listed as SAG, “Single All Glass”. However many of the frames for these doors are listed as aluminum. In these cases should the door type be listed as SFG? Answer: I.L.O. SAG please use SFG. Question 21: It appears that All Glass Doors and perhaps Glass Walls are to be incorporated into the project. Question 24: Sheet A9.10: Door 100D is not found on the plan. Answer: Refer to Ground Floor plan A2.03 for location. Also shown in view 2/A4.01 Question 25: Specification 087100, Door Hardware; please advise what the letters HBO represent which appears in some of the hardware groups in the description line. Answer: HBO stands for Hardware by others referring to hardware by the door manufacturer. (Storefront and Curtain wall doors) Question 26: CPT-9 does not exist on the finish schedule yet it is shown in multiple rooms? Answer: CPT-9 is intended to refer to the Carpet in the Best Buy Teen Tech Center Carpet which is to be coordinated with Best Buy during the spaces buildout. On levels 5 and 6 The Green Carpet areas are to be CPT-10 listed in the schedule. Question 27: What does TC-1 stand for? Its located in the mechanical and other rooms on the 5th floor. Answer: Traffic Coating: BOD - BASF Master Seal Traffic 205 system. Source system components from one Manufacturer. Question 28: If the submitter is a joint venture, do you want all of the required financial information and forms completed solely by the joint venture, or by the joint venture and each of its entities? Answer: If submitting as a joint venture, all of the required information and forms will only need to be completed and submitted by the joint venture.

Do you want resumes and project experience previously submitted in the Qualifications included with the technical proposal? Answer: See updated Exhibit 1 attached in Addendum No. 1 Question 30: The Required Proposal Checklist Item No. 9 lists Form H: - Local Preference Affidavit of Bidder/Offer. Is this the same as Form E included in the RFP? Please clarify whether the forms listed Answer: Form E is the correct form: Local Preference Affidavit of Bidder/Offeror

Question 31: For pricing purposes, please advise on the intended location(s) of the “Foundation Strengthening Detail” 5/S3.00. Answer: This detail applies only in the event that the new elevator footing overlaps with the adjacent existing foundation. The final elevator size and location, based on the selected elevator manufacturer, should be coordinated with the existing foundation in order to be certain that strengthening is not required. Question 32: Please confirm that the “Convenience Stair” in detail 3/A7.02 is intended to receive precast terrazzo treads. Answer: Correct, the convenience stair between levels 4 and 5 is to receive precast terrazo treads and risers. Details similar to 1/A7.01 Question 33: Referencing sheet A2.28: Please advise on what the TC-1 designation stands for, for the floor and base finishes. Answer: See response to question #27 above. Question 34: Exhibit C, Schedule of Intended Subcontractor Utilization requests that the subcontractors be named at the time of RFP submission. Given that the drawings are at 50% Design Development stage, the final subcontractor list may not yet be established by the submission date. Could the requirement be eliminated or modified to read "Potential subcontractor utilization"? Answer: The project is broken up into 2 phases (Design Phase and Construction Phase). With your RFP submission, the only subcontractors that need to be identified are the companies that will take part in the initial design phase. The remaining subcontracts to take part in the 2nd construction phase will be required to be identified at 80% completion of the design phase documents.
